so you ready to hit the road? i don't know. just get on your bike... and ride! no! gillian: another weekend of protests and violence across america. shootings taking place in portland, st. louis, some deadly, protestors turned out seventh consecutive day night of protests in kenosha overnight. that remains peaceful for the most part. welcome to america's news headquarters, leland great to be with you as well. i'm gillian turner. leland: gillian, nice to be with you. we will check with garrett tenney. we will take a look at portland where one person was shot and killed near a clash between

black lives matter and propresident trump supporters. kristina coleman. christina: caravan was making its way downtown when protestors attempted to stop them by standing in the street. third consecutive weekend of tension escalating between competing groups of protestors in portland. last night trump supporters fired pallets and counter-protestors as counter-protestors threw things at trump-supporting caravan. the shooting happened after most of the caravaners left the area. police haven't released information on the victim but associated press freelance photographer says the white man, right-wing group that has demonstrated in portland and

drawn counterprotests. the night of violent unrest has been going on for more than 3 months now. >> failed to protect their communities specifically in portland and we've seen that. we have over 74 -- over 90 arrests. 74 different criminal citations of the fbi's pursuing against individuals. we need portland to step up and bring the violence to a close and i think you'll see a lot of this go away. >> there's also some protests, fighting and vandalism in down town portland, arrests mostly for disorderly conduct. leland: we are also waiting for news conference. see if we can get more information live on channel as it gets underway, gillian. gillian: closer look at the violence that erupted elsewhere, multiple shootings across

multiple u.s. cities, aishah hasnie has the breakdown. aishah: it was a bloody weekend especially with police, let's start off in chicago, two police officers were shot overnight on traffic stop in chicago. the officer spotted a gun inside the vehicle and during a struggle, the suspect shot one officer in the shoulder, the other in the side. in st. louis, one police officer was shot in the leg, the other in the head saturday evening. police are responding to shots fired in south grand neighborhood when a suspect turned gun on them after a 12-hour long standoff and police arrested the gunman. this makes 8 st. louis officers shot since june n. the nation's capitol 5 police officers were injured during clashes at the black lives matter plaza overnight. according to local reports on the ground, protestors threw bricks and fireworks at the police officers, 5 protestors were arrested. this as democrats and

republicans take to the air wave to blame each other. >> the mayors of these cities have let their cities down, they've not upheld the laws and not protected the citizens. >> the president is willfully fanning the flames of this violence. they believe the violence is helpful to them. aishah: and, look, police officers across the country have have been expressing their frustration. police chief down in daytona beach, florida said over the weekend a suspect was trying to murder his officers while they were simply trying to do their job. there was a shootout, the suspect died and the officers are okay, gillian. gillian: aishah live from new york city, thank you. leland. leland: important to put it in perspective a week ago today that jacob blake was shot 7 times by kenosha police, nights of violence followed including the deaths of two protestors, garrett tenney in kenosha where the national guard is on

standby. garrett: a week later jacob blake remains hospitalized. he has gone -- under gone several surgeries. >> he suffered catastrophic injuries, for bullet pierced spinal chord and a bullet chattered vertebrae and a bullet went into his colon and a bullet went into his kidney, thank god they were able to save that. he has two holes in his stomach. he has a hole in his arm from a bullet. he's lost control of his bowel movements. he has no functions of his male organs and for the rest of his life he will be a shell of

himself. garrett: after several nights of mayhem, it's been very peaceful for four straight nights, there's more than a thousand national guard troops here and this morning we saw a few dozen more arriving in kenosha county courthouse. this morning senator ron johnson praised the impact of deploying the guard in kenosha. >> the way you stop the violence and the way you stop the violence, surge manpower and resources and you overwhelm the number of rioters and they can't riot and protect people's first amendment, peacefully protest and they don't turn rights. garrett: the white house says president trump will be coming to k everything nosha to survey the damage and to meet with law enforcement officers. as of now there are no plans for him to be meeting with the blake family that's according to the taxpayer for the blake family, they have not heard anything from the white house. there are concerns that the president coming to kenosha

could hurt rather than help the situation here after four straight days and nights of peace that it could take a turn for the worst once again, leland. leland: chris wallace talked to lara trump about that, his full interview a little bit later 2:00 p.m. eastern, garrett there on duty in k everything nosha as he will be for the rest of the week, gillian, thank you. gillian: president trump plans to visit kenosha wisconsin on tuesday and tour the damage caused by rioters in the city and meet with law enforcement officials. no word yet on whether he will visit jacob blake in the hospital or meet with his family. david spunt has new developments on the president's agenda from the white house. david: white house officials are keenly aware that the situation in kenosha, wisconsin nothing like the situation in portland oregon and that is by design. officials are praising what's happened on the ground in wisconsin because they say the local mayor, the governor in wisconsin welcomed federal help. president trump, chief of staff mark meadows and others in the

