enough. >> of the city or state refuses to take actions that are necessary to defend the life and property a residents and i will deploy the united states military and quickly solve the problem for them. >> we have live team coverage with the latest developments. matte finish live in minneapolis, griff jenkins has the latest from washington and doctor andrew costello join us with expert analysis. >> looters have run rampant across many parts of midtown manhattan. you are shaking your head. >> reporter: the scene doesn't get old. it is heartbreaking, once another a night of looting and businesses ransacked. this is the urban outfitter in midtown at herald square, looks like a tornado came through if you want to call it that.
1:02 am
still a few things left, hangers all of the ground, all over outside and these hangers can turn into a weapon because yesterday in soho i had this flung at me so this is dangerous and goes all the way down the street here. we've seen a lot of this all over midtown. several stores including the macy's flagship store. let's look at some video, violent violent night, several attacks on officers caught on video in the bronx, dramatic video shows a sergeant struck by a black sedan your column a possible break in. he is in serious but stable condition, the people in the car got away. another officer beat up on the street in public view. this happened as looters smashed through more luxury stores in manhattan including the macy's flagship store in midtown, the
1:03 am
famous macy's from the movies. all of this before new york city's curfew went into effect at 11:00 pm. leaders have been trying and trying to send a message to all these people ransacking businesses inciting violence including one of new york's top cops, terrence monahan kneeling with protesters in solidarity. listen to what he said. >> from california and all over this country, getting paid to take this movement and turn it into violence against men and women who love the community. >> there's a police presence here, there were dozens of arrests, we don't have an exact number. we will find a couple hours. the curfew lifted at 5 am but goes back into effect earlier today about 8:00 pm. clearly these looters don't care about the curfew, don't feel anything is going to happen to them.
1:04 am
>> thank you so much. >> now breaking news from st. louis, more police officers shot during violent protests overnight, shooting happened near the st. louis police headquarters. >> the police chief had to choke back tears describing what happened. >> some coward hard shots at officers and we have four in the hospital. thank god no one died. >> all the officers have non-life-threatening injuries. >> protests in minneapolis remaining mostly peaceful and of tonight's mandated curfew that comes as george floyd's family calls for peace in the wake of his death. >> matte finish live in minneapolis as people are calling for the head of the city's police union to resign. >> this is the site where george floyd died, ongoing peaceful demonstrations including one happening right now in the
1:05 am
family of george floyd including his brother all the service in which they said the family is peaceful and god-fearing and insist the violent riots will not bring back george floyd and have to end. >> what are you doing? you are doing nothing. that's not going to bring my brother back at all. >> also in a letter the police union president rights the governor and mayor are shifting blame towards police calling it despicable behavior. writing and part, quote, what has been very evident throughout this process is you have lacked support from the top. this terrorist movement was a longtime buildup which dates back years starting with minimizing the size of our police force. minneapolis councilmember alonzo conover wrote inability to acknowledge painful impact of offices actions by community exemplifies the toxic culture of
1:06 am
silence. this outdated policing system together, that's why we must step in to deconstruct our police department and build a new system with our chief. the medical examiner official releases updated autopsy report which now lists the manner of death of george floyd as a homicide and conflicts with george's family's personal autopsy report which lists the manner of death is choking to death. >> smoke billowed over washington dc overnight. a heavy police and military presence bringing order to the nations capital. >> griff jenkins joins us live with more on that. >> not quite new york what another day of protests in washington, started peaceful, turning violent, law-enforcement increase their presence. and military helicopter hovering above the protesters tracking their movements. all this after the president vowed to crack down. >> i'm dispatching thousands and
1:07 am
thousands of heavily armed soldiers, military personnel and law enforcement officers to stop the rioting, looting, vandalism, assaults and the wanton destruction of property. >> the law-enforcement deployment seeking to protect businesses and government property, rioting and looting as protesters mom the national mall downtown near the white house. this as the president is blasting the governors for not doing enough to control the chaos, dc's mayor has been critical of the president, welcomed the support. >> i don't agree with that type of language but this is where our interests are the same, keeping washington dc save and every part of washington dc from the white house to lafayette square to the lincoln memorial, jefferson memorial, all washington dc has to be safe period.
