points. the spokeswoman joins me in for a moment on that. they kick off their convention on monday with hundreds of delegates actually in charlotte, north carolina, north carolina. president trump says he is hoping to have more life speakers in the dnc and kristin fisher runs that down for us live from the north lawn where we begin this hour. >> president trump to spend about an hour giving us a preview of what we can expect when he formally accepts his party's nomination here at the white house from the south lawn next thursday. he also spent quite a bit of time going after his opponent joe biden after his big speech last night and the president said it's not so much what joe biden said last night, it's what he did not say. >> he didn't talk about law enforcement, he didn't talk about bringing the safety to democrat run cities that are totally out of control and they have no clue. in china was never mentioned in any way, shape, or form. china will own our country if he gets elected. they will own our country.

and we are not going to let that happen. >> the other big take away from president trump today is seeing a bit of an evolution. first, president trump was saying he is simply too old to be president and now he is saying that joe biden has been in washington too long to be the president of the united states. he said on twitter "in 47 years, joe did none of the things of which he now speaks. he will never change, just words. in saying that, president trump is trying to remind voters what he believes he is still the same washington outsider that they voted into office four years ago. in terms of what we can expect for next week, we still don't know if president trump is going to attend the first day, those discussions are still underway, but he does already have another stop scheduled that day in north carolina, so it's certainly a strong possibility. a top trump campaign official told me today to expect the heavy in person presence from

president trump all four nights of the convention and president trump told sean hannity last night that his preference is to be alive, not taped. he thinks taped is boring. one more thing, just learned this afternoon that the dnc and democrats are now going to be planning to offer their own counter programming to the rnc next week, clearly stealing a page from the trump campaign's playbook of counter programming on what should be the other party's big night. >> bill: thank you for that, want to bring in communications director for the dnc. who would start on that last point kristin was making. will joe biden be a part of that counter programming? >> stay tuned. i want you to tune into our counter programming but what it is actually going to feature is the trump presidency has been a chaos presidency. we are going to focus on the economy, health care, going to focus on families, too many families all across this country

worried about sending their kids back to school because donald trump doesn't have a plan. those are some of the things we will focus on next week and we will use the stories of american people all across this country. >> bill: you don't have to tell me, the answer for me was not yes. he is not part of the counter programming, what does that me mean? >> i think you will see the biden campaign will be aggressively out there as well as the dnc. we are working on this together to make sure we are holding donald trump accountable and we will announce more plans next week. >> bill: did he do anything in public today? >> you saw joe biden out there last night using his actual address to the american people. he will continue to be out there campaigning going into states virtually whether it is making sure we are in wisconsin and michigan and states all across this country. you will see that. what i will tell you. >> bill: nothing public today,

is that right? >> i think he's had a number of events throughout the week and he will continue to and you will continue to see him out there. >> bill: the reason i ask you is that normally the day after the big campaign, you're out there doing all the morning shows and you wake up in a state like michigan to sell your story and that didn't happen. how come? >> he has an interview that is going to air with kamala harris, their first joint interview, so stay tuned for that and you will continue to see him out there as well as campaign surrogates. i am on this network now to talk about how our plan to be donald trump and he is steady leadership and you saw unity around our convention this week and a number of different surrogates making that. >> bill: skype works well. he wants to join us on our program, we can do that very easily. you just heard today saying there was no talk about violent crime in u.s. cities.

you know it's getting a lot of attention. why did it get no attention this past week? >> you actually saw a law enforcement in the program as well. on monday, there was a conversation about racial justice and there was a law enforcement officer who is talking about a majority of law enforcement across the country are good people. far too often, need to make sure we're giving them the tools to succeed and i want to point to the fact that this picture that donald trump's painting, this picture of chaos is under his presidency. i think that one of the things that the republicans is they need to look in the mirror, right now, donald trump hasn't unified our country and also has and do what he needs to do in order to get law enforcement the tools they need to do their job. >> bill: on that point, your target clearly is president trump. is that enough to win? >> you heard a positive message for the future. >> bill: did you?

