i am todd piro. jillian: let's go to mobile, alabama. >> reporter: we are in mobile bay, dark and windy behind me. when we got closer to the shore, in mobile bay, a real dangerous flash flooding, that is the biggest concern with the storm, moving to miles an hour. there has been upwards of 70-75 mile-per-hour wind gusts in mobile bay. if you look at gulf war, pensacola, near that first quadrant, usually the most powerful part of these hurricanes but i will say the wind is starting to pick up, the rain piling up in front of me.

this is how deep it is everywhere, puddles and puddles of rain. i have seen semi trucks, which is incredible he dangerous if people have to go out in this, don't know why they would, stay away from those semi trucks, they have a tendency to blow over. shannon: the wind is bad where you are. >> for the latest on the track of the storm. where are we right now? >> janice: the storm strengthened, intensified as it made landfall in the next couple hours along the coast of florida and alabama. it is outperforming what we expected and we are getting reports of two feet of rain already. we have flooding emergency in pensacola where gulf shores is

in the core of the strongest windss and has been for the last 6 hours. this is a historic storm not only with heavy rainfall totals but the fact that this continues to strengthen as it moves inland and it is slow-moving. we are not expecting a landfall until the next couple hours over the next few hours because it is only moving the few miles an hour. in florida and alabama, tornado watch has been up 24 hours, the threat for tornadoes and storm surge and flooding upwards of 30 inches in these areas which will cause catastrophic damage. a tornado warning north of pensacola, the central panhandle of florida, wind gusts 85 miles per hour on the gulf war and

they have been in the core of the strongest winds for six hours. the damage is going to be incredible. it doesn't take a major hurricane to cause this type of damage, the winds battery and waves in this area, we are looking at the worst hurricane to hit this region in their history unfortunately. we will bring the latest, not good news. i'm really concerned. todd: amazing how slowly it is moving. jillian: team rubicon has its boots on the ground ready to begin. todd: william porter joins us. how does your plan of attack change in light of the latest forecast? >> reporter: getting the personal, poised to quickly react, as you heard there is

sheriff's deputies in competent. the suspect stole a car earlier this month when they spotted him, led police on a high-speed chase, eventually crashing the car and running into the home, found in a trashcan hours later. multiple sources told in the cla detectives were confident the suspect was connected to the attack but the sheriff's office is disputing those claims. >> there is no information. whether he is or is not involved. he is a carjacking suspect. jillian: a heavy police presence fueling rumors, the sheriff's office says their response was because the suspect had a high-powered rifle. we are learning more about one of the deputies ambushed. the 31-year-old mother a 6-year-old helped put a

tourniquet on her partner and she has been with the department just over a year. before that she was a librarian. she and her partner remain in the icu, the reward for information leading to the rest of the gunmen has been increased to 300,$000 was a manhunt is underway in suffolk county, virginia, a police cruiser was shot at multiple times with an officer inside, luckily he was not injured and the fbi, the man is in custody following a drive-by shooting outside an arizona courthouse. investigators say this man shot at a security officer multiple times. the officer who wasn't identified was wearing a vest, receive non-life-threatening injuries. as a result of attacks on law enforcement around the country, the phoenix police department said it will keep two officers together at all-time to make sure everyone has proper backup.

shannon: jillian: we will try to bring in leslie marshall. >> i can hear you. jillian: the question is what is more important on the ground campaigning or their performance at the podium? what do viewers want to hear? >> campaigning to swing states is more important because you have more swing states in play than we have seen in presidential history, it is a different type of election, it is very close not just in swing states but a lot of people made up their mind when they watch the debates but what you really want are states that could go

either way and people saying i don't know what the president is offering. i don't know joe biden. they need to speak to those people. we saw how hillary clinton lost based on not doing that in 2016. jillian: the latest polling from the battleground states, average from real clear politics, donald trump is up 3% from june where joe biden is up half% from june. what does that say to you? >> joe biden has to get out there more. the president has an advantage whenever he speaks on an issue the cameras are rolling it people watched, having a lot of rallies, joe biden is behind in that but she's catching up that needs to do a lot more especially in certain demographics like latinos in florida, something he knows, the campaign knows and my party knows going into this election. it will not be in play for anyone. jillian: you mentioned hillary clinton.

