independent vote, but republicans say don't count for that yet. >> dana: arizona come a great place. thank you so much and thank you for joining us. i'm dana perino and i will see you on the five. meantime, bill, are you there? >> bill: i am here, waiting for you. nice to see you. have a great day. good afternoon, everybody. i'm bill hemmer. a big hour as president trump is heading to arizona as we speak after he made a quick stop in the state of iowa, expected to visit the border and talk about immigration and security. the president zeroing in on key battleground states as democrats get ready for the second night of their first ever virtual convention. how did it go? all talk with one of last night's speakers, minnesota senator amy klobuchar as my guest and a moment. karl rove has analysis, peter doocy on the trail in delaware but first the white house and chief correspondent john roberts. good day to you. >> good afternoon to you.

the president as you mentioned on his way to arizona, a state that was last won by the democrats way back in 1996. the previous time before that was harry truman in 1948, so this has been for the most part a pretty reliably red state. the president won by three and a half points but the democrats smelling some blood in the water in the grand canyon state. biden is up by 2 in the real clear politics average which is why the president headed there today to be in yuma for a tour of the border wall, the border barrier has been replaced on the president also receive the endorsement of the national border control and contrasting his policies with those of joe biden. earlier in cedar rapids, iowa, one of the few battleground states for the president leads and public bowling up about 2 there, the president was surveying the damage from that terrible storm last week getting a briefing after approving a disaster declaration for the hawkeye state yesterday. >> it was done in record time

draw contrast with biden also contrasting his policies and political stance with biden but as the president does that, his campaign is trying to raise doubts about biden's mental acuity. an ad contrasting biden from four years ago to his recent appearances to suggest that he is not in a full possession of his faculties. the president had suggested occasion that biden isn't all they are but certainly his campaign is ramping up that idea to a much greater degree than the president is. however, some political analysts are suggesting that by this much focus on biden's mental acuity, are they lowering the bar for the speech on thursday if he doesn't have to do much to get a passing grade? we will find out. >> bill: we shall, nice to see you there today. another round of big names set to speak tonight. the list includes former president bill clinton.

congresswoman alexandria ocasio-cortez will be the headliner this evening. peter doocy picked up the reporting live in wilmington, delaware. peter? >> good afternoon. joe biden's running mate is on site right here right now at the chase center in wilmington where the secret service just concluded a security sweep ahead of her remarks at this location tomorrow night. this evening's closer was going to be joe biden's wife dr. jill who is teasing what she's going to say on twitter with this. "how did you get this number? those were the first words i spoke to joe when he called me out of the blue. i hope you will to an end. two former presidents also will speak on biden's behalf this evening. bill clinton and jimmy carter whose path to 270 electoral votes, biden has been trying to emulate for months. >> the only democrats to win the presidency is where we have

overwhelming support from african-american community and don't take it for granted. that was true for jimmy carter, bill clinton, and barack obama. >> joe biden's home in wilmington right now hosting a fund-raiser virtually with tom hanks and does plan to drop into some digital watch parties for state delegations who have been asked to stay away from his location for public health reasons. does not have any events away until his remarks on thursday although the campaign did tell us as things picked up yesterday to expect some sort of surprise appearances from their candidate and as you can see behind us, finally setting the stage literally and this is what the convention looks like, nobody popping in to see what is going on, just an empty event with three big flags and one medium-sized sign. >> bill: you look lonely in that parking lot.

nice to see you, peter doocy. want to bring in one of last night's featured speakers, minnesota senator amy klobuchar and good day to you and thank you for being here this afternoon. >> thank you, great to beyond. >> bill: i've got a number of questions, how did you think it went last night? >> i think it went really well. one of the major focuses of the night in addition to michelle obama's amazing speech was unity and we showed our party from senator sanders on, i spoke for minnesota about the need to strive for a higher ground and bring people together in this country reminding people of our national model e pluribus unum and the whole focus and we also heard from four republicans including the former governor of ohio and a presidential candidate, john kasich, and that

was an amazing moment. he said he is still a republican but he puts his country first so our entire focus was on to bringing people together in this country because whether you support the president before and i know some of you viewers have, you know that he has been divisive and i think one of the things that joe biden can do which is so uniquely joe biden is to bring our country together. >> bill: my question was more going to the virtual experience and what that was all about. you had 25, 26 million people to an end on night one and 2016. last night, looks like it came in around 19 or 20 million per day one. was it perhaps a mistake to go virtual and lives a little bit of the energy in the room? >> no. it's day one and i think you are going to see a crowd building and i think much of the republican convention will also be virtual. is not going to be a big rally or anything like that.

