between the top middle east ally israel and two arab neighbors. bahrain and the united arab emirates. the last arab state to make peace with israel was jordan 26 years ago. >> we're here this afternoon to change the course of history. after decades of division and conflict, we mark the dawn of a new middle east. thanks to the great courage of the leaders of these three countries, we take a major stride toward a future in which people of all faiths and backgrounds live together in peace and prosperity. >> bill: so the agreements did not address the conflicts, but as the ink was drying, the israeli military sent out a warning. air raid sirens in southern israel. trey yingst is live. we'll hear from michael anton from the trump team. he was at the ceremony today. we begin with john roberts on

the north lawn. >> i was with the president may of 2017 when he spoke with the leaders of 54 nations of the gulf cooperation council and other muslim nations and said to them at this big conference, you have a choice. you can continue with the animosities of the past or choose a different future and move toward peace. for the moment, the united arab emirates and bahrain have made that choice. >> these agreements show that the nations are breaking free from the failed approaches of the past. the people of the middle east will no longer allow hatred of israel to be used for radicalism or extremism. so important. they'll no longer allow the great destiny of their region to be denied. >> at a bilateral meeting prior to the signing ceremony, the president said there's five other arab nations want to join and probably could have attended today's proceedings but the

president wanted to keep it between bahrain and the uae. and president minister benjamin netanyahu say this was a pivot in history that heralds a new dawn of peace. listen here. >> the blessings of the peace we make today will be enormous. first, because this peace will eventually expand to include other arab states and ultimately it can end the arab-israeli conflict once and for us. >> other presidents have tried to broker peace in the middle east by starting with the israeli palestinian problem. they figure that could be a bed rook and spread out to other arab countries. this president is doing it the other way around. he will build these deals between israel and gulf states and other arab or muslim states and then go to the palestinians and say you want to be the only

ones not at the table? the foreign minister of bahrain applauded the idea but said the glue that will hold the deal together will be at its bedroom, the israeli and palestinian issue. the president putting pressure on iran saying the rest of the world is against you. you better renegotiate the nuclear deal. the president with harsh words saying that they try to assassinate a major u.s. public official. here's what the president said earlier on "fox and friends." >> they'll pay a thousand times if they do anything to anybody. i might be in that category. but they'll be in that category, too. we're all set. if they do anything to anybody, they'll be hit a thousand times harder than they hit us. >> the u.s. ambassador to south africa is said to be the one that the iranians are targeting but could be other officials. the president with a sharp warning to iran saying you better not try that.

it will bite you. >> bill: john, thanks. as i mentioned, the signing was underway, we received reports of new rocket fire in southern israel. trey yingst is there live to bring us the latest. what happened, trey? ed. >> bill, good afternoon. just before pen touched paper in washington in the peace accord was signed, air raid sirens went off in southern israel as two rockets were fired from the gaza strip. i want to show you the scene here. crews cleaning up shrapnel spread across the area. one of the rockets was intercepted by the iron dome. another making impact here. this is a piece of rocket shrapnel fired from gaza. hamas, the group in control, tells me that there will be no peace or security for the region until the palestinians have all of the issues addressed that

they believe should be on the table. the signing between israel, bahrain and the united arab emirates underscores a larger problem. not many people look at a peace deal as a problem. but they say they were promised by the gulf countries saying there would be a palestinian state. what we saw bahrain and the united arab move forward without that being fulfilled. six people were injured, two people taking glass shards from shrapnel that hit the side of the building from across the state where i'm standing and four receiving shock injuries. what we can expect the rest of the day is likely some sort of israeli response. we had seen a temporary cease fire agreement that had been brokered with the help of the qatari government. that cease fire tonight was broken and broken in a

remarkable fashion as we saw those leaders from bahrain, united arab emirates and benjamin netanyahu at the white house with president trump signing the peace accord. any minute now, we can expect to start to see that anticipation from the israelis. we are already seeing reports of israeli military helicopters flying over gaza right now. if the past is any indication, the israelis will likely use their air force to strike the gaza strip tonight. >> bill: thanks, trey. michael anton, author of "the stakes", served as deputy national security adviser for the trump team. back to you. you were at the peace deal signing what does it mean? >> it means a lot. first of all, first one in more than 25 years. we doubled the number of arab states that have normalizations with israel. there's a lot to go.

