with emergency responders and sacramento, california, where the fires in northern california, tens of thousands out of their homes, it's killed two dozen statewide. the president made it to mike visiting one of the worst buyers on record and he still has months to go. >> we came back here for the first time. it's the worst thing i've ever seen in my life. i've seen videos, but it's a thousand times worse than i could've ever imagined. >> bill: heartbreak in oregon, at least ten dead. entire neighborhoods and towns have been torched. fires burning from our southern border, the edge of canada. the president calling for management. they say it's climate change. joe biden giving his own speech about the fires and climate change today. team cocked up mike fox coverage and we begin with jacqui heinrich we began the north lawn with chief white house correspondent

john roberts. hello. >> happy monday. president trump just wrapping up an event with california governor gavin newsom. firefighters from california, other states and federal agencies to talk about the wildfires that are golfing the state of california as well as oregon and washington. an event this hour to honor the national guard who had been fighting those fires very hard, we can expect the president will make public remarks on the wildfires as well as what we just heard in that roundtable. governor newsom and other officials including joe biden claim that climate change is to blame for the dramatic increase in the number of severity of wildfires. the president again saying it's an issue of managing forests in a way that they're not a tender box waiting to go off. listen here. >> it's a lot about forest management. obviously it's very important in california. and now it extends to washington and it extends to oregon.

there has to be good, strong, forest management which i've been talking about for three years with the states. >> the california governor said the state is trying to improve the management of forest and brush areas but also noting that the overwhelming majority of forest land is federal land. he also had a message for the president that climate change is real per listen here. >> we obviously feel very strongly that the hots are getting hotter, the drives are getting drier. when we are having heat dumps like the likes of which we haven't seen, the hottest august ever in the history of this date, the veracity of these fires, the drought, losing 163 million trees. something has happened to the plumbing of the world. >> the president says he has spoken to leaders in europe who say they are forest nations who use comprehensive forest management practices like creating fire breaks to slow the spread and he has been told this by those leaders.

>> we have trees that are far more explosive than they have in california and we don't have any problem. because we manage our forests. we have to do that and california. >> in the roundtable he said directly to the president, "i hope you will respect and i know you do the difference in opinion over what is behind this, whether it's forest management or climate change." twitchy and, he does respect that. >> bill: thank you. we are waiting in sacramento. meanwhile joe biden going after the president over the issue of climate change. jacqui heinrich picks up the reporting in wilmington, delaware. >> good afternoon. the former vice president speech really focused on a warning that if president trump is reelected the country won't take action to mitigate the true cause of these disasters. he says climate change and these catastrophic events will become more regular and worse.

biden not only called president trump a climate denier but took jobs at his past, referencing reports that he tried to withhold disaster relief money from the wildfires because voters don't support him politically. and also referencing his past comments over the weekend blaming local officials for the fires by not maintaining forest brush. biden urged action saying hurricanes don't swerve to avoid red or blue states, he said this crisis is another example of the president being unfit to meet a moment. he also mocked president trump's warning with the threat to suburban neighborhoods being with low-income housing. >> meanwhile donald trump warns that integration is threatening our suburbs. that's ridiculous. but you know what is actually threatening our suburbs, while fires are burning the suburbs in the west. floods are wiping out suburban

neighborhoods in the midwest. hurricanes are imperiling suburban life along our coast. >> he then touted his climate plan explaining it would create jobs and build on renewable energy. he pushed back on the trump campaign that his plan would kill jobs with the fuel industry sang his plan puts more people back to work. in his climate speech he also got references to the pandemic saying people can feel safe outside breathing this toxic air because of the fire but they can't feel safe inside breathing the air because of the virus spreading. >> bill: thank you. marc thiessen, white house speechwriter. mo elleithee, former communications director of the dnc. good morning. good afternoon. joe biden called president trump a climate arsonist. he saying this is bad forest management. is this an issue that gained steam 50 days out?

>> yes, it is a issue that's gaining steam because the fires are gaining and it's affecting a lot of people's lives and california. the reality is that climate is contributing to these fires, but it's not the primary cause. the primary cause is fire suppression policy. "the new york times," not any white ring group, "for california was populated scientist said 1.5 million acres burned every year in the 1800s. today that's how much is burned in california so far. it's basically similar. "the population moved in and people started to suppress fires because they didn't want their homes to burn. what happens when you suppress fires and people move closer? there's more fuel. the reality is, one of the reasons why we have these fires now is because of a hundred years of fire suppression policy that has not let fires burn naturally. climate change is not the principal reason for what were seeing.

