i'm surprised. i did not expect that coming. good morning, you're watching "fox & friends first" on this monday morning. i'm rob schmitt. jillian: i'm jillian mele. thank you for starting your day with us. let's begin with the latest on tropical storm isaias. overnight the storm crawling along the florida coast, hitting the state with 70-mile-an-hour winds. rob: steve harrigan joins us live from jacksonville, florida as it appears that it's heading toward the carolinas. >> reporter: the wind kicking up here on jacksonville beach, some gusts off the florida coast of about 50 miles an hour starting to pick up the sand. for the most part, florida dodged the storm, the worst of the wind and rain stayed about 50 miles offshore. >> we are blessed that hurricane isaias spared us of significant damage. i am pleased that this was more of an exercise than a real event. >> reporter: the governor of florida had declared a state of emergency, the number of

counties along the coast, he also urged people to stockpile seven days worth of food, water and medicine. >> you can't predict mother nature. you get ready, enough water, enough canned food and hope for the best. >> i knew it was coming. i thought it was a bit later. and i didn't think it can change very suddenly. >> it's pretty windy. the waves are pretty amaze snog the storm has already proved deadly in the bahamas and puerto rico and in the dominican republic. it's been strong enough as a hurricane to pull up trees and kill at least two people. it's expected to make landfall in north or south carolina sometime in the next 24 hours. it could bring a storm surge of up to 4 feet and hurricane force winds. one complication for north carolina setting up shelters in the pandemic, they're going to try and practice social distancing. jillian and rob, back to you. jillian: steve harrigan live for us. thanks, steve. rob: a massive search for three men who fell off of a boat and

into the potomoc river to the southeast of washington, d.c. has now turned into a recovery effort. crews searched by land, air and sea for more than two hours before finally calling it off. jillian: it is not clear exactly what happened before the men fell into the water. they have not been identified. now to capitol hill where today talks are set to resume between the white house and top democrats on a covid-19 stimulus relief bill. rob: doug lie luzader is live n washington on where the deal stands. >> reporter: they've already blown one deadline, now they just want to get this thing done before the august recess. we'll see. talks continued through the weekend between democratic leaders and the white house negotiating team. a lot of things still at issue including whether and how to expand those or extend those extra $600 a week unemployment benefits that many americans have been receiving and whether democrats are going to get through a big portion of their 3 and-a-half trillion dollars

proposed relief package which includes a bailout for state and local governments. >> we still have a long ways to go. i can tell you that we spent the last three days, actually the last four days trying to get to some kind of consensus, at least to start negotiating. i'm not optimistic that there will be a solution in the very near term. >> we need a bold, strong solution. we're not close to an agreement yet. but we are making progress and i'm hopeful that we can get to an agreement. there are significant divisions that remain. >> reporter: the latest target for house speaker nancy pelosi is dr. deborah birx, the white house coronavirus advisor, especially after a new york times piece suggested that birx had been too optimistic about the spread of the virus. >> i think the president is spreading disinformation about the virus and she is his

appointee. so i don't have confidence there, no. >> i have tremendous respect for the speaker. it was unfortunate that new york times wrote this article without speaking to me. this was not a pollyannish view. i have never been called pollyannish or nonscientific or non-data driven. >> reporter: in fact, politico reports that pelosi, behind closed doors, said of birx, she's the worst. rob and jillian. jillian: doug, thank you. rob: california officially the first state to top half a million coronavirus cases, the golden state leading the nation in new infections. in the meantime, florida seeing its lowest daily death number in nearly three weeks. 62 confirmed deaths. sunshine state also reporting its lowest number of new infections in a month with just over 7,000. jillian: at least nine people are dead and over two dozen wounded in shootings this weekend in chicago.

the youngest victim, a 9-year-old boy killed after a bullet struck him in the chest. according to the new york post, new york city seeing at least 784 shootings so far in 2020, that is more than the he total in all of 2019. violence escalating in portland, where gunmen fired 150 shots at an apartment complex during a black lives matter protest, striking a woman in the arm. take a listen. >> let's look at the history of how government in this country alone is now working. we see the anarchy, we see the violence. new york city, chicago, seattle, portland, los angeles. it's unfolding right before our very eyes. what do all of those cities have in common? they've all been run by liberal democrats for decades. and if you can't provide the most fundamental role the government should provide, which is law and order and safety and

jillian: good morning, welcome back. today the recovery mission resumes for seven marines and a sailor. the marines identifying the victims of the training accident off the coast of southern california. service members ranging from 19 to 23 years old. 16 service members were on-board a military vehicle when it sank. eight others were rescued. two of them are in critical condition. the man who was placed in an apparent illegal choke hold by the nypd is arrested again. 35-year-old rickey bellview facing number of charges for allegedly threatening and robbing a teenager on the subway. he was arrested last month for