the president changed his mind on that. so i don't think that's a surprise. i think that what you've seen at our convention was people from all over the country including women from arizona talking about how her dad had tragically died from covid and saying the existing condition was that she trusted the president to handle this crisis and it didn't happen. you see regular people, teachers, and you can't get that at a convention. >> bill: the viewership seems to be off about 20%, we will see what happens tonight. seems to be painting a rather grim picture. where was the optimism in this message? >> i hope i have optimism. i had some fun out there. i talked about the fact that we can come together as a nation and across our divides and that's what joe biden has done his whole life. there's a lot of talk about his background and he will heal more

about that from dr. jill biden. i love that story of when he first called her. she said how did you get this number? and in fact, he had just gone through the tragic loss of his wife and baby girl in a car accident, had a really hard time in washington, d.c., being the young senator there, and then he met her and it really changed his life. so i'm sure you're going to hear that story tonight. he will hear the optimism of what he wants to do in the future. that is what he is about. he has always been known has an optimistic, positive leader, and i think that's what our nation needs right now. >> bill: two more things, bernie sanders making the case that these ideas are mainstream. the president said this about joe biden yesterday. >> biden is just a trojan horse for socialism. he is. he is a trojan horse. he has no clue but the people around him are tough. we disagree with them very strongly, they are mean and angry.

when vectors want to get your reaction to that trojan horse comments. >> my first reaction is listen to the words of meg whitman, former business person, great business leader, republican endorsing joe biden last night, you think about the many people in the business community who are concerned about what's been happening when we don't even have a national testing standard for our country, makes it much harder for people to go back to work and much harder when we see a 33% annualized predicted reduction in our gross domestic product for the year. there were a lot of business people and a lot of moderate republicans and even some conservative republicans and certainly independence that are very much concerned and joe biden is not a socialist. he is someone who believes in capitalism and wants to get this economy working again. >> bill: i have some breaking news here but before i go there, your home state of minnesota has seen a lot over the last six months.

should something have been mentioned about the rise in violent crime in american cities we are seeing over the past few months? >> is a former prosecutor, i am someone that believes in public safety. i think at the same time, we need reform to our police departments and i think a lot of people agree with on that and more training and better standards that i personally think we should get rid of choke holds and a number of other things we can do. that doesn't mean that you don't support public safety and a police force. i do. and there's a lot of good police officers out there, and you've heard joe biden talk about them a lot. he's always been able to work well with police, but wanting reform in the morning change does not mean that you are against public safety or just the opposite. >> bill: i appreciate your time, i hope you come back. we've got 75 some odd days to talk. amy klobuchar there in minnesota, thank you. police in portland now naming a suspect a moment ago after protesters were caught on camera

kicking a man on the head, tough video to watch. is graphic. over the weekend, police say they responded to report of people chasing the victim while he was driving a truck and grabbing him out of it. the suspect, 25-year-old marquis' love, the victim has been released from the hospital and is now recovering and that is the update. meanwhile, a showdown in the battlegrounds. in a moment, look at the strength of the biden-harris ticket and the key states where democrats may have an edge. karl rove is on deck for that coming up next. another alert now, postmaster general suspending changes to the post office after democrats allege he is trying to sabotage mail-in voting. i will talk with north carolina's attorney general who just took legal action on this coming up in moments.

