trip is about much more than collective bargaining, biden's plan for union talks a lot about healthcare, guarantee public schools for children of union families including universal pre-k and clean energy jobs, that is important for biden to unpack and allegations from the trump campaign that is energy plan would band fracking. biden's plan does not band fracking or fossil fuel extraction, he calls away from fracking by not issuing federal land, private fracking would still be allowed. president trump narrowly won pennsylvania in 2016 and today kamala harris tried to get out ahead of this issue. >> joe saying listen, one those are good paying jobs like places like pennsylvania. and two, we also need to invest and put a significant investment in the good paying union jobs that we can create around clean energy, renewable energy.

eric: a dramatic rescue, national guard helicopters saved hundreds of campers in california. after a wildfire jumped a river and trapped them in this year national forest in the northern part of the state. we have team fox news coverage for this video. >> the dangerous heatwave hitting the southwest in california. let's go to christina coleman who is following the wildfire in los angeles. >> firefighters are now working 22 major wildfires that are burning across the state right now with the dangerous heat continuing to blanket the west, the california army national guard has the airlifting people to safety from the creek fire, more than 200 people were rescued as a fast-moving wildfire swept through a camping area at a reservoir in this era national forest, 20 people were hospitalized, ten moderately injured into severely injured.

this massive fire as of today is 0% contained and has already burned 45500 acres since it started on friday. forcing mandatory evacuations and threatening thousands of structures. meantime california's independent system operator issued a flex alert for the state power grid to conserve energy because the heatwave is it increasing electrical demand. they are asked to use not major appliances innkeeper conditioners as 70 degrees or above from 3:00 p.m. - 9:00 p.m. today and tomorrow to conserve energy. also the record-breaking heat baking the west this holiday weekend is making outdoor activity deadly. in phoenix for the high of 112 degrees at least five hikers had to be rescued after suffering from intense heat. yesterday cruz went up and down camelback mountain to bring the hikers to safety. >> the firefighters were being dispatched to another person that was having heat related problems, what the crews did

they hurry up and put them with water in their system, reloaded, grabbed their gear and went back to the mountain. >> all of the trails in the santa monica mountains and malibu are now closed for the rest of the holiday weekend after a hikers heat related death there yesterday. eric: such as shame, we have to be careful in the heat. arthel: the window might be the heatwave break with the question, here is our meteorologist for the forecast. >> this is going to be sticking around for the weekend, we continue to see the heat of by reasoadvisories stretching to te desert southwest to the california coast even creasing into portions of oregon, and continues to be incredibly hot for the next couple of days. daytime highs today again widespread well above triple digits, you see that all the way up and down the state of

california but some of the spots in the desert southwest 115 and 120 degrees, humidity mixed with that feel like it's in 120 since several locations and incredibly warm, this does continue into the forecast for monday and very similar numbers across the state of california and i want to take you to the west, this is almost absurd, 94 degrees in denver for monday take a look at tuesday, a cold front settling in and a daytime high of 37 degrees if you live across the coast, incredibly hot and this is not relief but it cools off in a big way and there are winter storm watches and warnings stretching across colorado running to montana. this will drop from 18 inches - 24 inches as much as 2 feet of snow this winter like system even though were talking about incredibly warm weather and despite all of this happening to the east, it is still going to be triple digits on the west coast, wild weather out there as we move through the holiday

arthel: public health officials are sounding the alarm of a possible spike in new coronavirus cases after the holiday weekend. many cities have stepped up enforcement of current safety restrictions or could new ones in place to limit trial size. charles watson is live in atlanta on how some of the country's most popular tourist destinations are handling labor day. >> public health officials are concerned that a careless labor day weekend could lead to a spike in cases in the fall.

in texas record crowds are expected at parks and beaches in galveston island as they remain open to the holiday weekend and dr. fauci urging people not to let the guards down against the virus. >> when you have a holiday like labor day we have seen after the fourth of july, we saw after memorial day a surge in cases, wear a mask, keep social distancing, avoid crowds, you can avoid the surges, you do not want to be someone who is propagating outbreak. you want to be part of the solution. not part of the problem. >> california and many cities and towns are closing beaches to contain large crowds this weekend and beaches that are open officials are ramping up local enforcement of public healthouse orders mandating peoe wear masks and physically distance or face a fine. thousands of people are rolling into daytona beach for fun on

