immediate results and get ppe and let everybody get back to work. we can't wait. it's not fair. >> there are some businesses that can't come back until there is a vaccine. any business with mass gatherings. whether it's large scale sporting events, entertainment events, broadway, you name it. that's the problem. here's an idea: let's do something on the congressional side and with the executive order. it meets two needs. president trump wants a payroll tax holiday. that will give people an incentive to get back to work if they can go to work. it will reward people who have been on the job, putting their only health at risk as an essential worker during the pandemic. you get to keep more of the money you earned. that's a brilliant idea. then 2, there needs to be an

extension of that extra unemployment benefit people got from the federal government. should it be $200, $400? it was $600. we have seen with job numbers, we have made back 42% of the jobs that were lost in february and march and april. we have gained those back. that is evidence we don't need to have the most generous benefit we did before. the republicans will lose on this because they didn't act sooner. we need to take care of those people who cannot wok because of the virus and because we don't have a vaccine. >> harris: you know, you are saying they still need the $600 or whatever the amount extra is in unemployment benefits. there is an argument that you are giving people an incentive not to go back to work because they are doing better with this.

those benefits now are fading away. >> those benefits are gone. that's a legitimate problem that a large percentage of people were earning more at home on unemployment than at work. i heard directly from business owners they could not get people back to work until that extra benefit exparts. expired. the average unemployment benefit in this country is $300 a week. people were making an extra $600 on top of that. that disappeared. a lot of people can't return to work. hair and makeup artists that work in new york city. they have not been called back. >> harris: and they have to be close to you put your makeup and hair on? >> exactly. you need something. is it $200 or $400? that's one of the big divides between the republicans and the

budget crises right now. they added environmental justice grants into the bill. this is a typical thing where the democrats see a crises and put all of their goodies into this bill. there is a fight over. that the person people ought to be outraged. the president is laser focussed on getting people back to work. the numbers this morning are encouraging. american people need to look at both candidates and say who i trust to get us back to the strongest economy in the history of the united states? >> harris: between now and then, we have just a little over 90 days. a lot has to be done. i hear what you are saying on what the choices are on november 3rd. when you look at the hard numbers where people are dying and hard numbers of 14 states including cities like kansas city where they are seeing spikes. they are trying to figure out
