[applause] steve: last night was night three of the g.o.p., the rnc. we are going to have complete details on that. but, what a story this morning and it's a fox news alert because hurricane laura slammed the gulf coast as night three of the rnc wrapped up. made landfall overnight as a category 4 storm with 150 mile-per-hour winds impacting louisiana primarily.

ainsley: the winds so strong topping 150 miles per hour. the storm is downgraded now a category 3 hurricane which is still strong. steve: 120 miles per hour. ainsley: exactly. nearly 400,000 power outages are reported in louisiana and in texas. brian: take a look at this the best you can disseminate the storm showing massive size and lightning actually see that from space. steve: unbelievable. brian: we will have team coverage all morning long. start with janice dean tracking the storm all through the night. janice. janice: it's weakened which is good news, and now that it's lost its water source category 2 hurricane, 110 mile-per-hour sustained winds and as you mentioned made landfall around 2:00 a.m. eastern time cammeron, louisiana with the worst of the rain and storm surge and winds in the northeast quadrant of the storm. we are still going to see the risk of tornadoes throughout the day north of where the storm is projected to travel.

so not only this afternoon but into the overnight and for the foreseeable friday into the weekend as the storm is still going to be with us. we don't have any tornado warn storms. tornado watch in effect for much of louisiana as well as eastern texas for the next several hours. here's the latest path. we will get updates every hour now that the storm has made landfall. category 2, 110 mile-per-hour sustained winds. makes its way up through the tennessee and ohio river valley. still dealing with a depression and tropical force. we will feel results from laura as we get into the mangted and northeast. legacy of this storm not only one of the worst we have seen in the gulf coast but going to remain with us for many days as we get into the weekend. flood advisories posted for the track, the trajectory of this storm moving towards the mississippi and ohio river

valley where we could see upwards of 5 to 7 inches. 10 inches in isolated amounts. and i have seen reports of over 15 inches of rainfall. the storm surge incredible. that's why the national hurricane center said this was unsurvivable once it made landfall across louisiana. there is the projected rainfall as we go through friday and then the forecast wind gust once again still tropical storm force winds through portions of louisiana up into arkansas and then the tennessee and the ohio river valley need to watch this system. but the good news is now that it's lost its water source, it is beginning to weaken but the damage has been done. i have seen winds gusts in excess of 130 mile-per-hour for parts of louisiana. one they are going to remember certainly along the gulf coast. steve, ainsley, brian, back to you. steve: and, janice, it was stronger when it made landfall than rita and stronger than katrina, right? janice: absolutely. it was a category 4.

rita was a 3 and so was hurricane katrina. and this had a very similar path to rita but it was stronger and much larger storm foremiffeddable hurricane, one that goes down in the record books for many reasons. ainsley: and now it's a cat it. janice: category 2. it will continue to weaken. the danger is not over yet especially for parts of arkansas up towards the tennessee valley even the northeast we could coo have power outages from this storm getting into the weekend. steve: that's right. the worry is it is going to be leaving unrecognizable path of destruction and we will know more about that as the sun comes up. janice, thank you very much. our team coverage continues now with charles watson. he is live in port arthur in texas which is to the west of louisiana. good morning. >> hey, guys, you can hear that winds rustling right now. the intensity of the wind and rain has sloan down in the last

hour or so according to the national weather service, we are seeing about 55 mile-per-hour winds gusts right now. let's take a look behind me because you can see these shingles here on the ground. they have been blowing around all night long. we haven't been able to see a lot because it's still dark out here. a little survey of the hotel that we're at right now, they are blowing around all over the place. you see these bushes they have been blown around. right now we know that more than 400,000 people between texas and louisiana are without power right now. our hotel is without power. >> we have been without power for several hours at this point. the intention city of the winds was powerful throughout the night. inside of our hotel it sounded like a sledge hammer was continuously banging on the walls. so a good thing that the wind and rain has sloan down right now the n s says that there are flash flood, wind and tornado warnings between texas and

louisiana so folks have to be careful. people who have decided to ride out this storm. right now they don't have access to emergency services. the mayor says those folks are on their own and if they decide to stay that's between them and god right now. again, weather conditions seem to be improving and lake charles a different story. we have seen windows blown out and just intense situation right here but folks seem to be in a good spot right here in port arthur. we will send it back to you. ainsley: all right. good deal. thank you so much. charles. will jess lock is live in charms, louisiana where bracing for storm surge this morning. look at that picture. steve: much different story. ainsley: yeah; >> yeah we are getting a good blow this morning. a cat 3. still a very formidable storm.

