>> reporter: the atlanta mayor announced a series of administrative orders to implement immediate reforms and police training and policy, they prioritize de-escalation techniques over use of force that require police to report all uses of deadly force to citizens review board. offices will be required to intervene when they see a fellow officer resort to unnecessary use of force. >> this is the beginning of a great bill of work that lies ahead of us. it is very clear our police officers are to be guardians and not warriors within our communities. >> reporter: more protests are expected today. yesterday police reported no major incidents but over the weekend 49 people were arrested. police released the 9 one one call that initially brought police to wendy's friday night

expected to unveil very soon. mcconnell says he would like to see the senate vote on something before july 4th. jillian: chaos breaking out in the streets of portland, oregon, police making several arrests overnight, rioters throwing rocks at other objects that officers, sitting trash on fire and looting a store. at least one officer was taken to the hospital after being hit in the head with a large rock. todd: three nypd officers after drinking milkshakes from a lower manhattan shake shack, not intentionally poisoned, that according to local news reports and nypd, those officers were accidentally sickened by a cleaning solution from improperly cleaned machine at that shake shack. the union says officers were

everything, this particular chief in the north of atlanta they have an explorer program where they take high school kids and other folks and given jobs and let them work in the police department, get acclimated and recruit and enticed and going to the academy to live, work, play and police in their communities. it is very bold the president is coming out. one is careful not too much overreach because it is locally controlled, like andy griffith new everyone in town. a lot of cities across the country to look more locally at folks who live, work, play and encourage them to serve and protect the communities they were raised in. this is a great beginning. jillian: you spent a number of hours yesterday at wendy's that was burned down after the shooting in atlanta of rayshard

brooks. what did people have to say? folks who live in the community, what are they saying about police reform? >> i spent a couple hours concerned about the wendy's or a few local folks that live there, that was one source of food they could go get a burger, others were like i wish he had just complied, that there would have been -- that it didn't happen. i talked to some young activists, it was peaceful, young kids out there, passing out water and talking to people and city council folks out there on the ground talking. i was thankful it didn't escalate into something larger than we had a couple weeks back like my fellow business colleague who lost everything in their consignment store during the looting.

thank god for brian kemp, the national guard correction, state patrol, showing a force of visibility. todd: back to police are from you look at the democrat plan, they want to get rid of things like chokehold, the warrants where you barge in on a drug charge. my question is which plan do you think is better and when congress goes to do this to these two plans, will they blend them together and come out with something everyone agrees with? >> it has to be a collaborative effort with all hands on deck, city, county, state, federal, and we have to be on the same page, we all want to keep good policing. without peace we don't have economic development, we don't have a community we can walk in. it -- i commend him for coming

together and involving these particular folks across the country, city, county, state, getting collaborative effort, to be on the same page so we can calm the storm out here. i commend the president on this. jillian: the single best online fundraising day with 1 million tickets requested for his rescheduled rally in tulsa. $14 million in online campaign fundraising on his first day. what does this say to you as far as momentum? >> not just the trump people but the american people wants to get back to work. they didn't forget a few months ago number one economy in the country, lowest black unemployment in history recorded in my lifetime, minority unemployment at a record high. the american people even the folks that didn't vote for the

president are smart enough especially the 30.6 million small businesses like me, we make up 40% of gdp, we didn't forget where we were. we are anxious to come out. this rally shows the american people have a champion in the white house, i don't have to like him or vote for him but they cannot take the numbers away, cannot take away his business of leadership in terms of putting us back together. that is where the excitement comes in the donations are coming from, people are excited. i'm excited. todd: you see the polling and it looks like he is in such big trouble with these polls in double digits behind biden and then look at this, paint a different picture. thanks for coming on. 18 after the hour. cases of coronavirus spiking, there are fears of a second lockdown coming. todd: a new surge of covid-19.