1:08 am
todd: another remarkable site, the president walking with other top administration officials to the historic st. john's church which was vandalized monday night in an incident authorities believe was intentional. this morning the streets are quiet though you can still see the massive footprints of police and law enforcement and national guard. now it data on the number of arrests but we are told that is in the dozens. >> absolute mayhem on the streets of new york city, officers being beaten, hit by cars as looters move up and down along fifth avenue and a number of other places as well. this is still playing out despite these messages from the governor in new york city's mayor. >> we do not want riots here. these folks have nothing to do with peaceful protest. what they are doing is criminal. >> a curfew is to help a
1:09 am
separate the peaceful protesters from people looking to exploit the moment. >> two straight nights of destruction, what do officers need from their leaders to put a end to it? joining us is doctor andrew costello. thank you for joining us. before we get into what police officers might need from the leaders take it back to last week when it happened, you saw police officers in the third precinct, you caravan of police vehicles leaving the precinct, they set it on fire. is that what set the tone for what we are seeing now? >> the initial part yes but this goes back to the beginning of the build block you administration, not very supportive of police officers so created a police department that is very passive, does not take
1:10 am
independent action. when independent action is taken, police officers are punished, fired so it is difficult for police officers to feel like they are backed by the mayor in city hall so the other unit told their members not to take action. that coupled recently with recent events where the mayor not even admitting he was having riots in his city, just today coupled with the governor, one of the responses was to inform new york state attorney general about science of police abuse and prioritized that little more than establish order in the street so a lot of issues here. >> no question the relationship between the nypd and the mayor's office has been strained for several years. let's take a look at some video,
1:11 am
new video this morning, a police officer in the bronx being beaten down. this is another part of the bronx, just two savages here and another one, this is a car, the guy stepped out of the car on the right side of the vehicle and here comes another car with no headlights on and slams into that officer. the boldness of these looters, the rioters to just attack police officers is really scary. what do you make of this? >> it is establishment of new york progressive policies as recent as this year. changing - the city and state of new york, we used to be a victim oriented criminal justice system, to a more criminal based
1:12 am
justice system. the problems, the atmosphere was developed before. jillian: what is heartbreaking to see is when george floyd died for a moment we had unity in this country where everyone was against it. nobody thought that was okay to see what that officer did. everybody wanted justice and all of a sudden you go from that moment of unity where everybody wants justice done for this officer for the death of george floyd to now we are seeing so many offices across the country being attacked, four police officers shot in st. louis overnight. >> here is the problem. i don't think anybody the day of the incident thought there was anything right about this whole thing. people across all sides all thought there was really poor
1:13 am
action. the situation we have here is, peaceful people that want protests and police brutality, have another look at it but being hijacked by people who have no interest in george floyd whatsoever. it has outgrown what the original incident was. todd: appreciate your time. jillian: 13 after the hour, as protests rage in the twenties, pressure mounting from minneapolis's mayor to step down. >> chairwoman of the minnesota republican party says democrats in action led to rights across the country. jennifer carnahan joins us coming up.
