been asked to speak at the convention, i will be speaking with the statue of liberty looking all over my shoulder from the brooklyn waterfront and speaking about immigration and its importance to new york and to america. >> there is not going to be a keynote speaker this year, the speech will come from 17 people including stacey abrams, the pennsylvania congressman connor liam in the birmingham mayor randall woodland, a diverse next generation of democratic leaders. a big part of this week is introducing kamala harris to voters that might not be sold on her record as a lawmaker or the attorney general or as a prosecutor. >> i understand why people are distrustful of a system that historically has been unjust and unfair to them, i get that. that's why i chose to become a

>> the president taking questions about the postal service, you heard a lot about the usps ahead of the election, millions of people are expected to send ballots in the mail, fox news has confirmed the inspector general of the postal service is investigating multiple allegations that surround the organization, the man that the home lewis, handpicked by the president yesterday president trump defended him arguing that he is actually helping to streamline the agency. yesterday in a news conference primarily about the postal service, a question came out of left field about a potential pardon of edward snowden, he is the man who leaked classified information in 2013 for billions to see online, you see him right there without committing to a gas or no answer, the president said he would look into a possible pardon of edward snowden. a busy week ahead. arthel: indeed, david and bridgewater new jersey.

eric: condolences are coming in for president trump after he tweeted last night that his younger brother robert trump had died of an undisclosed illness. sources say he had suffered several brain bleeds recently after he fell, the president lasso his brother, whom he called his best friend on friday when he visited him in a new york city hospital, the white house has not announced the official cause of death, he kept a lower profile than his brother but nevertheless he was well known in new york especially during the years when he was married to elaine trump and he was part of the family business. jared kushner says it is a difficult time for the whole family. >> the president loved his brother very much and he was able to see him the day before yesterday and his brother was very proud of him and obviously a very tough moment for the president but is looking forward to continuing to do great things and make his brother proud.

story down in texas where gunfire just directed a few hours ago at a flea market in san antonio, here's what we know so far, five people were shot and everyone in the area was evacuated, there were multiple shooters involved. >> i don't know some argument was between gang members or people who knew each other or did not know each other, but apparently it looks like it's a result of some type of party, there were multiple shooters to include a security guard who returned fire at one of the people that was shooting. >> cincinnati a devastating violent night, 19 people were shot and four people killed this morning, gun violence is up in cincinnati and 2020 is on track to be the worst year for homicides in that city, chicago protests turn violent near downtown leaving 17 officers injured, two people protesters

were injured as well, on cbs "face the nation" this morning, lori was praising chicago police. >> we have also seen people who have embedded themselves in a name seemingly peaceful protest and come for a fight. what happened yesterday was really over very quickly because there police department is resolved to make sure that we protect peaceful protest. >> in portland for people were taken into custody after police declared a riot, protesters throwing rocks and glass bottles at police, one point counter protesters showed up and were throwing paintballs and pepper spray right back at the crowd, here in new york city, another violent night, once again, three people killed, 17 were injured in 12 shootings across the city, capping off a violent weekend in which we saw a corrections officer killed earlier in the weekend.

arthel: live in new york city, thank you. ♪. eric: on the other side of the country, triple digit heat and humidity, fueling wildfires that range around california. right now thousands remain in the dark this weekend as utility companies are shutting off power to prevent even more fires, it is the state's first blackouts in nearly 20 years. christina coleman live in los angeles with the latest developments. >> was stopping the rating wildfires for major concerns right now as this intense heat continues to blanket the region, dry lightning which is very unusual for the bay area are making the dangerous fire conditions in northern california worse, it is so incredibly hot that the heat is evaporating the rain before it even hit ground, what we see with the thunderstorms is dry

>> if you can give us a little behind-the-scenes peek, what is it like planning for an online convention from the parts that made everyone sweat to the aspects that were easier than expected. >> this is been a very unusual campaign season, no doorknocking, handshaking, this convention is the same way but were pretty excited, starting out with michelle obama we will have a lot of people involved from all walks of life, all parts of the country, using the latest technology, i think people will find more exciting and more interesting to watch than the long drawn out politicians begin behind the podium. arthel: one aspect that will be different is having former republican governor of ohio, john kasich of the headline speaker, we just heard senator sanders had to say about that. why john kasich. dina: i think the choice is a good one but it's not just john

