"outnumbered" starts now. >> harris: we begin with a fox news alert. president trump on his way to battleground florida as the presidential campaign enters what feels like the final sprint. this, as the president and joe biden are spending labor day -- or did -- attacking each other over the economy ahead of the election. the president with a warning. should biden-harris, the ticket, win in november. >> biden and his very liberal running mate, the most liberal person in congress, by the way. he is not a competent person, in my opinion. they would destroy this country, destroy this economy.

>> harris: also today, the democratic nominee is saying the president does not understand ordinary working people. he went after president trump's handling of the coronavirus, while meeting with union leaders in the swing state of pennsylvania. >> it this economic crisis called by his failure to deal rationally with covid, not even acknowledging it, it's just -- it is all about refusing to deal with the problems that affect ordinary hardworking people. >> harris: the real clear politics average of polls has been seeing biden beat the president by about seven points most recently, with just 56 days until election day. and, yes, we are all counting. this is "outnumbered." i'm harris faulkner. here today, melissa francis. fox business anchor, dagen mcdowell. host of "kennedy" on fox business, kennedy. joining us today, fox & friends

cohost brian kilmeade. the rest of his resume would take about a half hour, so we are just proud of him. good to see you. >> brian: thank you for having me on. i repeat she did it. >> harris: absolutely. let's start with the here and now. you've got the president just getting onto air force one. we are waiting for just a few mitts from now, we have comments from him. but we already know that he talks about some of the things that were brought up over the weekend. not to mention money. brian, what are your thoughts? >> brian: it's a shock to see that "new york times" story proven correct. all the money he was able to gather, they are on the stretch, three months until election day. it is stunning that the reports are correct. $100 billion of his own money in. i'm amazed at this, at this point in this race with the debates, two and a half weeks away, and with the election three months away, it seems joe biden is taking the presidents issues and he wants to sell us that those are his

issues all along. oh, he now wants to bring manufacturing back to america suddenly? "now i've got to be tough on china." why, because 73% of the american people look at china as an enemy? "i think it's time to crack down on those riots." why, after two months did you suddenly come around to that? if any independents are left are buying this, looming in the backdrop are the left wing of the party that allowed him to get this nomination, who had a document they both signed together. i think the fear among moderate americans, like joe biden in the '90s, is that he will give way to all that is soon as he gets the job, if he gets the job. >> harris: you know, it's interesting what you are talking about, though. politicians will often do that. they look at their own weaknesses and figure out what the other team is doing. kennedy, i might ask the same question of the white house,

because the president's coronavirus numbers and how he was doing with approval ratings hadn't been doing as well. he began to pick up the mantle and talk about it a little bit more just in recent days. i'm wondering, maybe they both borrow from each other. >> kennedy: absolutely. those are the two big issues that they can't run from, and they are trying to own, the economy and the coronavirus. it's a mixed bag for both, because biden is following the president on the economy where he will have success, and where it's problematic for him, raising taxes, raising taxes on the middle class, and an unconscionable spending program, for people who follow the markets and are going to solely vote for the president based on the economy, which is a lot more people than i think admit freely, that is going to be a tough issue for them. i think the only thing the president can do going forward in terms of coronavirus is put his energy where he has been

putting it, and that's on a coronavirus vaccine. looking back, trying to play monday morning quarterback with some of the decisions the federal government has made and some of the missteps they've had, i think that's a losing game for him. if they can, in fact, get a safe vaccine in time, the one-two punch of that with continued economic growth and the unemployment numbers going down, that is when you are going to really see the race tighten. >> harris: i mentioned just moments ago, that was obviously video from a little bit ago, because the president is already on air force one on his way to florida. when he made those comments, reporters on the ground were getting ready to live play that tape for the first time as soon as it becomes available. i've got some notes here. melissa, i come to you for your thoughts on this. this is the most important aspect, the election now. it's kind of what brian was talking about. the president said much more money than we had last time. if we need anything more, i've