about a week later and here were the results. sanders, pete buttigieg, amy klobuchar, and then biden was fifth. the person you do not see on the board is kamala harris as you know when can recall, she withdrew before christmas time. how do you know gauge the strength of this ticket based on past performances? >> let's divide the ticket into. you have to give him his due. he loses the first two on fourth and fifth. when he gets to be second in nevada, the third contest, he's got less than half the vote of the guy who comes in the first, bernie sanders. only in south carolina that he breaks through and does so with the support of african-american voters, particularly older black women comes pumping through and then the contest is over. so you have to give him his due. he has achieved when nobody has ever been able to achieve and that is receive his party's nomination after losing not one, not to come up with the first

three contests, pretty remarkable. so how did he do it? he is the most traditional democrat. and you saw it earlier in your interview with senator klobuch senator klobuchar. he echoes her rather than her senate colleague bernie sanders, he's got a better chance at winning. that is to say if he says i'm a democrat and i worked over the last 47 years with republicans and democrats alike in order to get things done, that seems to be a more powerful message from the swing voters in this election than the message that bernie sanders delivered last night which is i expect you to deliver on all these liberal promises in the 150 page document that your people and my people worked out together. kamala harris is a separate question. and with all due respect, she is a historic figure, first black woman vice presidential running mate in history. that gets her into the history books, but her campaign didn't. she had one moment where she basically accused joe biden of

being a racist, but otherwise, her campaign was a dismal failure riddled by internal disputes, no consistency about the message, every week had a new slogan, started in oakland with a great speech in her hometown but it went downhill rapidly from there and remember, she is out with julian castro which says something. >> bill: we are going to go over this thing to death for the next seven days, the what if map and it leaves us to 270 electoral votes. there are 13 states engraved. these are the ones we think our toughest right now. texas is in there and georgia is in there. may be it changes and clarifies itself, appeared >> and i say one thing about texas? spent $70,000, joe biden spent $70,000 on television. we have 16,400,000 voters. he spent less than 14,000th of a

cent per voter. i'm up for grabs when he actually begin spending real money there and competing. >> bill: i have 15 seconds left. real clear average has three and a half points right now. you know the state better than anybody but of these 13 on the board, do you see estate of the ritz florida or pennsylvania as being the critical state for trump trying to get a second term >> blake: >> pennsylvania has really critical, got 306 electoral votes. you take wisconsin out of that, that gets him to 290, pennsylvania gets them to 270 and then anything else if he loses anything else, it keeps them from winning the presidency -- i misspoke. not wisconsin, michigan at 16. so there are lots of ways to get to 270 for joe biden. donald trump has a very tough uphill fight here because he's got to keep florida, keep north carolina, keep arizona, keep michigan, wisconsin, pennsylvania. he loses three of those states,

>> bill: senate intelligence committee releasing the final volume of its report on the election four years ago. acting chairman marco rubio saying the committee found no evidence of collusion between the trump team and russia. the vice chair mark warren has said they did find a breathtaking level of contacts between trump officials and

russian government operatives that he calls a very real counterintelligence threat to our elections. gillian turner picks it up from there live in washington. what else was in there? >> so one major finding in this report is that the contains relative inexperience and government made the president-elect's transition team a prime target for russian operatives back in 2016. a major other finding in this report was president obama's fbi relied too heavily on the contents of that now it infamous steele dossier in its investigation. take a listen to the acting chairman of senate intelligence, marco rubio. >> we found absolutely no evidence whatsoever that donald trump or his campaign colluded with russia to meddle in our elections. second, the fbi made some very troubling mistakes, especially by relying on a dossier against the advice of the cia and the

americans dramatically must understand dying from covid. americans believe people 55 and older account for just more than half of all covid-19 deaths. in reality, they account for 92% of deaths. researchers say americans also overestimate the risk of dying from covid-19 for people 24 and younger by a factor of 50. police in seattle meanwhile releasing body cam video of what they say show protesters targeting officers with explosives, part of what that looks like. a lot of this video comes from sunday night this past weekend, police say they are rested 18, six officers injured. william la jeunesse reporting live from the west coast news hub. >> waiting on evidence against those who could be charged with assault on police, not the lesser charge of disorderly conduct so what happened sunday

night 10:00, the protester fires a large explosive at police and tries to break into a patrol car. told to disperse, they began throwing rocks, bottles, and more explosives. fireworks can reach over 1,000 degrees and cause burns and hearing loss. a body cam video shows demonstrators targeting officers. one hospitalized has not returned to duty. burns and a black eye suffered by one cop, another burns to her neck. police used flash bangs and pepper spray to disperse the crowd. this comes as the city council try to cut 100 cops. seven of 9 council members pledged to cut the police budget by half. some seattle residents and businesses say they are going too far. defunding police when some councilman ran on a platform to increase public safety. one man has started a recall campaign, needing 9,000 signatures, up to 2400. >> my worry is they don't really

