campus. tear down these universities. >> dana: you may have just given them an idea. love seeing you. we have to run. thank you for joining us. i will see you on "the five." ♪ >> i'm jon scott, and for bill hemmer as arm demands for police reform to sweep the nation, nations are reeling after shooting and violence. chicago just have one of its bloodiest weekends ever, more than a hundred people shot, including a 3-year-old boy appeared gunfire ringing out, a dozen people shot they are and what man is dead. in seattle there were two shootings inside the zone abated by police and occupied by protesters. we have flocks coverage. former d.c. detective ted williams is standing by. dan springer is in seattle, but first matt finn in chicago. >> and this era of defunding

police chicago's police superintendent david brown is relatively new here from the dallas, texas, police department. he is praising the response of his officers saying they did everything to serve and protect and chicago's top cop, asking the public to submit anonymous tips in the death of that 3-year-old boy. the superintendent insisting violent criminals have to be locked up longer in the city's home monitoring system has to be overhauled because he says criminals are not being properly monitored. >> we need to find the people that pull the triggers. we need to hold them accountable. no one should be able to walk away from killing a 3-year-old! and a 13-year-old! without consequences. >> asking for people to submit anonymous information and the death of a 3-year-old who was shot and killed on suspects fired at his father's car.

it went through the trunk and killed the 3-year-old little boy. activists on the south side say the black community should be outraged. >> when you think about this poor 3-year-old, the compassion, it might've been your child! when you think about this 3-year-old, his life was taken unjustly, a moment as we march with police brutality. remember, black on black crime is the number one killer. we never talk about that. >> this afternoon the latest numbers from the chicago police department show murders and shootings are up considerably right now compared to this time last year. >> thank you very much. in seattle police say another night of gunfire left another person injured. it happened in the protest zone. it comes a day after another shooting killed a 19-year-old man and left another critically injured. body cam video shows officers

responding on saturday. they say they tried reaching the victims but a violent crowd prevented that from happening. dan springer from seattle. >> last night's shooting took place down the block from where we are standing. it happened at 10:30 p.m. last night. a 17-year-old boy was hit in the shoulder, taken by the hospital and released this morning. saturday morning turned deadly. >> move out of the way so we can get to the victim. all we are trying to do is get to the victim. >> seattle police quickly released to this body cam video that showed of their officers tried to reach the victims but were pushed back by the crowd inside the protest zone. both of the people shot were black men. the 19-year-old who had just graduated from high school was killed. a33-year-old is still in critical condition. the angry crowd pursue the officers as they retreated to their vehicles.

some people who claim to be leaders say the shooters are gang-related. a city council member suggested without providing any evidence the violence is due to right wing agitators. she supports the occupation. increasingly residents and business people are getting angry. >> it's philippe. i've never seen anything like this. i've had to take a week off. there's nothing i can do. i'm armed all night i can't believe sleep during in a statement, it's a city's responsibility to maintain the safety of the circumstancesn all parts of seattle including the more dangerous conditions on capitol hill in the evenings. police have no suspects in either of these shootings come it's worth noting that after the shootings took place the very people who are protesting the existence of police called 911 in record numbers, dozens of calls all yelled into the police department after the shootings. >> the irony is not lost.

dan springer, thank you. let's bring in ted williams, former police detective in d.c. and a fox news contributor. we took a look at the crime numbers for the nation's two largest cities. and chicago which had a particularly horrific weekend there are been 81 killings in the last 21 days, that's up to 56%. 351 shooting incidences, up 64%. in new york, the number is just about as bad. murders are up 100% in the last three weeks. mac, while total crime is down 12%. shootings are up 33% in new york. what in the world is happening? >> you just asked a good rhetorical question, what is going on and are major metropolitan cities? what you have in chicago, you

have 104 people shot, 14 fatalities, and a 33-year-old child shot. you have to wonder, what is going on in the cities? i can tell you it's as simple as this, the criminals are taking over. law enforcement officers already pickle thi these days. if they do their job they may see themselves either arrested or terminated from the police departments in which they serve. when you have a law enforcement like that, it's unfortunate, but this is the reason a lot of the criminals are running wild in these metropolitan cities. >> congress wants to take up the issue on police reform. do you think there are useful reforms that can come out of washington, d.c., and still allow our police to do their jobs? >> i think it can be useful,