strengthen but it doesn't take a named storm to bring quite a bit of rainfall across these areas that got saturated ground so flash flooding will be a big concern especially in coastal north carolina. on the flipside wildfire danger, very dry conditions for the southwest towards the high plains in the great basin and further north of that snow in parts of idaho and montana and wyoming. a couple feet of snow in the mountains. that is something we will monitor, whether that is happening in the middle of june, there is a forecast across the mid-atlantic, the southeast, that area of disturbed weather, good conditions across florida, very warm for the southwest and that area of snow in parts of the northern plains in the northern rockies. we have everything today.

jillian: north korea with a major escalation blowing up a diplomatic office near the south korean border overnight. kim jong un's sister threatened to demolish the building calling equipment useless was the regime saying it could send her back into demilitarized areas of the border. the threats come is in a report reveals north korea and china are the only countries growing their nuclear arsenals saying the countries each added 20 warheads. the us and russia have cut their arsenals.

rob: the nypd is disbanding its plainclothes unit to move away from brute force. andrew cuomo signed new police reforms in the last 24 hours. joining us to react, 32 year law enforcement officer, former chief investigator of the department of investigations steve cardigan and for nypd detective doctor oscar, thanks for coming on. what do you think of the move to get rid of the anticrime unit, plainclothes officers for the nypd? >> apathetic display of poor leadership. the reality of this has been a very effective unit especially when it comes to done -- gun crime. to disband that, this is a demonstration how america's police have become america's punchingbag's. physically in relation to the

physical attacks on law enforcement officers are facing literally every single day but also the political attacks based on this irrational response to what is happening in the law enforcement community. this is a dangerous precedent the nypd has chosen to do. rob: we are going to listen to the commissioner talking about defending this move. >> this is no reflection on the men and women of the police department that are out there doing their work. this is a policy shift coming from me personally. i think it is time to move forward and change how we police in the city. we can to brains, guile and brute force. rob: what do you think? >> i believe more comes from the mayor's office, the commissioner

serves at the pleasure of the mayor and if the mayor wants something done he's going to do it and it will further diminish the morale of the nypd. you may see it spread like wildfire if they think it is a money saver to appease the public. >> crime is the real deal, the officers were effective, is this a gift. to get rid of these officers? >> to serve at the will of the man, these decisions they are making are not evidence-based or data-driven. if they look at the data, they see all the murders and robberies, it helps to make the

city safer, businesses operate, loved ones attached to them. this will hurt the public. in the meantime it will appease them to make them feel they got something, they will celebrate, the public will pay daily for this because of lawsuits not being able to go up there. without anticrime officers, you put everybody in uniform it is like a public advertisement. here i am, here i come. todd: it makes it easier to commit the crime this unit was trying to get rid of. let's talk about minneapolis, seven police officers resigned in the city, if you look at the

headlines around the country, we can pull them up here. a number of police officers, the morale is very low. >> keep in mind the mayor, this is not been held out in public law but he has begun defunding their police department, 400 positions now, they can't answer the number -- the 9 one one calls before this happened. he was making moves on the minneapolis police department and that destroyed part of the morale, in the northeast region this is of epidemic proportions, this will affect policing, literally run the country for years to come, you can hardly blame them. there really is a war on cops, that is the true reality.

tonight, a portland officer was struck in the head with a rock. they have been embracing antifa for years, empowering them. was he given a helmet. they are not given proper equipment. the move to take away militarized equipment like bearcats which help not only save the lives of officers but civilians too. all of these physical dangers, emotional dangers, is inundated with officers being injured in the line of duty, i thousands in the last two weeks. todd: what happens in this country of people don't want to become police officers. don't know why anybody would. what happens to the country.

rob: a lot of anger toward amazon this morning for selling t-shirts with the sign blue lives murder. jillian: carley shimkus here with the reaction. i'm sure there is a lot of it. carley: good morning jillian and rob. the sergeant is demanding the shirts be taken off the site. he is not alone. the listing has received dozens of one star reviews from folks that say the shirts are offensive and spark further division. let's get to some of that reaction. jan tweeting at jeff bay zoz please tell me this will be removed. another twitter user says a bit too far even though private companies have the right to sell whatever. gus responded saying amazon sell as bunch of blue lives matter merchandise, too.