we are not in a place fortunately where we are getting a lot of storm surge. we are across i 10 in lake charles. but, this is still a tremendous rain event and, of course, this wind that you are seeing right now and it's actually just died down a little. we were in the eye of the storm earlier this morning but i will tell you i have been in the eyes of storms before. this one didn't give us a lot. times you can see the stars. we weren't seeing any stars. it was kind of a ragged eye but still one that has been holding together. and as you reported came ashore as cat 4. still cat 3. and so you can see the kind of conditions we are getting on what is the weak side of the storm. just because they call it the weak side of the storm doesn't mean it's weak and still damage is being done here. i suspect when we get out and, of course, it's early and we can't see tremendously well.

the rnc, i think, was artful in once again not only introducing us to. so most impactful republicans but also a number of every day americans whose lives have been profoundly impacted by the put. and, of course, the ongoing theme was essentially the amount of violence that we have seen over the last number of weeks in american cities that are under the leadership of democrats, whether it's governors or mayors or things likes that ainsley. nonetheless, you know, and this is going on at the same time where there is unrest in our streets. last night the governor of minnesota called out the national guard because of some unrest in meaption and, of course kenosha wound up with 500 members of the national guard on the streets. ainsley: yeah. the president keeping saying if you need my help, i will send in the national guard. i will send in the troops. i will give you assistance. but the governors have to first ask. and last night there were so

many wonderful speakers, lara trump did an expenalty job. she is from north carolina so she talked about growing up in the south and what she thought of the president and his personality while she was growing up. and then how she got to know him and met him and learned what he was really like and what their family was like. she said he is a lot like i am. raising his kids the same way we do down south. she named her daughter carolina from she is from north carolina. steve: carolina girl she said. ainsley: that's right. kayleigh mcenany talked about how she had the break can a gene and said she decided she had to give a piece of her body. she made that decision because now she is a mom and she is healthy. 8 women have been affected in her family by breast cancer. kristi noem a rising star in the republican party. she is strong and smart and she spoke last night. she represents south dakota. there she is right there. she really talked about law and order and how she felt like what

was happening in some of these cities portland and new york she said it's just overrun by violent mobs. listen to what she said. >> america is an exception all in nation founded on three principles, equality, freedom and opportunity. but today our founding principles are under attack from seattle and portland to washington and new york. democrat-run cities across this country are being overrun by violent mobs. the violence is rampant. there's looting, chaos, destruction, and murder. people that can afford to flee have fled. witbut the people who can't, go, hard-working americans, are left to fengsd for themselves. ainsley: brian, she went on to say it took 244 years to build this imrated nation. she said we stand to lose it if we continue down the path taken by democrats. brian: ainsley, she brings up the cities and the unrest. it goes without argument, i

of celebrities from 40eu8d and rnc had everyday his or hers. she said she would take a everyday hero over a celebrity any day. dan crenshaw is a hero and he had this to say last night. >> america's heroism isn't relegated to the battlefield. every single dave we see them if you jewels know where to look. it's the nurse who volunteers for back-to-back shifts caring for covid patients because she feels that's her duty. the parent will relearn algebra because there is no way they are letting their kid fall behind when schools are closed. a cop who will get spit on one day and save a child's life the next. steve: there is he a navy seal talking about the people you don't hear about every dave but they do amazing things. people like lou holtz the former coach at notre dame. ainsley: i love him. steve: such a powerful message talking about how the republican party and donald trump, in

particular, stands for the unborn. and lou nobody stronger advocate for the unborn than donald trump. the biden harris -- lou holtz said. the radical ticket pro-abortion in history. catholics in name only and abandon innocent lives, ainsley. ainsley: yeah. he loved notre dame and his catholic faith is so important to him. he lost his wife recently and gosh they had such a great relationship. he is such a wonderful person. he was the coach at my college at usc at one point. one of the most powerful moments, too, i think we can all agree on which madison hawthorne running for congress in north carolina. he has been on our show. he is in a wheelchair pair lipsed at the age of 18 in a car accident. he is 25 years old and stands to be likely the youngest person ever elected to congress and look at him right there at the end of his speech, he was assisted as he stood up from his

