to vote by mail in florida. we start live from the white house. >> arizona saw a huge spike in cases after the governor lifted the stay at home order in may. the trump administration has sent resources to the state and the outbreak is better. that will be a big focus when president trump sits down with in a few minutes. >> in hot spots we have seen slow improvements. arizona's weekly case count have dropped 37%. the governor and the state have done a fantastic job. down 37%. >> the other issue that may come up is mail-in voting. the trump campaign is suing arizona's neighbor, nevada, over its new mail-in voting laws. but president trump is encouraging mail-in voting in florida. on the surface, it may seem

hypocritical. if you dig in deeper, you will find that mail-in voting in florida, what florida is doing is different than nevada. in florida voters have to request a ballot. in nevada, they just passed a law on monday which would allow the state to just send out these ballots to all voters in the state who are active and reg sistered. that's what president trump has a problem with. they only have 90 days to put in place. the president tweeted that arizona has zero infrastructure for mail-in voting and it will take months or years to figure out. florida send in your ballots. the president has been railing against the postal service saying it doesn't have the capacity needed to handle this surge in mail-in voting. that prompted a sharp response

from hillary clinton last night who tweeted. i fear republicans sabotage including slowing down mail delivery is a trump strategy to make voting by mail more difficult. request your ballots and return them as early as you can." there is a concern on both sides of the aisle. the post master general is on capitol hill to address these concerns with the democratic leadership and the white house chief of staff. >> going into effect in nevada over the opposition of the secretary of state who is a republican and their governor is a democrat. for all of the talk about mail-in voting there is still confusion about it. laws vary by state. absentee voting which americans use every cycle is different

21 states require no excuse for an absentee ballot application and 5 states allow covid-19 to be used for the reason. the president obviously mail-in voting may cause frauds. but election experts disagree and cite controls in place. >> there are a huge number of checks in place to make sure that attempts at fraud won't succeed. i worry more about an electronic voting machine without a paper trail than a mail-in ballot. >> she talked about florida. you look at washington state. a democratic governor and a republican secretary of state and has been secretary of state since 1965. they have done all mail-in voting. they first started doing it in 1983 with a special election. >> john: david, thanks.

let's bring in the political panel. donna brazil, and chris a fox news editor. these are the states that will mass out ballots: of those, really only colorado is potentially in play for president trump and they long had mail-in voting. donna, do you see any problem they will be doing that this year? >> absolutely not. look, earlier today senator durbin put forward a bill to enshrine this in the u.s. constitution. it is not. elections are run by the state. i have respect for the election

officials who have to do it. the post office needs resources and we need to provide resources so people can get their ballots back on time. >> john: nevada is in play as well. the rest of the states are democrat. chris, and utah. the president is making the differentiation here to say there is a difference between requesting an absentee ballot and just mailing them all out. does he have a point? >> what nevada is doing is dubious to say the least. in the middle of a pandemic and you are making a big change. those 5 states you mentioned including utah have a great track record for running all mail elections. everybody gets a ballot. they have measures in place. nevada is new to this.

and i think it is highly questionable whether you want to make a big change in the middle of a paged. -- pandemic. it seems more responsible to say we will send everybody an application at home so they know that if they want to vote absentee they can with no problem. they fill it out and send it back in. one thing people have to remember, every kind of voting is subject to fraud. we saw it in north carolina after the 2018 election when a race was thrown out. voter fraud is a real thing. it's all in how states and local officials deal with the process. >> john, 143 convictions over the last 20 years. voting is not a criminal enterprise where people want to vote 4 times. chris is right.

killed 135 people and injured thousands more. investigators are looking at why there were thousands of tons of ammonia nitrate stored in beirut's port. the search for survivors continues. trey has more from the middle east newsroom. >> john, good afternoon. the scenes out of beirut today are horrific. dozens of people are still missing. the red cross is noting more than 135 people killed yesterday and thousands injured. rescue workers worked through the night to find survivors in the rubble. picking through twisted medal and glass and wood. one team found a man who was trapped for more than 16 hours. he was given oxygen. they pulled him out of a collapsed building and brought him to the hospital. beirut entered a 2 week state of emergency. hospitals are overwhelmed.

last night patients were treating in the parking lots of some facilities. you can see how strong the explosion was. a priest was live streaming a mass and pieces of the ceiling above him were starring to fall. it was felt more than 100 miles away in cypress. this is the governor of beirut you see here. he was crying comparing the devastation to that the nuclear blast in hiroshima. benjamin netanyahu offered his condolences and israel will provide aid to lebanon. the explanation of what caused this explosion is relateed to a stockpile of ammonia nitrate. there is no evidence there was a bomb as president trump claimed yesterday.

a critical part of getting kids back to school safely. >> john: the president says the reason why there are so many cases in the united states because we have the best testing in the world. we passed 61 million terrorists. -- tests. next is india at 11 million. maybe we are identifying more cases. but also this idea of do we have enough testing yet or are there still problems with it? >> on a per capita basis tests have many more tests than we do. more testing would not lead to more hospitalizations and explain why we have more deaths than any other country. the fundamental issue is we have more cases because we have more infection. it's not the testing. there is a benefit of a debate. i argue we don't have enough tests and they are coming back

too slow. the administration said we are fine in testing. instead of listening to us listen to the people on the ground. folks in houston and in florida have to wait days to get a test back. our testing infrastructure is not working. we have to do better. >> john: looking at getting students back to school and people back to work, there is an idea we can reduce infections. but with flare-ups in this country there is no sign this virus is going away. it will take a vaccine before we can really get back to normal? >> yes, there are things we can do to get much of it back. australia's big flair up was 700 cases. we have 50,000 yesterday. what they are calling a flair up