>> bill: you can predict a lot of things and this is something that was not on the radar. answer that and then we will move to a big story that's happening in los angeles. >> there's two things going on. there is the conversation about climate and to be role it's playing and how the two different candidates are addressing it with biden going all in on the climate piece of it and the president blaming the forest policies of california. you are the governor address. it's also a bigger narrative politically. all of our hearts go out to the victims of these fires. all of our hearts go out to louisiana, getting ready for another meeting tonight with the hurricane. and all of our hearts go out to the victims of covid. politically the president right now is trailing joe biden on the question of who is best to

handle crisis? and i think the way these two candidates are talking about all of those issues is feeding into that, the president is not giving people a reason to feel better about his management. not just one of these crisis come any of which are terrible, but all three of them. that is what he's leading into. >> bill: the other story, these two sheriff deputies that were shot at point-blank range. they're hanging on to their life right now. the president went after joe biden yesterday about law and order. here is speech. >> joe biden, he is not a strong person and he's not strong for law and order. everybody knows that. >> bill: he sends out a tweet that says, "weapons of war have no place and our communities. we need to be on them. the lines have been drawn. the president is saying death penalty for those who are

accused of going after cops. joe biden is turning it into gun control. >> i come at it from a slightly different perspective. we just mark the 19th anniversary of september 11th. what i was thinking about, what has changed? from 9/11 the cops were our heroes. they ran into the building. in new york city people were buying nypd t-shirts and celebrating the police and all of the first responders. today there are the enemy. today you have a situation where you have two police officers in a hospital after being shot. there is a crowd of protesters yelling, "let them die." this is what the consequence of the left wing campaign to vilify the police. earlier in the trump residency people said that donald trump had a responsibility to distance himself and push back on the far right.

okay. this is the problem on the left that joe biden is responsible for. he has to put those people back into their place and defend the police. >> bill: let me get him a chance. >> i think that's why you did see joe biden push back very hard on those people and on this issue. it's a tragedy. what happened yesterday was a tragedy and it was compounded by those people who were leading that. there is no room for that at all. i agree with biden that they need to be prosecuted to the fullest extent of the law. this particular, what happened in los angeles is not a left versus right issue. this is an issue of just bad actors doing bad things and they need to face the consequences. >> bill: and hopefully in this case -- quickly. i have to run.

>> bill: evacuation orders in effect in louisiana and mississippi. ringing a dangerous storm surge, forecasters warned the hurricane could get stronger before it slams into the gulf coast again. meteorologist is tracking the movement for us, but firstly lynn better reports in new orleans yet again. how's it looking? >> they're preparing for a direct hit here and if sally lives up to her storm surge potential of about 11 feet it would be the first real test of the post-katrina levee systems here in new orleans. people are taking this extraordinarily seriously. take a look. >> welcome to bourbon street. during ordinary times the bars would be opening and the music playing and good times would be had by all. these are extraordinary times. between the coronavirus and back-to-back hurricanes the

the rain is getting along the florida panhandle. that's not the real heavy rain, things will start to deteriorate tonight. here's your forecast, it appears enough time over warm water that this is going to jump up to a category two hurricane. big went to get winds over 100 miles an hour. there is still some indecision on when this makes landfall. it's possible that it makes landfall and portions of louisiana early on tuesday morning, but it's possible it turns sooner, takes longer and were talking about a landfall getting into mississippi perhaps. not until wednesday morning. the thing we are certain is going to be here come a whole lot of rain. there's going to be a storm surge with this one. 7-11 feet. i want to show you the rainfall numbers where were looking at fairly widespread, 8-16 inches. may be as much as 24 inches of

to be there. he is retiring, undefeated. nobody would defeat him. it's a great honor. he's been fantastic. we worked and something in particular. we got it done after 44 years. we got it done. thank you very much. over one week ago these brave pilots and crew members of the california army national guard embarked on a harrowing mission. as the sunset on september 5th they boarded two helicopters that are behind me. then they flew into blazing flames, raging wind and it was raging. and blinding smoke to rescued families who were trapped by the massive fire at the mammoth pool campground. while they were on their way to the campground to the crew received word from state and local officials and headquarters that it was far too dangerous to continue the mission. turn back, but they decided to

continue anyway, knowing they might not return. they knew people were in danger, great danger. as knight said and they could see almost nothing through the miles of dead smoke, using their goggles and their expert navigation skill they reach the camp, they found the stranded families, many of whom who were badly burned and injured and they loaded, as many as they could onto the two helicopters. they made the flight back to the base as soon as they unloaded the passengers they risk their s and flew back into the blazing fire to rescue more victims. they are superior said you cannot do it, you cannot do it again. they did it. the smoke had become even more overpowering and yet they return to a third time. after ten grueling hours they completed their mission having saved the lives of an astounding 242 people. we are proud of them.