eric: that is president trump and democratic vice presidential candidate kamala harris after the center disease control told state to distribute a cove in 19 vaccine by november 1. the president as you heard said we could have one as early as next month. some companies are working to develop vaccine feverishly in their preparing a pledge that they will not even see government approval for any vaccine unless they are certain it is safe. for me cdc director tom frieden is here with more with us. do you think that a completely safe fully effective and utterly properly tested vaccine would be available in eight weeks or less? >> we are going to have to see, there are big trials being done by many different manufacturers and we will have to see what they show, i cannot say in advance, that is what science is, we have to look at the data and not just how effective they

are but how safe they are. some of the vaccines have never been used in people before. we don't have any approved vaccine of this type. it is really important, vaccine is the single most important tool that we can have two stop covid but it's not going to make it go away overnight and we cannot cut any corners on safety. eric: can you explain the way it works and what the new study is and what normally would be done, how long would this normally take versus what they're trying to expedite right now. >> they have done a lot right with operation warp speed, there hedging their bets by having four different types of vaccines that they are looking at and they are starting the manufacture of a vaccine even before we know they work so they will be available sooner and it's sensible to begin telling states and healthcare providers that this may be coming and what they may have to prepare. it is pretty complicated, some of the vaccines, nine and 7 degrees, nobody can store that for current length of time.

but what a phase three vaccine looks at, is it effective, doesn't work and is it safe. there are three things that we need to have for a vaccine to work. effective, safe and trusting. it can only be trusted of the science is clear and transparent. one of the things that many ar , many people are concerned about are they going to stop these trials early. it could be instead of 30000 people, that's what they're planning to enroll, after ten, 15 or 20000, it looks like it works. that is too soon. you need to finish the plan trial and make sure that you know whether or not it is effective and safe. even after we roll this out, we will have to track. arthel: i hear what you're saying, sorry to interrupt, you don't want them to jump the gun, they want to cut the number of people and have a full trial to make sure there are not any side effects or danger to this.

>> absolutely, i think frankly some of the things that happened recently with the fda and the cdc have made people concerned. these should be independent agents and when you have the fda making them a mistake about convalescent plasma and cdc giving recommendations that are not supportable by science in terms of who should get tested. if your contact of a patient with a covid you should get tested seek and stop spreading it to others. that really makes people worry that these things are wrong and what will they do with something so important as a vaccine. we will have to see and hope it gets done right in the vaccines work in safe and effective in a big part of getting us back to a new normal. eric: what is also comforting his executives as some of the major companies, johnson & johnson, madera vaccine they said they will not let anything be tested by the government and not submit something that they

do not think is safe so it will not get to that part. let me read you a letter from the biotechnology innovation which is an industry group heading what you said, fda should maintain the historic independence of the gold standard international regulatory body free from external influence. political consideration should be put aside by republicans and democrats alike. our nation's leaders should reinsure the public politics will not influence the development and approval of the new medicines about the safety and effectiveness of such notice and should be based on a rigorous collection and assessment by all the corporate bodies and it should be based on sound, public, health considerations. how do we know if we get a vaccine it is being done and distributed for the right reasons? >> there are two independent committees made up of the world's top experts that advise the fda and cdc, the fda

committee of the vaccine and biological committee and the cdc committee is advisory practices committee and both of those committees have really terrific scientist on them and they should be provided with all of the data on all the vaccines and the interesting thing, that is in everybody's interest in the company's interest, the public's interest in politicians interest that we can trust the institutions that we trusted for decades to base decisions on science because that is the most effective way for us to fight this virus. we can do that by joining together. were all in it together, there is only one enemy and that is the virus. eric: that is for sure. finally usa today has an intriguing pull about whether people will take the vaccine, would you take a vaccine asked that only one third said as soon as they say, 44% almost half will wait for someone else to try and. let's have someone else be the guinea pig. doctor, would you take a vaccine

in october or november? >> it depends on the data, i've looked at the data and make sure no corners were cut, i would make sure whoever needs it most would get it first but if it goes to the full fda process and approved in full cdc process and approved in it were my turn to get it, sure i would get it. i would also make sure we are following the 3w's, wearing a mask, watching our distance and washing her hands. all of that is going to be needed to get our jobs in our economy and educational system back. eric: especially over the labor day weekend where it's so easy to let your guard down. doctor tom frieden, former director of the center for disease control. thank you for health of this country and thank you for your advice and intent today. >> thank you. eric: good to see you. arthel: the voters who may decide our next president, the undecided and there are new poll numbers reflecting what they are

