union refusing to return to work. what they want and what biden is calling for are billions more in federal dollars. >> giving raises to teachers. we will double the number of school psychologists and nurses and social workers in school. we need them especially now. >> teacher unions members are taking leaves of absences across the country. in new york state 20% of teachers chose to show up for students. the state safety requirements were met but the teachers won't show up in schools. some schools are suing a democrat led dade county after they closed all of their schools despite the fact that these private institutions met the

safety requirements. who is responsible for keeping kids out of school? trump or biden campaign and his party. and biden tried to blame trump for the riots in portland, kenosha, new york and elsewhere. >> did anyone believe there will be less violence in america if donald trump is reelected. he may believe mouthing the words law and order makes him strong. his failure to call on his supporters to stop acting as an armed militia in this country shows how weak he is. >> trump can't deploy federal troops without the consent of democratic mayors and governors. when help was asked, it was given. was it donald trump or his supporters attacking conservative leaders in public or threatening people? just last week leaving the republican national convention outside of the white house. >> [shouting].

orleans needs a fair share of resources for the monthey the state has received and the city of new orleans has yet to receive a full reimbursement of expenses that were approved -- >> i was trying to diagram that sentence in which the washington, d.c. mayor bowser created a panel to review the names of schools and parks and statues in the wake of the blm protests. they recommend that jefferson and others be stripped from schools in the district. even a washington monument they say should be removed. biden said monuments to founders should remain standing. do you think he will stand in the way of bowser or her minions and their recommendations?

probably believe he will support fracking too. >> laura, your reaction to the blame shifting from biden these days. do you think this works? he is blaming donald trump for what we are seeing on the streets? >> well, raymond, this is consistent with what americans have seen from almost the day donald trump was elected. this is one long information operation. one side of this fight has information dominance. they control the messages in most of the medicinia. -- media. they said donald trump is a neo-nazi and white supremacist. this ignores the views of the blacks and hispanic and white house and asians and others who don't see donald trump that way. they don't think it's true. there were people in kenosha who wanted to see donald trump and hear from him and wanted the

president to come. that view is never reflected in the media. it's one sided. what is happening here if your entire campaign and talking points are built on lies, then you have to keep telling more lies. my other said a lie has no legs. the only thing that really stands up to questioning is the truth. information dominance doesn't change what is true. it allows you to get away with lying. it doesn't change the truth. what they are dealing with here is that biden is blaming trump for everything. the democrats won't take responsibility for that. that's their default position. they are trying to make this election just about the personality of donald trump. they don't want anyone to look at the principles. things americans care about will be around the next election when donald trump is long gone. religious freedom and those

things. >> those are the things that last. we are getting whiplash in media following this kenosha story. the biden spokesman condemned trump going to kenosha and said we won't go there. the head of the kenosha naacp came out against the visit. >> do you have any plans for him come to kenosha to visit? is that something you would support? >> not at this time. we don't needs candidates to come here. >> governor, here's how biden responded today. >> i have spoken to all of the leaders up there. there has been overwhelming requests that i do come. because we have to heal. >> governor huckabee, what would the response from the media have been in trump dismissed the

naacp like that? >> well, the same we got for him having gone to show support for the community. this is not about the protestors. this is about the people who live in peaceful neighborhood who just want to raise their children with a safe place to play. they had their lives destroyed by the rioting and looting and burning. and the shooting. the president goes to try it offer the same kind of comfort he would offer the people of louisiana after hurricane laura. that's what presidents do. not what candidates do but elected people do that. in the local people had begged him not to go, he goes. he is in trouble. if he doesn't go he is unsympathetic. >> he was warmly received? >> of course. he is the president. there was a time in america

where people regardless of their party respected the fact that the president of the united states coming to a community was a wonderful and important thing. i felt that way when barack obama went after any natural disaster and he showed up. it was an important reflection of him representing all of the people in the country and saying we put our collective arms around you. this president did that and i am glad he did. >> i have to touch on ted wheeler the mayor of portland. his home was attacked for several weeks. he said in a statement to his citizens, we can't allow our anger to destroy what we are trying to support. what do you make of this? he moved out of the building to spare the other people in his apartment complex. your thoughts, 30 seconds? >> there have been violent riots night after night in portland for more than 90 days.

