>> those charges mean garrett wolfe could face the death penalty, following that announcement atlanta pd says officers called out of work in high-volume. joining us to react, former tucson police officer brandon tatum. let's break down the charges against the officer, garrett wolfe is facing 11 counts including felony murder, devon brosnan in facing aggravated assault. what is your reaction to these charges? >> this is a complete injustice and everybody associated with charging these officers should be put in prison. these officers followed georgia law. a taser is a deadly weapon according to georgia law. it is considered a firearm in the georgia statute so when a person points a deadly weapon at the police officer a police officer has the right especially when they fear serious bodily injury or death to utilize deadly for us.

his death was subsequent to justify use of force, there is no way on planet earth these offices should be charged at all. this is an injustice and i hope these officers can get off and justice can be served on their behalf. >> talk about the split-second decision as we are seeing in this video right here, once a suspect in any situation resists arrests how quickly time period you have to make a decision and what that is like? >> some of it is subconscious. you have no time to think about it, when you are just talking to an individual having a casual conversation and they begin to be so violent to the point they tried to kill you, take your taser and begin to run you have to make a decision and decide is this person continuing to be a threat to the public, do i need to act now, when and where

what democrats are proposing. to completely banjo cold with no restrictions, to completely ban no knock warrants is ridiculous and to eliminate protections of police officers acting on behalf of the state to protect them from being personally liable for things they do is asinine. democrats form of justice reform is a big if you to police officers in terms got's justice reform is a fair and balanced bipartisan bill. shannon: do you think there's a ground to be had here and what would it look like? >> a middle ground would start with reasonableness. we need to identify what is police brutality and what is not, not just something you don't want to see is uncomfortable to watch but find out what is actually against the law and we need to filter out all of these justified shootings that have occurred throughout

definitely keeping a tissue for elevator or doorknobs but i'm also a huge proponent of physical distancing because this is an opportunistic virus that wants to thrive and from person-to-person but if there's not a second person around it is not going to be able to survive and that is how we can get rid of this virus sooner than later but these are excellent tips by the cdc we should all continue to take. >> we will pull up the math of stating record high coronavirus cases, sitting single they records, some of them setting 7 day or week records. when you look at this, what you think of that? some people argue the states opened up early and other people argue more testing is available. what do you say? >> we see increase in the number of cases in arizona, texas, oregon, florida but if you follow the cdc guidelines and

engage in a phased reopening, go to phase 2 or phase 3, you're doing everything you can but the problem is we don't want to overburden the hospitals. we see a lot of people out and about without a mask, you've got to wear a mask, people out at the bars and in the water not engaging in social distancing, that is how we see a peak in the number of cases and hospitalizations so we have to be diligent practice social distancing, where your mask, avoid large crowds and hopefully get rid of these spikes at least until we get a vaccine on the market. >> everyone is hopeful, thank you. it is 27 minutes after the hour. south korean officials on the way to the us as tensions flare

organization, we are thrilled to see engagement between community members, public safety and law enforcement but in talking to law enforcement partners what is confusing and perplexing and offensive on some level is this notion that law enforcement has become the problem. they are problem we must fix across the country and it is a problem that interfaces with so many social service issues. homelessness, drug addiction, family violence, people talk about neighborhood violence, there are many issues in different communities that may not be violence but escalate quickly and there's a reason law enforcement has been called into this to begin with. we want to look at it but look at it with solutions verifiable for all. jillian: here's a look at the los angeles police reform plan including nonviolent crisis team to replace police responding to certain 9 one one calls,

nonviolent or noncommittal related calls to social workers, on armed officials would respond to issues involving drug abuse, mental health. to the point you just made certain situations can escalate, when nobody thought they were going to 7 what do you do if you don't have police at the scene what would be the answer? >> that is the problem. law enforcement didn't wake up one day and say we are going to take over all social services the seventh over time and they are answering the calls policymakers say they must make in the reality is yes, the majority of the social services do end and peaceful man is that there are times they escalate and they escalate quickly. we want to strike a reasonable balance. we want to see communities come together to address the social services. for those of you looking in the city of la, the budget for mental health is $1 billion over lapd's budget. we want to look at the infrastructure for cities, we want to evaluate community resources, absolutely but to

turn a dime on law enforcement overnight is not necessarily the answer. shannon: on the other side of this, the motion says we got from asking the police to be a part of the solution to be the only solution for problems they should not be called on to solve in the first place. can you see and i didn't where perhaps in some situations they might have too much on their plate? >> absolutely, the la police officers union agrees with this message, they are saying yes, we would like to have manpower and time to answer critical 9 one one calls but at the end of the day we set up the system where law enforcement needs to be on the scene. there is a reasonable solution here. we have to have a systematic approach at finding a solution. it's going to take time and require building the community, building of community resources, training law enforcement officers to deal with difficult, difficult issues. shannon: we appreciate it. we did reach out to the lapd for comments but have not heard

vice president of the texas public policy foundation joins me, great to see you. let's start at the 30,000 foot view. you see corporate income tax california versus texas is a much different number, 8.84% in california, 0% in texas. of this ultimately ends up happening how big a deal is this that accompany this big and this, quote, cool would move from california to texas? >> the huge part of this is tesla is a flagship company and any state would certainly welcome its presence. you have some presence of one of elon musk's companies in texas with space x but i think it is important to note when you look at regulations and taxes together the average business, they move out of california to a place like texas with no income tax will save about 32% on operating costs, 32% on costs is an enormous amount of money over

time and that is what we are looking at, texas has lower energy costs, there will be significant savings as some of these operations are shifted out of california. >> there's the issue of union work, united auto workers union, i will pop it on your screen so you can see what they are saying. they appear to want to get union leader to work at a potential texas plant like they do. how does that work in a right to work state like texas? >> what is happening regarding unions, elon musk's tesla plant has been battling the unionization of the plant because california isn't a right to work state. once that happens all the workers have to be a member of the union, texas is a right to

work state you won't have that issue. however, travis county which is home to the state capital, austin, is a pretty liberal county and what the united auto workers union and other unions are doing is pressuring county commissioners in travis county to make any offer on property taxes which could be worth hundreds of millions of dollars contingent upon some sort of labor package. if you get these tax incentives you have to have union labor at your plant which is why musk and tesla executives should consider going to a county like williamson county, hays county or caldwell county which are on the outskirts of travis county, they have lower land costs and more conservative governance that isn't going to require that sort of union deal. >> obviously a situation we are monitoring. another situation is in the

pacific northwest. i understand you are from seattle, that is interesting because obviously your city now has chop inside of it. are you are you will see something like this in texas? >> not particularly. even in the more left-wing cities in texas it is still texas and there's still a desire for law and order and no looting or violence, certainly no seeding of public safety to groups that are frankly anarchist groups so i don't see that as an issue in texas and is troublesome not only in seattle but portland and elsewhere where you have these big city mayors basically just giving up and allowing groups to control