but to get two at once like this and particular particularly wealthy and influential in the regional economy and politics is a very big deal. i think it represents a new way as john roberts said, a new way to approach this israeli palestinian problem. for decades presidents of both parties tried to sit the israelis and palestinians down together and then work out the rest after that. make that the centerpiece. the president came in to office willing to try that approach. when he moved the u.s. embassy to jerusalem fulfilling not merely a campaign promise but a decades old u.s. law, the palestinians decided to stop talking. i thought at the time and hoped maybe that would be temporary. they needed to show their displeasure. but after a few months, cool off and come back to table but it's been years. meanwhile, the administration put its efforts toward making deals with the other countries. everybody knows that to do a

deal, a real deal that will stick between the israelis and palestinians will require support of the arab states. the old thought a deal first, arab states sign on second. we're doing it the other way now. >> bill: i called it outside in instead of inside out. i want to play a clip from nancy pelosi, the speaker of the house and the way she framed and phrased this peace deal today. have a listen. >> we've been waiting for a very long time for the president's proposal for an israeli palestinian peace agreement that honored the two state solution. it still hasn't come in any way that has brought peace. so good for him to having a distraction on a day when the numbers of people who are affected and the numbers of the people that are dieing from this virus only increases. >> bill: that was clearly covid toward the end there. prior to that, good for him for

having a distraction. >> sour grapes. if this were easy to do, other presidents would have done it. i don't necessarily mean that as a criticism of all of the presidents because many have tried, have invested lots of personal and staff time in these issues. have not been able to get anywhere, this is closer to peace. it does make the palestinians more isolated. that's bad for them. but being isolated is maybe going to be one of those things that is required to shake the palestinian leadership out of its torper and funk that it's been in and realize the best interests of the people are to get back to the table and talk. >> bill: the most oft questions now is where does this leave i ran? how do you frame that? >> makes things worse for iran. iran is one of the drivers for this. that's why relations between israel and arab neighbors and others have gotten closer

>> bill: here we go on a storm named sally inching to the gulf coast at 2 miles an hour. that's slower than you likely walk. forecasters say the storm could dump up to 30 inches of rain and the hurricane warnings are in effect in the southwestern coast of mississippi to the florida panhandle. we'll talk with the governor of mississippi, tate reeves. but first, jonathan has more.

>> bill, it's a very wet day on the beach in biloxi. sally is out there. we're watching and waiting. as you say, currently moving slower than you or i would walk. slower than a sea turtle moves. but she's coming and she's bringing with her hour upon hour of rain. it is going to keep coming down for something like 24 hours here. maybe even more than that. you couple that with the storm surge that we're going to get and places like biloxi are very nervous indeed. you look across here. straight ahead of us. that is the famous casino. that is completely shut down. when you hear people talk about historic flooding, that know that well here in biloxi. this is a city that was hit hard by katrina in 2005. we always talk first about new orleans when we mentioned katrina. this entire stretch of mississippi coastline got hit really hard, too. the casino hat their first three

floor flooded. billions of dollars in damage, hundreds of people lost their lives in mississippi. so this -- they know it's a dangerous storm. they know it's going so slowly that it is going to dump a lot of rain here and they know all too well the dangers of that. so while there's no mandatory evacuations in place at this point, bill, these people know all too well what to expect. nobody is going to be taking any chances here in biloxi or indeed along the entire gulf coast from here, in mississippi to alabama and to the florida panhandle. >> bill: thanks, jonathan. 80 miles north of new orleans. going to bring in the mississippi golf now, tate reeves. good afternoon to you. the last storm, laura, she was big. she moved at 15, 16 miles an hour. not the same for hurricane sally. how do you get ready for a rain maker of major league status that could be there for some

time, governor? >> well, thank you for having me on. as jonathan just said, the thing about hurricane sally is that it's been very unpredictable. the place at which it's going to hit landfall has been unpredictable. it was less than 48 hours ago. sally was moving 12, 13 miles an hour and slowed down. typically when the storms slow down in the gulf of mexico, they tend to intensify. sally has not intensified significantly. we do anticipate significant amounts of rainfall for the mississippi gulf coast region and quite frankly for alabama and the florida panhandle as well. >> some of these storms parked themselves over houston, texas, eastern north carolina. you saw what happened to the rivers and streams weeks after. what does 30 inches of rain look like in your state? >> there's a lot of people that