matters that come out of congress here and allow police officers to do their job. everything has to be at a local level. law enforcement officers serve at the pleasure of a mayor or chief of police, and they have to put out clear guidelines that help police officers and not hinder police officers. when you are making an arrest, so many of these incidents, they feel like they have to be very careful not to, come out on camera and lose their job. it's a very dynamic mess that's going on in this country. >> look at what happened on seattle. saturday nights, two men shot, one had just graduated from high school and he winds up dead. when police were called they couldn't even get into that so-called police free zone, the chop zone because there was an

angry mob standing there repelling them. how do you have a functioning society without police? >> you cannot have a functioning society without police. the police department in seattle needs to do their job. city officials in seattle need to do their job. and that is to allow police officers to go in there and take over of the zone. if you remember, this started as the so-called autonomous zone. the chief of police there, she is wanting to go in. they said oh, no, these people are peaceful, police officers are being run out. you have to ask, what is going on? seattle is lawless, needs to come under control. i think they need to let the

chief do what she does best and that is go in there and take over this autonomous zone. >> jon: one of your friends, still active on duty, what are they saying? >> the morale is down. they have seen what happen specifically, most recently in atlanta. most police officers believe that there was a rush to judgment and atlanta to charge the police officers there with a crime before an investigation was completed. as a result of that we have police officers calling in sick. this is the only way that they feel that they can speak out and somewhat be respected in the cities. that's what's going on unfortunately around the count country. >> jon: ted williams, former d.c. homicide detective. thank you. a live look at atlanta a public

>> we are finally reopening the last region and this state. barber shops, small offices, but you've also got restaurants. i'm in hell's kitchen right now, were going to show you an example of how they cater to the state reopening. they have put markers on the sidewalk so you can steer clear and they have literally taken over parking spots. it must be really cold beer because those men have been sitting out in the sun and enjoying it. this comes at a time that is spicy phase two reopening, we are see. they are expecting a dig crease, a massive loss of sales tax revenue, almost half a million jobs lost over 12 month period, and this comes when the restaurn hit hard. they have lost a hundred $20 billion over the course of three months from march to may, and it's only expected to get

worse as many people cannot go inside. a lot of people here, there is still a little bit apprehensive heading out there. we did have some restaurants that were very eager to open, about 25,00 25,000 complaints in new york city alone over a loud noise. people in the streets which is why today new york city issued a warning saying if you disobey, were going to take away your liquor license. i spoke to the ceo of one restaurant chain and he remains optimistic. listen. >> not everyone is going to reopen six months from now, a year from now, but i'm much more hopeful. >> he is hopeful, a lot of people in need that hope, but you are still seeing traffic. my cab driver told me it was easy to get in town. for restaurants here, it's a

crucial part of the revenue because times square and broadway. right now the mayor has said that he expects to help 5,000 restaurants as well as 45,000 jobs. he is remaining optimistic and i know everybody wants the healthy customers to come back. stay outdoors and don't drink too much. >> jon: it's a sad thing when you want to see gridlock returned to new york city. >> exactly. >> jon: thank you. the white house press secretary said to the president was speaking and just when he suggested slowing down run a virus testing where the white house has often said a surge in testing helps explain the number of cases. more than half of all states reporting an increase in new covid-19 cases, that's according to john hopkins university. those are in yellow on this map. let's bring in a fox news medical contributor. doctor, is there an easy

explanation as to whether we are seeing an increase in the number of cases? >> absolutely. reemerging into the community, entering phase two, we have more folks who are socially and economically active. or people entering the job force. we have massive amounts of testing. our diagnostic capability has increased, so that is in part two, one of the reasons why we are having many more cases. we have to be fair and noticed that there are people who are lacking in wearing their mask. they're not complying with physical and social distancing. they're forgetting to get tested if they go to a protest or to a rally. it's a combination, but it's a matter of notches looking at the number of cases, but the number of deaths and hospitalizations. overall it has gone down. the number of deaths are constant, they have not changed and it's mainly, we are seeing

it in our most vulnerable population. >> jon: if the number of deaths is actually dropping, while the number of cases is going up, does that tell you that younger people are now becoming infected? people who are not so subjected to the mortality? >> i think what it is is the numbers are skewed, and people were infected all along. many were asymptomatic, and two months ago i was unable to test those who are in their 20s and 30s. we were so limited on tests. now we have massive capabilities to test these folks. the concern is that, are they going to bring this virus to their parents, their grandparents. again, the number of deaths and hospitalizations, that's what we need to take a look at. i think the numbers are skewed. the young folks had it all along and were a major proponent, we

