that we collected where captured taliban militants were divulging they were receiving bounty payments from russians to kill american soldiers we would disseminate that information immediately because his threat information and we would never want to hold back on that to collect more intelligence. we would do that separately but got to get the information out. the second is a policy issue where we take action beyond defending ourselves, this is where the united states would determine if intelligence rises to the threshold where we would take countermeasures against russia. expelling russian officials from the united states which we have done before or increasing sanctions on russia and the bar for that is much higher. when the president becomes involved it is up to the idiosyncrasies, some presidents like to be involved from an early stage in a this wants to be involved once we have more detail and clarity on the intelligence at hand. >> a lot of democrats attacking the president on this topic

including seth bolton, military guy himself, he said he did this he would have been in prison, he called the president treasonous. is this just democrats trying to score political points or do they have a point? >> i think one of the uncomfortable things, i say this has retired intelligence officer, when intelligence becomes a part of our political discourse, it is certainly an issue to the extent to which russia has support of the telegram, small arms as well as the training and financial payments. we know they are doing that and so is pakistan and iran, it has been going on for a long time and the extent to which we take another step from all of that to paying bounties. if you give the taliban some money and they are dragging sniper rifles you expect to use it against the united states,

their enemy. to some extent i think democrats are running against russia and that is a good politically expedient thing to do. it is to the detriment arguably to the discourse we need, bipartisan consensus on dealing with an adversary. jillian: two things to get you to respond to, the first is the russian embassy speaking out saying in the us media there is a new smear campaign aimed at creating an enemy image of russia and then this, 77.6% of russians back in amendment that will let vladimir putin remain in power until 2036. what are the ramifications of that? >> a putin is going to be staying in power through his 80s and it always suited him to have a higher level of animosity between russia and the west. he portrays himself as the only one who can defend russia, the

basement campaign without having to step out and campaign and when he's not out speaking is doing well because with the ongoing pandemic and the president's reactions to black lives matter, backlash among younger americans, the interesting thing is once joe biden starts having to come out of the basement he will have a lot of issues too because remember black lives matter in many ways is a response to the biden crime bill of 1994 of mass incarceration that put millions of black and brown lives in prison just because mandatory minimums and other policies that he wrote into law and joe biden's record on civil rights was not great, he opposed busing, he is someone who isn't progressive at all when you think of that.

he didn't support gay marriage, he was dragged into it well into the obama administration's term. as far as where young people are on culture issues they may at first think donald trump is not the best but remember donald trump signed the first criminal justice reform law into effect in this century and certainly his twitter account of the things he says might not gel with a young people are look at his active voting industry and lawmaking history, much much worse in many ways, the real laws are worse than what donald trump has said. >> as we know polls can change. take it for what it is worth but who knows what it will look like tomorrow and a week from now. in december of 2019, include raising corporate tax rate from 21% to 28% establishing a new

minimum tax on large companies, raising current capital gains, repealing corporate tax breaks and using tax revenue to finance new spending on clean energy and college aid. as you look at the numbers on us employment going down after the wild ride with covid-19, that's a good sign for the president. you are looking at our economy right now at this point and what it has been able to do the last few months, your thoughts on both of those. >> for younger americans before covid-19 we saw the best youth unemployment numbers and the reagan era and things picking up for younger americans, i turned 30 relatively recently, my generation had real failure to launch in the obama years, it was tough to find good work, very tough, impossible to buy a

house, and in the last couple years those things -- it is still not easy but we've seen a massive economic pick up and things bounced back already. from an economic perspective there is no doubt that if people are voting, the question, the president and the people around him focusing on that, some of the campaign is focused on that and the question is, is joe biden going to have a response. we are writing to the campaign, looking at poll numbers is premature especially with the demographic like young people who were supposed to vote overwhelmingly for hillary clinton and did not that is the question, joe biden is worse than hillary clinton a lot of

record straight on his stand on masks, this remarks coming as half of all states titan mask requirements to curb the recent spike of covid-19 cases. >> where do we go from here. joining us with her expertise, fox news medical contributor dr. nicole saphier. interesting comments by the president. what is your take? >> great to finally hear the president say that. makes for good messaging to the american people. the reason the president wasn't wearing a mask, there's a logical reason, he is constantly tested as are those around him but the truth is tests are not foolproof there are false negatives so all of my patients to come in for biopsies are wearing ppe despite the fact that they are having negative covid-19 test. i like the messaging from the president. as we move forward talking about whether we should be having universal mask mandates, is a topic for discussion. i talk about this as a concept in my book when i talk about seatbelts. we know seatbelt safety, seatbelt safety not only saves

lives but listens injuries when you have a car accident, no matter how many times physicians say everyone should wear a seatbelt and adhere to speed limit laws people didn't want to do it. it wasn't until there was a click it or ticket laws and some sort of financial penalty that people started wearing their seatbelts. do we need something parallel when it comes to masks? i would hope not especially since this is a temporary time for our country but sometimes people are stubborn and don't want to wear a mask and we may have to move forward with some sort of thing to do to increase mask wearing. >> look at this map of 21 states with statewide mask requirements in public spaces and businesses, we will see if there is a national mandate anytime soon. let's talk about heard immunity. as cases continue to surge especially in certain states many states are slowing down the

reopening plans. listen to what doctor anthony fauci said. >> i doubt seriously that any vaccine will be 100% protective. i would settle for 75% effective vaccine because that would bring you to the level of heard immunity. >> explain that to those of us not in the medical world. >> the concept of heard immunity means a large enough population who have the viral infection, vaccinated and immune against it so it can circulate. that is what we see with the flu every year. doctor anthony fauci is optimistically looking forward to a vaccine that may be 75% effective, the flu vaccine ranges from 35 to 65 every year. we know it doesn't reach that level at all. in terms of a vaccine we want to

take the vaccine plus those infected and hope that number reaches 60 percent-75%, that is the target number that we need to reach to get to heard immunity. we know because of our large studies the cdc is doing and others across the globe the prevalence of covid-19 is 10 percent-15% of the population which means to get to that 60 percent-70% we need a vaccine that is 50 percent-60% effective. i'm hopeful one of these candidates will have that sort of efficacy but like i said when it comes to the flu vaccine oftentimes, it varies on the year but often times it is less then that. >> before we let you go. >> it is okay. we have a lot of cases right now and all those cases for every case we find more people are

actually have it whether it is a systematic were not getting test, we know that it is circulating around, we know a lot of people are immune to it and more companies in late stages of clinical trials than ever before and we also have some treatments that are showing that they are working so as we head into the fall months we are on our way to reaching that heard immunity. we are in a better place and we are before, look at are death rates, specifically going down. we are doing what we need to do, protecting the vulnerable, protecting the elderly. as we move forward we want to decrease virus transmission so if you cannot maintain that social distancing consider wearing a mask. >> people ask why are you wearing them? you're going to be fine. i don't know that i want to protect my family, my parents,