wow. that's incredible. that's an incredible story. i spoke to some people who really didn't want you to do it. to each of you will come when you are unyielding and undying to termination lifts our nation. you are what makes our nation great. we thank you very much. thank you very much. incredible job. over the last week these devoted soldiers have continued to rescue more stranded individuals from danger. less than 48 hours after their rescue at mammoth pool they flew to another treacherous mission come on the first two attempts they were forced to turn around and they were advised to abort the mission. you must abort the mission. they chose to try a third time, great risk to their own lives through tremendous skill, they saved 50 people from absolute imminent danger.

our nation is strong because of remarkable individuals like these service members in the midst of our greatest trials and biggest challenges. america prevails because of the brave and selfless patriots who risk everything so that they may save lives of people and many cases that they don't know. they have no idea who they are. it's like law enforcement, they save the lives of people, for the most part they have no idea who they are. they're so determined to do it. today our country honors their courage and we are inspired by their example and we thank god for the blessing and all of our blessings that you are safe. our nation has really benefited by your bravery and on behalf of our great nation, i think you very much. as your president, i think you very much. great job. and now i would like to ask the military aid to come forward and read the citation.

extraordinary achievement while participating in the aerial flight. and this is really tough work in california, the state of oregon, washington. it is exhausting at the same time. the fires are unrelenting. you move the way the winds move. you move the way the temperatures slides from day-to-day. and you try to chase these flames and keep the people who live there or who have been evacuated safe and their home and property safe as well. the president flying into california two hours ago and he stressed the need for forest management as a way to fight the fires. he was met with a panel last hour that included the governor of california gavin newsom and some members of oregon and california's delegation. they delivered a message of climate change towards the president. he entered her and said the following, "this is one of the

biggest burns we've ever seen and we have to do a lot about forest management. obviously forest management and california is very important and now it extends into washington and oregon." as that meeting continues the president stopping to thank those who have risked their own lives to save the lives and property of so many others. the fires have been unrelenting. they continue today. there is no indication on what point they will be under control in a significant way. these men and women have accomplished their mission, but as we watch this president in nevada over the weekend, a race that is very tight in that state. after this visit, sacramento, he will go to arizona after for an event. it appears the polling and arizona and nevada, although there has not been a lot of polling and either state, there is a smattering here or there.

electorally that is something the trump campaign does not want to concede. we will watch the conclusion of this event and then we will catch the president this evening as he continues later tonight. we are exactly 50 days away from election 2020 and joe biden came out two hours earlier talking about climate change. 8 minutes away from his home in wilmington, delaware. he was largely quiet over the weekend. not a lot of public events. we are tracking them from delaware as the president makes has visit here in california. in a moment there is another story that's happening in los angeles where you have a manhunt underway for a shooter after two deputies in l.a. county were ambushed in los angeles. these officers were quite literally sitting ducks in the neighborhood of compton and

there is still no one apprehended as a result of that. the numbers, coming closer together here at the airport hangar. let's move away from this event here in northern california. we will get you to southern california where that manhunt continues. you have someone on the run, but the police are saying that the evidence they have is very slim. deputy still in the hospital recovering from multiple gunshot wounds. protesters chanting "we hope they die." gathering outside a hospital and blocking the entrance. live in l.a. to tell us what we know now. >> the deputies are in stable condition and doctors say both will survive.

