now back to "justice with judge jeanine." . judge jeanine: from beruit to china. there was a lot to discuss when i sat down with our top defense official, secretary mark esper. thanks so much for being with us tonight. i want to start with events this week. lebanon appears a huge explosion in the port city of beruit. officials are limiting some individuals to house arrest and saying they have not decided whether it's intentional or accidental. those 2,700 tons of ammonium nitrate. a highly flammable substance. >> let me say first of all, what

a great tragedy this is for beruit. it's devastating. well over 100 pen -- over 100 persons killed. we mourn for the families. the impacts it will have on the country at large and the economy. it's just devastating. i mourn for the people. i will say the d.o.d. at president trump's direction and leadership, we'll provide humanitarian assistance for the people of lebanon. i have planes lining up to deliver such supplies. we want to do everything we can to help the lebanese people in this hour of need. we still don't know. on the first day as president trump rightly said, we thought it might have been an attack. it could have been a hezbollah arms shipment that blew up or a

hezbollah bomb making facility. who knows. each day we learn. yesterday i commented it was looking more like an accident. it's regrettable that some in the media rather than taking into consideration this great tragedy, trying to draw divisions between me and the president and others. and it's simply not true. the fact of the matter is, it's a great tragedy. ened the president's leadership we are going to doing we can to help the lebanese people and do what's right. judge jeanine: i learned the ammonium nitrate was stored in an area where the port officials in lebanon and beruit kept saying we want to get it out of here and they can't get a response. they say it was initially on a russian vessel that was abandoned which is -- adds a lot more intrigue to it. but i guess we'll have to wait

and see about that. but certainly the people of lebanon are in our prayers and mine especially since i have family there. i want to move on to another area where there is a lot of cushion. that is china. our relations with china where not great. you listen to the president and the secretary of state pompeo. there is a cold war. but do you think we are ready for something more than just a cold war? >> my responsibility as secretary of defense is to be ready for everything. plan for the worst, and work fork the best. i spent nearly an hour and a half on the phone this morning with my counterpart in china, the defense minister. and we talked about a number of issues, taiwan, hong kong, south china sea. we are not looking for a conflict with china. but when need to stand up for what's right. the president has done this under his leadership. we are standing up for our

economic interests, human rights abroad, our security interests in the regional. as i shared with the chinese defense minister, we are deeply troubled with how china handled the coronavirus and the devastate it reeked upon the world. so we understand what happened and do everything we can to prevent it from happening again. judge jeanine: it doesn't appear we are getting that transparency. it appears the more we engage in taiwan and hong kong, the angrier they are getting. it appears there may be some future problem between the united states and china. >> china basically doesn't follow international rules, or norms. and they don't live up to the commitments they make. with regard to hong kong and how it will be treated under the

1984 agreement or the 1997 handover. or their actions in the south china sea. judge jeanine: in germany, the withdrawal of 12,000 troops. it appeared this is all about angela merkel and the russians seemed to be happy about it. but then they found out that the president and you at his direction are moving those troops to other areas in eastern europe in the baltic area. >> that's right. president trump's direction in early june accelerated a process we had under way. i laid out a couple of things i expected the commander to come up with when he presented the plan president trump approved. it includes enhancing deterrence of russia. strengthening alliances and reassuring allies. we are moving many troops further east closer to russia's border to deter them. most of the allies i have either

spoken to, heard from or my staff has spoken to see this as a good move. it will accomplish all the objectives we laid out. we still have -- -- we still have 20,000 troops in germany. folks tend to bring this up in this context. it's important that germany and other countries pay their fair share. everybody should pay at least 2%. and germany should pay more. it's collective security. it's about our collective responsibility to stand up to the russians. i used that metric across the board. so that's a message we are sending that if we are going to deter the russians, they need to live up to those obligations. that's the same message, not

just this administration. but previous administrationed as well conveyed to our european partners. judge jeanine: afghanistan, 4,000 troops coming home by christmastime? >> we are going down to a number less than 5,000 by the end of november. we need to brief congress on what that looks like. as secretary pompeo said. we think that we can do all the core missions. first and foremost even sure be- insuring the united states is not threatened by terrorists coming out of afghanistan. we'll proceed along that direction. we'll continue this march. in the meantime we see the afghan peace process. it's a windy rough road, but

on around you, i really admire you. number one, what is it like having been in law enforcement for 30 years, having reached the level of chief of police of a major department, and all of a sudden there is a movement afoot to defund or cut back your own salary. how does this make you feel? >> well, first, let me tell you how honored i am you inviting me to be here this evening. i am grateful for the opportunity to chat with you. we are at an unprecedented time in our country with the covid-19 and now with this movement to defund policing. i dedicated three decades of my life to this profession. i absolutely believe in the importance of having police service in every community. but i also recognize we need discussion and dialogue about what that looks like moving forward. but that shouldn't mean

practicing untested theories or firing officers and laying them off without having something in place you know will work to make sure we can provide accurate and adequate public safety. that's what's really important here. judge jeanine: when we they are burning the precinct and you had to literally evacuate the precinct. were there times when you felt, i can't take this anymore? is this america? >> certainly it has been extremely challenging. but i honestly can say i have faith that we'll eventually come teen agreement in terms of how we are going to keep people safe. no one can ever have imagined some of the challenges with a number of demonstrations we have been dealing with, particularly in some of our west coast