there were a lot of feelings that were expressed, but not a lot of specifics. how come? >> there were absolutely specifics. we talked about health care, we talked about the economy and i want to point out at the beginning of our convention on monday, we laid out the three crises across the country. whether it is the racial unrest or the pandemic, and we need to address those issues. in right now, we are a country in chaos because of the donald trump presidency and we need steady leadership in order to get us through the pandemic and the issues faced in america. >> bill: you are saying that is enough to win if you make trump the target. >> what i am telling you is there was clear contrast about how we need a leader who has the experience and is ready to lead on day one and someone who can build back better. and right now, donald trump is not that person and we made that clear contrast with leaders from

all across this country regardless of who you supported in 2016 and we will continue to make that case. >> bill: i hope you come back soon. took all the questions and i appreciate that. thank you for being here. we will see what the republicans on the president have on monday. >> will you be bringing back any mail sorting machines that have been removed since you became postmaster general? >> there is no intention to do that, they are not needed. >> you will not bring back any processors. >> bill: the postmaster general today testifying after democrats accuse him of trying to sabotage mail-in voting by removing mailboxes and sorting equipment. chad pergram is with me live on the hill today. what did you find out? >> the postmaster general said it is going to be fine this fall. he is not worried about that whatsoever and encourage people to cast their ballots by mail if they so choose and said to do so

early. listen to this exchange with a republican senator from ohio. >> the postal service will deliver every ballot and process every ballot in due time. that it receives. >> you do support voting by ma mail. >> i do. >> but dejoy isn't on the same page as the president. >> this is a very serious problem for a great democracy. and he'll have double voting where they send in a balance and then go to vote, that will be a big problem. though send in their ballot, and then though though. >> democrats are still scriptable about plans for postal service changes after the election. jacky rosen sparred with dejoy when asking for documentation justifying postal service reductions. >> i would like to see the analysis that this is based on, can you commit to that? >> no, ma'am.

2020. everything in gray is considered a toss-up state so we are going to focus on 20 electoral votes in pennsylvania and 16 in michigan for a total of 65. i want to show the audience hear what we called a heat map. the states in deep red with the most affected by covid, so florida, michigan, pennsylvania. of those three, florida has clearly had the biggest problem because of lot of improvement lately on the curve and trying to flatten that curve. the reason i bring up these three as we've got new state unemployment numbers just out today. this is pennsylvania in march. 5.8%, stunning number. in july, just out, 13.7%. these are the numbers in florida. back in march precovid, 4.4% and today, up over 11%. however, in michigan, this is what we found yesterday, they shot up to almost 15% in june

and just out today, they've gone down below 9% to 8.7. the reason i bring this up is he both argue all the time is this a v shape or is it a long sustained u-shaped recovery? what do you see from the numbers we are getting out today and the effect of covid on these campaigns in november? >> it has been a v shape so far. i've been pretty impressed with the numbers we had from may, june, and july in terms of unemployment but i also think we built ourselves a deep hole, so you could see a slow down in the recovery as we try to get these businesses back as we look at the airline industry, the hospitality industry, hotel industry, they've been flattened by this so it will be a tough road. those three states that you mentioned, there is no way donald trump can win if he doesn't win florida so you've got to assume if we are going to have a close race that trump wins florida and then if you look at those things that you

mentioned and trump has to win at least one of those too. >> bill: we could have pulled others, we could've looked to iowa and arizona. finish your point, i want to bring in austin. >> iowa and pennsylvania and michigan are critical states and what trump needs to show is not that they get the unemployment rate back down to where it was with the lowest unemployment rate but that things are going better. >> bill: a big set up for you, what do you think? >> i always say every week that the economy is closely tied to the virus. so i'm not surprised. i was just in michigan. we went to michigan. i'm not surprised that michigan is seeing improvement at that kind of speed. the governor has taken it very seriously. they were hard hit at the beginning by covid but there are public laws requiring people in stores to wear masks and things