the photo you are about to see is a little graphic. it shows the injured deputies covered in blood, one a 31-year-old mother shot and the jaw hurt her partner is a 24-year-old male officer hadley for head, arm and hand. she applied a tourniquet to stem his bleeding. >> they survived and they were very fortunate, both of them and say during how many times they were shot. that they can actually walk away from this and recover, it's a miracle. >> they posted a reward for the suspect, a black male 30 years old. it shows the shooter approaches the car firing multiple times through the window and then escaping with an accomplice in a mercedes. both deputies were rushed into surgery when a group of protesters surrounded the hospital shouting, "i hope that they die." blocking the exit and telling

deputies, "you're next." on sunday a counter protest, decorating their cars with blue and black balloons. >> it's not okay anymore and we need to let them know that. not everyone is against them. we keep them and our prayers. >> that surveillance video we saw was a shot with a weird lens and it kind of distorted the image. police are looking at other cameras looking for leads. so far no motive and no suspect. >> bill: thank you. i want to bring in retired nypd director. good day to you. thank you for coming back to our program. can you understand this? >> i can't understand it, but i can see where it's coming from. this is domestic terrorism. something like this doesn't just happen. you had people throwing buckets of water on police and nothing happened. they were yelling at police in the face.

the protest started happening and people were throwing bricks, bags of, molotov cocktails and we have had experiences of this in the work in december of 2014. two police officers were sitting in uniform in a parked car and it was a murder suicide. a man shot them both up and took his own life and only two months before that we had two police officers walking in queens and a man with a hatchet attacked them. one of the officers was hurt very badly. i think it's only recently out of the hospital. it's a war on law enforcement. it's not just a war on law enforcement, it's really a war on public control and i think it's going to get worse before it's get better. just be what you're wrong. william ryan, thank you. we will bring you back soon. thank you. this now from the head of fisa.

>> we have more than 60%, but we will know if the product works were not by the end of october. it means that we will know if it works. >> bill: this is very intriguing now. the head of the company saying the company could be ready by next month. marc siegel, fox news contributor. thank you for being here. we talk about the vaccine, what does this ceo tell you now? >> he's now saying to the fda that there is going to be testing for 44,000 people a fair 22,000 and get the vaccine, 22,000 don't. you want to make sure it's safe through phase three trials, but at the same time you want to make sure the group that got the vaccine gets less and factions, number of infections on the group that didn't. the ideal would be if you got the vaccine and you get zero

infections. it's never exactly zero. how powerful is this vaccine in actual practice? the first part of the clinical trial, one and two, he looked very powerful. we had a robust immune response, better than when you get over covid. a lot of people over the last few days have been talking, 50% effective. let me tell you something. with the flu we have a virus that's changing all of time. it seems to be a pretty constant. if we are shooting not at a moving target, the chances are this vaccine is far more effective. let's think of polio which we stamped out into the united states or smallpox which we stamped out in the world using a vaccine or measles. we have made such tremendous headway with a really effective vaccine. if we get a really effective vaccine here we can certainly get it. >> bill: do you feel better about this today than you did last week? >> i do.

i like hearing that he is expecting the numbers to emerge by the end of october. that's a very good news. at the same time we heard that astrazeneca is back on track. we have three vaccines that are approaching the end of phase three trials. much urna, pfizer, and astrazeneca , but it's being tested here. i like the number of vaccines that are being looked at and i like what i'm hearing. i think this is a very promising situation. >> bill: one anthony fauci said we need to hunker down for the fall and the winter, what does that mean? does that go back to a locked down? how do you interpret that? >> i don't like it because i think it scares people and we are already in such trouble. i like the term a laser lockdown. i want to look at where the virus is spreading. it's spreading in europe right now a lot. what states is it spreading here, where is it spreading?

if it's burning and bars, close the bars. the same with movie theaters. schools are so crucial, and by the way, a lot of this comes in 1918, the spanish flu where they closed everything down. we know a lot more about infections now so we can use the physical distancing and the masking, and to be disinfecting and having people spread farther apart. that is something we know how to do. good public health measures should decrease the need for a total lockdown which strangles our economy, our physical and mental health. >> bill: two more things, a lot of people are not wearing masks at the rally. what gives with that? >> i don't like that. i think the president should make a statement. wearing masks. it would take it out of the realm of controversy. mask is like icing on the physical distancing cake. it's not the whole picture and people use masks

inappropriately, but it clearly adds something. emerging science has been showing that in different parts of the world. i think he should send that message more strongly, wear a mask at these rallies and stay apart. >> bill: cases are at more than 5% and at least 11 states. nationally however cases are down overall by 15%. how do you read those numbers and how do you think we are doing? >> i think overall we are doing well, but those numbers make my point. we need to focus on those states where it's up 5%. areas where we are doing well, we're getting more compliance. mostly the problem is young people are still spreading this and people outside of school or people traveling around, not taking precautions. the message to send is even if you have a mild illness or your asymptomatic you could spread it to someone who is more at risk. we have seen that time and time again. it's hard to track. we need to track it and decrease