president's 2016 agenda, trying to play it in 2020. what do you make of this? >> lots o it's funny, what tooke biden so long. he's been in this for half a century and now we're supposed to believe he's going to bring back american jobs. how is he going to bring back jobs when he's talking about banning fracking and hiking taxes by $7 billion. gm announced a new plant in ohio back in december, are they going to stay? what about nova steel which announced a new plant in february? they're not going to stay. the reason they're coming back is because of president trump's pro-growth policies that have brought jobs back once and he's doing it again already. rob: biden is going after a lot of blue collar jobs, the rust belt, place that's were gutted by economic policies over the last 30 years that joe biden supported. how does he make this flip? >> yeah, well, i think it's going to be kind of a little bit

of a -- i think his background, the work that him and obama did with the bailout, i think it's not going to be that difficult of an issue. you've got to remember, the democrats generally have won this block of voters and with winning this block of voters, a guy coming along with joe biden's background, his kind of play, i think it will be a -- i think he can do it. i think with the economy being in the situation it's in right now, and i grew up in michigan. i grew up in detroit. i know how the people there think. i know how people outside of detroit think too. that being the case, i think the voters can be won back with a positive message, a new message and just something invigorating about what he's going to do to help them. the made in america tour seems to be at the right place at the right time. rob: a lot of our production, manufacturing jobs went off to other countries, a lot of them

went to southeast asia, into china with a lot of these policies that we saw in the past. how does joe biden effectively prove to american workers that they can trust him now? >> well, they can't. and at a certain point the man is 77 years old, he can't just coast on his so-called background. he has a track record here and it's terrible and speaking of china, the only people who ever got a good deal out of biden, all had the last name biden. so talk about hunter, one and-a-half billion dollars from china. meanwhile, our jobs went overseas. president trump is the only president to hold china to account. he's put american workers first. and he has a track record in washington in less than one term bringing back core manufacturing that obama and biden by the way said you needed a magic wand to bring back. there's no hope, there's no new message, it's all failures of

the swamp. president trump delivered real results and he's doing it again. rob: anthony, respond to that. >> i think she taking talking points, not looking at the facts. the facts on the ground here -- >> scranton is not a talk point. >> it's not whether or not scranton is a talking point. the voters that obama got two times in '08 and 2012, whether joe biden should get them back and at this point the polls are showing that can and the reason i'm saying he can is because of his scranton background and people have recognized him a different way from the democratic party as i am well aware of, being from that area. so it's not a matter of suggesting the background, it's what the facts and the polls are saying right now. rob: okay. all right. donald trump was put into office i think as a referendum on the political leadership in this country over the last 30 years. joe biden is exactly that problem that i think americans saw four years ago. we'll see how this plays out.

joins us with the latest on the storm's path right now. good morning, janice. >> good morning. we got the latest 5:00 a.m. advisory. the only change here is that we're expecting it to become a hurricane again very briefly before it makes a potential landfall across south carolina later on this afternoon, in through this evening. let's take a look at it now, 70-mile-an-hour sustained winds, 74 makes it a hurricane. so we're close. the national hurricane center says we could have another hurricane or at least strengthen into a hurricane briefly before it makes that landfall across portions of south carolina. so here's one of the forecast models, we think around myrtle beach later on this afternoon into this evening and moving up towards the northeast and it will mainly be an inland storm, so almost like a nor'easter once it gets up here tuesday and wednesday. water temperatures are certainly warm enough to promote a little bit of strengthening. we don't think this is going to be a cat 2. it's going to be 75,

80-mile-an-hour sustained winds as it moves in towards south carolina. so there's the timeline. tuesday is when it gets into north carolina and eventually up towards the mid-atlantic and northeast tuesday. wednesday, still as a tropical storm. so along with that we have tropical advisories, looks like we have a hurricane warning in advance of the storm as we think it could become a hurricane before it makes landfall somewhere around myrtle beach on tuesday. there's your forecast precipitation. not only the storm surge, not only the tropical storm force winds, maybe hurricane force winds but upwards of 2 to 4, even 6 inches of rainfall along the path of the storm. the bottom line is the track hasn't changed but we could see a hurricane again with isaias later on in the next 24 hours. rob: i still feel like we're getting lucky. you look at the satellite image of storm, it doesn't look very organized. looks like it got beat up.

