jillian: the city of chicago, $1.2 billion. >> this is the city deals with rights including estimated cost $60 million. joining me to react is anthony napolitano, thanks for being here. looks like the law-abiding people of chicago are going to have to do really deep to pay for what the looters did in light of these failed policies of chicago city leaders. is that an accurate assessment? >> these are scary times which if you work the actuarial's in the city of chicago from the last administration you knew we would have a pretty large budget deficit in the billions and this looting on top of it is going to be the kick in the teeth. it is going to be an all hands on deck situation for city council and the mayor's office going forward to get ahead of this?

news, crime stats in chicago for the month of august showing a decrease in murders and shootings, homicides dropping 45%, there you see on your screen. is this proof positive that operation legend is working? >> funny thing about the statistics is we are comparing chicago's ability july to chicago's august. the real comparison should be done of the crime in august of 2020, we are up 72% for people being shot and if you compare it with the crime of people shot and killed in 2020-2019 up 37%. always good to see a decrease month-to-month but overall the crime is getting ahead of everything else in the city of chicago. we need to take a stand. jillian: what do you think needs to happen to get the city back on track? >> i go on all these shows constantly, it is becoming a little bit on the redundant side. what i am saying is we need help. the city of chicago can't do this alone. our police department can't do it alone. jillian: wise no one listening? >> i don't know.

england journal of medicine they took 30,000 patients who tested positive for coronavirus and followed them and showed the antibodies peaked at two months and plateaued at four months. what it tells us is we might have hope with success as far as a vaccine is concerned because our antibodies and reaction to covid-19 disease mimics that of how a vaccine good work. how long we would be protected if we were protect if you had antibodies, we don't know about protection to see the disease again, we have a lot of unanswered questions, four months is better than a few weeks. if the vaccine is effective for four or five months we will take it for now. >> the cdc set the goal, they

down on the economy though win this election in these swing states. now, if trump goes all in on law and order, does he win swing states like north carolina? >> i still think the economy is a big deal. particularly relation to covid appointment have to know that a second term trump administration is going to do something for them. i thought he had a pretty good agenda the first term. people are looking to hear. and now we have this pandemic. people are wondering when they are going to get back to work, when their children can go to school. if you are a working mom, what do you do if the schools don't open and teacher unions fighting those openings everywhere. but right now people are focused on the chaos. it's been a radical change. you mentioned from a year ago. a week ago nancy pelosi was suggesting we didn't need debates. joe biden was still down in his basement, not coming out. and he must have seen something that really, really frightened him because now he's out there

like a traditional candidate. jillian: that's actually what i was going to ask you at the top of the segment is how interesting it's been to watch this sudden change in approach when it comes to joe biden and the campaign with all of the sudden, you know, heading to various locations. today he is heading to kenosha, wisconsin, visiting there for the first time in nearly two years. what do you think made this made this shift in the campaign? and do you think it's a good idea for him to visit kenosha after president trump was there. >> yeah. i think he has. to say hillary clinton never went to wisconsin. i think he has to. look, you have the mayor and the governor attacking the president for going there. the president's dilemma. is does he go there and does it cause greater protests or something. but, joe biden has a dilemma. because these people are friendly to him. you know, the cities are his strength. right? democrats' strength. but if people see that joe biden very close to the governors and

the mayors who cannot stop this violence, that's a problem for him. i have think that's a bigger problem for him than the actual protest. the fact that it is occurring in democrat-run cities and that they have been incapable or unwilling to stop it. todd: bill, we have about 30 seconds remaining. obviously joe biden head today wisconsin for this healer in chief mentality. does that help him win the election? do you think being this healer in chief compare and contrasted to president trump ultimately seals the deal for him? >> i don't know if it seals the deal. i think it's probably a good luca goodlook for him to go thee are tired of all the noise and the drama and the via leption. the problem is you can't be a healer unless you can stop this. todd: right. >> that's what he had to persuade people that he's up for the job. he says rioters are bad and should be prosecuted, will he really support that? and will he condemn people like
