on track for regulatory review in october. medical contributor doctor nichols have fire, good to see you. what does this mean as far as the timeline goes, if something is up for regulatory review in october where are we with timing? >> we have several companies entering phase 2 and 3 of their clinical trials, pfizer being one of them. they said they would be up for regulatory review in october and what that means is we have their phase i data that shows this is safely administered and they are well on their way to phase 2 and 3, 11,000 participants have received the vaccination and are reporting 3.8 times higher antibody response than those with the actual infection alone age 18-55 and those older than that are having one.8 times antibody response which it has proven safe and immunogenic meaning it is able to produce antibodies.

now what we are looking for is how is it able to prevent or lessen the severity of infection and to get that fda approval, that regulatory review they have to prevent or lessen severity of infection in 50% of people. the reason it is possible they can undergo the review in october is we still have widespread community transmission of this virus. a lot of times when you make vaccine it takes longer in this process because there is not as much circulating virus. they are targeting those hotspot areas, it is possible they set out enough participants and data by october, 430,000 people. it is crucial they make sure they are doing the elderly and black, african-american, latino populations if they are vulnerable to covid-19 so we want to make sure those areas are represented in these vaccine trials, we want to make sure the most vulnerable have access to the vaccine and that the vaccine

works in them. jillian: that it is safe and effective for everyone. let's talk about this. new coronavirus testing rules after what happened in new york with the nursing home. let's look at governor cuomo on august 19th. >> if you died in a nursing home it is a nursing home death. if you die in a hospital if it is a hospital death. it doesn't say where were you before. jillian: what are the new rules that are supposed to be put in place? how will this change things, everything that happened in new york that is such a tragedy? >> 60,000 american nursing home residents died from covid-19 that number is likely underestimated and this highlights how poorly we treat our elderly in the united states so what the administration is working on is moving forward. how do we protect our most vulnerable, our nursing home

residents and is revolves around testing and disclosure, making sure if anyone tests positive for covid-19 in a nursing home or exhibits symptoms they are presumed positive, everyone in the nursing home has access to testing, they can get testing. testing recommendations were very restricted when you didn't have as many tests. now that we have a minimal amount of testing and the trump administration under the defense production act has made sure nursing homes across the country have access to point of care testing they want to make sure they are able to diagnose early, quickly able to move patients around so they do not spread across nursing homes like what happened, protect our vulnerable made save lives. jillian: thank you for joining us, good to see you, we will be right back. rocket scientist. america still allows that to happen but you have to be leave and put forth the effort to achieve what your dream is and all of us need to put in place those letters of opportunity that allow that to happen and that is going on now. you see $75 billion brought in, expected to be $100 billion, we are 2 quarters of the way there and wonderful things happening all over, opportunities to look at the best practices, every place around this country is benefiting. todd: let's talk about those opportunity zones. what would they do to the suffering we are seeing in these cities across the country? >> they are already providing job opportunities, designating a place an opportunity zone