the mayor of portland has done absolutely nothing about that. there are many people in that city who do not support the riots and do not support antifa and want the mayor to do something about it. for him to stand up there is the ultimate in hypocrisy. it's laughable. it's a joke. and the questions in the press conference were ridiculous. >> thank you for your insight. antifa used the shooting of jacob blake by kenosha police to terrorize cities across america. one place antifa struck was sacramento california. they set fire to government buildings including the d.a.'s office. and antifa thugs smashed windows and covered the building in graffiti. police officers recovered

equipment used by them. the d.a. shubert is demanding those responsible are brought to justice and she joins me now. why did they target your office? >> there was a planned attack on our office and much was led by antifa. the first was a peaceful protest but the second was organized and planned by antifa. it's an organization that their whole end game is the destruction of democracy. they will do that by violence and intimidation. the night this happened, they targeted government buildings. the d.a.'s office which is the institution of law and order and the sheriff's department. their tactics are designed to destroy this country and take

down capitalism. that's the end game for these folks. >> are you in any way coordinating with bill barr's office, the attorney general in washington, d.c., as you prosecute these cases? are these people from out of state? >> i don't deal with the attorney general. there is a local u.s. attorney's officers. we coordinate with them. if we have the ability to prosecute we will work with them for the best avenue. where do they come? many came from out of sacramento. they don't belong here. they don't live here. we have a lot of intelligence they are coming from places outside of sacramento. >> only a few seconds here. i read posts on facebook where antifa said they are planing to terrorize people in their homes and local businesses.

what are you prepared to do to stop that and how do you prosecute these folks? >> we figure out who they are. if anybody knows our law enforcement partners we will do everything we can. the night they tried to set our building on fire, if you left your dna behind we will figure out who you are. they tried to post where they think where i live on social media. this theme of intimidating by showing up at people's homes has to end. we will do that by identifying them and prosecuting them and making sure they understand we won't tolerate it. >> thanks for being here. coming up the fbi is warning chicago police that criminal gangs may have made a pact to kill officers. the university of notre dame is distancing itself from legendary

moments. first as chicago police struggle to contain the wave of violent crime in the wake of blm riots. their own lives are being threatened. chicago police confirmed to fox news that the fbi is warning the city's law enforcement that criminal gangs formed a pact to shoot on sight any cop that draws a weapon on any subject in public to garner media attention. joining me is anthony napolitano and a former chicago police officer. 36 gangs are mentioned. did you ever think we would see bounties on police officers? >> never in a million areas did i think we would see this. what is fuelling is our soft on crime approach the state attorney takes in chicago. we created an emboldened

criminal system. they will take shots at police. our officers are being shot at weekly. it's something i prayed would never happen and it is happening. it's crazy times. >> this is what the superintendent david brown said of the fbi intel. watch. >> violent offenders acted with impunity more than this year. 51 officers being shot in one year that quadruples any previous year in chicago's history. it's more than a suggestion that people are seeking to do harm to cops. >> a scantsal. -- scandal. it's clear police are still being targeted. is the city and the mayor doing enough? >> i think the mayor is doing everything she possibly can. we can always ask for me.

myself and other aldermen asked for the governor of the state of illinois to step in and send the national guard. i think our police officers are overworked. it's at the point where we are bringing in other city departments to help us get control of the city. there is always more we can do. i think we needs more help. we have to bring in the national guard. they put it on it's a budget issue but we are paying overtime for police officers and bringing in other departments to help out. there is always more we can do. >> anthony, as you know, president trump offered this federal help to come in. you think it's time that the white house is asked for this? >> let me break this down. in 2012 we had nato come to the city of chicago and we brought in the department of defense to

help. now we have an opportunity to protect people and businesses. the only thing that changed from 2012 to now is who is sitting in the oval office. people don't want to make that man look like a hero. >> it's a crisis. we will check in with you. college football is an election issue. while the left wants to keep players off the field the president is working to get the season up and running. >> i had a good conversation with the commissioner of big-10 football to get the big-10 playing again immediately. let's see what happens. they want to play and the fans want to see and the players have a lot of stake including playing in the nfl. >> few people have a better understanding what have is at stake for student athletes than

my next guest. legendary notre dame football coach lou holtz. are these players endangering themselves to covid-19 by training? >> i think it's important we get society back and football is a large part of that. lsu had 4 outstanding football players pass up because of covid but only 6% at best have been sick from covid-19. we don't have a single college football player being hospitalized. i am not sure we can finish the seaso