administration, top officials aggravated with portland and aggravated for weeks saying that portland simply not willing to take in federelp. clearly the violence overnight in portland where one person was shot dead, we are approaching 100 days, 100 days and 100 nights of violence in portland. the president has repeatedly reached out to portland mayor ted wheeler, listen, get out of my city, we don't need it and we can locally fix the problem here. white house chief of staff mark meadows this morning said the administration is not playing politics and is ready to send federal help. listen here. >> he said any governor, republican or democrat, any particular area can request help of the federal government. we are willing to come in and we are willing to provide additional assets as we did in kenosha. david: exactly 4 years ago president trump tied illegal immigration to hillary clinton arguing the country was at risk from immigrants flooding the southern border, that turned out to be a winning strategy for the

president. the trump campaign now replicating that a little bit differently, this time about violence in cities. yesterday in louisiana, the president was on a tour of louisiana in texas, devastated by hurricane laura, you see in lake charles, but he did have time to work this campaign talking point, listen. >> people in portland should protest because the mayor doesn't know what he's doing. he has no clue. he doesn't even have a clue. david: the president frequently points images across the country. well, biden's team this morning with chris wallace quickly snapped back. >> he is trying to make an argument about joe biden's america pointing to things that are happening in donald trump's america. david: the biden team saying that former vice president biden has been actively talking about some of the violence in the cities saying it's bad and the trump team is saying it's too little too late, gillian.

gillian: we also know now that the biden campaign plans to send the vp and kamala harris outon the campaign trail starting shortly after labor day, so we will see what he says when he stomps in some of the cities, thanks, david. david: you bet. leland: former commissioner of nypd bernie, good to see you, appreciate it. there seems to be goodies ting issues here and i'm wondering if they are linked, one is violence in rioting protestors, counter-protestors that we saw in kenosha, we've seen it in portland and some other cities and then there is the lawlessness in major american cities, we have statistics to put up. it's not just chicago and new york and los angeles but milwaukee, homicides up 91% year to date, memphis up 54%, my hometown of st. louis 42%, kansas city 30 and detroit up 32%. are these issues linked? >> no, i don't think they are linked.

i think the thugs -- the real bad guys, they go out and do bad things on a daily basis. they're emboldened by a lot of the behavior of the politicians, they are emboldened by the leadership in a lot of the cities. new york city, you know, shootings are up, murder is up, robberies are up, violent crime overall is up as it is in chicago and other places because the leadership of those cities, they are not putting resources where they need to be, people are calling for defunding the police in new york city, they took a billion dollars out of the budget and took 600 impact crime cops, plain-clothes cops out of the street that primarily focused on gun -- >> leland: that's new york. is this happening in some of the other city that is we put up the statistics from? >> it's happening in a lot of the cities that are run by democrats and i think that's the biggest problem. you know, i -- i come from a time in new york city from 1994 when giuliani took over to 2002

when he left, we dropped violent crime by 65% and murder by 70 and the black community almost an 80% reduction in murder. it can be done, but you need to right leaders in place to do that. leland: we have seen another interesting trend, this comes from andrew davis out at our brain room who found some interesting statistics that relates to retirement of police officers in chicago. 59 officers in august, there were 335 police retirements through the end of july compared to 475 of all of 2019 and 39 for all of 2018. in other words, we've had the same number so far this year through july that happened in 2018, is that bus they've gotten tired of the chicago winners or because they don't feel supported by kim foxx and others? >> it's a good question. same thing is happening in new

york and number of other cities like them where they don't feel supported by the leadership and they don't feel indemnified by the city and they will not put their lives and families on the line and go out and do job when they are villainized by the leadership. as soon as you get your time -- i hear this in new york all of the time. i've heard it from comes in chicago and heard it from cops in portland and seattle. same exact thing. leland: when you say democratic leadership, is it because the police don't feel supported or they feel like they are going to get charged with a crime if they do their job or if there's a shooting or the crime-fighting tactics aren't the ones that work? how do you link the politics of the democrat -- of the mayor to the crime statistics? >> you know what, here is what happens, the mayor is sort of the commander in chief of the city, right, they have to support the men and women who work for them.

they are to give them to resources they need to do the job. you can't ask them to do a job without giving them resources. if they don't give them the resources, and then when there's a questionable incident, they throw them immediately under the bus without giving them the benefit of the doubt. well, that creates a big problem for the police department and cops that work under the command. leland: in portland at least and they have the press conference at 3:00 o'clock, the mayor ted wheeler is also the police commissioner, there's a direct link there. bernie kerik, former commissioner, we appreciate your time, sir, as always, thank you. >> leland, excellent job yesterday with mat whitaker, great questions yesterday. leland: we appreciate him being here and you watch and finding something else to do, it'll be good for you. get out and play golf. >> thank you. thanks. gillian: you did a great job with whitaker, leland.