like that and we've got to get control of this virus if we want to have a true v-shaped recovery. like i said in one of our early ones, we let up 22 million runs in the first inning, so it's great that we have added back let's say a third, little more than a third. >> bill: i did not expect to see that number in michigan. that really surprised me and our team and that popped up earlier today. if it continues in other states, it would be impressive but michigan really stood out. we believe democrats and joe biden made the case this week for what they would do to make the economy better? >> first of all, we are in agreement. in what happens the virus will probably be the single most important thing in terms of determining the selection. we see improvement, and the numbers are really good in terms of the last few weeks in terms of declining death rates and

declining hospitalizations. that continues, it's a whole new ball game. i forgot what your question was, what was it again? >> bill: that they make the case for what to do with the economy? did he do that? >> no, i don't think you did. he attacked the trump economy and basically blamed the bad economy which of course was coronavirus on trump and i think that's a hard sell. we will see you. do the american people think that trump is responsible for the virus? i don't know and i don't think a national mandate for masks which i am not against masks but not so sure that is the solution to controlling this virus. >> bill>> bill: voters in those states blame the president for covid, then he will not win a second term. austin, go ahead. >> the thing is, joe biden made perfectly clear in his speech he is not blaming donald trump for creating covid. and what he is blaming donald trump for his having botched the reaction to covid, that if you can compare the

united states to other advanced economies in the world, it is totally obvious that we mismanage this. we permitted and created a second surge of the virus, and now we are back to square one trying to get control of it. >> bill: i heard a lot about -- >> there was definitely criticism of trump but that followed on 40 pages of build back better economic plan. >> bill: there were a lot of feelings expressed this week but not a lot of specifics, why not? >> i don't agree with that. a, you always have feelings if you want to describe it is that, expressed in conventions, but the biden team has put out 40 pages of details on just the economic sphere in the build back better plan, they laid it out over a month and they referred to that throughout the convention. so anybody who wants the

>> bill: a judge today saying he was dumbfounded by lori loughlin's actions as he sentenced the actress to two months in prison for her involvement in the college admission scandal. she cried and also apologized. the couple admitting to paying half a million dollars to have their daughters accepted into usc as fake crew recruits. bringing in a former prosecutor and criminal defense attorney. good day, then talking about this for a year it seems like. the case came in like a lion and went out like a lamb, how come? >> when this case first broke, i think the whole country was shocked not just because of the nature of the charges but because an involved two people that most of us knew and loved. we were all aghast and the numbers that were spewed out were this one could do 20 years,

this one could do 40 years and now at the end of the day, i think felicity huffman set the bar. she was one of the first people if not the first person to plead guilty and her sentence was a mere two weeks where the highest sentence in this case thus far has been the nine months and here we have lori loughlin at two months and her husband at five. >> bill: those who have been sentenced, more than 20 parents, couple of coaches as well. what is the story here about the effect of covid on jail time, what you're getting from this case today? >> it is not unique to this case. we know there are tons of people behind bars right now, we are in the middle of a pandemic and some of this people should not be behind bars because of the pandemic and are being released and some people who should be behind bars are not going to go behind bars because of this issue. personally, i think if there's any danger of covid and any facility and you were not there before it happened but you should not be placed behind bars right now.

we've got another few months until she needs to report to him that she and her husband, so things could change between now and then. >> bill: we will see. you said the longest sentence so far as nine months. is that significant? >> is the world a better place or with the world be a better place if 50 some odd parents got lengthy prison sentences because of this? no. what we're seeing here is a series of flaps on the wrist. almost makes me wonder if this case would have been better served in a civil court instead of in a criminal court because who are the victims here? the victims here are the children of these parents who had such low confidence in them that they were willing to go to jail instead of teaching their children how to work hard and get things on their own and the other because people who did show up to take the s.a.t. with their number two pencils and didn't get into the college of their dreams because somebody else took that spot. those are the two victims and those victims need better