put it up. in the 2016 primaries, put up a lot of money. double and maybe even triple what we've had. the money issue really didn't play a part last time though, right? you pointed this out time and time again, melissa. hillary clinton, it wouldn't matter how much money she was putting up, she was going to wisconsin. she wasn't going to certain states. >> melissa: no. i mean, it's amazing and hard to parse. it's hard to believe he doesn't have all the money in the world in the conference, because certainly that was the way that money was flowing. i know the biden campaign has been spending a fortune. to be honest, a lot of their ads are pretty fantastic. there was one biden ad playing right now where he is looking directly into the camera and it says is as if he's at a press conference and responded to questions. that's not his strong suit, but he just walked into the room, you would think it was a news clip. it's a good

add. they are really flooding the airwaves and working really hard at that, and that does have to have some sort of an impact. at the same time, all we heard at this time in the last race was that president trump has no ground game, no grassroots, nobody out there. you go into town, there's nobody volunteering for them, no one going door-to-door. that's how i would contend is going to win. i don't think we necessarily understand all the dynamics behind this, but definitely the biden campaign is spending a fortune and the stuff they are putting money into looks good. >> harris: you know, i think i heard you in agreement there, dagen, the ground game. it's very different for republicans this time around. as chairwoman ronna mcdaniel of the rnc said, they had a million door knocks months ago. they played this ground game very differently and have had to tweak it, obviously, without rallies. doing it in other ways for registering voters during the pandemic. just interviewed her last week,

she feels pretty confident they've done much more on the ground. maybe they heard what melissa was saying last time around, that the ground game was something they were needing to work on. >> dagen: some messaging probably needs to change for the trump campaign. i will point to this, talking to pollster lee carter, everybody talks about law and order, but law in order does not hole as well as talking about safety and security. in the quinnipiac poll last thursday, if you look at battleground states, pennsylvania and florida, researchers asked voters -- this was in "the new york times" -- they ask voters who they thought would do better in a generic crisis, just using the word "crisis." language that intentionally left out things about a pandemic where the protests. in both those states, voters were slightly more likely to choose donald trump. if they were asked about the coronavirus crisis specifically.

also, in the fox news poll last week, voters approve of donald trump's job performance than back his reelection. how do you convert those voters into actually stepping up in voting for him? i think the biggest case he can make in terms of the economy is he won the presidency because of the lackluster growth and the malaise in this country that was eight years of barack obama and vice president joe biden. under his stewardship, that you had wages growing for the lowest skilled workers, at the fastest pace in two decades. you had rank and file worker wages growing faster than those of their bosses. the fastest in ten years. the wage gap was closing. this is the case the trump campaign estimate. are you going to vote for joe biden because he wants more government regulation and he wants $4 trillion in extra taxes?

he wants to take money away from corporations that they could use to give you a raise or hire you back. that is the case he'll make, because that is what held this economy back during eight years of obama-biden. >> harris: real quickly, because kayleigh mcenany, white house press secretary, was also talking about the obama-biden economy. let's watch that. >> oh, he wants to talk about simple facts? i have a few simple fact for him. let's start with the fact that obama-biden oversaw the slowest economic recovery since world war ii. he had his bite at the apple, that's what they delivered. compare that to president trump's fastest economic recovery in modern history. >> harris: brian, you were there. that you are, front and center, and know you're with us. your reaction so that? also, when you hear dagen say some of the messaging needs to change on law and order, how does it need to change on the economy for the president? something needs to happen to get him to stay on message.

those job numbers, stuff looked good last week. that's not what he was talking about and tweeting about all weekend long. >> brian: you are right, that makes total sense. i hope for the president's campaign, you are not the first person, he's on air force one right now. he got a great message coming out of the rnc. it was about minorities. how people have been affected by his policies. i because they like them, because rallies are fun, this is how he benefited me. not just herschel walker, but others. the president should build on that. not talk about others. the last thing that's important for the president to point out, and most people know it, if i blamed or you blamed president obama for the horrible economy that he took over, it would just be unfair. the way it recovered and how it sustained itself is fair. to actually say president trump, the economy has lost so many job since you got the job -- excuse me, we are not idiots. out of once every 110 years.

