that is suffering thanks to covid-19. that we compound the fact that whether you live in oklahoma or new jersey you turn on the news and you see new york becoming a more violent place you are less likely to go there but look at the big picture. we had 102 shooting victims last week alone and not one single bullet was fired from the gun of an nypd officer and these are the justifications we are using to cut the force. people are looking at new york city's crime rise they should look at the illogic going into making these decisions by the mayor, the city council and everyone else involved in governing the city. >> to other police departments around the country look to the nypd to see what they are doing? >> it was the nypd that served as the model for 3 decades of

their jobs leaving cities and neighborhoods without protection. >> this is a desecration of law and order in america, not enough people standing up to it. people are not standing up for law enforcement and it will be too late when they do because right now in this country what is going on is law enforcement is being paralyzed, cops are not being given the ability to do their job. they are demoralized, vilified and in new york city, $1 billion taken out of the nypd budget and cops don't even know what to do. jillian: police department feeling the impact in a major way, the nypd seeing a 49% increase in officers filing for retirement since the death of george floyd. todd: donald trump threatened to veto the $750 billion defense bill over a provision that would allow name changes for military bases named after confederate leaders. jillian: congressman scott doesn't support the veto in joins us to explain why. we appreciate it.

let's take a look at the ten military bases subject to name changes on the screen right now. is there a way both sides can come together on that? >> i live in georgia and never heard of this issue until the first of this month when it was brought up in a press conference, secretary mccarthy said he was open to changing the names. i call the couple soldiers that have been through those bases and asked about it and they weren't aware of it either. this is a new issue to me and to most americans and the things that i would say, not just the changing of the names of the military bases but every street, every classroom, every building, every single physical asset on military bases that bear the name of anybody who served in the confederacy they intend to

remove and replace. both sides need to show a little flexibility of let's address the issue of the naming of the bases as a whole, let's not go so far as to take every street name, every name off of every building and do this the right way. let's do it with the commission and find great people who served our country honorably and worthy of having a base named after them. todd: it appears there is a rift in the gop between some members of the party and the president. here's mitch mcconnell saying he disagrees with donald trump have speedo for it. >> i hope the president wouldn't veto the bill over this issue. there is a requirement of a 3-year study about changing the names. to me this is quite different

from trying to airbrush the capital of every statue. >> the focus is on the names, that is the underlying topic but what are the national defense implications of the president does veto this bill? >> they are very very serious. the bill, $741 billion, passed out of committee, the amendment did not pass unanimously, it passed out of the house armed services committee unanimously, 56-0 last night was the amendment brought before us and house armed services committee was not to rename the bases. it was to take every name of anybody who served in the confederacy off of every street, every building, every classroom and certainly off the names of the bases. we get back to a scenario where we are discussing the names of the bases, fort benning, for example, and there is a

commission, it can be done fairly quickly, there is more common ground than not on this but both sides have to show some flexibility here so we can get through this, take down every street sign named after crawford long who was a surgeon in the north and the south. never took up arms. jillian: a federal unit to protect monuments over the july 4th weekend, the president send a reminder to everyone, quote, by executive order to protect monuments, statues etc. is in full force and effect, in excess of the 10 year prison term. is this the move for this weekend? >> the country is moving in the right direction.