reports that the nba is about to say goodbye to their season after the shooting that we saw in kenosha, wink. steve: all right. so there we have told you a lot about what was going on with the rnc and the storm. there is other news as well. and for that jillian joins uferlsz right now. jillian: good morning. let's get you updated on what exactly is going on in wisconsin. let's begin with a fox news alert. protesters hitting the streets for a fourth straight night in ken northbound sexual harassment the city seeing nights of unrest over the shooting of jacob blake. the department of justice is opening a civil rights probe into the shooting. this as we learn a teenager is seen here in the shooting and killing two of people and hurting a third during the protest. 17-year-old kyle is charged with the homicide. >> kevin mayor stepping down overnight after president trump's executive order to ban the app. mayor writing in a letter to employees saying in recent weeks

not protest. it's needless violence. violence that endangers lives. violence that guts businesses and shutters businesses and serve the community, that's wrong. ainsley: so will more democrats start stepping up and doing the same thing? here to weigh in is fox news analyst lawrence jones. good morning, lawrence. >> good morning, family, ohio are you all doing? ainsley: he recently said this and we heard last night mike pension say he hasn't ever said anything about the violence and rioting. now is he speaking out against it. what are your thoughts? >> i think that the vice president is learning what cnn learned the other day that the polling is shifting. there are a lot of people that want to be for the movement. you cangtsd just burn cities down. black folk are tired of this. community members are tired of this. people supportive of the movement are tired of this. and if you get people the choices i continue to say but

between all of the rest of the issues and their safety, they are going to pick their safety every single time. and sad thing about it is in many cases and we will talk about this later it has become a binary choice. you can be for justice and still say my city deserves to live. businesses should be protected. right now you have got to choose one or the other. and i don't think that's productive at all. brian: let's talk about what else has happened. really informing the rest of the league steven a. smith decided of course milwaukee, wisconsin, the shooting in wisconsin 40 miles away they divided they are not playing a playoff game. they didn't tell the orlando magic they walked off that prompted the five mls games not to play united states. continual association not to play everybody except hockey boycotted the day and from i believe the reports according to a reporter which has been liked by the los angeles clippers the lakers and clipper have voted to

boycott the nba seasons. most of the team voted to continue. not going to be nba without the clippers and lakers. are they making the right move and is, this lawrence jones, something that you think is sending the right message. after november 3rd, if they don't like the election if donald trump wins are they going to boycott the next game? is football going to follow? are we going to play sports by what's in the news every day? >> well, it has always been my view that made the league so powerful and, quite frankly, i support them taking a stand against injustifiable. but as i say in my platform being analyst on the network provide analyst what is happening especially when they use that money to fund different things to be able to get that change. it seems to me that that is taking that away.

now, on the flip side. i mean, based on my sources that are in the league. they may skip out the entire seasonal. brian: that's what i just said the clippers voted to boycott the season. charles barclay last night said it's exhausting to be black in america. a black athlete in america. white athletes are never asked about racial unrest. it's exhausting for a black athlete in america. >> let me say this they won't get paid. and so, obviously. brian: i think they are. >> if they decide to strike. if this is true, the report, because based on the conversations that were in that room the other day, many of the athletes were concerned one of the concerns were if they were going to be paid that seems like that's going to be the big issue. this is my thought. you don't have to be for one side or the other but i feel like we on the right have missed a great opportunity when it comes to the torch of liberty. can you support cops.

you can support the players and same that you're against injustices. can you support the community when they say that black folks shouldn't be killed in the community by armed gunmen in chicago and baltimore. you don't have to choose one of the buckets. and right now every side is saying look, i don't have it speak up against the rioting that's happening. i don't have to speak up against the people that are unjustly killed by the state. i don't have to speak up against the kids that are murdered in these communities. it's very exhausting for someone that goes into these communities and cover all three issues. brian: like you do. >> i do it. i do it every single day. and it's not like i height the cops. the cops are some of my main sources letting mee know what's happening on the ground. it's not like i hate my community because i'm down there reporting opt violence taking place. state abuses their power something is going off the rails. we have to be honest.