live in hancock county, harrison county, jackson county, mississippi, that live in relatively low-lying areas. a storm much smallner size that produces less rain and significantly less storm surge can lead to significant amounts of flooding. so we certainly have the opportunity to see an enormous amount of flooding in our region. a lot of people that live in low-lying areas. we've been in some instances, we have mandatory evacuated the areas and others we have strongly encouraged people to leave. regardless of where the storm enters landfall, it's going to be a significant water event either way. >> bill: last question, governor. is there anything in the forecast that would suggest that sally would not move on from your state? that she could possibly hang out for some time? that would be the worst case scenario for you. >> well, it would. the fact of the matter is that sally is moving so slowly right

now, down to 2 miles an hour out in the gulf. it's not likely to slow down when it hits landfall but also not likely to speed up. so that's the reason that as you mentioned earlier, the reason we'll see significant rainfall is because the storm is moving so slowsly. so it's going to -- wherever it enters the landfall, it's going to dump a tremendous amount of rain. >> good luck to you. we'll be in touch with you and the other governors in the gulf coast. sally is not in a hurry. tate reeves in mississippi. thank you, sir. meanwhile, historic and deadly wild fires scorching the west. smoke is making its way to the east coast. plus, there's this -- new video shows the aftermath of the ambush on two l.a. sheriff deputies from over the weekend. we have an update now at this hour on their conditions and also the search for a suspect. - hey, can i... - safe drivers save 40%!!!

>> bill: a story developing right now in phoenix. fox phoenix saying there was a shooting outside the federal courthouse in phoenix, arizona. said to be a federal officer shot in front of the sandra day o'connor federal building in a drive-by attack. struck in the vest. a councilman on twitter from phoenix by the name of sal decicio saying the victim was transported to a local hospital, nonlife threatening injuries. he was able to return fire at the suspect's vehicle. we'll work to conform those facts. phoenix police say they're looking for the vehicle shown in a picture on local television. again, phoenix police say nonlife threatening injuries. this just happening. looked like they were clearing out the federal building a short

time ago in these covid times, you wonder how many employees are in the building. but this is a man hunt in phoenix, arizona. we talked about that, over to l.a. continuing look for a suspect that shot two sheriff deputies while sitting in their patrol car saturday night. new video here shows one of the officers, a 31-year-old mother struckling to apply a tourniquet to her partner while she's bleeding from gunshot wounds. no arrests made. william la jeunesse is on the story today in l.a. william? >> the deputies do remain in intensive care and will require multiple surgeries to repair their face. this after the ambush saturday night. moments later, one of the deputies bleeding from the throat helped keep her 24-year-old partner conscious by applying a tourniquet. a black male was identified but not releasing his name, a few

minutes ago, he's not in custody. now, here's the second video that has people here so upset. just hours later, deputies fighting for their life in the hospital while activists outside say and shout "i hope they die and "f -- the police." >> the anti-law enforcement rhetoric expected by community leaders and others has created a toxic environment amid the time of civil unrest. not only is this dangerous for those working to serve and protect us, but for the communities that they are trying to protect. >> last night the sheriff cold out la's biggest star lebron james for using language the sheriff believes encourages sheriff attacks. >> lebron, we need to take some ownership of what he said in terms of propagating ideas that people are being hunted

everywhere. that's not the case. >> so you might remember after the shooting in wisconsin, lebron tweeted something to the effect that black men and women and children are terrified living in america. villanueva an outspoken critic on shootings denounced this violence and match the $200,000 in reward money put up for information leading to the arrest of this gunman. >> bill: thanks, william. we shall follow that story. city of louisville, kentucky reaching a $12 million settlement with breonna taylor's family today. the major outlining a police reform list that the city will implement. taylor's mother saying she will not stop until there's justice. >> it's time to move forward with the criminal charges because she deserves that and more. her beautiful spirit and personality is working through all of us on the ground. so please continue to say her

knows it's 1,112,911 votes. >> bill: that's not where we're going. we want to find whether or not the closest races that hillary clinton won. new hampshire and minnesota and nevada. those three states, karl, were decided by 70,000 votes. so we want to find about law and order and the question plays. the "new york times" came out with this interesting poll. they found that in wisconsin and minnesota, well over 50% of the people are concerned about law and order in america. how do you think that plays to you, karl, first? >> well, first of all, both of them have seen up close and personal the results of a breakdown in the rule of law. i talked to a very smart guy in minnesota who is a friend of mine. political -- keen political instincts. he said -- i said how are people reacting? the problem is that, you know, wheel minneapolis st. paul is blue, the suburbs, the more

