they can then patrol the streets of the national guard can defend state property. is this the right call? >> i think it definitely is. local leaders in the city of atlanta have lost control of the city. you heard the mayor say a lot of the right things, we have to worry about these children, this 8-year-old girl who was murdered, she said the right things but not doing the right thing, opposing the governor's call to send in the national guard but what is the other option. leaders are not supporting the police. those who do violence and criminals are emboldened by everything that has gone on the last six weeks in the mere presence of the national guard, the mirror announcement the national guard is on its way can have a big effect on quelling

unrest and once the national guard gets there after the force multiplier they will guard the critical issue infrastructure, free up local law enforcement officers to do the patrols in the kind of policing that needs to be done to get things under control so it is unfortunate this political element, we have a liberal democrat running the city, a conservative republican running the state. is would be better if they were cooperating, the only choice to restore order to protect the good people of atlanta from people who would otherwise commit crimes. todd: this is not the last we will hear of the national guard moving into cities. i want your thoughts on a new bill that would require nypd officers to have personal liability insurance, you say this is a horrible idea on multiple levels. why? >> we are in the midst of a war on police, no doubt about that. earlier this year in the state legislature there were a series

of anti-police bills, basically appease the looters and rioters to pass legislation that would give those people who are doing violence and not following the democratic process, this is another step, step too far. i, the current empowerment act of 2020 if it were to pass because all it would say is state authority and state lawmakers are on the side of the, went not on the side of law enforcement officers. if you think about it you will ask a police officer go out and risk your life, be proactive, protect people in violent neighborhoods, put your life on the line for complete strangers and if somebody decides to see you, not if you do something wrong but you will have to continue to pay for this insurance if you are sued whether frivolously or not you will have to pay greater premiums, pay the deductible if you are sued and in federal court the law allows for

attorneys fees so you will have attorneys doing this continuously and you will have a transfer of wealth from middle-class police officers to law firms and lawyers who are encouraging and incentivized to bring these lawsuits to make money, not necessarily to bring justice and what you are going to see in these local communities is police officers who are not out there being proactive because their hands up inside, a situation where they react to crimes and show up after a crime has been committed and do a report, that doesn't keep people safe or protect communities and the irony, reminds me of something president reagan said, i am from the government, i'm here to help, most terrifying words the leslie was, the backers of this bill think they are helping poor communities, communities of color. they will hurt those very communities they are claiming to help. jillian: a similar idea to

the death rates are down, that is good news that we can hang our hats on that. we know desk flag by two weeks and after the july 4th weekend we have a lot to see in terms of what happens in the coming weeks and rates of hospitalization going up and rates of icu beds going up so that's not the only indicator. we shouldn't hang our hats on that but as you mentioned covid-19 is not a welcome part. people don't have major symptoms but many do, shortness of breath, fatigue, neurological systems, stroke, loss of taste and smell, blood clots, on and on and some people don't bounce back so quickly even if they are not hospitalized. we have to look more broadly than that deaths are down which is good but there is more to the story than that.

>> biggest thing on donald trump's agenda was pushing for schools to reopen, florida is opening, 39 states have plans to reopen so how can parents keep their kids safe who are going back to school in a few months? >> what is important to understand is going back to school like facemasks and so many other issues this is not a political issue, it is a health issue. the american pediatrics came out with a lot of data talking about the importance of kids getting back to school, social, psychological and physical well-being issues, this is for the health of the child. getting back to school is what parents and teachers are worried about, the american academy of pediatrics recommends a number of things for schools to put in place like keeping desks 3 to 6 feet apart, older kids and teachers wearing masks, teachers traveling classroom to classroom, outdoor classrooms, minimizing visitors, the list goes on and on. there are a lot of good measures

but teachers and schools will need support to do this. my family is teachers, they remind me they will need an overarching plan to say we have to have a plan, we have to provide financial resources and teachers and schools need support so this is a collaborative effort to get kids back to school safely and it will be dependent on region. of certain areas are not ready to open schools up then that needs to be heated to so this is something we need to see how it unfolds but i want parents to know that physicians and educators are looking for ways for kids to go back safely. carley: the mental health side effects and consequences, keeping kids home for the foreseeable future and what that can do to students mindset which is very important. thank you for coming on. appreciate it. rob: the us withdrawing from the

reaction. let's pop up a breakdown of this spending bill. i'm not going to read them all but i will read the first three, cut funding for dhs deportation by 25%, block new hiring of border patrol agents and ban any new wall construction. they think these cuts are great idea. what do you say? >> i said is ridiculous, her statement about cruel immigration policies, let me remind the congresswoman that ice and border patrol aren't making this up. the law says she, members of congress are just enforcing the law. if they don't like the immigration policy in this country then they as legislature need to fix it. stop vilifying the men and women who took an alternate course, the cuts you note are deeper than that, the cuts to ice last year before covid-19, 52,000 people were in detention, now

they want to give ice just 10,000 beds which decreases by 80%. let's remember 89%, anybody ice arrests is a criminal. that means criminals won't be detained, they will be released to the government, 95% of everyone ice or move their move from a bed. if they don't have beds people can be detained, won't be removed and it will be in the winds and the public, that is the worst thing we can do since donald trump has had great success on the border, 85% declined illegal immigration, they can't stand it. they want to be it. todd: another major immigration topic is diesel the aca to the present filing paperwork to end daca, the trump administration lost on procedural grounds. does the refile ultimately end daca once and for all? >> it could because it is illegal, the supreme court and the ruling didn't say the program was legal. if one president creates a program another president would