1:17 am
>> this is about social trust, social compact and reestablishing faith in the people who are here to serve them. a posture on the ground is unsustainable militarily. it is also unsustainable socially because it is the antithesis of how we live. >> the chairwoman of the minnesota republican party jennifer carnahan says minnesota's state leaders should step down for their inability to lead. she joins us live to talk about it, thanks for coming on, you made some progress, the governor wants to reverse that. why is he doing that? >> we watched for over a week as the governor of minnesota in the minneapolis mayor failed all the residents and citizens of minneapolis and minnesota playing political games that was unfortunate to see because it took three nights of full chaos, destruction of our city, burning down of the police precinct, riding of businesses before they
1:18 am
did anything in their actions were very light and contributed to continued chaos in minneapolis. >> what do you think could have been done better? >> swift action, swift and decisive action from a leadership level needed to be taken right away and it took multiple nights for the national guard, came into minneapolis and st. paul and when a curfew was imposed there still was burning of the city, looting of businesses, these are businesses in minority communities, minority owned businesses, the cities and neighborhoods have been completely decimated and it is inexcusable because they failed all the people of minnesota and it really overshadowed the death of george floyd in action that does need to happen in the state in cities. >> look at the damage done in the problem in minnesota, 308 stores at least alluded to date, 481 have been arrested since
1:19 am
friday. here's the president giving praise to the government minneapolis, it was incredible what happened in the state of minnesota. they were a laughingstock all over the world, they took over the police department, the police running down the street sirens blazing, the rest of them running. it was on camera and then they wiped out saying you got your act together is what he said after not starting off so hot. what do you make of that comment? >> they did get their act together but it was too little too late. it shouldn't take four days of a city burning to finally take action. this is irreparable damage that will take months and months if not years to rebuild our city, to start to heal as residents and citizens of our state and country and that is unfortunate because their voices that needed to be heard. we all watch the video george floyd's death. it was very traumatic for all of us, the way was managed by the governor of minneapolis from my

anything like this. it is truly gutwrenching for me to see and i know you feel the same which is why you decided to take action on your own. tell me about it. >> we started this organization in january for the betterment a city in different things fell in our lap in the incident we are totally against happening in minnesota to mister floyd, and around 5:00 saturday, sunday evening i got a call saying the looters were probably coming to south philadelphia to burn down our target and shopping district so i headed out to the district myself, reached out to our movement that has 10,000 members, we need boots on the ground, we need to get here so they don't come down here and destroy our neighborhood. >> the sense of civic pride, you are standing outside a corporate
1:25 am
store that has a lot of money and receive your life to protect it. where does that come from? >> just the pride in our neighborhood, south philadelphia is strong, blue-collar workers out here, we believe in what is right. we stand with the philadelphia police department, with our neighbors united and we are not going to let things like that happen in our neighborhood. >> did you have anyone tried to pull up and get into the store? >> you had a few people pull up, some cars circling and stuff like that. a few people did question is, what are you going to do if we try to break the lines, we sit there peacefully, we did not engage. we do not want to let them antagonize us. we wanted to stay on the defensive and let them know it is not going to happen on our watch. as of right now they are still down there watching, my movement is down there still at this hour. we've been discussing this via text and telephone calls and everything is quiet on the front
1:26 am
down there and we are protecting not only the business district but also our neighborhoods. that is the thing. philadelphia is burning like the rest of the country but south philadelphia is standing strong. todd: the damage from this writing and living 387 different incidents, 246 commercial burglaries, 54 cases of vandalism. you take so much pride in your see that you are willing to risk your life to protect stores you don't even own. there is another faction that wants to do the opposite. with your message to them? >> what are you accomplishing by writing, mister floyd died a horrible death and we are totally against that. we do not condone racism and bullying of any kind. i stand up with the african-american community and unite those folks was we want to stand with them and walk with them hand-in-hand but we want to walk with protesters peacefully protesting not with the violent criminals out looting and rioting.
1:27 am
what do you get out of stealing, looting and writing? house that respecting mister floyd and standing up and moving forward and getting racism to stop in this country by looting department stores, burning down local stores in your own neighborhood where you live, looting, stealing televisions and sneakers, how does that bring justice? it is unheard-of, it is despicable. stand up south philadelphia will not condone that at any time but we do support any movement that wants to stand united on a peaceful front. >> thank you very much. 27 after the hour, two nypd officers assaulted in the bronx, one officer hit by a car, another being on the street, live with the latest on the vicious attack. todd: rioting shaking the owner of the cleveland cupcake shop to