nervous they are. many of them work in downtown and saw what happened. similarly in wisconsin, i talked to a sage old political observer. he said kenosha is small town wisconsin. for that to looked like the end of world war ii in berlin, burned out buildings and people that lost their livelihood and their jobs, you know, he said like my friend in minnesota, this will have a lasting effect and going to continue to ripple through to election day. >> bill: donna, i got the map. just on what carl talked about there quickly. >> look, bill, i said this before and i'll continue to say it, civil unrest that has taken place largely is a result of some of the police shooting and of course opportunists exploiting the situation. we must all condemn every form of violence. you saw it today in louisville. with breonna taylor's mother saying it herself after the

settlement there. we need to make sure that we can bring the community together. we need to make sure that we can encourage people to work together. what i'm seeing across the country is pay-outs of hundreds of millions as a result of these police shootings. let's try to bring our communities together, heal this country so that we don't have to -- >> bill: you wonder -- the electorate reacts in these states that were so close. talk a lot about wisconsin. we know the president won that. but it was only -- less than a point there in wisconsin. a lot of the states -- >> 22,000 votes. >> bill: correct on that. a lot of people don't talk about new hampshire. hillary clinton won by a total of 2,700 votes. mentioning this. you got to nevada where the president spent the better part of the weekend. she won the state but only by 2.5 points. razor thin in nevada. minnesota and see this just to make the final point here. she won the state. but again, look how close it is.

the trump team thinks that they can do a lot of damage there this year and be successful in 49 days. i mentioned this "new york times" polling. this is what they find. how would you describe the problem of crime in the u.s. today? wisconsin and minnesota, you're at 62% in wisconsin, 61 in minnesota who believe it's a major issue. they also asked this question. do you think joe biden has done enough to condemn violence in the riots from these states? this is the point, karl and donna. hasn't done enough. it's well over 50%, karl. that's what we're finding that poll. how does that play? >> as i said before, i think this will reverberate through the election. people in minnesota and wisconsin have seen up close and personal how much damage was done to their communities and they have particularly -- if you're in the suburbs of minneapolis and watching a city council that believes that they should defund the police and in fact ought to break up the police department and reconstitute it in some other

different fashion, you have to be a little nervous about the community in which you live and work and where your livelihood depends on the overall vitality of the greater minneapolis and st. paul area. this will be an issue through the election. president trump is clearly if the issue is who is stumping for law and order, it's president trump. since it took joe biden nothing during the convention, good remarks about the shooting in la this weekend but not something that he's made part of his campaign. >> donna, 25 seconds before the window goes down. go for it. >> well, i watched the democratic convention. we did talk about gun violence and we talked about all other forms of violence. but i would hope that as we look at the election results from 2016, let's not forget that donald trump won the blue wall states, michigan, wisconsin and pennsylvania by of course less than 80,000 votes. this will be a tight election

voted for president. after hurricane maria, there was a mass exodus to florida. biden's trip started today with a veteran's roundtable where he criticized the president for comments denigrating veterans and fact checked the president's claim that he passed the v.a. choice law. >> during our administration, president obama signed the v.a. access choice and accountability act and the law in 2014. president trump likes to say he passed the v.a. choice. but just like everything else he seems to be saying, it's a figment of his imagination and a flat lie. >> the president did expand v.a. choice but the a.p. reports it didn't result in more vets seeking private care. meantime, senator kamala harris is under fire for her comments on monday where she briefly refers to herself as the top of the ticket. listen. >> a harris administration together with joe biden as the

on to other factors in their lives. how do you make that connection between what you experienced then and what we saw at the white house today? >> well, i think that's a great point. there's a direct correlation. we do look at the populations of these gulf arab countries. they're young. the majority of the populations are under the age of 30. in my travels to the middle east with secretary mike pompeo, i talked to them and many of them say that they don't want to be bound by the way that we have been thinking about israel and palestinian issues the past 30, 50, 70 years. they want to think about this in a new manner. we know today is a historic day for peace. as the foreign ministers pointed out, it's a new day for economic ties between these countries. these are countries very sophisticated from technology. i think you'll see them on the economic side, you'll see their

business sectors also grow, thrive and flourish. >> bill: so you're making the case that they have moved on from the israeli palestinian conflict is. that the case? >> i don't think it's that simple. what i do think is this helps gets towards a deal between the israelis and palestinians. in february of this year when president trump released his vision for middle east peace, the first time they agreed to a palestinian state. so we're waiting on the pallastinian leadership to come to the table. >> bill: the president said we have five or six more countries that may get on board a peace deal. when could that happen? >> who knows. the sky is the limit. i think it has happened because of four years of policies where we reversed the sinking of the last administration. the sinking of the last administration was to empower
