"outnumbered" starts right now. >> harris: we begin with breaking news we're following on fox news today. hurricane laura, already dangerous category 3 storm and intensifying by the hour. the hurricane is spinning toward the texas-louisiana coast. with winds of about 125 miles per hour at this point. i mentioned, it's growing. now forecasters are warning the powerful storm system is expected to be a catastrophic category 4 hurricane at landfall. meteorologist adam is tracking it. adam. >> harris, yeah, this is going to be an intensifying storm,

winds right now 125 miles approximate per hour. that puts it category 3 storm. we are five minutes shy of getting up to category 4 hurricane. the winds will continue to climb. there is where it needs to get 130 and knocking on the door within the next couple of hours we'll see it. adam klotz. the real intensity, that will be happening later this afternoon and then really seeing things deteriorate in the evening and early-morning hours. here is one of several forecast models. we are in pretty good agreement it will be near the texas-louisiana border with the dirty side of the storm in central louisiana. this particular timeframe getting at 3 a.m. early tomorrow morning. think of midnight and running into early tomorrow, seeing landfall. it will start to fall apart well before that, very widespread area. we are getting tropical storm-force wind and the white

area is category three or greater storm force winds, that will be happening around midnight and running on. with all that wind, this is probably the worst part of it. it brings damaging winds and a lot of water. we're forecasting storm surge of 15 to 20 feet, that will do unbelievable damage in some of these locations and even widespread along the coast, you are seeing anywhere from four to two to five feet of storm surge, enough to cause damage. this is going to be a big storm and then, harris, i'll leave you with this, once we make landfall, that is what we are focused on. this stays a strong storm through texas, category 1 and sweeping across a large portion of the country, still a tropical depression. this is a big one and will be a story for a while. >> harris: what i've noticed about the storm, though, the track hasn't changed all that much. you look at all these different models, from the conversion i've

seen on the screen, they are not that far apart. my question is, what happens when they hit land? a lot of times we see tornadic activity that is devastating and looks like it will be on the ground and tracking for quite a while. >> it will be on the ground. it hasn't moved a lot, you are right. high pressure system sitting off to the east. another system just to the west. it only has middle ground, we feel confident about the trek at this point. right front quadrant maybe spun-up tornados, it stays powerful for a long time. up to the north, this is going to impact you also. harris. >> harris: adam klotz, we will come to you as things warrant. now we'll move to this. also, story that we are learning because we're watching it very closely, what is happening in kenosha, wisconsin. turned deadly overnight. the third night of unrest over

the police shooting of jacob blake. a manhunt is underway after two people were fatally shot last night and a third person injured. details surrounding the shooting are coming together and under investigation, as you would assume. wisconsin democratic governor declared a state of emergency last night and called in 250 members of the national guard. however, protesters defying curfew as they took to the streets again last night. all of this after police shot jacob blake from behind multiple times, that was on sunday. it is on video from different angles. blake's family says he's paralyzed from the waist down. doctors have not confirmed whether or not that will be permanent. his mother is calling for an end to the violence. watch. >> please let's begin to pray for healing for our nation. let's use our hearts, our love

first question after what we saw last night? i mean, this doesn't have to do necessarily with jacob blake, just as rioting didn't have to do with george floyd. what would your questions look like? >> trey: why can't we do what his mom has asked us to do. she's asked for prayers. pray for her son's health. she's asked for unity, reminiscent of what the families of emmanuel church family asked. i want to see the inventory search of the car. what was in the car he was trying to get into. is there any audio? the video is damming, the video makes me conclude this was a bad shoot, a criminal shoot. i want to know if there is audio. third thing i want to know what happened leading up to it, but that is less important. inventory search, what was in the car jacob blake was trying

to get into. >> harris: according to his family there are two grandsons, we heard from his father, were in the backseat of the car. you are talking evidentuary. katie, let's continue the theme now, things you are looking to learn as we wait for facts to come in on that and another shooting last night, a different kind >> right, in the aftermath of the police shooting yesterday, we have more information about the lead-up to why the police were called. the police were called by a woman who said mr. blake was trespassing on her property and took her keys and would not give them back. the police ran his record and saw that he had a warrant out for his arrest and arrived on the scene. things escalated quickly. we have video of him leaving and not obeying police lawful

orders, trying to get back in the car. he was shot in the car, that is all we know for now. in terms of the fallout, the national guard was called in, 250 national guard members in the last two days, but the county is requesting 1500 additional national guard members. one of our reporters, jushg jul the video he took is horrific. war zone. he was on the scene when one of the people who was shot was severely injured, he had video. it is too graphic to show on television. the county and business owners are asking for help as things continue to escalate and people try to defend their property from being burned to the ground as we saw the night before. >> harris: i've been following julio rosas work, it is something you beat the drum on

