all of these districts will help to formulate a plan based on what meets their needs. the governor announcing this today, but it's not one-size-fits-all. again, each district will have to come up with its own unique plan. >> these school districts have to be talking to the parents and talking to the teachers because if the teachers don't come back, then you can't really open schools. if the parents don't send their students, then you are not really opening the schools. >> but in order to legally open, the governor say that communities need infection rates to stay below 5% for seven days. if it kicks up to 9%, schools will have to shut back down. in new york city of the nation's largest school district the mayor said the infection rate cannot pass 3%. through a different message, districts across the nation navigating how to best protect the generations health as well as crucial developmental use. experts say kids are protected

and a path towards a new relief bill is at a standstill, while millions of americans struggle and face eviction. let's bring in fox news sunday anchor chris wallace, you have nancy pelosi and steven mnuchin on your program on sunday. when you take a look at what the posture is on both sides here, they keep talking but they do not seem to be closer to a deal. >> that is right. and one of the questions is whether the meeting today is really about trying to reach a deal, obviously if they would like to. they may not be able to because they may be so far apart. then the question becomes who gets lame for the breakdown in negotiations? that may be what's going on today as i try to see -- well, we wanted to keep talking. they were the ones that broke away. you can certainly expect that there will be some talking about that, particularly with the fact that has kristin fisher mentions president trump made this weekend as soon soon as tomorrow signed an executive order that would take hero of a lot of these issues, maybe not

to the satisfaction of democrats, but you know, talking about extending the moratorium on evictions. some unemployment benefits. and so the whole question who takes the blame here has these negotiations may fall apart is a big part of what is going on right now. >> john: the democrats seem eager to reach some sort of a deal and it's my understanding that nancy pelosi was the one who requested the meeting this afternoon. she called over to the white house today. she seems to be concerned about the president taking unilateral action. earlier, she was criticizing it saying it would not be enough and probably indict a court challenge. she was quick to say, we are willing to give up $1 trillion here. do you think she is getting desperate? >> well, i don't know but i have to say as i listen to that clip we played earlier from i remember and i guess i'm an old timer because i remembered when $1 trillion was a lot. she said we will drop

$1 trillion if the president will come up a trillion dollars but that used to be an immeasurable amount of money. but that is just negotiation in these talks that we are having right now. they are a long way apart. if the house democrats and senate democrats are at $3 trillion in the president and republicans in the senate and some of them don't want to give out any more money. but an offer of $1 trillion, that is a pretty big difference, even in washington. >> john: i think $1 trillion is an inconceivable concept for most people that they don't get the difference between $2,000,000,000,000.3 trillion. the president would probably take some sort of unilateral action, no doubt, as nancy pelosi said would invite a court challenge. wouldn't the white house be betting that it would be a loser politically for somebody to challenge the president given out enhanced employment insurance, payments to people

and even cutting the payroll tax cut? >> well, that is exactly right. remember when the president has done this before where he's taken money to congress to approve it for something else and repurposed as he did for funding for the border wall. that is something that democrats didn't want to. even if they are not satisfied with a presidential executive order, let's say, federal benefit of may be $400 or $200 instead of $600 that the democrats want for the millions of people who are out of work right now. it gets pretty delicate. do the democrats go to court and say we want to stop that payment of $400 to people who are struggling right now and may be kicked out of their homes? do we want to fight back against the eviction moratorium? that is a difficult, political position but the president republican are putting the democrats in. >> john: let me ask you about debates because we know chris you hosted a debate 2016 and you did a fine, fine job. who knows maybe you are up for another one this year at the

presidential debate said we are not changing our schedule, however if the two campaigns want to get together to add a fourth debate, we are open to entertaining data. do you expect because the trump campaign, to my understanding from a grassroots level will push for an extra debate earlier in the schedule? do you expect the biden campaign will continue to resist that idea? >> i do. and i think to a certain degree that was the presidential debate, we will not change our schedule but go with the vice presidential debate as scheduled. if the two sides want to come together, we will entertain it, which obviously they would have to do with biden and trump wanted a fourth debate. they will not sit there and say no but having said that, it will not happen because biden camp has gone on record saying the presidential debates, came up with a schedule long time ago and that's what we are going with. >> john: i would think after joe biden's comments this week, the president would be itching to get him on the debate stage.

also saying if joe biden only wants three debates, take the last debate and move it up. we can't have a 1980s style debate calendar for a 2020 election cycle. there is no election that has ever existed like this and the biden campaign is trying to hide instead of putting the camping up to debate ideas. there is a large contrast between donald trump and joe biden. the current debate schedule means they will begin the voting process before exchanging ideas for themselves. we really want and believe in president trump has said quite clearly the american people should be able to see that exchange of ideas before voting, early voting begins september 4th. the question is for joe biden why wouldn't you want the american people to see that the exchange of ideas before they began to vote? >> john: but the presidential debate points out the fact that you get an absentee or early ballot does not necessarily mean that you need to fill it out and send it back until after the first presidential debate on the 29th.

is that not good enough for the trump campaign? >> just because they say that doesn't mean people won't fill out their ballots and send them in. people will take their ballots, make for consideration, but there should be an exchange of ideas before they began to receive ballots. i think that is a pretty simple concept and the american people deserve to see that. i note joe biden has been in his basement and hiding my get that. clearly in the time he comes out, that is what he thinks and it's not good policy for the united states. let's have that contrast, exchange of ideas. if joe biden wants to be president of the united states, why wouldn't he want to stand in front of the american people before they receive their ballots? it is a mind-boggling situation. >> john: joe biden has said in the last 24 hours, we know what joe biden said about diversity in african-americans versus latinos. the president is clearly trying to move the needle with african-american voters, saying joe biden is not worthy of the african-american vote.