please don't tell me you're blaming president trump for the shut down when she didn't even want to do, that the left is pushing them to do, that we might argue years later we should never have done. you have to judge him by the recovery from the pandemic and before. i think he is wasting our time and insulting our intelligence to think you can really blame the president for the shut down of the world economy. >> harris: real quickly, do you think republicans did the same thing with obama and biden? do you think they looked at things like that and gave them a break? >> brian: i do, i think would be crazy to blame the collapse of wall street on president obama. i think we could look and say, "what happened to the $800 billion we gave you to goose the economy?" guess he was in charge of that? the vice president at the time, joe biden. where did the money go? there were no projects, i'll tell you that for sure.

[laughter] >> brian: it's not him. >> harris: now we are going to await remarks from the president who, again, left for florida. a lot of comments before he boarded, and we are moments away from that. let's stay here and not get caught in a commercial break while we are doing that. brian, you bring up a lot of points just in terms of how we should look at things, the optics of how we look at things. kennedy, i saw an interesting statistic over the weekend. 7.9% versus 8.4%, of the economy was at its worst but getting better under obama. 8.4% on the rise for president trump. interesting. obama won reelection easily. 8.4% is not that far away from

7.9%. >> kennedy: know, and we may see that when we get jobs numbers next month, because we've got august and the unemployment numbers were better than anyone expected. they didn't think we'd be below 10%. if that continues, because there's only a couple of metrics that matter for people and they're paying attention to the economy. ones that are very easy to understand, and you could argue that there are other more complex factors that go into play that really talk about the fundamentals and the health of the economy, but people look at the dow and they look at unemployment. if those two things are favorable for the president, that is better than any campaign add. >> harris: so true. or just put it in one if that works for the president. the president of the united states again headed to florida today, and on his way to get on marine one and air force one, he did speak with reporters. we are getting notes about some

of the things he said and we are moments away from being able to see that ourselves. the president was asked about the importance of this election. "it's the most important in the history of our country. it really is." take a look at what's going on. let's watch. >> president trump: vaccine is looking very good. pretty soon we will be talking about that a little bit later on. we are going to florida, we're going to north carolina. we are doing a double stop. we'll be doing some triples along the way, but right now we are sort of in the earlier stages. the poll numbers you saw look very good, they are really getting good despite all of the disinformation campaigns the democrats run. pure disinformation. we are doing very well and we will have a good trip today. i'll see you during the trip. any questions? >> reporter: mr. president -- [inaudible] >> president trump: we needed to spend more money up front because of the pandemic and the statements being made by democrats, which we are, again,

disinformation. we've done a great job with covid, we've done a great job with the china virus. a great job. whether it's ventilators or vaccines, which you will be seeing very soon, or therapeutics, we've done a great job. but the press was fake, and we have to a lot of money. if we did need -- we don't, because we have much more money than we had last time, going into the last two months. i think double and triple. but if we need anymore, i'd put it up personally. like i did in the primaries last time. in the 2016 primaries i put up a lot of money. if i have to, i'll do it here. but we don't have to, because we have double and maybe even triple what we had a number of years ago. four years ago. >> reporter: [inaudible] how much are you talking about? >> president trump: whatever it takes. we have to win. this is the most important election in the history of our country. we have a radical left group going around, these people, there is something wrong with

them. there really is, there is something wrong with them. joe doesn't have the strength, he doesn't have the mental capability to control these people. you take a look at what's going on, i looked at pittsburgh, i looked at rochester, i looked at l.a. last night, i looked at these democrat-run cities. look at portland every night, they don't have the strength. they don't have -- i don't think the democrats have the courage to control these people. they are afraid to even talk about law and order. they can't issue the words "la and order." all we want his lost in order. the suburbs are coming to us because the suburbs are next. if you elected this guy, the suburbs would be overwhelmed with violence and crime. that's where we are. it's the most important election in the history of our country. that's it, we'll see you in florida. thank you very much.

