kind of way. maybe we need to do things like mental health screening. group therapy sessions would be good so police can release some of the tension with each other. mental health screening, group therapy sessions, a limit on overtime, mandatory vacation, paid vacation as well but we have to balance this, we can't just go off the deep end. we have to balance it, recognizing the challenges and pressures that come with policing while also recognizing police are called to protect and serve, not intimidate, not the press, not to be in an adversarial relationship with the american public. >> you say if you want an example how getting rid of cops does not work look at cleveland. why do you say that? >> cleveland defunded in 2004 by 30% cut the budget for the police and as result a lot of

necessary services were eliminated or reduced and so there are a lot of things, when you think police you think of the squad car pulling up to arrest somebody. there are so many services the police department provides that they would not be able to provide without the necessary funding. even response time is something. in certain areas of the inner-city, the police won't come simply because they don't have the manpower to come. we have to have a parity in the police force to maintain the safety of law-abiding residents of the community. >> the number on the screen, 55% rise in homicide rates in cleveland in one year. why do you think that is? >> because lack of policing, criminals these days feel they can get away with things they couldn't get away with in the past. in certain areas, there is no police presence, the police response time is slow if at all and so criminals are emboldened

droplets, through the air. if someone is coughing or sneezing or singing or shouting it can spread from one person to another. it is a highly infectious highly contagious highly transmissible virus and we know this. i know it firsthand through my own patients with we have studies and data to prove it. there is a study in the journal of internal medicine, information reports coming out of the harvard health institute. it was a misspeak, a misunderstanding from the world health organization but we need to understand it can spread from person-to-person if one person has no symptoms meeting they don't have a fever and not coughing but in close contact with someone else they can spread it. we want to be diligent in continuing preventative measures like wearing a mask, not touch your face, keep your hands washed and clean until we get a vaccine on the market. >> the cdc estimates on a

symptomatic cases, 35% of covid-19 cases are asymptomatic according to the cdc, 40% of virus transmissions occur before symptoms. we have a graphic to show nine state experiencing spikes in coronavirus hospitalization since memorial day, arizona, texas, north carolina, santa monica california, oregon, arkansas, utah. what do you attribute that to? >> the country is reopening as we are doing more testing. with more testing we will see an increase in the number of cases so that's one thing and we've seen protests going on recently with what happened with george floyd. it is multiple variables but we need to continue with preventative measures. without these preventative measures we could be seeing a lot more cases which he could be in the millions versus thousands of deaths in this country so we need to continue what we are