just weren't able to test them. of course many of them are forgetting to wear their mask and practice physical distancing. we are seeing young folks going to memorial parties, bars, pool parties. not engaging and physical distancing. >> jon: i've spoken to several times, you've come straight out of the emergency room and you been wearing masks. obviously it works. the mask wearing for medical professionals works and you are urging the rest of us to maintain that protocol when were out in public. >> absolutely. the simple interventions will help us escape this pervasive shutdown and avoid ominous outcomes, mentally, physically, and economically. there is data that shows that you can reduce the transmission of this virus, 17% down, 3%. not only are you protecting yourself, but you're protecting your neighbor and loved one.

you wrote an interesting piece in the national review, and i would point our viewers to it. you're saying because of the confusing way the department of justice is structured the attorney general does not have the authority to fire the u.s. attorney, but the president does. do i have that right? >> that is right. constitutionally every one of the 94 attorneys in the united states as a presidential appointee, just like the attorney general. and while in the organization, the chain of command, the u.s. attorneys in each district reports justice, which is run by the attorney general. the attorney general and charge of the executive branch. in terms of firing, only the president who is the only official in the government who has executive power. everyone else who works for the

executive branch is a delegate of the president. only the president has the power. >> jon: so we don't know why bill barr wanted to fire jeffrey berman, right? >> i think we can figure that out. look, they democratic administration, whether president obama or president clinton who actually came in and fired the u.s. attorney, the district of new york is the most, if not the most, one of the handful of most important prosecutorial jobs in the country. there is no presidential administration that would want to have their own person and it. jeff berman was a perfectly fine prosecutor, but he was never nominated to that job. they wanted to get their own person in, and what they were trying to do is get clayton, who they like and who has done a

good job, and importantly, was confirmed with a bipartisan vote. so they need to get somebody they think and get confirmed in the southern district. they weren't looking to kick berman to the curb. they were talking about him about taking other important positions in the government. i think a lot of this is being blown out of her portion. >> jon: chuck schumer is saying this is because of some kind of conspiracy because he was investigating the presidents friends and allies. the attorney general that he would never stand for that kind of treatment of a u.s. attorney. listen to this. >> i would not stand by and allow a u.s. attorney to be fired for the purpose of stopping an investigation. the president can fire a u.s. attorney. it's their presidential appointments. >> you don't think this is about

stopping an investigation, it's about getting the president's own guy? >> i'm very confident that it is true. first of all, attorney general barr and his letter to barr on saturday stressed that if anybody in the u.s. attorney's office in new york has an inkling that they think any untoward pressure or political corruption is being exacted to try to push them off the investigation, they should report that immediately to the inspector general among michael horowitz. he said he was authorizing him to look into that. there is not even an allegation that it happened, but he's telling the ig to look at it. knowing that office, they wouldn't tolerate political corruption or influence. i don't see it. >> jon: andy mccarthy, thank you. >> thanks. >> jon: the white house responding to reports the president was not happy with the size of his crowd and joe biden

♪ >> jon: a fox news alert, we just learned that the president will soon be assigning that executive order that has been discussed reducing the number of guest worker visas in this country. those allow guest workers to come into the united states and work here at the request of various kinds of companies. the white house says this will save about half a million american jobs by the end of the year. obviously at a time when 40 million americans are unemployed that is an utmost priority. >> the president was very pleased with the rally. i have to say, these media reports that he was furious,

there is no grounding. he was very pleased with how the rally went. he won the white house spokesperson when they're talking about the president's reaction to the number of people in the crowd at his rally on saturday night. she is responding to reports that the president was displeased with the crowd size at his first rally and a three. he heads to two battleground states later this week. let's bring in our panel. former spokesperson for hillary clinton and marc thiessen. they are both fox news contributor's. we thought that this arena was going to be sold out, one of the guest events in the country. there were a lot of empty seats. should the white house, president be disappointed? >> obviously it was a self-inflicted wound. they should have done it outdoors, there is a lot of things they should have done

differently, but what is the implication? that there is a lack of enthusiasm? i think not. the truth is they should be happy with the rally because a record 7.7 million people watched it on fox news. the largest viewership on a saturday night in the history of the network. other 4 billion people watched at streaming, so he reached 10 million people. that's not bad, that's not bad for politics. joe biden hasn't been doing that from his basement. the one the democrats have criticized the president, but the enthusiasm of those people who were there was pretty strong on saturday night. can democrats match that? and joe biden match that? >> we are seeing evidence. this is only one metric, but for the first time of the biden campaign and dnc outraised the trump campaign and the monthly