>> harris: day again, as you hear the president say "whatever it takes, we have to win back," and he were talking before about messaging coming out of the campaign, what are some thoughts that go through your mind at that again need tweaking at this point? b3 he needs to push harder on what you hear about the economy. i will quote from "the wall street journal" editorial, the route over the weekend in response to the jobs numbers we got friday. remember, joe biden talking about the k-shaped recovery, remember that? about they haves having more and they have nots having less. we have made back 10.5 million jobs in four months. half the number of jobs lost in two months during the shutdown in march and the month of april. the recovery during 2008-2009, it took three years to make back this much progress. this recovery has happened in four months. by the way, in august of 2012,

when president obama was up for reelection, the jobless rate was above 8%. it was 8.1%, the unemployment rate. it's at 8.4%. again, four months versus three years. that's how you make the case. >> harris: well, that's a lot of really interesting information that is easy to digest. not seeing a lot of that in campaign ads. i guess you could say that about either side. it's like brian was talking about, people borrowing to see which messaging works for the other guy. americans, they just want their jobs and they wan want their kio go to school safely. just read the polling. we'll take a break and come back to continue the conversation. no break in the unrest in cities from coast to coast, unfortunately. in one city, people on the streets are shouting at diners. one stole a drink right off their table. the president's reaction to all of this, straight-ahead. ♪ incomparable design

>> melissa: another night of violence and unrest in cities across the country. police in rochester, new york, declaring an unlawful assembly outside the city's public safety building. it was the sixth straight night of unrest over the death of a black man in police custody. police arrested at least 22 protesters in seattle after a face-off outside the seattle police officer's guild. policing protesters spinning to an exclusive's, rocks, and molotov cocktails of the officers. police in los angeles using rubber bullets and flash bangs to disperse a group protesting the deputy-involves shooting of a bicyclist days ago. they were poorly brought helmets and threw rocks and bottles

in the meantime, video showing black lives matter protesters harassing diners over the weekend in pittsburgh, screaming insults. one demonstrator can be seen stealing a drink off the table. president trump tweeting, "blm protesters horribly harassed elderly pittsburgh diners, scaring them with loud taunts while taking their food right off their plates. these anarchists, not protesters, are biden voters. he has no control and the thing to say. disgraceful. never seen anything like it. suggs." kennedy, i want to start there. we always hear, "let's get back to peaceful protesters and let's get back to the reason why people are out there," and, blm, because of the shootings and systemic racism -- and i you see those videos of people who would qualify, technically, as peaceful protesters. because they are not throwing bottles, and they are not

shooting guns are doing anything else, but they are screaming in the faces of people like we saw after the event at the rnc that was at the white house. we had people walking away and they were threatened to their face. technically this counts as peaceful protesting, but look at what it's like. what do you think about that? >> kennedy: i think, what's the point? what are you trying to get at? what is your goal, your ultimate aim? i see what people in rochester are doing. they are assembling at the same place, they are upset, there's a lot of weird facts in this case. they want resolution, and it's vastly different. then i see what's going on in seattle. seattle has coolly gotten very jealous of portland, because portland has gotten so much attention for falling into the 100 plus streetlights of chaos. they want to get in on the action again, and he of people who are clearly just bored with nothing to do, violating the golden axiom of liberty. don't hurt people, don't take

their stuff, reaching off of plates. these are separate incidents, but i would like to see some immediate polling. some instant polling to ask these people, who are you voting for a november? i think the results would be fascinating. >> harris: amen. >> melissa: as he sat there and screaming the faces of people who are, in theory, they are trying to change their minds, they are just reinforcing. maybe they were a trump folder before, they certainly wear after they had food stolen off their plate and were screamed in their face. >> kennedy: wouldn't you like to see a little lady pull pepper spray out of her bag? just for a second. >> melissa: i'm not going to advocate for violence, but i understand what you're saying there. brian -- >> kennedy: that self-defense. >> melissa: that's also this protesting tourism we are seeing. or people are going to other cities. it's not a spontaneous action when all of the sudden you see a giant group in a city and you