kasich, we will have all parties represented, all walks of life, ordinary people from ordinary jobs from all parts of the country and they're all telling the same story that he can put together a broad coalition. arthel: i understand you have all walks of life, you've the former republican of ohio, why john kasich. >> i think he's a good choice, others with the planning committee thought he had a good message to tell and he is certainly an agreement with the democrats of not supporting this republican president. arthel: 79 days until election day, president trump has kicked into high gear, his criticism of the usps and is raising concerns about mailing voting, last tuesday you wrote an op-ed in the las vegas sun titled opposition to voting by mail relies on untruths, let me read a quote, mailing voting is a true method and tried that has been used for u.s. troops for

more than 150 years, all u.s. states now allow some portabl vy mail. in the 2018 midterm elections, over a quarter of the votes were test from home and did nevada all male primary was just conducted with no evidence of wrongdoing. if this is the case, why is the trump campaign suing nevada to block universal mailing voting and accusing your state of laying groundwork for voter fraud. dina: he's actually sooner state, and they just asked that it be dismissed because is based on untruths. we have and explains voter fraud, a number of states have been using it for years, certainly in the northwest and all around nevada, utah uses mailing voting, he thinks mailing voting is bad in nevada but okay in florida, i think he is not afraid of mail in voting, he cannot prove there's any fraud, he's a rate of people turning out because they will not vote for him.

arthel: with the convention appearing like a souped up zoom call where everything is concentrated, lots of distraction, how do democrats remain focused this week? dina: i believe a lot of people will be turning in because the technology is going to make a very exciting instead of fast moving, i had to adjust, now we have a lot of opportunities to get together virtually that we did not have in person. i think it'll be easy to stay focused because of will be highlighted every evening, only two hours, democrats are just so enter drives and so excited and know that the selection is so critical that they will pay attention and watching and cheering on those on the stage. arthel: finally, i'm certainly not trying to dampen your excitement, i understand this is the eve of your convention, are you concerned about anything, i get it that you want to win but it's not going to be a cakewalk.

arthel: here's the top stories watching today, cincinnati police investigating a series of shootings overnight, at least four people killed in 19 hurt, what police they were unrelated incidents. electricity is slowly coming back on in iowa after last monday's devastating windstorm, fewer than 100,000 people are without power for the first time since the storm brought hurricane force winds from nebraska to indiana. while many eyes will be on milwaukee in the internet as mostly virtual democratic convention kicks off tomorrow, president trump is looking to overshadow the event with some in person campaigning. mike tobin is live in milwaukee with more. >> a big event move to wisconsin, even wisconsin republicans are disappointed the democrats largely will not be

president plans, let's go to fill the white house a presidential reporter for real clear politics. it does kick off tomorrow afternoon in oshkosh, the tour is called joe biden's failures on jobs and the economy. talk about counter punching and punching back, what to expect from the president? >> i think what we are going to see is rearguard action during the age of the coronavirus, not only is he going to be showing up in the backyard of the democratic and national convention, he will run a number of digital ads and ads on mainstream television to argue against what voters are going to be hearing during the conventi convention, he is going to go low for blow with democrats, perhaps he is not quite overshadow them but maybe he can counter them a little bit during this moment, that is a strategy. eric: usually during convention week the other party lays low,

that is not the trump style, we saw him doing this during the democratic debate when they were debating, he's having huge rally someplace else, what type of message does this send in what will the country see when they're hearing two sides of the story and the president goes first because his or in the afternoon before the democratic convention kicks off. >> this takes me back to iowa, it seems so long ago but during the i would democratic primary, donald trump decided to have his own campaign rally right before the caucus, just to make the point that i what will be his no matter what at least we thought in that moment, no matter what, he was going to win, the idea is to overshadow and this is what trump is done very well for a long time, he decides to troll his opponent and he wants to draw the contrast and avoid democrats getting the opportunity to win the free airtime that he was able to capitalize so much in 2016, he's going to be making the argument

and is not going to leave anything on the table for democrats. eric: on thursday, the day which will be joe biden shiny day and which accept the nomination, the democratic nomination a president of the united states at 3:00 p.m., a few hours before the former vice president speaks, the president of the united states will be right outside of scranton bidens hometown and that's being called a half-century of joe biden failing america. there you have a contrast that the president is trying to show, half-century meaning joe biden has been in for a long time and his supporters say it's a tremendous record but the president is trying to show while we had problems for years and the democrats have been in charge, according to the president biden was a part of that, is that what he is trying to do when biden points to scranton as his roots, the president points to decades of service and issues. >> so often in this demonstration we have seen presidential allies after the fact try to explain moves that the president has made as a

