these are reportedly captured taliban militants, they are not sources, longtime source penetrations of the taliban with whom we have are reporting record but guys who were captured on the battlefield, a lot of questions about the reporting but i would have expected the intelligence community to share those indications and warnings with coalition partners, the british have 1000 troops, italy almost 900 and because of that, would have wanted to share with the president. if it wasn't i'm sure the intelligence community will be asked by the congress why. >> the media sharing stories about written briefings in 2019 cents to the white house and the president, what do you make of that? do you believe that? >> it is certainly possible it was part of the president's daily brief, that would be shared with many many senior officials in the us government, those are interesting questions

open to speculation but also we need to focus on whether this is true. it is possible the russians have a long-standing relationship with the taliban, could have provided material support including small arms, hosted peace negotiations in september of 2019 with the taliban and so it is possible the russians could be doing this but there are so many questions about the veracity of the intelligence we obtained on the battlefield in afghanistan. lots of questions, congress very interested, more meetings between the administration and democratic representatives on this issue. jillian: if this is true does this fall into the category of things that happen the general public we don't always hear about? >> as we are collecting intelligence it is important for us not to divulge what we are doing because it can interfere with a stream of collections so we have unverified but important

intelligence that we collected and while we start to call a robber rate -- corroborate it, these are battlefield intelligence, tactical intelligence in afghanistan we wanted to reach out to sources in other places including russia, russia's strategic intent and by leaking this intelligence, could risk interfering with our collections director, an official statement released last night and i can't emphasize how rare that is to release a statement, said that she was concerned about leaks and the impact on our intelligence collection. todd: we have intel statements from three of the biggest people in washington, john ratliff, gina haskel and robert o'brien, leaking of any classified information puts our forces at risk and is simply put a crime. we talked about robert o'brien seeing you endangered national security. the president has never been afraid even dealing with countries when trying something

like china or the trade deal north korea, never been afraid to still be tough when he needed to be tough in the military is so important to the president he has such respect for that it would shock me to think he would know something like this, have something like this verified and just choose to ignore it, the russians are trying to pay troops in afghanistan to kill our people, shocking to find out if this is true. >> the disappointing thing for me is the whole issue has been run through like so many others, the information, intelligence at least, we don't have 100% verified if anything, there are analytical judgments the low, medium and high, we are not quite there 100%, the president would have wanted to know if

not the answer and he joins me now, good to see you, appreciate you being here. what is the first thing to go when there are budget cuts involving the police department? >> that the ironic part. if they think about cutting the budget, the manpower they have to go out there which is going to hurt because my question i would ask is which -- who are you talking to to speak about these different cuts you are talking about? because this is ludicrous. they are non-evidence-based, non-data-driven. you're making these decisions that will impact public safety. jillian: this and these numbers, new york city crime surge compared to the same time last year, murders are up 48%, shooting victims 101%, shooting incidents 86%.

are you worried about what the future of policing look like and how much those numbers could skyrocket when and if there are cuts. >> definitely going to skyrocket because they -- there hasn't been a well-thought-out plan. you need to sit down with the practitioners. before i recommend these people voting on it they do some ride alongs with police in that area that they were present, this will give them a greater understanding of what the police do in the fact of what is going on in their area. there is so much data out there, crime reports on which they can look at the area and see the murders increasing, robberies increasing, all of these numbers they added but it seems like right now there's a blind eye to it. if everybody wants to make new york city a better place they need to look at these numbers before they make any decisions and speak to the experts and scholars and practitioners who are out there doing the work.

did you manage the bar opening, you think some people didn't do it right and you have to pay the price? >> yeah. we were open a few weeks after being closed for a few months. sales were about 70% what they used to be and we were very happy. but what happened was a lot of bars out there not playing by the bulls and the government took the ball away. >> paying the price for the mistakes others made. look at the surgees, florida, texas, california over the course of 15 days in late june, pretty big surges, 86% in florida, it has gotten pretty bad. let's listen to the governors of these three states. >> most of the transmission we are seeing is not because of people going to work but being social. >> we talk to health officials up and down the state, one of the areas of concern is bars in particular. >> we shouldn't slow down the
