the city council, you're irresponsibly not representing your constituents by making a reckless decision of defunding the police department 50%. >> shannon: all right, matt, some of the folks on the ground are worried how this will play out when they call 911. we are hearing there is a transition of a lot of services and initial response and more of a civilian or community service and on police force. how do you think it will work? >> i think those citizens are right to be concerned. there is some demonstrated threats that are in seattle and there are bad people that want to do harm to citizens all over the country. we see that in a lot of major cities. i think this defund the police movement is the wrong idea. i think there are ways to train police better and invest in training for these officers to handle more situations. but i don't think cutting their budget dramatically and laying off officers is going to make

community safer. >> shannon: all right, this is a little bit what they are proposing. civilians control 911 systems, community responses from a research beyond policing and investments in housing. you know, sometimes we see things thrown and that don't seem to have original connection of what's going on with the police. how far do you think the cities and counties are getting minute it comes to revamping law enforcement as we know? >> i think they are getting fields responding to sort of emotional appeals instead of the data. and the date is what we all see in our communities is that the more the police presence there is, the less crime there is. you know, we know that especially when a bad guy with a gun tries to harm us, that we want the police to respond as quickly as possible. and so my think a lot of these challenges should also be addressed. obviously, housing and communities is an important

issue, but it should not be done at the expense of the police departments and the important vital role that they provide a lot of a lot of communities. >> shannon: okay, so let's talk about some of the revelations coming from the epstein documents the one connected to glen maxwell's longtime confidant. some coming out, clinton's name come up and one of the women said she saw him on this private island that epstein had appear this is what is what bill clinton says today. the story keeps changing. the facts, president clinton has never been to the island. ghislaine maxwell will have to answer questions under oath about the situation. >> yeah, i think this is a case that the facts will continue to come out. i know monday there is additional may be deposition testimony released by the courts. and ultimately, this maxwell may have to testify to these matters. so i think, you know human sex trafficking is a scourge, as i said, in the oval office as i was acting as attorney general.

i think it is something we need to work to combat. these victims of these crimes need to be heard. those that have exploited them need to be punished. this is a very important issue that i know a lot of folks are concerned about and know that the department of justice and others are working very hard every day to try to reduce the occurrence of these horrible crimes. >> shannon: it is tough when you go back and you look at the testimony that these women gave years and years and years ago when they were young and scared and had no national profile to protect them. to see the recorded statements that they made on camera and on paper, and nothing, at least, years to go come of it, nothing substantive to come of it even though jeffrey epstein a convicted offender. he had a life of freedom that most sex offenders don't have. at this point people are frustrated he's gone. he won't personally pay the price. glenn greenwald treated this come i don't think there is a bigger gap between a, the importance of multilayer and

>> that is correct. the people don't even get into the hospital. they run out of oxygen. they don't have enough tests. and so they decide to come to us. and we are giving the medical attention as we can. >> shannon: and i know that you want to turn anyone away. that is how hospitals and the u.s. work. i want to talk about the situation in texas hospitals because we hear different scenarios what's going on down there. july 24th "national geographic" reported that this wife "texas has top reported which hospitals exceeded capacity. for covid patients but signed to a -- a crisis. and now adult patients and u.s. military's in the medical staff support the state doctors. now today from the heritage foundation a nurse writing for them they are says "while media outlets but trained overwhelmed

by the pandemic it's far from true. more than 80% of texas hospitalizations are not virus related and 1,362 intensive care unit beds are available across the state." doctor, i know where you are is one of the type response to what can you tell us about what you are seeing there for availability of debt endemic beds and to treat people? >> the hospitals here are what we call -- we have a capacity for a couple of weeks. so it is frightening that for the first time, i have seen patients that have needed to be in the emergency rooms but 50 patience waiting for a bed in the hospital for a couple of days, not hours, days. so that is something that i have been working here for years and that's the first time i have seen that. >> shannon: so what are your options then? we understand or we are told there are ways to get more beds,

that's when garrett foster approached perry's car and motioned for them to lower his window. the attorney says that perry complied, but believing foster law enforcement: foster raised his rifle, perry grabbed a handgun and opened fire. other witnesses say that foster never raised his rifle. when he was shot, but protester started shooting at the car. perry's attorney the scene and drove to safety and called authorities. >> the caller states they had shot someone who would approach the driver's window of their vehicle and pointed a rifle at them. >> instructed to pull over. >> perry is not in custody and has not been charged. attorneys say we ask anyone who might want to criticize sergeant perry's actions picture themselves trapped in a car is a masked stranger raises an assault rifle in their direction and reflects upon what they might have done if faced with a split-second decision faced by sergeant perry that evening.