>> i don't think they did and i would disagree with the idea that they avoided that. i think they expressed it by saying things about racial injustice, about some of those, actually addressing things that were going on in our community and ways to actually stop it, and that starts with good leadership. donald trump has not shown this leadership. as a matter of fact, he's gone about it by violating the tenth amendment of the united states constitution. i think democrats are people who are standing up for those values and that's what's really going to bring this country together. >> bill: did you hear at the same way last night? >> not at all, but i will say millions of americans also didn't see at the same way because they just didn't watch it. it was an uninspiring format but this question that america is systematically racist and america's economy place filled with bad racist people is the

rallying cry of the democrats like to use especially to scare african-american voters hen i think the real fundamental weakness of the joe biden candidacy is that for months and years now, donald trump has been making real and substantial gains with these voters. hits by when joe biden does do an interview with every three or four days, it's almost always within african-american online. he still has screw ups in those interviews, but they realize that he has had a real erosion in that support in the african-american community. based on the fact that he was able to pass criminal justice reform. he's going to put himself in a great position but the democrats have to stop blaming america first and give us their vision and if their vision is a socialist utopia, it's going to fail. >> bill: what about the point he makes about african-americans? >> i think he may believe that millions of americans saw it one way and i like matt a lot, but i

think this whole thing about african-americans supporting donald trump when you look at the polls, it does not bear that out. looks like african-americans aren't staying with the democratic party and looking at the democratic vision in terms of a better future and part of that is because people like matt deny the existence that many people can feel that researchers have shown over and over again and that is that there are systemic issues in our country. i think that racism is a disease and the worst person with any disease is the person who denies the effect, and that is exactly what people like matt are bringing. my back your name has been invoked three times, go ahead. >> george floyd i believe was murdered. i believe there are too many examples of policing that resulted in the deaths of african-americans, and i think we have to call that out and i believe in police reform. i'm a strong supporter on

criminal justice reform. we are an important voice on that question, but you have to stop driving america down and blaming america first. america is a decent country that has taken responsible steps to repair their civil rights, the creation of this country which allowed for slavery, allowed for african-americans to not be treated with civil rights and it was the republican party that took important steps and what i want to hear from joe biden is not how crummy america is what he wants to do to improve america, and i think that's what they are failing to do with this convention. it's because they don't know whether they are a socialist party or whether they are a more moderate party that karl rove described. you can't have it both ways, and i think that's the problem for joe biden. >> bill: sorry, go ahead. >> when you have tim ryan who ran for president on a democratic ticket saying that

because joe biden is in a weakened state, it really brings a lot of questions to the table. >> i don't think matt hears himself speaking right now when he says he is an advocate for criminal justice reform but then denies that there is anything systemic. there would be no need for criminal justice reform if we didn't have systemic issues within our criminal justice system but beyond that, it's important that we recognize what it is that democrats are saying. they are saying people need help during covid, largely african-americans need help because they are the people being hit the hardest. they are saying that we need health care. we have systemic issues within our health care system. they are saying the wealth gap. >> i thought obamacare is good. >> these are the issues that need to be addressed. >> bill: okay, gentlemen. we will see how that goes night too. covid times, that's what it is.

