portland where federal agents facing off with protesters for weeks now. dan springer has the latest on the west coast on that story. but we began with chief white house correspondent john roberts where the news is that sour on the north lawn. john, good afternoon. >> bill, good afternoon, pushed back and it will happen around 3:20 or after that as you mentioned a second ago. the president expected to announce an expansion of something known as operation legend to the cities of chicago and albuquerque, starting in kansas city earlier this month and partners together agents from the atf and the dea with local law enforcement. the violence aimed with a 4-year-old boy who was killed june 29th when a stray bullet went into his apartment building and killed him when he was sleeping. in terms of what will happen in chicago, the initial plan to send 150 federal officers into the windy city but that plan was

pulled back. instead, the president expected to announce this afternoon 100 personnel for the fbi u.s. marshals, dea, currently in chicago will be "loaned to the department of justice to assist in fighting crime in the city." a program chicago lori lightfoot signed on to yesterday, listen here. >> and like what happened in portland, what we will receive is three forces that will plug into the existing federal agencies that we work with on a regular basis to help manage and suppress violent crime in our cities. i have been very clear that we welcome actual partnerships, but we do not welcome dictatorship. >> bill: while the white house is confident the partnership will be effective, the press secretary continued to have harsh words for lightfoot and other democratic mayors. this is what kayleigh mcenany said last night. >> merrill lori lightfoot up

chicago has lost control of her city. mayor bill de blasio of new york city has lost control of his city. the democratic governors have lost control of their streets, at least to missouri you have a governor who came to the president and said hey come i want federal help. whatever i can do to make sure that this never happens again. >> mayor lightfoot might be on board but joe biden continues to blanket criticize the president for everything he's tried to do on law and order across the country. joe biden in a statement saying "we have a president to sow chaos and division and make matters worse instead of better. we need a president to bring us together instead of terrorists apart from a calm instead of inflame, enforce the law rather than put his political interest first." officials in albuquerque thought that federal forces like we have been seeing in portland were coming to albuquerque. now that we know the details of this plan are a lot different than that. we will see how they react later today after the presidents announcement in about 20 minutes from now.

vendetta so the police were stationed here. still, that did not stop the dried bite. now the mayor is asking people from the community who do not cooperate with the police to cooperate with information. >> somebody listening at this moment knows who is responsible for these crimes. someone, listen, has valuable information that could lead to their apprehension. and to bring a measure of justice to the victims. >> along with the relationship between police and community is broken like i've never seen it before. you're not going to have people come forward and share information with people they don't trust. year to date, murders in chicago up 51%, shootings are up 47%. mayor lightfoot and community activists have pushed back against the idea of federal troops coming to chicago although the chicago police don't have the authority to refuse him. what the mayor and others want

or federal resources, bill. >> bill: mike tobin, things, watching that from chicago. the acting homeland security say federal agents will stay in portland, oregon, for now has the protest continued day 55 and counting. as i mentioned the mayor of portland, seattle and other major cities calling for the feds to leave accusing the trump administration of using the tactics of a "authoritarian regime." team fox coverage continues dan springer back on the story in seattle now. >> bill, there was a riot downtown portland yet again last night and the portland police know where to be seen. they were almost bragging about that fact in a press release. the violence began when vandal started destroying the plywood that covers glass doors and windows at the federal courthouse. the arsonist also said prayers next to buildings. the cortland -- the portland police refused to engage so inside the courthouse came outside. they used tear gas, nonlethal means to protect the courthouse. this come as you said the 55th

straight night of portland protest and after most of the days leading up to the arrival of federal officers, the night ended just like this but with portland cops clearing the riot and two-point tear gas. the acting secretary of homeland security said if federal officers were not they are, the courthouse and federal building nearby would be destroyed. speak with these individuals carry lasers, baseball bats, explosive fireworks, metal pipe, glass bottles, excel rents and other weapons all targeting federal facilities and federal law enforcement. and yet the city of portland takes little to no action. >> secretary with said there is note doubt this enforcement is legal protecting federal buildings is a duty and if officers witness a crime while doing that job, they are not restricted when making arrests. since july 4th come agents have made 43 arrests in 13 people are facing federal charges that come with longer sentences. this is not the first time portland place have left federal