that might have saved us some pain. >> absolutely. south carolina has dealt with a lot worse. they'll get through it. jillian: thanks, janice. floridians preparing as tropical storm isaias nears their shores. rob: joining us now, congressman neil dunn. looks like you guys will miss the brunt of the storm. but how are you guys prepared? >> we actually have a lot of recent experience with hurricanes and i can't say strongly enough, i urge everybody on the coast who may be affect todd prepare. it's important to have your evacuation plan, have your food and water available, make sure your car is gassed up and your generator too if you have one of those. jillian: governor ron de santis talked about prep over the weekend. let's listen to what he had to say. >> palm beach county has done a voluntary evacuation order and we in the era of covid, our guidance from the state has been, look, if it's a close call, err on the side of people

just hunkering down rather than sending people on the road. jillian: so that's a question, perhaps not for this storm but hurricanes going forward, we're just at the beginning of the season, really, how does covid change the way you think people should be preparing? how does it change the way shelters would be operating? what's your guidance on that? >> well, that's a great question. we're actually in the process of designing and building a shelter with negative pressure areas for -- specifically for people who are suffering with various infections. so that's our look forward. this time, though, i think ron made a good point which was basically this is a close call. we've seen storms go from category 1 to 5 pretty quickly but this one really doesn't look like it's going to do that so i feel a little better about it. rob: hope fly any we're going to -- hope any we're going to get lucky with this one. looks like we are. let's talk about coronavirus. we have the relief bill that

everyone's trying to negotiate in congress. let's take a quick listen to chuck schumer and nancy pelosi talking about this. >> there's lots of things we're divided on. we're not close to an agreement yet but we are making progress and i'm hopeful we can get to an agreement. >> we talked to president trump. he's the one that is standing in the way. they have a $200 proposal which does not meet the needs of america's working families and it's conned.rob: democrats wae people $600 to continue on through the end of the year. republicans say that will keep people from ever wanting to go back to work. who is right here? what do you think? >> no question that president trump is right. what i hear from employers is i don't need anymore free money, i need employees. can you please find me some employees. jillian: is there a chance you think that the sides come together on this and meet in the middle? >> well, you know, the middle is

still a pretty bad area. if you actually go to, say, $300 additional a week, you're still paying about 40% of people more money than they were making before when they were employed. so i want to see -- i want to keep the businesses open, keep the people employed, get everybody back to work who is not sick and do the social isolation thing and let's keep moving. we're making a lot of headway with this disease. let's get the economy back open before we ruin it permanently. rob: it all ends up being politics at the end of the day. do you think there's enough pressure politically that they have to come up with some kind of deal that will force them together, something will happen? >> well, feels like that. but here we are already into the august recess and nobody has a date to come back to washington. jillian: okay. congressman neil dunn, thank you for joining us. we appreciate your time. >> thank you. rob: overnight, seattle's police chief sends a letter to the city council urging them to stand up for what is right after

nearly 200 protesters targeted her house over the weekend. >> a group of people showed up to my house. it certainly felt very personal about me. it really does seem like a mob mentality and bullying to intimidate a public official. rob: the chief described the group as aggressive protesters. her neighbors used their van as a blockade and called the police. you can see the pickup truck in the middle of the road. the chief was actually not home at the time. the rioters left a hateful message in front of another officer's home nearby, reading, quote, pig lives here. jillian: minneapolis police are offering tips to keep residents safe as street crime surges, they include walking in groups, carrying less cash and being ready to hand it over to a robber if they demand it. former police officer and chicago alderman anthony napolitano joined us earlier. he says he doesn't think police are the ones behind the tips.

landfall. she said at this point the 5:00 a.m. update said it's in south carolina. rob: it could be a weak category 1 before it makes an impact in south carolina. florida looks like it really dodged a bullet from this storm. the water's really warm. it's that time of the year. there's a look at the track right there. it's going to slide up the east coast it appears. i'd should dive back to a tropical storm or depression as it makes landfall, maybe a weak category 1 is what janice was saying, it's going to slide up the east coast and she said it will be a nor'easter by the time it gets to new york area, probably a lot of rain and wind wednesday and thursday. jillian: when it comes to the carolinas, it's nothing that they haven't seen before. she's said look, we've had days to prepare for this. you mentioned florida, we spoke to a congressman from there a couple minutes ago. he said, look, it was representative neil dunn, he said we've been prepared for

versus learning at home there are a lot of people really talking about the importance of being in the classroom. what that means to a student. tell us how important that is. >> definitely important. that we don't storm learning. we can't stop learning during this covid-19. the trauma that's going to be brought on from covid-19 is bad enough. we don't want to have academic trauma happen to these students as well. regardless if the parents are choosing to send their students back in person or shirt actually, the students parents and teachers all have to work together so we can make sure the children are not following behind and get the essential standards that they need. jillian: absolutely. 10 seconds left. finally, where did you learn to dance? you have got the moves. >> well, i attended alabam alabm yngt i think that's where i got my start. jillian: thank you. something provide a smile to all the students right now. hard time for a lot of them. thank you for joining us
