the streets of kenosha. police across the border in illinois arrested a 17-year-old in connection with shootings last night in kenosha that left two people dead. fox news caught some of that chaos on camera. >> [gunfire]. >> [shouting]. >> get down, get down! >> [sirens wailing]. >> [gunfire]. >> bill: we know wisconsin's governor is sending 500 national guard troops to the city. on the republican national convention there is a big focus on law and order. first jonathan hunt on the street in kenosha. >> some important context as to what happened last night. we are in front for the county courthouse where the protest

began each sunday. yesterday several people told us them and their spouses would be armed and ready to defend property from the protestors who burned some businesses. the sheriff confirmed that what happened appears to have involved an armed vigilante. here's what we saw happen. gun shots in the distance. then within moments of that happening, a man carrying a long rifle running down the streets. he was chased by members of the crowd. he appeared to trip and fall. some of the crowd jumped on top of them. he then appeared to fire his rifle several times hitting at least two people. he then got up and began walking away as the sound of gun shots

echoed around him. the sheriff said this man appeared to be one of those armed vigilantes we saw in a video earlier standing around in gas stations and also on top of some buildings. all of them armed with long rifles. as you mentioned at the top. a 17-year-old has been charged with murder. he is expected to be brought back here to wisconsin from illinois where he was arrested earlier today. those vigilantes say they were defending property. the mayor of kenosha spoke and appealed to everybody to simply calm down. >> violence in the community is not acceptable. violence to property, violence to people. absolutely unacceptable.

it is up to us to make sure that did not continue. >> all of this follows the sunday shooting of 29-year-old jacob blake who had appeared to be involved in a scuffle with police officers. then walk around to the side of his vehicle, appeared to be leaning in. as one officer grabbed him by the shirt and at least seven shots were fired into jacob blake's back. we understand he remains in serious but stable condition in the hospital. his family and his attorney have confirmed that he is currently paralyzed from the waist down. we heard also from president trump today via twitter who said he will not stand for what he calls arson, looting and violence in american streets. he is sending federal law enforcement and the national

many of the speakers will be the once in the gulf coast of louisiana and texas putting themselves in harm's way as hurricane laura comes ashore. fort mchenry is appropriate for land of heroes. a big focus tonight on the heroes in the u.s. military as well as u.s. law enforcement. the vice-president mike pence's speech will be optimistic and offering sharp contrast between the trump administration and what the campaign calls joe biden's platitudes. karen pence, his wife will speak and the south dakota governor and rick a former director of national intelligence.

evacute. >> bil >> bil >> bill: hurricane laura a category-4 storm. adam what are you seeing on the radar? >> you will feel the impact pretty soon. winds at 140 miles per hour. a category-4. winds will intensify other 15 miles per hour. i think the tropical storm force winds are a coupling of hours away. then it gets worse. still making landfall near the texas and louisiana border. likely after midnight. maybe 2 in the morning. you will feel it before that.

the intense winds gets there by midnight and the a major category-3 or greater force winds arriving closer to the time of landfall. with all of that wind, it's bringing the storm surge. that's the biggest concern with all of this. some areas, 15 to 20 feet. >> bill: oh my god. adam, don't go far. we will need you. the fema administrator. what is the update from head-to-head headquarters? a dangerous category-4 hurricane. if you are under evacuation orders, the time is to waning, you need to get out and take action.

much damage 60 miles awaive. could this storm do the same thing? >> yes, water and surge kills. not necessarily wind. you could have surge 30 miles inland. the surge combined with winds, a deadly situation. i plead with texas and louisiana residents, take this storm serio seriously. >> bill: we didn't know what the storm would do after cuba. some thought this would break up. it did the opposite. did that give you enough time to get ready? >> there is never enough time. i think mar co when fizzled out got people's attention. i talked to both the texas governor and louisiana governor. that gave them extra time to prepare and get people to take this seriously and evacuate if you are at risk.

of people from kenosha involved in this. but it would be such a small percentage of the people that are actually doing this. the people that are doing this are not from here. you watch any live stream, you can hear where they are from. they not are not from here and they have their license plates covered up. >> bill: what would your father think of this business that he gave to you for your livelihood? >> my dad is so proud of what he did. to see it and everybody's businesses taking a hit. some won't recover. we are lucky so far. there are still days to go they are talking about doing this. i don't know how lucky we will stay -- i don't know if i can

pull out of this. loosing that revenue will hurt me to a point. this business is not that lucrative that i have a big cashflow. i live and make enough money to pay my rent and bills and get through each and every month. if i have a good month, maybe i put a little money away for a bad month. there is never allot. being closed for a length of time will really hurt. >> bill: you said it started out peaceful protest and it was beautiful to watch? >> it was. >> bill: it all changed? >> yes, as soon as sun sets, all of these wonderful people go home. not all of them, but even the ones that are not going home, they still were peacefully protesting.

is there evidence he is being effective? >> well, i mean, look. the trouble for trump isn't whether he gets 8% or 10% of the black vote. that's not what this is about. this is about the fact that a lot of americans, a lot of white americans view trump as a bigot. and consequently they have got to do something to rebrand and repackage him and i think that so far they have done a pretty good job. when i saw donald trump the guy who referred blank hole country. presiding over the administration the oath of office to a group of nonwhite immigrants or the citizenship to a non-group immigrants including a woman in a head scarf, i thought this is a different vibe. and the republicans tried to show this different vibe. we think back to tim scott's speech very powerful and very good. acknowledged the existence of racism in america. so i think they are trying to a new look to try to rebutt joe