service operations until after the election. chad pergram is on that live on capitol hill today. >> this was an effort to preemptively get inside with the house of representatives plans to do legislatively this weekend rescinding some of those proposed changes. louis dejoy, the postmaster general says the election mail would not be a problem. here's what else he said "retail hours at post offices will not change. mail processing equipment and boxes will remain where they are, mail processing facilities will be closed and we assert that overtime has and will continue to be improved as needed. democrats like alexandria ocasio-cortez in new york aren't buying it. >> postmaster dejoy can say whatever he wants about what changes will or will not happen in the future. he has lost the trust of the american people. he has lost our trust to make sure he will follow through. after they said they would suspend taking mailboxes out,

there were reports and confusion about whether that would happen or not. >> he is to appear virtually before a senate committee on friday and then before a house panel monday. chairman ron johnson says he wanted to get the first crack at him so he could tell his side of the story before what johnson termed a hostile house panel on monday. says it is democrats who want to sabotage the vote by mail. >> the democrats want to make it a political issue. it's not a political issue. you have to get voting right. you can't have millions and millions of ballots sends all over the place to people who are dead, dogs, cats. >> that build a house will consider on saturday, $25 billion for the postal service. there are some democrats trying to pressure the democratic leadership to put some other coronavirus aid on to bill but the house majority leader indicates that he thinks that bill will remain as it is on

saturday just for the postal service. >> bill: nice to see you. that announcement meanwhile about suspending changes at the postal service comes after a group of state attorney general threatened to sue to stop those changes. north carolina's attorney general, how are you doing? a day to you. where is your suit today? >> i'm at home, buddy. >> bill: where is the lawsuit? >> that suit. going to be filed. these are positive steps and i'm happy to hear what dejoy has said today but they are just words on paper. we need binding commitment that they will not make further changes and that they will undo the damage that they've done that has resulted in the slowing of the postal service. the post office is critical for so many things. a lifeline for rural north carolina. 80% of all veteran medication comes through the mail. business is conducted through the mail. and a pandemic, going to be an

incredibly important way for people. >> bill: retail hours will not change, process and equipment remains in place, no mail facilities are closed prior to november 3rd. is that not good enough for you? >> it's good, but we need to make sure they are binding. and issued an order, saying the postal carriers need to leave mail on the floor even undelivered, they shut down 10% of the sorting machines including in charlotte and fayetteville. so we want binding commitment and the correction of the issues that they've already done. but we are 11 weeks from the election. you cannot undergo a dramatic radical restructuring of one of the most foundational institutions in america when up to half of the country may vote by mail. >> bill: they could be 80 million ballots cast by mail, i think four years ago was a

>> bill: new york city's mayor, bill de blasio said the city will move thousands of homeless people out of hotels and packages shelters. those hotels were being used because covid was spreading quickly into crowded shelters. reporting from new york with more honest now. >> hi, bill. this he received a ton of complaint from resident saying that this has really changed their neighborhood, change the quality of life of living here in new york city. at the onset of the panic around 10,000 homeless individuals were temporarily moved out of the shelters and into at least 139 hotels across the city. it was really to prevent the spread of coronavirus. some residents on the upper west side said they were never informed about this decision. complaints began mounting about drug use, lewd activity and harassment out on the streets. some residents said they were moving out of the city because they felt unsafe. originally, mayor bill de blasio said they were waiting on our vaccine to move

the homeless back to the shelters. now, it would appear that he's ready to do it sooner. >> as the health situation has continued to improve, we are going to start the process of figuring out where we can get homeless individuals back into safe shelter facilities. and reduce the reliance of hotels. hotels are certainly not where we want to be in general. we are going to start that process immediately. speak out again, there is no timeline. but that $78 million contract to house the homeless in detail -- by the way, you and i, the new york taxpayer, that doesn't expire until at least october. again, we don't know when this is going to get going. >> bill: thanks for that. public transport now facing a financial crisis. a massive drop in the number of riders during the pandemic. new york city's subway ridership has been down 80%. a transit officials are asking

big tech for some help. below the street here with more on that. >> we know across the country, it is not just new york that has ridership that is down. a lot of public transit systems are in dire straits. they are going after apple. they want -- they penned a letter to tim cook asking apple to better educate apple users of their iphones so they don't yank down their masks whenever using their phone in close proximity on the subway. and this comes unfortunately at a time when you have deficits across the board paid more specifically, with new york city, the metropolitan city transit authority, 32024. and it is not just new york. you have stations across -- or i should say, authorities across the countries that are asking the authorities for money directly. they are asking for $32 billion.