grand strategy, here we see something that is very clear-cut, this is a chest move, he is going to scranton to make the contrast that you just mentioned and is going to be inescapable, clear play, he's arguing the scranton did not do better during the eight years of the obama administration or the many decades of joe biden time in public service, this is an opportunity for him to argue that biden is not great for the future but instead return to the past, that the strategy of the white house and will find out whether or not voters will be more interested in tuning in to that counter programming or what were going to see on stage at the dnc. eric: finally the president has the powers of the presidency at hand. we are getting rumblings that the united nations would try to

announce or the administration would force not back against iran to try to stop the increased sanctions and get those sanctions back on, that will be the major headline in the new york times, one would think and that will diverse the attention from what the democrats are doing when they are real legitimate foreign affairs issues that as president and commander-in-chief is involved in. >> this comes not only after the middle east peace plan that he announced last week but it also comes after iranian oil tankers were seized on the way to venezuela, this is an opportunity for him to show off his foreign policy accomplishments as biden continues to argue that he is the guy to return to the united states to normality on the world stage. this is going to be a contrast that the administration wants, it is a question now that is

$150 million, from the austin police department, what does that do to apd in terms of staffing equipment and ability to serve the community, what do you think of $21 million of that being reallocated for items like violence prevention and permanent housing services? >> that's a massive cut 160 million that's about 34% of the budget which means one out of every three police officers has to go somewhere else, that will have an immediate impact on public safety, some of the other programs may be well-intentioned and good but they're not going to address crime that is happening today, putting people at risk and putting the citizens of that city at severe risk of more crime b1 if you feel these cuts won't address the immediate problems, if you are saying that the budget cuts, what kind of

systemic changes might you propose to root out the bad apples that spoiled overall reputation of apd. >> i think that is a legitimate question, i think there has been incidents across the country that have been appropriate by police, i don't think the answer is cutting police, i think their training accountability and absolutely needs to be accountability for police officers that need to react that's not appropriate. to cut the police force, to endanger the citizens of the city of austin is not the answer. arthel: were you able to have conversations with this city in austin and the police chief before it got to this point? >> unfortunately the city council and the mayor have not called us, we unfortunately had many instances where we just had to address the issues through litigation with them with them informing us ahead of time of what they're able to do, i wish they would've sat down at the capital city and the governor in my office and explained their

methodology, maybe we could help them direct a different way. arthel: you're all right there, did you call them? >> no we had very little success in communicating with the mayor and the city council, they are elected by the people of the city, i hope the people of the city will react as voters and find replacements for the people that are push this policy forward. arthel: you mentioned the mayor, he is on record calling the budget cuts transformative, here is a tweet from the mayor, it says this budget response to concerns expressed all over the community embodies r-value of the city, new investment is focused on the underlying causes of crime, and maximizes effort and invest in a proactive program of strategies that will make austin a place where less crime happens in the first place. back to you attorney general, moving forward, should there be changes, state and recruitment

and retainment, different to more comprehensive vetting of potential candidates? >> i have no problem with looking at the procedures and the policies of the police department to make sure it's more effective in preventing the behavior that we've seen, i do agree with the mayor, this policy that they're pushing forward is transformative and the downside is the transformation is likely going to be higher crime which will create lower property value potentially and also businesses locating at least in the downtown area and maybe other parts of austin and is transformative in those ways. arthel: here we sit with two opposite views on what to do with the police department, if anything, i think you do agree that something needs to be done but you are saying cutting a third of the budget or 25% of the budget is not the answer, so here we sit august 16, what do you do?

>> i think the legislature and the governor are going to have to address this in our upcoming session, we've had rights in austin and austin pd cannot handle it alone if it was a state police instructed, you may see more efforts by the state to step in like austin that are stepping away from protecting citizens and you might see the legislature see ways to fund that and defund some of what austin is doing if they continue to go down this path. that all remains to be seen but it would not surprise me too see something happen this legislative session that addresses the very issues. arthel: i read that governor abbott might be interested in doing the very same in the state police augment the deficiencies that you're seeing happening in the week of the budget cuts. >> i think that 30 happening, i think that's happening with the riots and they done an effective job of addressing the not.
