baltimore mayor, stephanie rawlings, rudy giuliani, welcome back here. i want to cover three things quickly. number one, the reforms, they have worked to when they have taken place in other cities, will this help, mr. mayor? >> well the reforms are certainly needed, certainly going to help. but i also think that to make it appear as if police brutality is systemic is really propaganda, police brutality is an issue but it's not the major issue that they are trying to make it. the protests insofar as they raise the issue of the injustice to mr. floyd are absolutely correct. but as they raise the issue of some kind of massive police brutality, if you look at the statistics only 10% of the shootings of unarmed people

involve blacks, 20% involve white sand the encounters, the times have an article, a fraudulent article like this, they say the police in minnesota 7-1 encounter blacks over whites, they don't mention that unfortunately and tragically lacks account for 79% of the homicide so the reason that's happening is to protect the black community. the reason that the police encounter blacks seven times more than whites is because seven times more than whites, black people call the police for help. the police don't initiate focusing on black people. the black community calls the police and says, this man robbed my house, this man was involved in the murder, this person was involved -- that's not racist, that is in anything but the truth. what we have going on is the left-wing narrative that is very, very false and very dangerous because we've got about 300 police officers

50% almost all of the beneficiaries of that are in the african-american community. and aside from the political, if you go into an african-american community and talk to real people come every time i did they wanted more police. i used to get more pressure to put more police in harlem that i did on park avenue and unlike my predecessors, i put a lot more police in harlem and made it stick, my predecessors couldn't do that, they did it because they are really good in the separation, that the democrats are creating with the police. it's tragic. it's cutting off the only thing that's going to reduce the reason why black men die, they get killed by other black men, that's just the truth. if you can't say that, you're a racist. if you can't say that there something wrong with you.

it is unfortunate for rudy giuliani to take a potshot at mayor de blasio, to know how difficult it is when you are the one who is actually in the seat who has to make the call on these very sensitive issues to get it right. i think all of us do so because we care, when you care and during these tough situations, sometimes in efforts to save lives, sometimes you get it right and sometimes you don't and i think it's unfortunate when you have -- a monday morning quarterback, i'm not a football person, to take pot shots afterwards. >> bill: you can do it on monday morning or tuesday or whatever the day you prefer. we are now learning, meta-mayor, that two of these cops on the scene where george floyd was killed have been on the job for four days and i believe you made a comment last night i think on

cnn with regard to freddie gray and the prosecution that followed there, you said get it right, don't do it fast. how do you gauge as to how they are doing this right now in minneapolis? >> i think it's different in this case because so much of it was caught on camera, we didn't have that in the freddie gray case. i think the speed is adequate based on the investigation that needs to happen and it's not just what we can see, it's also a larger strategy because god forbid they have what happens in baltimore where people feel like there was a rush to prosecute and all the cases fell apart. i am thinking that they want to make sure that whatever charges they bring, they are going to be able to prove in court.

>> bill: minnesota governor tim walts, under proposed court order, city of minneapolis does agree to ban the use of choke holds by police, i don't know what your feelings on that and i don't know how you feel about the effort in some cities, portland, l.a., a few others, san francisco about trying to defund the police department there. do you think that is the right solution to come from this? >> i think the right solution is educating the police, reforming the way the police do business, like mayor giuliani, i was going to bring crime down, homicide down, and during that time i was in the community, i was listening to people and as grateful as they were that we were saving lives, they were furious at the treatment they were receiving from the police and that's what really got me on my path to really work hard for meaningful police reform so you have to listen, you have to reform the way you do things, you're not going to be in

partnership with the community if they don't want to work with you so we had to do better by our community. >> bill: i'm out of time but i think it for years. in baltimore for all of that, i can't member how many days or weeks it went on, how much longer do you think this will last, last question. >> our writing was an ugly one evening and then we went into the curfew immediately and not day-to-day, we had a curfew and we put it in for about a weekend that was able to keep the calm in baltimore. like i said it's almost like driving a stick shift, you have to push and pull and put your police force in the right force at the right time in order to maintain calm and i think some of these jurisdictions went too hard with a militarized response and got the backlash that we are seeing. >> bill: you are right when you talk about curfews, they

in light of these protests, numerous cities are defunding police departments to invest in social programs, mostly they say for people of color. >> i think that all of this protesting and all of this picking up starts to speak to the idea that it's time to reform the police and move these funds into things that actually keep people alive. >> this overturns 70 years of policy that argue bigger departments, more enforcement, safer cities. l.a. will take up to $150 million from the police department to address inequities and racism. >> we've made cuts because of covid-19, it's also time to make cuts because racial justice is something worth fighting for. >> in san francisco, the police money is reparations for ignoring the black community

prior to floyd's murder, she supported budget increases. chicago and portland officials want police out of the public schools and instead will invest in social workers and students "cultural needs." >> there is no reason why the city spends 40% of their budget on police. >> in minneapolis, a black councilman and white mayor promised to dismantle the police department, they now ban police choke hold. for years local politicians supported higher police budgets and pensions in exchange for that political endorsement. now, however, a different story and the l.a. police union today, and i'm quoting, said "mayor garcetti lost his mind for calling l.a.p.d. killers." what happens when people call 911 and the response time goes up? so do private gun sales. think back to you. >> bill: how you doing? we been together every day.

too much, good for us but the subject matter we are dealing with. minneapolis says they will ban choke hold's, something crossing out of sacramento, california is going to do a similar deal, what you think about the reforms you are hearing about already? >> you know, i have no problems with the reformation as it concerns the choke hold but the defunding of police departments, you can't do that, the criminal element that's out there, that criminal element is not going away. i'm very saddened by what happened to george floyd but we cannot throw the baby out with the bathwater and that's what they are doing in these major metropolitan cities talking about defunding, i can assure you criminals are moving up. >> bill: san francisco is going to make a move on that, l.a. is going to make a move on

that, if portland makes a move on that, what happens in those towns? >> what happens in those towns, you can take it to the bank, crime will go up. and the one thing that police officers are out there doing is serving and protecting their communities. you've got some bad apples and you get rid of the bad apples but you don't take out the police department with one broad a brush and that is an overreaction on my part, i believe. >> bill: we are learning that two of the officers on the scene of george floyd skilling had been on the job just a couple of days. if you wear them, what would you do at the moment? if you had had to defend yourself, what will be the solution for you? >> several things i would do if i represented these officers, when you look at aiding and abetting, what you're saying that you assisted derek chauvin

in his actions on the problem you have, these officers were on the driver two, three, four days and derek chauvin was a training officer with 19 years of experience so i think that they have a problem, meaning the state of minnesota, with the aiding and abetting. what also do is look for a change of venue, i'd move it out of minneapolis if i possibly could and the second thing i would do is one of these officers, make a deal. >> bill: you say this case is not a slam-dunk. you said that for a few days now, what do you mean by that? >> it's not a slam-dunk, when you look at what is needed here, second-degree murder is what derek chauvin was charged with. they have to approve that

in the markets are responding in a significant way. up 3% on the dell, 850 points to close out the week. i don't know a lot of people that we would call that one, neil probably did. enjoy the weekend. ♪ >> neil: bill, you are so right. read it and weep. the markets right now searching along with the big shocker on the job. they were gaining in the latest month, not declining by close to 10 million thought they would be. the nasdaq's had a record appeared in other index we follow, nasdaq 100 at a record appear at the dell a few percentage points of a record of them of the s&p 500 within a few percentage points of a record and all of this built on a stunning jobs report that virtually no one saw coming. an unemployment rate that no one saw coming either. most were expecting it to get close to 20% but instead to come a little over 13%.