law enforcement on their own. back in 2018, the mayor ordered local police to not help i.c.e. agents deal with occupation protest at the ice office in portland unless it was a life-threatening emergency. yet local and state elected officials don't want or need federal officers. >> when i spoke with the director of the department of homeland security last week, i told him to go home and to take his federal troops with him. >> and bill, today the federal officials are beefing up security around the federal courthouse. we are seeing some barriers the web, concrete barriers and fencing. no security cameras being installed, bill. >> bill: dan, we are waiting for the news from the white house in a moment. i know you are anticipating as well. what are you hearing from officials in the state of washington, seattle specifically were portland, as to what the president has in mind here next? >> we'll be no the elected officials both the u.s. senators down in oregon and the governor

and all the local officials they are in portland want the federal officers to leave. there is no doubt about that. initially mayor wheeler in portland said he had no authority to tell them to leave, but now he is doing just that. he knows that they have the authority to be there to protect the federal assets, the federal buildings in the courthouse. yet, now he is saying he wants them to go because of the reporting last week that there were some arrests being made and the federal officers were using unmarked cars. but again, unmarked cars are not unusual for law enforcement to use if they drove a federal vehicle in there where they drove a federal police looking vehicle inside there, they would be pelted. so they were using unmarked cars to do just that. bill. >> bill: we will see what the president has to add on that in a moments from the white house. dan, dan springer in seattle. this just in to fox, the chinese foreign ministry spokesperson saying the bomb and death threats have been made against

at the same time, scientists say they are getting closer to a vaccine. the trump administration just announced this, the government will spend nearly $2 million to buy 100 million doses of the vaccine, pfizer bio intact. the goal is to have those ready by the end of this year. dr. peter, infectious disease expert, back with us today, doctor you have been with us since the beginning. it is nice to see you again. what do you make of the pfizer news today on behalf of the government? >> this is the idea behind warp speed and so the idea is we are going to have those vaccine doses ready to distribute to the public as soon as we have a green light to know the vaccines actually work and that they are safe. there are five vaccines and operation warp speed altogether. some of the vaccines will work differently and some will be protect only against disease potentially, not against

did you think? >> well, i'm not too surprised we are dealing with this massive surge of covid-19 across the southern states, especially in the metro area as miami is getting hit hard, the metro area, texas, houston, san antonio, dallas, austin, phoenix, and los angeles. so we have to figure out a way through this. how to bring this back down. you know, new york did it, new york city did it as well as other cities in the northeast. it is still climbing in many parts of the south. so we will have to look at what kind of containment measures will be needed in order to bring this back down. so it will get worse before it gets better, but then figuring out between the white house and the governors how to do this is going to be paramount. >> bill: may be he takes it a bit further today when we get the briefing around 5:00 today. the companies requiring people people to wear masks, this has a

spreading issue now, literally. the washington, d.c., mayor said everybody has to wear a mask. we just heard word from ohio the encouragement will happen there as well. do they work? is it necessary? what is your feeling now? >> they seem to do two things. one, this is a virus that multiplies and high amounts in your mouth and nose and so when you are speaking, you release gazillion particles into the atmosphere. lots of virus. wearing that mask will keep that virus contained in prevent release. that is one thing it does. it also seems to help you from acquiring the virus. not completely, but between those to come if everybody is wearing masts, we know transmission can really slow down. this is one of the things we are doing. in houston everybody is wearing a mask when you go outside. the mask helps leveled off, whether or not mask alone will

then, he started 11 months of house arrest time and in austria, he was taken away from our apartment in beijing. and then he was charged for separatism, related charges and now he's serving a life sentence. >> bill: the last time you saw him was 2017. that was two years ago. why would the chinese communist government consider him to be a threat? he was running a website that was apparently the bridge the culture gap between uighurs and china. and native chinese. why would that be? >> first of all, my father was a well-known economics professor at beijing university. he was well known for his peaceful suggestions and his website. so he was trying by building this website, he wanted to provide a platform for the

people, the uighurs and other minorities to create understanding with each other. platform like facebook, twitter or ban an olson birch engines like google. so the information in china can have access. there is only one type of information, and that his tv. and of course, that creates various information's to the chinese citizens. and people with understanding people might have of hate, created hate with each other. my father wanted to use this website to create understanding and to promote peaceful dialogue or coexistence between the uighurs people and trainees. >> bill: let me ask you, you have seen this video, right? you have seen this video of these uighurs from 2019 that i mentioned it. what you think was happening there?