let's look at these numbers, this was after the debate, the debate boosts if you will, donald trump went down 2% post debate, hillary clinton went up 2%, regardless that didn't matter when it came time for people to cast their vote. how important is this first debate for voters who might still be undecided? >> doesn't sway a lot of people. every four years against less and less. when you look at exit polling, 2015, 10% at best of voters were swayed somewhat by those debates but most people made up their minds. even that bump where hillary was ahead didn't get to the white house, campaigning in those battleground states especially, answering questions in smaller groups in these communities, so many more states in poor a, more

essential and vital to any campaign. jillian: should we have debate sooner? >> not this year. jillian: in general? >> know i don't. the process has to play out and a lot of people didn't think joe biden would be the nominee. i like it where it is. it gives people enough time to see the people, the candidates and when you have a nominees it gives them time to get out. this year we couldn't do it earlier. jillian: glad we got you on, appreciate it. overnight israel launching airstrikes on the gaza strip in retaliation for a rocket attack hours earlier in southern israel. todd: one of those rockets, good morning.

>> reporter: as leaders were at the white house signing that peace accord two rockets were fired from the gaza strip to southern israel, when intercepted by his relapse missile defense system, the other one making an impact, behind me is a bakery that had been partially destroyed, the outer part taking a lot of shrapnel from this rocket. we've seen pieces of reptile on the ground and ball bearings packed inside the rocket fired from gaza, a rocket attack in southern israel, 13 rockets were fired overnight by palestinian factions. we did speak with a senior hamas official who said israel will never see piece of security in the region until the demands of the palestinian people are met. the israelis use their air force to strike a number of targets inside gaza last night in an effort to end this new round of escalation. security forces do not believe

to a category 2 storm overnight, wind and heavy rain slashing the gold coast. jillian: in mobile, alabama the brunt of this storm. >> reporter: good morning to you, the wind and rain pounding mobile, we are under a flash flood warning. there is also a national weather service estimate of potential for waterspouts and tornadoes on the gulf coast. a lot of this comes as the storm continues to crawl at 2 miles an hour closer and closer. it could make landfall sometime this morning. one of the things we are watching is because of this potential two to four foot storm surge and isolated pockets of 30 inches of rain we are watching mobile bay very closely because at the same time the storm is making landfall, parts of it are going directly over the bay it is going to be hired tied. there are 6 or 7 rivers that are

tributaries to mobile bay. the national weather service talks about the potential of flash flooding and deadly storm surge that is the type of situation that could create that. in addition the national weather service said they are monitoring 25 rivers in this area and they believe 20 of them could flood, nine at historic levels. the wind is powerful right now. there are powerful gusts. if you take a look behind me you see between those buildings is a true windtunnel at the rain and the water is the real danger here. todd: we will stay posted on that all morning and throughout the storm, thank you so much. jillian: let's go to senior meteorologist janice dean, you are waiting for 5 am update but this is so slow-moving.

>> janice: yes, 2 miles per hour. we don't expect technical landfall until 7:00 am or 8:00 am. bell sure, alabama which was battered by hurricane force winds for six hours straight this will be catastrophic for parts of the gulf coast, from golf shorts of pensacola we have a flash flood emergency, rare to see that. the national hurricane center put that up to tell folks in the area we are dealing with life-threatening weather. life-threatening flooding. the wind gusts, gulf shores, alabama, they have been into hurricane force windss over 6 to 7 hours so we are not seeing reporting there. pensacola 80 mile-per-hour windss, hurricane force windss moving onshore, although the technical landfall won't happen for the next couple of hours but the strongest wind right now

