by the way, and whether or not he would challenge the results of the election if he would lose in november. we have fox news coverage on all this. jacqui heinrich breaks down the new polls out today. let's go to david spunt on the north lawn of the white house. hi, david. >> reporter: quite an interview with chris wallace. a lot to unpack in that hour-long interview including the most pressing issues for many in the united states, coronavirus. president trump says there are more positive cases because there is an increase of testing since march. >> testing is up 37%. >> that's good. chris: i understand. cases are up 194%. it isn't just the testing has gone up, it's that the virus has spread, the positivity rate has increased. >> many of those of cases are young people that would heal in a day. >> reporter: president trump also talked about his opponent, former vice president joe biden,

president trump alleges that biden wants to defund the police. he pointed to an agreement that biden made along with bernie sanders, a document that both campaigns came together with. watch this exchange. >> so let's see what this says here. prosecution, sanctuary cities. incentivize illegal aliens, expand asylum, abolish immigration detention. chris: that's not the -- >> this thing is many pages long. end prosecution of illegal border crossers. support deathly and -- these are the worse -- chris: i'm not disagreeing with you on any of those. i'm disagreeing about defund police. the white house never sent us evidence that the bernie, biden platform calls for defunding or abolishing police because there is none. it calls for increased funding for police departments that meet certain standards. biden has called for redirecting some police funding for related programs like mental health

counseling. >> reporter: the white house not providing some of the evidence to fox news sunday about defunding the police. president trump also says that if he gets any kind of legislation, any kind of bill that talks about renaming military bases that are currently named for confederate generals, he says he might consider vetoing it. eric, arthel. eric: all right, david. thanks so much. arthel: the president also fielding some tough questions on a new fox news poll out today. it shows presumptive democratic nominee joe biden holding his lead but the president narrowing the gap since last month. jacqui heinrich is live in new york city with more on that. hi, jacqui. >> reporter: hi, arthel. two polls out this morning show former vice president joe biden leading president trump. the abc news washington post poll has biden ahead by 15 points. but our fox news poll shows a little bit of a narrower lead, an 8 point lead. that is a drop from june when biden was ahead by 12.

the survey also looked at cultural issues. the july 4 mount rushmore's beach the american children are being taught that the founders were villains, the poll found 60% find them as heroes, the large majority see police brutality against black americans as a serious problem and even more see a lack of law and order as a serious problem. overall, voters trust biden were on coronavirus and narrowly the economy. the president challenged biden on "fox news sunday". >> he is not competent to be president. to be president yet to be sharp, tough and so many other things. he does not even come out of his basement, they think this is a great campaign, he goes and in all make a speech and some young guy, the vice president biden said this, this, this, he did not say it. joe does not know he's alive.

>> the biden campaign responded telling fox at president trump lurched from smear with being correct on the lie that joe biden will not keep the american people safe and support defunding the police which has been fact check into oblivion over the last month. at the very same time new pulling to the washington post and abc news show that joe biden has a nine-point lead with voters when it comes to crime and safety. the trump smears are not working. meantime kanye west may have settled on a logo for his presidential campaign, he was tweeting pictures and finally a drawing that reads the west wing. he will hold his first presidential campaign event today in south carolina. arthel: jacqui heinrich in new york city. thank you. eric: and eye-catching statistic this is nearly twice as many people now say the coronavirus

is the most important issue that is now facing our economy -- our country, not the economy as a president likes to post. jack nation is with us white house correspondent. the trend in mr. biden's favor and poles and others, recently seems pretty consistent. >> it pretty does and has to be concerning to the white house, not to mention the trump campaign. i will tell you that trump advisors i have spoken to cite the fact that the polling in 2016 at this point in the race was unfavorable to the president so they feel it is not too late to turn around. but i've spoken to others who made the point that 2016 and 2020 are entirely different. the main reason for the difference is that you have the pandemic in the president has been in office for three to half years. the conditions are entirely different and it's clear that president trump wanted to run on the strength of the economy and the strength that the u.s.

economy at the beginning of this year but that is changed hermetically and people are upset, not only about the economic pandemic but the way the president has handled it. eric: they do undermine the polls and the president and the interview with chris wallace, will get to that in a minute. in 2016 about this time, and of july beginning of august, the fox news poll showed hillary clinton was ten points ahead of mr. trump at the time. >> that is right. i think that the point they would like to make and are making with speaking publicly and privately to reporters in other ways. that certainly gives the impression that they believe they can still turn this around. again, it comes down to the conditions are different and in 2016 the environment was the obama presidency, right now the end of the first term anyway if he wins reelection of the trump presidency and coming to

americans across the country and they're worried about the virus in the economic impact. eric: that's look at the poll exactly. says basically they art roughly on the economy which is been the president strong suit as he has said, the coronavirus, the number one concern. mr. biden 17 points up, let's listen to the president talking about the way he says he has reacted to depend on. >> i take responsibility for everything because it is ultimately my job too, have to get everybody in line. some governors have done well, they are supposed to have som supplies and if they did i supplied everybody now we have a surge in certain areas and other areas we are doing great. eric: the polls show the voters are holding mr. trump in the federal government and the white house to task for this. >> i thought it was interesting that he is the phrase that he takes responsibly.