>> bill: five people dead in california where they're threatening thousands of homes. the fire started after more than 10,000 lightning strikes in the area, more than 30 injured including firefighters. also from california, the former cop known as the golden state killer sentenced to life in jail. this after days of testimony from the victims. joseph d'angelo pleading guilty

to 13 murder charges. he told his victims he is "truly sorry." the feds will try to reinstate the boston marathon bombers death sentence that was overturned last month. ag bill barr saying they will do whatever is necessary including taking the case to the u.s. supreme court. in >> every world leader, every one of my counterparts tells me that america is doing the right thing. for them not to stand up and tell the world publicly that this is the right thing is incomprehensible to me. decide with the russians and the chinese. i >> bill: some of our closest allies rejecting the trump administration's demands to bring back sanctions on iran. mike pompeo pushing the u.n. to reinstate sanctions that lifted under the iran nuclear deal but the u.k. and france and germany are refusing to budge. state department spokesperson for secretary pompeo at the u.n. today and now live in washington, d.c. thank you for coming back and good afternoon to you.

what is the issue in london, paris, and berlin? >> here's what happened in. we had a 13 plus year u.n. arms embargo which was scheduled to expire in october. we worked with the u.n. security council to put forth a very simple, very clean resolution that would extend that embargo. unfortunately as i mentioned over the past week, we saw a lack of courage from the u.n. security council in order to extend that arms embargo and i don't think there is anyone who is rational or sane on this planet who thinks the iranian regime needs to be able to buy conventional weapons, aircraft, tanks from china and from russ russia. >> bill: they are still in lock step about how they feel on it, they provided "no alternatives or no options. what do they want with iran? >> here's what happened. when president trump left the failed iran deal, we restored

u.s. sanctions against iran. what we've done now by calling for step back sanctions under u.n. security council resolutions 20 to 31 by invoking that we are now restoring u.n. security council sanction that president obama got rid of under the failed chyron plan. we think this makes israel safer, we think it makes america safer and we know that because for the first time since there has been this huge rift between them has got together to issue a statement to say we support the extension of the arms embargo, israel is directly affected by iran and said the same thing so this is a no-brainer for us and we will do everything within our power working through the u.n. security council resolution 20 to 31 to get this done. >> bill: last question on this topic, what if joe biden wins in november? what happens to the iran nuclear deal? >> i think joe biden will have to answer for that. we have done everything we can

to change the balance of power in the middle east and that's why you are seeing for the first time in 25 years in arab state, the united arab emirates, and israel come to the table. there is a pattern of weak leadership and capitulating to her enemies, making them stronger some of that is one pattern you can take in foreign policy for the trump administration and mike pompeo has chosen another way forward and that way forward is to embolden our allies and to stand up to bullies, to stand up to malign depression and not to give billions of dollars in sanctions relief to our enemies. >> bill: topic number two, the dnc this past week. you were with secretary pompeo today, how did he receive this invention with not much of a mention about the middle east or china? >> we try to stay incredibly focused on foreign policy when i'm briefing him, talking about what we're doing at the

united nations and focused on american foreign policy and talking about that around the world. it's obvious to everyone that our national security council under president trump and our state department under mike pompeo has taken a radically different approach to the communist regime in china than the one we saw under the previous administration. i think president trump has change the way the world looks at china. and we are supportive of the chinese people, but we have been very clear to say that under sharon she, the chinese communist party has been aggressive, stolen intellectual property and why we have taken y closing our consulate in houston, that's why we have called out and done other sanctions against the worst human rights violations we have seen in decades in china where you have at least 1 million muslims that are locked up simply for their faith. the previous administration did not stand up for these people.