season. the quarterback could not come because he had contact. >> a letter was released by the father from notre dame in reaction to your rnc speech where you suggested that biden was a catholic in name only. he said this must not be taken to imply that the university endorses his views. we must never question the sincerity of another person's faith. were you questioning joe biden's faith and were you surprised by the university's statement? >> i was not questioning joe biden. everything i understand he is a wonderful individual. i do question the decisions he's made and the stances he's taken on abortion. i have great respect for notre dame. they educated 3 of my children and 3 grandchildren. father jenkins is a tremendous presence. i have no idea how anybody would

think i was representing notre dame. i wrote my own speech. notre dame came out by accident. i don't know what it is that everybody is opposed to. i am against abortion. my oldest grand-daughter is 5 months pregnant. she was adopted a birth. i can't tell you how much joy she brought to us. i have great respect for father jenkins, but it's got to the point you can't voice your opinion without somebody else attacking. i walks down the street and people of spitting on you. where is free speech? >> when i heard your statement i thought he is defending church

teaching. i was surprised notre dame made a statement. they didn't apologize for hiring mayor pete buttigieg who support abortion. i want to play this for you. joe biden took a shot at your critique. listen to this. >> i am a practicing catholic and have been my whole life. i practice all of the almosts of my faith. my private beliefs is different from my imposing that doctrine on every other person in the world. >> your response? >> joe biden has a record now. he says abortion in the ninth month. that didn't mean he is a bad or evil man. it's not just about the potential candidates. it's also about the parties. the most powerful country in the

>> ♪ >> the fox news alert. raymond arroyo sitting in for laura ingraham. protests erupting in washington, d.c. after police shot and killed an 18-year-old black man deion kay. fox's rich is live in the nation's capitol. youor the scene. what are you seeing? >> what we have had here lots of chanting and protesting. black lives matter. this started a couple of hours ago after police say there was a shooting in this area around 3:50 this afternoon. according to the police department in d.c., officers were responding to a vehicle. people fled on foot. an officer fired his fire arm. an adult was taken to the hospital and pronounced dead.

shortly after that at the seventh district police station in washington, d.c. there were calls on twitter to get focussed mobilized. you are getting a lot of speeches and chanting. what we are not getting is that much information about what transpired around 3:50 or 4 o'clock this afternoon in d.c. which led to this shooting. what we know from the police when they were asked what the circumstances were, the police chief responded saying we won't speculate. we need to complete our investigation. we don't know why yet. uniformed officers had information that were guys in the neighborhood with guns and the police also recovered guns on the scene. the details are still murky. trying to figure out what happened as protestors gather in d.c. in front of the police station throughout the evening. >> before i let you go, how big of a crowd do you think this is? what are they asking for?

>> i would say this is probably between 100 and one 50 people here. it's black lives matter protest. -- 150. a lot of the same chance you have heard in washington, d.c. by the white house there are protests. this time there is an incident specific to washington, d.c. something that hasn't really been the case of late when it came to protests. >> rich, thank you very much. stay safe. we will check back in with you. joining me is ted williams, a former d.c. homicide detective. we don't know what happened here. we know there was apparently two young men. cops aproached them. two guns were recovered. what are you hearing and what does that tell you? >> yes, this is not evolving

situation right now where the investigation is clearly continuing. but from what we know from the chief newsome of the washington, d.c. police department around 4 o'clock this afternoon they got word there were men in the area with guns. uniformed officers went into the seventh district area and approached these men. at which time there was one of the individuals shot and killed as you already reported. they did in fact find two guns on the season. others left the scene. it's a very fluid situation going on now. the group black lives matter went into the seventh district and they are protesting. they are concerned about right

strike are good things. but the "new york times" magazine thinks otherwise and put out this piece last week with the headline convicted of sex crime but with no victim. what were these men guilty of? . the "new york times" magazine ran an article questioning the prosecution of grown men caught attempting to rape children. it focuses on a sting operation in washington state called net nanny. hundreds of men were arrested and charged with sex crimes. however, the article targets operation underground railroad and its role in bringing all of these child predators to justice. joining me now is the group's founder. why the "new york times" magazine defending men seeking to rape children? >> they are making a big deal