i imagine we'll see that quote and some commercials from the democrats. but the other piece of that, he pushed blame or responsibility off on governors which is to some extent then exactly what the administration has been doing with regard to responsibility for the last few months. the president wants and his people want to give credit and a whole bunch of production of ventilators in getting this type of equipment out but have not wanted to take responsibility for setting up a national mandate for example on that or for extending or encouraging the states to extend a lockdown order and aligned with the opening -- the guy guidelines that the transfers put out a couple months ago. it's back-and-forth. eric: the criticism, as you said there is no national policy. he would take issue with that appointee to the task force but

you do have another point at the mask, the one time i saw him in public visiting walter reed last week and in some trump supporters are saying you have to wear masks, greg abbott in texas and what's going on there saying masks can help in encouraging people to wear them. >> yes, there is mixed messaging on that, the president did wear one for the first time in front of white house photographers when he went to walter reed in the hospital not too long ago. but that's the first time we've seen him wearing a mask and his advisers point out he has worn one other times and been photographed for example privately. in general he's resisted wearing a mask in public and has not chosen to set an example on that or to push it in quite the opposite, it has led many people to believe that masks are not important and he cited in the interview with chris wallace with the fact that early on medical experts were pushing masks and that has changed, that

is very old guidance to be siding now. dr. fauci and doctor brix are encouraging americans to wear masks now. that guidance has changed in the president is emphasizing that. eric: finally, he had to swap out on the campaign managers. do you see a change of what else he can possibly do or is this setting in now with the american public as the coronavirus shows no signs. >> it is hard to say in terms of changes that might come with the new campaign manager, we will have to wait and see the coming weeks, in general, i think your point is right, the main issue at the top of americans mind that your pull another polls are showing continues to be the coronavirus and it's hard to imagine now given the number of cases in the way that it continues to spread that that issue is not quite be at the top of americans minds. eric: jeff mason, always good to see you, on the weekend we watch

power of the vote for black people. and yet that power has been weakened at this point as we speak. if you were to speak to congress right now, what would you suggest that they do to re-strengthen the power of every vote. >> the constitution right to vote, we should have the right to vote. and not much is said beyond that, john believe the americans have the right to vote. 89, that was white males and democracy is born in selma. we met in philadelphia on the democracy was born in selma, alabama. john lewis represents the hope of america.

arthel: i want to ask you about that because some say of course it should be renamed in honor of congressman lewis and some say perhaps they do not want his name attached to the bridge were such horrible violence acts took place. what do you think. >> the resurrection takes place in the crucifixion. it is hoped now and around the world where the crucifixion took place. as the hope and the possibilities now where everyone can go. it's a hole in the bridge that is tragic now that brings triumph now. arthel: very, very interesting. it is very clear that john lewis made an impact on history, what is his impact on the future

reverend jackson. >> they show the power of coalition politics. and when the guy strangled george play to death in minnesota, he was arrested by the chief for killing a black. when the young man was killed and indicted him for murder. it is the power of the vote. blacks are being killed for an accountability. for no black lives rather, it's accountability. and there being killed by poli police.

eric: the atlanta mayor is pushing back against brian kemp saying the governor asked the court to restrain her from talking to the media about atlanta's mask mandate. this as he has sued the city that the rules need to wear a mask to stop covid-19. all this is coronavirus infections continue to search pre-reporting nearly 3.7 million cases topping 140,000 deaths sadly so far and still climbing. steve is live in atlanta with the latest on this. >> the state of florida setting a number of record this week, record for the number of people tested, record for the week's new cases and also a record number of people dying from the virus imported this week as well. in these 25 states now have some form of a mask order in place

but there are complaints in some places such as texas and arkansas and local officials are not enforcing the mask wearing order, here in georgia as you mentioned the governor is actually suing the mayor of atlanta saying her order on masks is unenforceable in the mayor is pushing back. there are other cities who instituted mass mandates and he did not push back against him, i don't know if it's because were led by men or if it's perhaps because of the demographic in the city of atlanta. i do not know what the answers are but what i do know is that science is on our side. >> the fda for the first time has approved pool testing and they will take up to as many as four samples at a time and test the samples of the proved negative, all four people will be cleared if there is a positive reaction then all four samples will be retested again, it's a worr way to carry out a t more test of the same number of people and material. back to you. eric: thank you so much.