again, you have to ask the campaign. i'm not a part of the campaign. >> bill: it's a long answer. can i characterize it as one of disappointment? >> her enemies recognized that strength and there were areas where we work with china, a strategic competitor but gone are the days where they will steal their intellectual property and steal her secrets, our scientific secrets at universities and when they will just blatantly ignore the international order that was set up after world war ii. the threats of that order is not president trump. is chairman she and the chinese communist party and it's time the world woke up to that. >> bill: thank you for coming back, much more to get you next time. thank you from the state department. republicans gearing up for the convention starting on monday. president trump says he wants to have more life events than the

democrats did. going to bring in media buzz post, good afternoon. what does the rnc do? >> perhaps the republicans won't make the democrats mistake of having a 17 person keynote address and perhaps won't have a comedian like julia louis dreyfus telling jokes after serious segments. the dnc had a lot of strong speeches culminating in joe biden's but it was so much hopscotch that at times it felt like a tedious telethon which is why the ratings were down. >> bill: the biggest difference is that next week, president trump is going to have a much bigger presence. we will see him every day according to kellyanne conway. >> trump campaign officials have been telling me he will be in the limelight every single night, that is not a shock. he is always the start of his own show but at the same time, biden receded, we had people talk about him and in the old days, the candidate didn't show up in the arena until the night

of the speech but these are not normal times and donald trump is not going to delegate it to others. the president today called the dnc the gloomiest and darkest convention in history, look for the republicans to strike a much more optimistic tone. >> bill: two more points on that, hogan gidley talked about energy, with the president is looking for. here is that sample. >> in order to get excitement and keep numbers up and keep people engaged and keep them watching, you have to deliver a product that they actually want to see. that includes the production but also the candidate himself. >> bill: how do they do that in these covid times? >> more life elements would he help. having donald trump helps because the most likely want to see donald trump. we see donald trump all the time, not exactly a new face but the president is pretty

practiced as a form of reality show star at doing the programming thing. an interesting point on the coverages joe biden speech from fox news panelist as well as the liberals and that's a hard thing to do in this hyper polarized era. a major question for the media has republicans kick off next week is will the g.o.p. convention get anything approaching fair treatment after that all the kudos. >> bill: interesting last point. down from four years ago. by several million people. i don't know if it's covid or joe biden or if it's fewer people watching tv or a combination of all three. how do you evaluate that? >> the biggest single factor as it was drained of any drama because in a convention where we all get together in milwaukee or charlotte, you have behind-the-scenes platform fights, people vying for attention, totally scripted, so that's a factor.

>> bill: a hearing today between the state of florida and the largest teachers union wrapping up with both sides making their closing arguments pair the florida education association is suing the state to stop in person learning over safety concerns. the states education commissioner saying a school official should be "surgical, not sweeping" if the covid cases should not have to shut down if a student test positive. the florida education commissioner with me right now. good afternoon to you and thank you for your time. can you win this case against the union? >> absolutely. it's a frivolous lawsuit. the judge says he will rule on monday or tuesday but whether it's monday, tuesday, appellate, doesn't matter. it's a frivolous case. the essence of their whole argument is that its teachers and students are harmed. we've already opened up more than a third of our districts, we have 65% of parents and students who have chosen to be

face-to-face with their instructors as we have 95 to 100% of our teachers who have shown up on that first day on what they want to be with their kids, they want to teach and have that interaction and so when you have of the 28 districts, almost have have 100% participation from the teachers and it's going well. next week will open up almost 90% of our schools, face-to-face instruction but if you are a parent and you want choice, we are going to give you a choice if you want face-to-face instruction, that option is there for you. you want distance learning because of a multigenerational home or someone with underlying conditions then you can choose distance learning and it is working beautifully. >> bill: even if you win the suit, you can't force the teacher to go into a classroom so what happens if they say in mass we are not going to show up? >> florida has a very strong right-to-work state, so any teacher that doesn't show up to