we to to decide what merits to us. liberty and life have to be our cause. right now it's not. this has become way too political. we are in the middle of an election year the only thing people care about is what is in the polls. we have to live after this. for a lot of people like myself this issue is real. it is very personal. and a lot of people want to be heard. so on one hand, i will criticize the league on, you know, i want them to stay there and play and use that money to focus on issues. but at least they are putting their money where their mouth is right now. because a lot of these athletes aren't super stars. they don't have endorse. s. and they are willing to put their money on the line. so we will see what happens. steve: lawrence jones, we know you feel so strongly about this and nobody knows the issues better than you given that you have done so much reporting in the community as well. lawrence, thank you very much. >> i appreciate it, fam. steve: all right. be sure to check out program one

to free speech. they are not supporting the riots. they want the administration to come down hard on this and this is exactly the message they were looking for. ainsley: ric grenell the former acting director of national intelligence he talked about democrats and their claims of the russian collusion. watch the dials here, everyone. , i saw the entire case for russian co-collusion and what i saw made me sick to my stomach. the obama-biden administration secretly launched a surveillance operation on the trump campaign and silenced the many brave intelligence officials who spoke up against it. ainsley: lee? >> so you can see there the republicans gave this an a. independents a b minus and democrats an f. again, not surprising the republicans and democrats as much as the independent line. this is a message that resonated though not as much with independents who question it. they will don't like division. they don't like the attacks. they want to hear more the message of unity.

storm that came ashore. still has winds of 110 miles per hour. last few minutes talking about the similar path of rita 15 years ago. rita was a cat 5 at one point when it made landfall it was a category 3. laura got to a very high category 4 and made landfall as a cat 4. very similar paths. all of these storms very different in nature. this one going to certainly leave its legacy. strong winds lake charles where we just saw jeff flock 132 mile-per-hour gusts. that far inland is very impressive and that's why the national hurricane center was saying this storm is unsurvivable along the coast if you are in the northeast quadrant of the storm. unfortunately the sun is going to come up and we will see incredible amount of damage. this will be historic storm for parts of the gulf coast. cat 2 storm once it made landfall it was 150

mile-per-hour sustained winds. 156 by the way would have made it a category 5. wind gusts some of these places are not reporting, 40, 50, even 60 miles per hour well north of the track of this storm and where the center is right now. tornadoes threats going to be ongoing throughout the morning articles the trajectory moves northward it's moving around 50 miles per hour. then it's going to start to accelerator. we will feel the effected of this storm into the weekend for parts of the mississippi, ohio, tennessee river valley even the northeast. there is the track. we will get new coordinates 8:00 a.m. updates every hour because the storm has made landfall and still very dangerous as it moves into louisiana and arkansas. flooding is going to be a concern. still storm surge, 40 miles inland from the center of the storm. really incredible upwards of a foot of rainfall and in some cases upwards of 20 feet of storm surge. that's why it was so dangerous.

partners lee carter. lee, people are going to start seeing a lot of the dials going forward. you have taken look at every big event and you have chopped things into soundbites and put them before your panel of dialers and they essentially grade how much they like it, right? republicans are the red line, independents yellow. democrats the blue line. and you see exactly how they react in the moment. steve: all right, and the lines actually last week were upside down compared to the way they are this week. take a look. here is the vice president talking about what's at stake. >> last week joe biden said democracy is on the ballot. the truth is our economic recovery is on the ballot. law and order are on the ballot. but so are things far more fundamental and foundational to our country. the choice in this election is whether america remains america.

steve: all right. how did they grade it, the dialers? >> you can see republicans loved this message they gave it an p. independents a b and democrats an f. what's not surprising is the way the republicans and democrats. what we are focused on is that independent line who gave mike pence a very good grade last night. they really resonated with this. they want to hear more about law and order. they want to hear more about the economic recovery. those are the issues that are very, very poornl to them so they graded this very well. steve: all right. here is a guest on "fox & friends" this morning. the republican governor of the great state of south dakota kristi noem talking about the chaos in some cities that are run by democrats. >> it took 244 years to build this great nation, flaws and all. we stand to lose it in a tiny fraction of that time if we continue down the path taken by the democrats and their radical supporters. democrat-run cities across this country are being overrun by

violent mobs, people that can afford to flee have fled. but the people that can't, good, hardworking americans are left to fend for themselves. steve: okay. powerful. i saw the yellow line inching up. >> you sure did. you could see the republicans, again gave this an a, independents the line to look at there really they gave it a b minus. democrats gave it an f. the only dip here, right, was when she referred to democrats as the radicals. and that's not something that independents are liking. they don't like this polarization. they don't like the evilness that portrayal of evil as other. but the message did resonate. and she -- a lot of folks are really interested in hearing more about her and thought this is going to be someone to watch for years to come. steve: i think you are exactly right. here is a senator from the great state of tennessee marsha blackburn talking about why the democrats want to win. >> joe biden, kamala harris, and their radical allies try to