see the violence that ncs. herschel walker had ideas about this when he was speaking at the rnc. let's see what he had to say. >> i watch a lot of these beautiful cds being destroyed by writers. i saw these local leaders that won't step to the plate to protect their citizens or their citizens' business. i want to put in a mandate, that anyone arrested on a riot that is not from that city, they don't have a resident in that city that town, they should be arrested and get federal time. >> melissa: brian, i can't tell you how many people have spoken to, small business owners, people have color who have worked their whole entire life for the american dream, to have a business, who don't have loans, who didn't take handouts, who were contributing to the community, and watched their business be torched to the ground by these anarchists and by people coming in, sometimes for other cities, doing this. he is saying that, if you come into the city and cause

violence, they should be a stiffer penalty. what do you think? >> brian: you mean cracking down on restaurants at a body been shut down track you can't have indoor dining or 25% capacity, and you have outdoor dining shall he find out you have to hire security to protect people who want to get a waffle? this is unbelievable. this is a trump commercial waiting to happen. all they need is "i'm donald trump and i approve this message." this is saying you can't blame the corrected administration for this. you've got to blame the mayor, who refuses to call insecurity and refuses to outline the parameters of your protest, that you don't like the way a case turned out, which they are investigating. and the attorney general of new york state has already said they are peddling a grand jury. you try to win back over to case, to make society more equal for every race, every color, every gender, this does not do it. people like the princeton university poll, that said this is a people protests, have you

seen these bottles that are molotov cocktails can make haveu seen the size of the rocks are hitting the cops with? it's unbelievable what's going on in the cities, and these mayors are doing nothing. >> dagen: melissa, can i add one quick thing about what herschel walker said? he is hitting the nail on the head. it is a federal crime to cross state lines. it is called the travel act. you cross state lines to commit a violent act or to promote unlawful activity, you couple the travel act, that federal violation, with a loose group of criminals, that is a racketeering enterprise. that is how you convert state law violations into federal crimes. the attorney general of the united states and the feds are on it. that is how you put those people in jail, and they carry very long sentences. >> melissa: well, good, god bless. because they are hurting people in the cities and ruining their lives.

>> harris: president trump is accusing democrats of casting doubt on the safety of a potential coronavirus vaccine for political reasons. the president says his political enemies are using the unprecedented rapid speed of covid-19 vaccine research against him, so that some americans will be afraid to take the drug when it is approved. watch. >> now they are saying, "wow, trump pulled this off. okay, let's disparage the vaccine." that is so bad for this country. so bad for the world to even say that. she is talking about disparaging a vaccine so that people don't think the achievement was a great achievement. i don't want the achievement for

myself, i want something that's going to make people better. >> harris: those comments came after vice presidential nominee kamala harris said over the weekend she would not necessarily trust a vaccine approved by the trump administration before election day unless it was approved by a more credible source. now presidential nominee joe biden also weighed in. >> [inaudible] one of the problems is playing with politics. he has said so many things that aren't true. i'm worried, if we do have a really good vaccine, people will be reluctant to take it. he is undermining public confidence. pray to god we have it. if i could get a vaccine tomorrow, i do it. if it would cost me the election, i do it. we need a vaccine and we need it now, as quick as we can get it. we have to listen to the scientists. >> harris: there is news be made on this that i want to get to, but let's quickly visit the politics of this.