thanks. i called you wheeler. i will never do that again. wheeler is the mayor in portland. thank you, ted, and the judge right now what the president can do with federal authority. judge, size it up for us. what would be used? >> good afternoon, bill, always a pleasure to be with you. the constitution prohibits the introduction of the military into in the state without the expressed request of the state legislature or if the legislature can't meet the governor. now, i don't think the president is going to introduce the military. he has spoken about that, but i think he has been persuaded not to do so. so the question comes down to this: can he was federal police, whether you call them dhs or border patrol or fbi where u.s. marshals, they are federal police. some wear uniform and some civilian clothes. can he use them to enforce domestic laws against the wishes

of the governor or the legislature and the state? and they are federal law says no. so if the president says in a few minutes to the mayor of chicago, he is a lot of money and here is some manpower. if you want them, we will give them to you and we can work alongside your people. she come along so long the governor of illinois goes along with it can say yes. but if she says no, for whatever reason she says no, the supreme court is very clear, the president must honor and respect that. so the short answer is that they cannot be on the streets involved in domestic law enforcement against the will of the local and state authorities. that is federal law. that is the military and the constitution. >> bill: that would make sense, "operation legend" started in kansas city, missouri. it was started because a 4-year-old boy by the name of legend was shot and killed while he was sleeping in late june.

await this announcement, new york city, this comes after nypd officers cleared out a protest camp near city hall. demonstrators started camping out there last month demanding because to the police department. in watching the story from the streets of new york city again today, what happened overnight? >> bill, good afternoon. take a look for yourself and an hour difference makes, the encampment for city hall no longer here, no more tense, no more people, sanitation workers cleaning the graffiti all day this with a lock down completely clean. take a look at the video we have gathered overnight. the police in riot gear began pushing people out of here just before 4:00. were in the park when they gave them a ten minute warning, and left voluntarily, seven arrested on only one charge for throwing a brick at an officer. interestingly enough, bill, they went in with their attorneys and

also took their own video. here is mayor bill de blasio. >> i said repeatedly, we always respect the right to protest, but we have to think about health and safety first and the health and safety issues were growing. so it is time to take action. that is a decision we made yesterday. because now thousands gathered here a month ago with demands to defund the police after the city did just that. many left and the area largely turned into an encampment with protesters left. when organizer told me this is a very sad day, but the movement is not over. listen. >> there are over 50,000 people that came here the last 30 days. so we know we have extreme power. we know we will escalate our taxes and we know that we will be disruptive. >> they are taking action tonight responding to this. they will have a protest may rally at 6:00 at union square, bill. >> we will see you then, thanks

for biden but on the other hand tax increases even one that targets, generally popular, still can be tied to economic slow down, which is something that the train campaign will make a out of. >> bill: $8 trillion is a lot of taxes, donna, how are you going to sell it? take a first of all as you all know the current deficit fiscal year $2.7 trillion. so when we talk trillions, let's remember we are in a huge deficit right now not just because of the pandemic, which you can go back to the tax is paid for. what cbo is projecting right now, if we do nothing and we don't continue to try to make gains in the economy, we are looking at a huge load of deficit over the next ten to 12 years. the one thing that the vice president joins, he is offering some solution as to how he will pay for it. which includes tax increases on the wealthy.

we pledged to honor the memory of your cherished loved ones by fighting to bring safety in every single community. we will bring that safety, you will see for decades, politicians running with the nation's major cities have put the interest of criminals above the rights of law abiding citizens. these same politicians have no embrace the far left movement to break up the police departments causing violent crimes in the cities to spiral and i mean spiral seriously out of control. in new york city come over 300 people were shot in the last month alone. a 277, at least percent increase over the same period over a year ago. murders this year have spiked 27% in philadelphia, 94% in minneapolis compared to the same period in 2019.

perhaps no citizens have suffered more from the minutes of violent crime than the wonderful people of chicago. a city i know very well. at least 414 people have been murdered in the city this year. roughly 50% increase over last year. more than 1,900 people have been shot. these are numbers that aren't even to be believed. yesterday alone, 23 people were shot in chicago including at least 15 who were shot in a merciless onslaught of gunfire outside of a funeral home. 63 people were shot in the city this past weekend and at least 12 people were killed. over the fourth of july weekend, nearly 80 people were shot and 17 were killed. over father's day weekend, 104 people were shot and 15 were