about how there are escalating and reverberating effects of what goes on maybe in the street and it hits that local economy of every place where we're seeing this play out. >> yeah, i think the words from jacob blake'sa mother were really prophetic and really touching, but it reminds me so much of all the people on the sideline of things going on in the city. i think that when moms like myself wish for law and order in our cities, it means also holding police accountable. law and order means that everyone is accountable and subject to the rule of law and it is something that we can all count on, whether you are a business owner and you don't want your store broken into or looted, you don't want to see the rioting. you're a victim of police violence because of the color of your skin, you want law and order to prevail so that those

police that may have done the wrong thing are held accountable or you're a parent who is trying to take your kids to the school bus or god forbid, let them walk by themselves and wait on the bus. what we all want is law and order and why so many people immigrate to this country, they want rule of law. when we see rioting and aftermath, it further undermines all of that. law and order doesn't mean police rule the streets and aren't held accountable. everyone is held accountable. >> harris: right, martha, we're watching the video from tuesday night, last night in kenosha, wisconsin. we have seen this in portland, oregon for 90 nights. and you cover this in prime time every night and now covering the

rnc, the dnc. it's been interesting, last night opening prayer at rnc, prayer for jacob blake's family. not one mention last week at the dnc about rioting, not peaceful protesting. >> martha: it is interesting, harris, i watch these scenes and so agree with what melissa had to say. it is important across this country for everyone to recognize that the vast majority of people want to see justice, they want to know what happened in that exchange with police officers and jacob blake and they feel all of us, our hearts break for julia jackson, when she speaks about her son, she was so eloquent in terms of what she wants to see for our country. that is where majority of people are on this. i spoke to the -- of kenosha, he

reached out to the white house, they need help, it is like the wild, wild west we saw in the shooting last night. wisconsin needs help, we hope the governor will be sort of broad-thinking enough to understand that. there is some suggestion, at least when i asked this question to the representative of the district, he believes some people swept in from chicago and milwaukee to come to kenosha to protest. what you get time and time again is the event, which is horrific, being taken over from outsiders, who pull the attention away from the event and make it about something different and they are not getting anyone closer to the end to specific instances that may exist of police brutality. that is the goal we want to achieve. everyone knows, when you watch that video, there is one goal, apprehend that suspect, that's all. they need to get him into control and they need to get him

to a police station, that is their job. anything beyond what is needed to secure that becomes questionable and everybody i think understands that across this country. >> harris: it will be investigated. you hit a couple of things there. it is the drift, trey, as i call it, drift away from george floyd into other areas of rioting and reacting to all of that and peaceful protesters get gro dro out. we saw it after rashard brooks, but saw it this time. his father said yesterday to the chicago sun times, what are we doing, right? just overall about the shooting, about all of it. my question to you, you have been on capitol hill, is there space, is there room, is there a call for congress to do something at this point? >> trey: well, we almost had it over the summer. remember tim scott had a police reform bill and it was nixed by

the democratic candidate for vice president. she looked him in the eyes and said i'm not going to take an amendment for every issue i have with your bill because they think the issue is for them than the solution. what can congress do? democrats can help us here. how about ask. honor memory of innocent victory like george floyd or honor memory of innocent person like jacob blake, that is what it looks like from the video. how does creating more innocent victims honor the victims you claim you want to honor? what is causal connection between creating more mayhem to prove what happened to these two was wrong. there is no call of link, would be helpful if democrats would say that, too. >> harris: yeah, mayor emanuel cleaver said something similar to what you were told last night, martha, that is that after ferguson in missouri, he

five. so i will trade the power of incumbency. i think people understand incumbents have power. i will trade the power of incumbency and power to grant a second chance for level playing field. how many stories have we seen about number of cabinet-level officials that spoke during president obama's dnc. if you ding mike, be fair about it. >> yeah, martha, what do you think of that argument? >> martha: when you look at the precedent being set in making these kind of moments during presidential elections. fdr accepted nomination by radio address. president obama recorded political ads during his election from the white house. you have ronald reagan and jimmy carter who announced they would run again from the white house. there is plenty of precedent. i'm told the white house and

campaign lawyers looked into this every which way from sunday to make sure they were on firm legal ground in terms of the way this was carried out and they believe they are. if there is an investigation to prove otherwise, that will be hashed out and it will be brought into the discussion as they try to iran that out. one thing i would say is that we are obviously in an unprecedented moment. the desire of the white house was to have their entire week be a big blowout convention in charlotte, north carolina. that was rebuffed, they were told that was not allowed to happen. they moved to jacksonville, florida, where you had a surge in coronavirus. they had to scramble and put this together in five weeks, this is what they decided ultimately to do. everyone is staying home across this country. all of this is absolutely the people's house and different rules do prevail here, they believe they are on firm legal ground here and this is where