for more insight let's bring in democratic strategist and cofounder of third way jim, former policy director for senator chuck schumer. jim, thanks for being with us today, appreciate it. >> thank you. gillian: joe biden taking flax from critics, trump supporters who say he dragged his feet, he waited too long to condemn the violence that we have seen break out in the summer in u.s. cities, took him almost by their calculations 3 months to the day from the day that george floyd was shot dead on memorial day, is that fair, is that accurate? >> i don't think it's fair or accurate. joe biden has been a friend of police for his entire career and, look, the violence, looting, the killings have to end, period.

look i'm stunned and frankly sickened that in the midst donald trump retweeted a post with kyle riddenhouse and murdered two people and what is the message he's trying to send, is the moment of political and moral leadership and our political leaders are trying to fan the flames or contain them and i watched every single moment of the gop convention, the words kyle were never said, i'm not sure that this administration is capable of turning down the heat in america, i'm not sure they want to turn down the heat and as voters are going to decide about this and complicated subject, they are going to say which one is able to turn down the heat and i'm not sure trump does very well on the score. gillian: so the criticism, though, of vice president biden

is that turning -- you know, you talk about turning down the heat but not denouncing violence no matter who is perpetrating it. he's giving a free pass to counter-protestors who have taken to the streets in tremendous numbers this summer. >> well, joe biden in the past has definitely said, you know, he's talked about violence and killings need to end, we need to have a balanced approach and, look, both political -- >> gillian: quickly, has he said that prior to a couple of weeks ago? >> yes, he's taken a balance view on law enforcement that engendered a lot of criticism during the democratic primary. remember, he ran against 24 other people with the one most in the center and took most of the heat for being closest to

police, he wrote the crime bill in 1994, it put a hundred thousand cops on the beat. this is where he's been criticized from the left, so i think he's been pretty good on this, yeah, it's a difficult dicey situation that we are in right now that calls for mature leadership, voters are going to have to weigh which one is going to, you know, provide unity, provide balance, turn down the heat a little bit. i'm not sure donald trump is able to do that. gillian: here is -- here is the distinction that i think should be made in this conversation which is is it's one thing to point to joe biden's record and say he's been a friend to police officers across the country, he's been largely supportive of blue lives. it's another thing to talk about him tolerating violence from certain sectors of the population, meaning from black lives matter activists, meaning from rioters who have taken over

the city streets and really subsumed the message of black lives matter this summer. don't you think it would politically help the vice president, for no other purpose in politics, to be more forcefully outspoken against those people? >> i think it's a shame what's happened with the violence in these cities and with people who i perverted with black lives matter trying to do and really mean. the vice president has said things on this and i ensure he's going to say more. he probably ought to say more but the president is the leader of the nation and is the one setting the tone and it's too hot and these tweets, you know, from his son praising kyle riddenhouse, when do you think a 17-year-old with an assault rifle is the solution to any problem in the world?

leland: check out this video of russian fighter jet, air force released video yesterday saying the b52 was on a routine flight in accordance with recognized international safety standards, the u.s. is calling the russian jet's actions, quote, unsafe and unprofessional. gillian: right now there's -- right now there's a massive recovery effort underway along the gulf coast after hurricane laura battered parts of texas

and louisiana. take a look at aerial images of damage on the ground in texas where tens of thousands of people are still without power and water. meanwhile in lake charles, authorities still assessing the widespread destruction trying to get accurate head count, casey stegall on the ground and joins us with the latest, casey. reporter: the fact that the mayor of the cities looks like every corner was hit by a tornado. look what we found, the street sign, ryan and alamo street, i looked on the map alamo is half mile in the opposite direction. it gives you a sense of what 150-miles-per-hour winds can do and if you continue panning this way, scott, my photographer will show you, look at the sight of the cell phone store, blown out, everything tossed around. about 60% of lake charles still without running water, almost nobody has electricity, basic services, most of the structures have either no roof at all or

huge chunks are missing. people tell us that taxpayers are hard to find. today over at the civic center members to have national guard handing out food, bottled water and precious taxpayers, 6200 troops are deployed across louisiana doing a variety of different recovery jobs and some places still cannot be reached. >> they are saying come don't come back. stay where you are. >> so much debris and power lined. reporter: president trump visited louisiana and texas yesterday. he approved a major disaster declaration for 23 perishes across louisiana alone and that encompasses half of the state. the suffering here is hard to describe but so much destruction and lack of services, the main hospital here in lake charles successfully evacuated all of its patients, pregnant women are told not to even to return to the area because there are no ob