highlight of their night and, again, another young gun to watch in the republican party and a lot of people are excited about him and really drew a lot of enthusiasm. steve: real quick exit question, lee. it seems like the independents this week are a little closer to the party that's having the party than last week. >> you know, i'm a little bit surprised because independents last week seem to be sort of operating in the neutral zone you saw the polarization of republicans and democrats just like this. you do see independents aligning a little bit more with republicans this week. you know, and we are starting to see that in polling, too. when you look at the cbs u gov poll. donald trump is beating joe biden by 10 points with independents. so the real question is this a trend that's going to continue? is this message really speak together independent voters? we will have to keep watching it. steve: you have to keep watching it with the dialers. excellent job. lee, thank you very much. >> any time.

>> update at 8:00 a.m. it. did make landfall as category 4 in louisiana. second strongest storm ever first being hurricane in the 1800s. really impressive and historic. going to started to see the damage as the sun comes up. i'm pretty certain it's catastrophic in some areas. already seeing still gusts of winds near alexandria, louisiana, 74 miles per hour. so that's a hurricane force gust wind. lake charles earlier today we had a wind gust of 133 miles per hour. so that's very impressive as the storm moved inland and we had storm surge warnings up and past 30 miles past the center of circulation when it came on shore. again, quite a remarkable hurricane. tropical weather advisories. tropical tornadoes are possible with this. we have tornado watch for parts of west texas in through much of louisiana for the next several hours. these are flood advisories so

fmla flash flood warnings for many different parishes in louisiana. that's going to extend up towards arkansas. the tennessee, the mississippi, the ohio river valley as the system is going to push towards us in the next couple of days. let's take a look at the forecast precipitation. some areas received over a foot of rainfall, so two to four inches on top of that and, again, the legacy of this storm is going to be widespread with the damage. we haven't talked about power outages. some cases going to take weeks to get the power back on in parts of louisiana, texas, and arkansas and look at at that track. it's going to remain with us for the next several days moving across the ohio valley. parts of the mid-atlantic and northeast as depression or an extra tropical system and we could get some really strong wind gusts with this the next couple of days. i want to point out we are not into peak season yet much more of the tropics to go keep you up to date. new advisory coming out in

now with actually still an eye of the hurricane on the texas-louisiana border about 100 miles inland. there are some regions of texas that are still getting whipped around by heavy winds, by heavy rain and by tornadoes. so many penal in the northern stretches of east texas need to still be vigilant. the good news, brian, is this: and that is the early reports show that we have no loss of life, which was the primary goal. we do have search and rescue teams that are covering the beaumont, port arthur, orange areas as well as other areas looking to see if there is anybody who needs help. there is going to be some significant damage to homes and some buildings because of the wind and because of fallen trees. but hopefully no loss of life. brian: so i thought it was interesting and noteworthy that because of the coronavirus you didn't really look for people to go to shelters. you looked to put them in hotels. >> and so this actually is our

second hurricane during the coronavirus. and we learned during the first hurricane that if you have families gathered together in hotel rooms, obviously it limits the ability to transmit covid-19 and we replicated that. there were well over 5,000, maybe as many as 10,000 people who evacuated. the good news, brian, because of those evacuations, it likely did prevent us from having more loss of life. brian: when you talk about the urban unrest and the defunding of police, you don't have to look outside the state to see that sentiment. you have it in austin, texas. how is that going? >> so we proposed legislation to defund any city that defunds police. we are a law and order state. and we're not going to tolerate defunding police in texas. brian: understood. we are about to lose your satellite feed i'm going to let did you go to the border and see the damage. the good news is it could have been a lot worse but the worst is we are not out of the woods yet. governor, thank you so much. >> thank you, brian.