91% of african-american voters voted for hillary clinton in 2016. as the president hoping by pushing this point he can get african-americans to switch or to stay home or vote with kanye? >> president trump has an exceptional record to run on and a conversation with the black community in the united states. listen, in a time joe biden gets out there he clearly shows what he thinks with what he says. he believes the black population in the united states is a really voting block that if it's not voting democrat, it is on them, not on him, his bad policies or his record. president trump has delivered for black americans funding for historically black colleges and universities, low unemployment. we talk about full percentage drop in black unemployment in july. we can have this conversation. we are putting money into black community centers. this is a conversation president trump is voting and will not be scared by joe biden. joe biden needs to answer questions here.

how did you feel about being at the school, and how do you feel about going back? >> hi, thank you for having me number one. personally the school that i work at, our principal and leadership is great. and i think that the staff really wants to do what is best. so social distancing, masks, those type of things, of course, you know no questions asked of them. so that felt really good to see that. i have no questions about that and something that concerns me with our staff here at. >> john: so what are your concerns? if you think the principal has done a good job, pp and social distancing come away the concern about going back? >> because being in a classroom with children, you know for 7.33 hours a day is a little different than being with adults in a larger library or cafeteria

or one of those things. and so for places that you can be. and i think it is just really a matter of safety at this point. >> john: now, we mentioned you posted a mock obituary on facebook. as part of that obituary, she returned, returned to work and all of the roles placed on your shoulders, education, security guard, human shield, firefighter, but the workload we can her we can her and the virus took hold. as we pointed out at the top, you succumbed to the ignorance of those in power. do you think the governor and local school districts are pushing too fast to get people back in school? >> i do. i want to start by saying of course, these are my views and nothing about the school and my leadership team here at the school that i work at is phenomenal. i am lucky and because i have this administration staff here

does help me take control of the anxiety that i may have. but i can't control them and move on. but i do believe pushing from the governor and then, you know, local leaders, yes, it's too soon, too soon. >> john: we should also mention as well you have a father and a high risk group and you are afraid that you won't be able to see him once you start back at school. of course, a lot of first responders, doctors, nurses or were in the same situation at the beginning of this. what about the science that shows that young children do not contract or spread this virus the same way adults do? does that not give you comfort that leaders are making the right decision to put children back in school, particularly when you look at the negative impact of not being in school among young children? >> absolutely. so you said a couple of things there. you talked about emt, nurses, doctors, people who signed up to work in a medical field. where this potentially could

happen, we have a nurse in my family, and she was fitted for a mask before she took a job in a hospital. that was not something however that i wanted to teach was a part of the same like okay, we signed to do this. and that type of thing that could be on the horizon. that was not any of us thought. so we spoke to that. what they are provided with his little different. a nurse that sees 15 children and one room, they all have their own beds which are in a different room. so i think relating us to those essential workers is really what has gotten the negative attention on teachers. how it is now, they just don't want to work. they don't want to go back to work. like i am an extrovert. it is so hard. i am a hug or come i really am. and today seen people that i worked with five or six years

implications of not getting a phase 4 coronavirus relief bill, considering much of what has been in the economy the last few weeks. >> looked, and agree with that. i would see if they cannot reach any deal, there will be tens of millions of people who run out of money. we will have hundreds of thousands of people get evicted from their homes. and i think we will have 53 republican senators and one president who are very much on the hot seat. i kind of don't understand the approach that the republicans are taking when there is overwhelming and massive support in the polls among democrats and republicans that they want to relief to go to individuals, not just the big corporations. so i think the republicans will back away. >> john: steve moore, i think it is safe to say a lot of republicans can't understand why the democrats want to spend $3 trillion when relate to

addressed a situation, what you want to do was eviction relief, you want to do reliability coverage as well. then you want to continue enhanced employment to some degrees maybe not $600 a week because for some people that would be a disincentive to go back to work. >> look, that is exactly right, john. the president doesn't need a deal right now. we showed him a way to provide a big stimulus to the economy through this payroll tax reduction that he does not need congressional support for. it looks like tomorrow or tonight we may see an executive order where the president gives every single american worker a pay raise which is exactly what the middle class needs. then you start negotiating on a one-on-one basis. but the one thing important, john, come on $3 trillion spending bill? after we already spent $2.5 trillion? when that bill came out, people were laughing at it.