>> in the raleigh warehouse with masks on his social distancing and force, workers are mailing out thousands of the opposite team ballots for the november election. >> we have over 70 folks working to get the ballots ready and out the door. >> north carolina became the first state to send out balance and demand it surging, more than 643,000 people have requested vote by mail and four years ago that number was roughly 39000. >> the early you get in the higher likelihood that there will be no issues and yours will be counted. >> this week president trump suggested some people may choose to vote twice. >> send them in but if you go to vote and they are not counted that you can vote. that's the way i view it. >> north carolina top election official tells fox news voting twice is illegal. >> we don't encourage anyone to vote twice. there are safeguards in place that prohibit that taking place. >> instead the state encourages voters who are concerned to track their ballot online to see

when it has been received, north carolina political party leaders tell us they have feet in the state system. >> we have a very good track record in the board of elections has done a good job. >> i 100% confident of the board of elections that we can vote safe and very reliable. >> north carolina is about around state and the president knows it, he is planning to go as they reach box office. early voting and state officials say it's possible up to 80% of all the ballots cast in the selection will happen before election day itself. in raleigh, north enter mark meredith fox news. arthel: president trump not see much of a bump and democratic presidential nominee biden saw a slight bump in the poll, since in recent polling shows roughly 6% of people surveyed say they were undecided or not sure when asked which way they would vote

if the presidential election were held today. here to break down what this could mean, politicos white house correspondent and associate editor, thank you for joining us with fewer undecided voters, which candidate does not go well for and talk about the benefits of there being fewer undecided voters at this point. >> i think it does benefit biden at this point because he is 30 ahead according to the polls and significantly ahead over the margin of error in the polls. there are fewer undecided and he is leading and seems like it would do well for him. i do have to caution people thought hillary clinton was going to win last time and there was all sorts of undecided at the end that went for donald trump and so he did come out ahead obviously and there is also the thought from the trump campaign that there are hidden trump voters and people that don't share their preference in

a poll when they're called, they will not share who they're voting for. they are really counting on that to show that there is other supporters out there but we are maybe not seen them in the polls. arthel: the president's campaign saying there are people who will vote for the president but they will not admit to the pullers and then you will see what happens come election. 58 days, still a long time given our current news cycle. how can the president take advantage of the next 58 days to win reelection and how should biden run the next 58 to pull off the upset. >> one of the things that the president wants to do is make sure his voters get to the polls, that is pretty obvious, he is counting on his supporters being more energetic and more likely to get out to the polls then joe biden. he is really looking to energize them, continue to talk about things that they want to hear and continue to do things. he is also obviously have you've heard and reported looking for changes in the coronavirus.

he's hoping for a vaccine, he's hoping for a significant reduction in infection and maybe school opening, business opening and a lot of things can happen in the next couple months that might give him an edge that he is counting on one of those things to happen. joe biden as you have seen has been low-key, there are a lot of democrats that would wishing to get out on the campaign trails and visit some of the states and they want to see him and hear from them, that is what we will see him do in the next couple of months. arthel: finally there is a usa today university poll that i want to show you, who you thin think -- there is a typo, basically who is going to win the debate and that is the answer is 47% trump and 47% biden. wrapping up with you, you are saying is about these guys in these two men on the screen getting out to speak to the

people, people who watch the debate, will that make and sway them one way or the other customer. >> i think in 2016 there were a lot of people that tune into the first debate between donald trump and hillary clinton because they wanted to see what this would be like. donald trump came out of nowhere and he would never run for political office, they wanted to see that. donald trump is trained to push hard that he is a fighter and he will go out on the debate stage and clobbered joe biden who is meat. obviously joe biden has been campaigning and debating for decades now so he is obviously a person that i think there will be a lot of people tuning in and that might be a factor, the debate including the vice presidential debate that might get the undecideds to say i watch this, i heard what i wanted to hear or this person was acting the way i wanted to hear them so this could still be a factor, any of these debates could be a factor. arthel: we will watch them all. anita kumar thank you very much.

happened as if it's tragic, it's terrible it should not happen. we have not had any proof yet but i will take a look. it is interesting that everybody is always mentioning russia and i don't mind you mentioning russia but probably china at this point is a nation that you should be talking about much more so than russia. eric: that is president trump on the suspected poisoning of alexei navalny. opposition leader is a strong critic of vladimir putin. they also campaign against the russian oligarchs and he has been in a medically induced coma since he was flown to a german hospital last month. the toxicology shows he was poisoned by an agent that was developed by the soviet and they would deny any responsibility and they are threating possible sanctions if moscow does not clarify what happened jim walch