going through gulf shores alabama, pensacola, the east side of the center of circulation where you get the worst of the storm surge and heavy winds and worst of the hurricane force winds, tornadoes, rain mentioned, potential for tornadoes, tornado watch in effect for the rest of the morning into the afternoon and we will see those watches being posted even for parts of georgia later today as the storm moves slowly, crawls across portions of the southeast. there is the latest track, in a matter of minutes but we expect a potential landfall. the storm did outperform our predictions, it strengthened rapidly overnight as it continues to make landfall. there are predictions we might see a category 3 before it makes landfall but regardless of category i have been saying this, the legacy of the storm is going to be the extreme water

event we are experiencing across alabama and florida, historic rainfall for them. jillian: yesterday you said it could still strengthen and that happened. we will check in with you at 5:00. todd: back to another fox news alert, carjacking suspect in custody after an hour-long stand up with the sheriff department. a lot of attention on that because there was speculation it was connected to the ambush of two deputies last week. retired sergeant who served 29 years in the same department, a lot of speculation, what have you heard whether these incidents are connected? >> i heard the same thing you did. sheriff department at law enforcement, when you have somebody who carjacks the suspect, a victim's car the suspect is using a high-powered rifle and you will all resources available to get this person into custody. they won't know who this is until they finish the investigation and see if he is involved in any other crimes and if involved in the shooting,

nobody knows for sure until homicide detectives do their investigation and can confirm or not confirm if that was the person involved so i don't like making speculation if that is who the person is. the bad guys are still out there and that is very dangerous for the community. todd: let's talk about the shooting in compton. when you talk in privateer former colleagues what are they saying about this? >> this is obviously then attempted murder on two police officers in a marked police car. we had some people in our house the night this happened and a radio we were listening to the incident unfold in front of us.

this is something that we trained for, never expect anything like that to happen and you see deputies training came into effect where they went into a protective position rendering assistance to each other. we pray this never happens but it shouldn't happen. when you have laws in the state of california like we do that allows criminals to go free and not have any consequences this is what you have. thankfully we now have a 300,$000 to try to find this suspect and that will hopefully wake people up and say i know this is or who it was. let's get this bad guy off the street and make sure we get our laws that have bad guys like this stay in jail, these are career criminals that will shoot a police officer like this, you are doing this to a police officer you know what they will do. has no way to protect themselves. laws in california prevent that from us being able to protect ourselves, we are in is no bail system in california because gavin newsom wants to let criminals out of jail and

victims don't have anybody take care of them. todd: across the country pennsylvania, a judge in lancaster, $1 million bail after unrest in that city that follows there, you talk about california and new york, states like us in new york have largely done away with bail for so many crimes, how crucial our sizable bail amounts for deterring lawlessness. >> they are extremely important, the person who stays in custody, so they do it again and again and again, the other thing is assuring they go to court, without the bail there's nothing over their head but to go back to court. it is important to have these bales and we have proven these no bail systems have been a total catastrophe. the state of california we have people who have gone out with no bail, should still be in jail,

leadership. also ultimately we will have saudi arabia come in with that preeminent kingdom that represents the epicenter of my religion, islam and all religions around the world. we also see saboteurs, turkey and qatar chomping at the bit, so opposed to this because of their political affiliation with islamism, the motherhood of all radical islam they are supporting so we could see many changes but one thing i want to say, seeing the president with the bahraini foreign minister and benjamin netanyahu you will see these men reassemble again on stage for a nobel prize for peace. this is that big. this achievement is equivalent to and why sadat's egypt with israel, it is just historic.

big portion of that, we are seeing this activity. it is a historic shift and a lot of attention on florida. todd: how important are the cuban-americans to this election in light of the fact obama, biden, had a somewhat cozy relationship with the castro regime, that does not sit well with so many cuban-americans in florida. >> exactly, that is why you see south florida leaning conservative because of the cuban profile of hispanics that live there but also as of recently, we had venezuelan immigrants settled in florida. we have seen donald trump being supportive of venezuela, guido one was declared president of the world followed but biden is in kissimmee and central florida, it is not a