metrics. that's a sign of enthusiasm. i think it was an embarrassment, a misstep by the campaign, but i wouldn't make the crowd size the focus of the conversation. i'm glad that many people watch it because they heard the president then talk about how he has been urging a slow down of testing. maybe it was a joke. then he doubled down on it a wild later, just today. speaking to a local reporter where he was defending why there should be less testing. that is where i think the conversation ought to be. and i hope that's where democrats continue to make the conversation. the one he was on "fox news sunday" talking about joe biden and his presence or absence from the campaign trail. listen to this. beco just because we are campaigning virtually doesn't mean we are not meeting actual voters across the countr.

>> jon: obviously presidents of republicans have said joe biden is hiding in his basement, but is that prudent right now? at a time when you've got a pandemic going on? >> is his campaign style prudent? look, yeah, yeah. i think he's campaigning based on the guidelines that the president's own administration is putting out there and he seems to be doing well. i think he's out there taking press cap questions. they're both out there taking questions. there speaking on a big stages and they're using digital tools to communicate. that is how we campaign. >> jon: the democrats are criticizing the president for not filling in the arena and joe biden is not meeting

anybody. >> put aside the arena, the two-thirds, one has joe biden ever filled in arena with two-thirds of that crowd? it was trump's worst rally attendance is better than biden's best attendance. show me one where he got 7.7 million viewers, more than 10 million. he is hiding and his basements. it's working to some extent, he's doing well, but at some point you have to come out and campaign, and debate. donald trump has challenged him to for debates. he's very confident in his ability to debate. let's see if they're confident in their candidate and willing to put up more debates. >> jon: we will see what happens. marc thiessen, thank you. >> thank you. back to that story we told you about. the president will sign an executive order that will pause many work visas for the remainder of the calendar year. kristin fisher reporting live

from the white house with that. >> this executive order is going to be an extension of the restrictions that were put in place back in april during the beginning of the coronavirus pandemic. it's going to likely extend them all the way through the end of the year. i wanted to walk you through what some of these restrictions are going to look like for h1v visas, it will restrict the visas and those are the visas for skilled workers, especially in the tech industry. it will also involve visas for seasonal workers, l1, executives to work for large corporations, and finally jay one, cultural and research exchange programs. right before that valley on saturday, president trump gave an interview to john roberts and said that there were going to be some exclusions, but not many. we now know that one of the exclusions is going to apply for

workers and the food industry. they're going to be excluded from these visa restrictions. people like au pairs who come to provide large amount of child care for americans all over the country, those are not going to be excluded from these new restrictions. a lot to unpack here. we are still going through them. bottom line, according to an official, they said this is designed to preserve about 500,000 jobs, american jobs between now and the end of the year. all of this is designed to cut a break for so many of the american workers who have been hit economically, financially by the coronavirus. this is really just moving up immigration issues right to the forefront, the front burner about four months before election day. of course tomorrow president trump is heading to arizona to tour a new section of the border wall. on friday he is heading to

his shirts. calling it disturbing, an investigation is underway. republicans and democrats gearing up for a show down. house democrats expected to pass a bill which includes a federal ban on choke hold's. republicans have their own police reform bill and there are some major differences. congressional correspondent chad pergram has more on that. >> good afternoon. there are dueling bills here. the question is whether or not the senate will be able to begin debate. the senate majority leader mitch mcconnell has just set up a test vote on wednesday morning. the sticking point seems to be sellable protections for law enforcement officers. tim scott from south carolina has written a senate republican bill and he is looking for common ground. >> it is grounded and bipartisan principle because i believe the other side has some stuff we have to hear, and that our site has staff they need to hear.

closing their doors at double dip by taking out a second loan. they are trying to extend that deadline for first-time applicants of the ppp program. he said businesses should not wait. >> the next time congress has an opportunity to act on the ppp program will probably be after june 30th. it doesn't mean that we won't do something about that day. >> here is who could qualify under the second ppp under that plan. businesses who have used up all of their ppp loan or on track to do so. they have to have lost at least 50% of their revenue due to covid-19. publicly traded companies would not be able to apply for this money. 20% set-aside for businesses with ten employees or less. on friday, at the treasury department announced the data on businesses that took out ppp in the first place will be made public. people will be able to know the