hurricane laura slammed in the gulf coast as category 4 storm overnight. let's get straight to jeff block who is in lake charles, louisiana. the sun is coming up. you will get a good look at the damage. jeff, the storm came in as a freight train where you're at? jeff: we got hit, direct hit, got the eye and eye wall, it's everywhere. i had to stop here because i want to show you the trees. this is lake charles, these are were dell, they are pine trees and obviously these are soft woods but if you look at how -- it's like a tornado went through here. i don't know if a tornado didn't go through here but certainly even if it didn't, you could imagine the power that it took to do this to these huge trees in addition, of course, power is

down everywhere, these are the power lines and don't want to touch this, of course. this goes on and on, homes, schools, businesses, i just -- to me the trees made an incredible impression, but it's widespread. we will be going all day today showing individual examples of what this storm has done. you know, sometimes steve as you know from covering these, sometimes you go out afterwards and you say, this wasn't as bad as i thought it was going to be, you know, maybe we -- we freaked people out unduly, in this case we will say at the end of the day it is as bad as it was going to be or worse. steve: the trees snapped, 600,000 people were order today evacuate the area and that's important because we don't know the extent of the damage, from what you can see with any sort of foot traffic right now, does it look like people got out of

town? jeff: it does, it does to me. we talked to some people that had stayed so obviously some people did and we are not right around the homes, well, they are back behind us here. there's almost no home here that i see that's not damage, whether there are injuries or that sort of thing. we are not in an area where there was storm surge. this is lake charles, we are quite a ways away. we haven't gotten that far yet but that could be a whole other problem. ainsley: so scary. recently we had 70 miles per hour and we lost power for a week and that was terrifying. what does it feel like when you have winds that strong? steve: 150-mile-an-hour winds. jeff: you can imagine 150-miles-per-hour winds. if you have to imagine it, that

takes my breath away when you see what it did to those trees right there. you can imagine the power of the wind that did that that sheered them off like that. it's -- if anybody was here and obviously there were some they got quite a ride last night, i tell you that. brian: this is not an area that they bury the lines. the lines are still on pole. steve: they were. jeff: oh, yeah, i don't want to say i'm speechless but -- ainsley: is electricity out there? jeff: at the end of the day -- what's that? ainsley: the electricity, is it out? jeff: oh, yeah, i think the number is 360,000 the last we checked in louisiana and there's no power anywhere here. we have not fox crew hold up at the nugget casino which has generator power and that sort of thing but other than that it's

been pitch dark, the sun is up now and so we could see some of this, but it's -- it's bad. i will say that. steve: it's bad. the most powerful storm to ever hit louisiana, bigger than rita, bigger than katrina. jeff, we know that you will switch locations and we will try to see some more of the damage later in this telecast, thank you, sir. ainsley: thanks, jeff. so janice, when we all lost power up here, what was it 2 weeks ago, 3 weeks ago,i thought about getting a generator. holy cow, they are expensive, there's a long list to get generators up here. janice: i believe it. we still have half of hurricane season to go through. people need to be on alert if you live on the gulf coast or east coast and the temperatures in the atlantic on east coast way above average. if there's any lessons learned seeing the damage where jeff is and we will see catastrophic damage, don't get me wrong with

category 4 storm. this is a good way for you to think what do i do if i've got a storm on my doorstep. now we were talking about rita, very similar path to what we saw in 2005, 15 years ago. rita was the same year as katrina. katrina, by the way was a cat 3 when it made landfall, however, category 5 storm surge of over 30 feet. we saw storm surge of 20 feet with this one and the national hurricane center was saying unsurvivable and thankfully in cameron, louisiana they did evacuate the area, 400 people lived there and i heard people are safe, thank goodness. we have the latest 8:00 a.m. advisory, winds at 100 miles per hour. we are getting hurricane-force-wind gusts, so here is the latest advisory as of 8:00 a.m. and

100-miles-per-hour sustained winds. there are some of the wind gusts as my mentioned. hurricane-forced winds around alexandria and tornado risk. this will north ward and east ward and affect us in the northeast on the weekend. you live east coast, you need to have preparation plan because we still have quite a bit of weeks to go in hurricane season, steve, ainsley, brian, back to you. brian: thanks so much, janice, we will be right back and you might want to stay tune and right now we are bringing chad wolf, nominated for the job full-time. mr. secretary, how are you helping louisiana and texas from what you've seen? chad: so it's really devastating storm. we saw it come across inland as category 4. now category 2. we are not out of the woods yet. we see most concerned about is that flash flooding, the wind gusts and the power outages as the storm continues to move