l laura is major category 3 hurricane after rapidly strengthening overnight. forecasters say it could make landfall as catastrophic category 4 storm and bring surge, extreme wind and flash flooding. casey stegal joins us live, residents have been told to leave. casey. >> we are starting to see the waters churning back here in the gulf of mexico, a lot of activity increased in the last 12 hours or so, a lot of white caps you can see in the distance and every now and again, you hear power tools, like drills and saws, as people are making the final preparations ahead of hurricane laura on this island. you obviously have plywood going up to protect windows and people moving valuables, boats, cars to

higher ground. all nursing homes and assisted living facilities have been evacuated here in galveston. residents and staff have been taken inland. buses were made available to transport folks who call the island home, that mandatory evacuation order went into effect noon yesterday and some tell us they thought that this was going more toward louisiana, so the evacuations here caught them offguard. listen. >> i began to panic, i wasn't prepared at all. i have four kids, i'm raising them alone. we were scattering everywhere. >> casey: 100 miles to our east, the beaumont, port arthur, texas area has been evacuated and that is where hurricane laura is forecasted to make landfall late tonight, early tomorrow morning and it is right there at the border of texas and louisiana. it is also where the winds of

hands on deck, left, right, the white house are not trying to figure out how that happens. we need more optioptions clearl. covid-19 has changed the landscape. this has gone under the wire recently, our numbers are looking better across the nation. not a great deal and not enough to wipe away all of the loss weave suffered, nothing will ever do that, but if we're hitting a point we might have a little time to get ready, then let's shore up the post office, explain absentee voting to people. maybe they want to send a request to get their ballot, it is not too late. explain how the process works, it is not just for the military, i've heard you talk about it melissa, come up with different options, maybe extend voting two or three days, curbside voting. trey, why aren't we hearing these things? i realize they are legislative constipated a lot on capitol hill, but this is the deal, this is what democracy is.

>> martha: you're right, meli a melissa, it will make people nervous about what is to come after thelection. who do i believe? whose side should i be on? it is a hazy process and doesn't have to be. this is a moment both sides should rise above. i know this isn't going to happen, by the way, both should rise above and say, there is no reason to vote the way you always vote. go down and place your ballot in the box, click the handle like you always do. if you fall into a category you are nervous about that or haven't been out and about, going grocery shopping and doing other things, you have absentee ballot open, that is the way i'm voted because i'm always traveling on election day. there is a process in place for people to do this. there is reason to be concerned about universal ballots. i live in new jersey, and i've requested absentee ballot, will

things that anybody would want to do and reach out, weave been looking at the polling and seems like the trump camp probably needs to reach out to women, how effective is what they are doing right now? >> martha: absolutely. polling has not been good, college-educated women across the country is aimed at voters, many whom voted for president trump last night around and many of whom appear, according to polling, to have changed their mind. this is an effort to show there are a lot of women in high positions in this administration, who like working with the president and feels he respects them. i think we saw the same when we heard from tim scott the other night in terms of the racial issues and his support for people like tom scott throughout the course of the presidency, they worked together on a lot of things. every convention, there is a job to be done by each speaker and to change the mind of voters. weave seen a concerted effort and will see more tonight.

>> harris: katie? >> katie: yeah, i think this is also about showing people that the president does not fall into the narrative that the democrats have accused him of being. we saw this with mitt romney, the binders full of women when he tried to portray he hired a number of women to serve durings his time as governor. the president is doing the same here by showing he respects the opinions of women, he puts them in high positions and listens to their opinions about serious problems the country is facing. i think a lot of time, the left tries to monopolize the way women think in terms of abartion or other issues, this was really good way for the rnc to show there are women who have different thoughts than maybe women overall >> harris: yeah, i mean, that is such an excellent point and trey, i come to you because in terms of messaging, you have run

want to run. we have mike pompeo potentially on the list, haley, tim scott, you can get a vision forward as we look at the lineup and conventions are used for launching points for that. mike pence, has been the president's own clear statement, an extremely loyal vice president. he has stood by the president through thick and then, even moments when people suggested he would be replaced by haley, the president never indulged that conversation. at one point he said, do you want to be vice president again, he said, yes. i expect stalwart message from mike pence and people will be thinking two 2024, a lot to get to before that. >> melissa: yeah, that seems like many, many, many lifetimes

from now. >> martha: yeah. >> melissa: kaety what is it you think the vice president brings to the ticket? >> katie: the president has been working on coronavirus and other issues, mike pence has been all over the country, been in wisconsin, did a bus tour in penobscot on behalf of the president. it is beneficial to the trump campaign in 2020, it does build him some credibility with swing state voters should he run for president in 2024, especially the primary voters who support the president. but in terms of what he's going to do tonight, i think he will tell the american story, much like he did last night with interviews he did at the home of the president, abraham lincoln in illinois, the childhood home. he interviewed a number of merpmerp americans, we believe in what we're doing and can do it together. that is a positive, uplifting