arthel: the number of coronavirus deaths topping 140,000 people, former cdc official is warning that the virus will continue to hopscotch around the country. >> we should expect this disease to continue to hopscotch across the united states because over 90% of people are still susceptible. even places that think they're doing quite well right now, they are not, till you get this contained, you are at risk with this coming back again and increasing which is what were seeing now. arthel: joining me now is doctor and, professor for the ucla department of epidemiology and doctor, let me get to the hopscotch in a minute. i want to start here, 90% of the population is still susceptible. what are we doing wrong, what can we do to protect the masses? >> this is a very good question, the thing that we can all do right now is to do our best to

best to stop the spread of the virus, the way that we do not in the majors that we have available to us right now are wearing a mask, social distancing, hand hygiene and avoiding any kind of large gathering at all. this virus does not care about your political affiliation, it does not care if you believe in it or not, the virus is going to spread to anybody that is susceptible if that person is coming in contact with somebody who has the virus. the thing is, most people don't know that they haven't until they are experiencing symptoms and many people don't have it or don't ever have symptoms. so it is very, very complicated, it is not just to feel safe you want to stay home or stay away from people, any of us could have this virus and be

unwittingly spreading it to somebody else who could then bring it home to their families with power seen so many clusters of disease happen, the thing that we can all do is to do our part with the hard work right now during the summer so we can actually reap the benefits. it is a saying you have to eat her vegetables before you get your dessert, you need to be able to do the hard work right now, that we all do to get the spread of this virus under control to get to the business is reopening or consider opening schools. arthel: a couple of follow-ups, first of all, what is the proper way to wear a mask? >> are fell, that is a very good question and i wish i had a mask right here in my hands, i would put it on and show you exactly pre-the deal is this, whatever mask that you have needs to fit snugly around your nose or

around your face, come under yor tenant possible and what you're really trying to do, just remember what you're trying to do here. you are trying to reduce the possibly of spreading into somebody else, the speech droplets but also providing a measure of protection to yourself from others so you will not inhale droplets. arthel: i was able to demonstrate for you, i have my mask with me, i don't have at home because you don't need it nearby. i see so many people wearing the masks under their noses, you have to cover your nose, it dried me a little bit crazy, your nose in your mouth. thank you for clarifying that. the other thing that you mentioned, people should stay away from large crowds, i think that people feel some security if it's only maybe ten people getting together at the home in a few relatives.

that to me, you're the expert but that is some of the most dangerous gatherings because they think they're safe, it's just 20 of us, we will be okay. >> you are absolutely right, in fact much of the spikes in california we think can be attributed to these family gatherings. the reality is, you might be infected and you won't know if you been around other people. you have to be able to account if you're going to have people in your space for exactly where they have been and what they have been up to. it is just not so simple. even people who have been so careful, they have a small break in their vigilance and go someplace with other people or have people in their house, those people, you don't know where those people were and they get sick. is it just a hypothetical, this is the fact of the matter, that

is why we really have to do our best to stay away from people that we are not settling with and not really close to and do our best to hammer this down. our economy depends upon it, our children depend upon it in the lives of so many people that we will all know depend upon it. we have heard this before but i'm going to say it again, sooner or later, right now you might not know somebody who's been affected by this that everybody is going to know somebody affected by this soon if we continue with the escalating cases. arthel: that is ominous but real and we start out saying that the virus continues to hopscotch, i'm not asking for an answer but wrapping up, between hopscotch, that means places that are considered now safe can get back return and search again and have a resurgence in those cities.

eric: some reports say this department called a pt 29 has been doing this, they go onto the name of cozy bear with the dnc hack back in 2016. do you believe this is a direct gru operation? >> it's russian intelligence i advanced persistent threat, the two most infants and our cozy bear in fancy bear. they have been doing this for a long time, a massive cyber attack in smithsonian 2007 against georgia in 2008, ukraine in 2017 in the interfered in our election and they hack the world and tied building agency, this is what they do. it should not be a surprise to us, they have a saying, there is no such thing as a former intelligence officer. vladimir putin is an officer in the director of russia's internal

security police, the fsb espionage is what he does. eric: in terms of getting inside of his head as you know as a fellow former professional, colleague but you know what i mea mean, you spy craft intelligence buys, what is he thinking when he sits there and clearly the election interference but in doing this in terms of the coronavirus, how is russia handling it. he has a lot on his plate to be able to deal with it domestically to. >> i think vladimir putin would look at the potential gain from this operation and assess arguably that is worth the risk. whatever sort of risk that he might face from us in terms of the united states expelling more russian officials are piling on the sanction. he will try to interfere in our election and hack into our infrastructure and steer intellectual property potentially even sabotaging because

that is what he does enough the heart of it, everything we stand for enshrined in the constitution bill of rights freedom and liberty, that's an exponential threat to vladimir putin regime. that is why he targets us so ruthlessly. eric: in a sense, if the west develops the coronavirus before russia does, that would strengthen us, in a way are we geopolitically about weaker, the administration would say no and the military would say no but we are sidetracked in a sense by the surrenders pandemic that shows really no sign of ending until there is a vaccine. >> that is absolutely right, what vladimir putin is aware of, then the gdp of italy and no disrespect, russia is not as powerful as they used to be during the soviet