north in louisiana. what fema is doing is obviously prepositioning supplies, we have prepositioning teams texas, alabama and georgia to make sure we are able to respond as the sunrises. the next 48 hours are going to be critical from a life-safety standard. we have customs and border patrol assets, some of which are behind me today ready to respond along with dod assets. as the sun comes up we are going to be in life, safety, security standpoint and doing those assessments on the ground. steve: all right. let's switch gears to something that we have heard for the last days about law and order at the rnc. the president has made it clear that he's ready to deploy the national guard to kenosha, wisconsin where the man was shot in the back by police as an investigation has been launched by the doj. also we understand apparently the governor of minnesota asked

for the national guard to be deployed in the minneapolis area after trouble there. what's your message to folks who are looking in, watching what's happening in america's cities about what's next? chad: well, i think the president has been very clear from the onset which is we need to address the violent activity, so, again, peaceful protesting, first amendment rights, i think everyone is very much in support of that. when it crosses the line into violence, the president has been very clear in state and local authorities need to do their job and when they can't, then if they want to call the federal government, the president is willing to send in assets as we've done in wisconsin, we will continue to do that to other parts of the city as well. i would say this stands in contrast to what we continue to see in portland, over 3 months we saw violence again last night and we hope she does that, calls on the federal government to help and we will go from there.

ainsley: i know the president nominated you for dhs secretary. what happens next? chad: certainly honor to be nominated by the president. i have been leading the department of homeland security in capacity. the nomination will go to the senate and they'll be a process that kicks off to do that and then, you know, with the help of the united states congress and the senate, i hope to be confirmed and continue to lead the men and women of dhs. doing our mission every day. obviously responding to a hurricane. we have election security, i'm here in el paso talking about border security as well. we have a diverse mission that we will continue to do to protect the homeland. brian: you have 3020 miles of wall built, what do you say, mr. secretary, when people say law and order. it's on the president's watch, it's his responsibility, what do you tell people? chad: well, first and foremost, law and order in any city and any locality start with local

brien: all right, we are back with fox news alert. sun is starting to come up in louisiana after hurricane laura slammed the gulf coast as category 4 storm overnight. jeff flock joins us live in louisiana with firsthand look at the damage and the sun is up, jeff, what have you seen since the last time we checked with you? jeff: it's everywhere you look, brian. street signs down, businesses wrecked, power lines down, roofs

torn off of buildings. you name it. everywhere between here and cameron, maybe you see some folks out there. hey, thomas, do you see the folks out there that are coming out of their house surveying trees. the trees down will be huge and trees falling on homes and businesses, that's, you know, some big trees and, you know, big crash. hey, thomas, come on over here, i want to show them -- look at the power of the storm. you think about 150-miles-per-hour winds. cameron just sort of here, look at the telephone pole. look at that. isn't that something? wow. tremendous power. and it just keeps on going. i mean, up and down, every street has damage of some sort, every building is in some ways affected. you know, not all catastrophic but everybody damaged. this is far and wide as they said 30-mile swath between here

lake charles and cameron which is on the shore and then, you know, the storm kept going. we are going to be talking about this for a while i'm afraid. steve: and it is still going, jeff flock in lake charles where it came ashore at 150 miles an hour. janice has been tracking the storm for a couple of days and, janice, that kind of destruction is common as the sun comes up and people take a look at what happened. janice: yeah, widespread and jeff is 30 miles away from the shoreline where we had storm surge mornings. incredible damage we are going to see. 150-miles-per-hour sustained winds and once it made landfall in cameron, louisiana, lake charles wind gust of 13 miles per hour, so incredible. it was just 7 miles shy of being category 5 and the second strongest storm to hit louisiana in their history. so we are going to see the damage as the sun comes up. still category 2 storm,

100-miles-per-hour sustained winds, wind gusts in alexandria area, central louisiana and the strongest winds are around alexandria, so the core of the strong winds still through portions of central and northern louisiana throughout the afternoon. we are looking at the risk for tornadoes as well as heavy rainfall. thankfully i haven't seen a lot of tornado-warn storms but we will see watches as we have outer bands that are already counterclockwise and we have rotation. this is going to pull up into arkansas. they will potentially get 7 to 10-inches of heavy rainfall, flash flood warnings in effect for much of louisiana in towards eastern texas and then arkansas. this is going to move up to the tennessee and ohio river valley over the next couple of days, still the potential for flooding rainfall as well as those strong winds as the storm moves north ward around 15 miles per hour and look what happens, curves across ohio valley, into