appreciate you being with us. stacy, we have security camera footage on what's happened to your subway stores. it looks like people were not very happy with you as they came in and robbed the place and smashed it up. were you victim of opportunity or you think they targeted you all? >> it's hard to say, i mean, you really can't be sure on any of those, probably a little bit of targeting on some realm. i am speaking out on behalf of quite a few businesses here. that's always a concern when any of us do that. leland: well, if people don't speak out, we don't get to hear about it and the rest of the country doesn't understand it. the threat there is real. real quickly, what's happened to your business over the past couple of months as the violence in portland has continued? >> well, we obviously have the covid effect as well, but our sales at this point at our downtown location are half. leland: wow. >> half of what they were in february. our costs are increasing, it's

-- there's nobody there, it's really the businesses are all working from home due to covid. nobody wants to come downtown during the days. leland: nobody wants to come down during riots at night unless they are rioting. lina in kenosha, wisconsin which i've been to, it's a beautiful town and with great people and then all of a sudden, starting last weekend, did you have any warning that you all were going to be targeted for this kind of violence? >> no, not at all. no warning. leland: wow. >> it just blew up and blew up fast. leland: and the question is not meant to sound tried but is there a reason that you were targeted, were you a victim of opportunity and had glass there that looked fun to smash? >> you know i really do think that's why. it was a business area. it was no reason why downtown or uptown was targeted. we were just there. leland: just there. stacy, we've got this 3:00 p.m. news conference from the police about the shooting.

as business owner you're interested of hearing, what do you think you'll hear? >> well, i think we will hear the same thing that we've been hearing that he does not approve of the vioendto do something ab, again, actions is what we are looking for here. the violence has been going on for incredible amount of time now, over 90 days. businesses are fleeing, we are just afraid at this point. leland: just to be clear, you feel as though is the police that are effectively being hand cuffed by the mayor there. it's not that police can be the control the violence, they're just not allowed to? >> absolutely. we were told during robberies. the police literally told me the hands are tied and we are so sorry for you. leland: wow. the robberies and also, just imagine how scared your employees were. we saw in the video tape how they were there being held up and the police not to do anything. lina, the national guard is in

the streets in kenosha, i'm guessing you all have been able to board up. do you feel safe going back to your store or are you still going to stay closed? >> you know, we -- we are open. leland: great. >> trying to still serve the community. i feel safe. there's -- we have the national guard and police, we have lots of different agencies helping the city. we are very thankful for that and we are boarded up. we will be boarded up for a while until all of that is replaced. i have a wonderful community and we are trying to feel as safe as possible. leland: real quick, lina, the president will be in kenosha on tuesday, what do you want to hear from him? >> oh, boy, what do i want to hear from him? i -- i want to hear an end to the violence. leland: okay. >> i want to hear positive things from him. leland: all right. >> there's so much -- this is a wonderful city, wonderful country and we need to find the positivity in all of our lives so that we can all move forward.

♪ ♪ >> economically, militarily, technologically china is the greatest threat that we face. gillian: that was the director of national intelligence warning americans on sunday morning futures a short while ago that the biggest foreign threat that they face right now comes from china. this week the communist party, the cpc flexing military muscle once again in south china sea with series of missile tests. joining us now with more insight is greg polack, senior at international studies, director over there of the asia maritime transparency initiative. so thanks so much, greg, for joining us today. director radcliffe is absolutely right about the threat from china, but right now we are in the middle of this pandemic and economic recession, we are also

coming up in a presidential election cycle, folks are rioting in the streets. explain to us why americans should care and really care about what china is up to in the ocean half way across the world? >> it can seem abstract, i get that, but china is threatening key planks of international law that it helped write and the south china sea becomes a test case for what kind of world we will live in 21st century, one that's governed by federal rules that nations helped and resolve peacefully or wasn't where we turn to rule of the great powers which led us into two world wars a century ago. china wants the latter, china wants to set own rules and everybody else lives with it. gillian: so we have all of this evidence, we've got photos, i think we've got video, we've got

satellite images of what the chinese government has been up to over there for years now. it's not unique to this administration. this started more than 4 years ago. why is the united states allowing them to go down this road? >> the problem for the u.s. has been there's no real military solution here. the military has to be key component, but china has been very good at keeping the south china sea below the level of military conflict. it uses law enforcement and military force to kick around neighbors and so the solutions lie in diplomatic and economic spheres and the u.s. has been been hesitant to use economic leverage on this issue and the u.s. finally waking up to the fact that all the navy in the world will not fix the south china sea. gillian: this essentially boils down for the u.s. the strategic