dagen? >> dagen: i don't know if you will mention the nine pharmaceutical companies, including pfizer, astrazeneca, moderna, and glaxosmithkline. there are three trials going under way in the united states. they pledged to only seek approval for covid-19 vaccines that have shown to be safe and effective. i suggest they are trying to squelch the not-so-subtle rhetoric coming from the biden-harris camp about the safety of any vaccine. those aboard in place to judge the efficacy and the safety of any vaccine that is in trials now that could be approved. pfizer itself has said that it could submit this by the end of october. this is anti-vaccine nonsense, and it is shameful and dangerous for this campaign. >> harris: i would only push back this way, kennedy. they are people in the country who have legitimate fears of getting vaccines.

some of them are in communities of color. when you have rhetoric like this going on, it does damage on so many different levels. if there's already an underlying distrust, and it can be surveyed, or you can just ask people and they will tell you about it. this probably is going to be helpful, the heads of nine biopharmaceutical companies. according to usa today -- and this came out 6 minutes ago but the story has been breaking all day -- they are looking at the fact that politics may play a role and they want people to know that it's not playing a role inside their laboratories. kennedy? >> kennedy: no, it's not. it's nice to the federal government isn't, either. getting the fda out of the way so you can fast-track some of these things, it is supremely important but also shows the beauty of the free market. because these are all companies that are competing against each other. it does not behoove them to put something out that is unsafe or deadly, because that tarnishes the reputation. guess what? they are worried about the bottom line. they want their company's health

long term, that means they want good vaccines that will save people's lives and get people back to work, kids back in school, and the economy going. it's the fact that you have nine different companies, several of them entering this critical phase three trial, that means -- what if three of them come out with valuable vaccines and other treatments that will make this disease something in our past? >> harris: you know, brian, it's interesting, because you could message this from the left as "when the vaccine comes out." some positive language there. when it does come out, we've done this before in our history as a country. we have helped the world with this, too. we apparently are not helping them in quite the same way this time, but we'll see what happens as we get close to election day. why not say, "hey, we want to make sure this gets out." pick up the phone and call the

white house. joe biden says he stocked with the president before, why not do it in something so critical? is it all about the election? i know what you're going to say. >> brian: yeah, i mean, a couple things going on here. if you talk about a responsible, it wasn't so much joe biden. he intimated kamala harris said she wouldn't. he thinks president trump will get a cotton ball, put it on your deltoid, and put the needle in. how about this? anthony fauci, the surgeon general, that nh director, the commissioner, dr. deborah birx, all said that they would take it before anybody else would take it if that would make the american people feel secure about it, harris. that is irresponsible. i didn't think politics could get into the vaccine. i knew it went into the virus, but i am very upset that it's in the vaccine. right now only 21% of the public would take it. >> harris: all right, we'll move on. republican officials in new york have jumped on board.

action." kennedy, i didn't get to see in the last segment, but this reminds me of the situation with kamala harris. she is speaking to the people who believe in error, follow are the most, and saying to them, "i wouldn't trust the vaccine." and she is risking the lives of the people who believe in her, because they are most likely to follow along and say, "she's probably right, i trust her." doing that in the name of politics, risking people's health in the name of politics, when you are running on the side of restoring the soul of america, is amazing to me. it's the same thing in new york, where there is no reason that anyone can think of why they want open indoor dining. we have hit all the metrics. you either believe in the science or you don't, but it feels like the governor and especially the mayor are not opening up indoor dining for political reasons. once again, risking the welfare of the people that believe in them, for politics.

mayor. he is not only the worst mayor in the country, he might be the worst mayor ever. he has just one in a string of horrible decisions that punishes people he just claims to care about. >> melissa: brian, they act like this is about rich people dining inside, and they are hurting working people the most. i talked to a woman in harlem who employs 117 people from the immediate area at a restaurant. she has had to lay them all off because of all of this. it is the poorest among us in new york where being hurt the most by this. >> brian: don't give the governor a pass. the governor could step in and understand the need to get these 25,000 eateries up on their feet. it is his state. because he has an incompetent mayor, who he hates, did not give him a pass. he said to the mayor, "indoor dining is for middle and upper-class people." what planet is he on? they have to sue.
