because of covid. covid has changed so much. this debate is going to look different start to finish. again with no handshake or elbow bump and end with no spin room. the candidates will be socially distance. not wearing masks. there will be a limited audience here that have all been tested and mostly ticketed guests, along with security, media and health staff. here is the topics you are going to get from chris wallace tonight. there is six of them. the candidate's records, the supreme court, the coronavirus, the economy, race and violence in america and the integrity of the election. almost certain to come up. the president's taxes. biden is already running an ad nationally. the "new york times" report that the president only paid $750 in taxes in 2016-2017. we are in ohio where president trump has spent some $3.4 million since may 26, according to the "wall street journal." compare that to biden has only spent 1.3 million. now, this is a battle ground here in ohio. and trump won it by more than 7 points in 2016.

he trails by now by 5 in the latest fox news poll. so a lot riding on tonight's debate nationally and here in ohio. and, guys, while the covid has had so many changes, so too has the concern for violence and protests and the spasm of civil unrest we have seen in cities across america. and not only is the debate needs to be protected but so, too, is that cleveland clinic you see behind me. one of the nation's premier medical facilities. i talked yesterday to a cleveland swatted guy doing preps. he says they will be ready and the national guard has been brought in. they had a press conference yesterday. here is a little bit of what they had to say. listen. >> members of the task force are specifically trained and equipped and prepared to support law enforcement in protection tasks. griff: both candidates yesterday said they are ready for it. the president held a rose garden press conference where he said tests. biden is off the campaign trail.

brian: back in june minneapolis city council members pledged to defund their police department. the movement seems to be sloozing steam the "new york times" reporting quote some council members would like a do-over. some activists said the pledge was to be working literally. a commitment to working toward complete police abolition. elected officials said there was widespread disagreement about its meaning. he is running for ilhan omar's seat. reached out to her she did not respond. we got a statement from another opponent michael moore said in part it was never reasonable, appropriate to think the city would remove effective live defund the place language was merely rhetoric. lacy, you are not surprised we are here right now with homicides up 87%.

>> i'm not surprised at all, brian. the hypocrisy and failure of leadership of our city council is just astounding. and, according to a recent update from the minneapolis police chief, we have seen a drastic rise in crime as we have seen a reduction in the number of policemen. and you can imagine no one here should want to take on the risk of being a policeman nowadays. there will always be a chance you will be caught on camera being seen unfriendly to a citizen and then you are looking at prosecution and jail time. so, a lot of that is based on that. now, the senate council, they have seen that this was not a proper idea. it does not set well with the community. so now they are trying to back away from it. but they have painted themselves into the corner with all this talk about defunding, demilitarizing and disarming the police. so they are getting that just reward. and the bottom line is it's not good for their re-election.

and they are finally repeal i seeing the stakes and ludicrous of the idea of defunding the police prescribe brian let's see if it catches steam. counselor one of the nine members supporting defunding the political science did i that in spirit. another council felipe cunningham the language pledge was up for interpretation. very clear most of us had interpreted that language differently. they are trying to suddenly walk back their sentiment because the average minneapolis resident is going to hell right now -- goinl right now. >> we all know what it means. you can't change the definition. it's a typical liberal democrat word game whenever they get in a situation where the public is rejecting their bad idea. i think, once again, it's just a failure of leadership on all levels from the governor to the mayor to the city council.

anywhere you look at liberal democrats in charge of these inner cities, you see the same craziness going on. brian: leas, help me out, rapidly, please. one of the topics in tonight's debate is race and violence in our cities. what's the message from somebody running for a seat to represent the city and who lives in the city that is going to be under scrutiny? >> well, i think, first of all, let's hold leadership accountable for the violence. once again from the mayor to the governors to the city council all across the country wherever you see this violence with black people you see that as far as race is concerned, i'm a black man, sitting here running for congress. i think america offers us opportunities if we take advantage of it. if we make good decisions. we work hard. we educate ourselves. i think we should. race should not be an issue on the table right now. brian: senator tim scott talk about law enforcement reform. things we can do to make things

>> good morning, ainsley. ainsley: he says he wants to distribute this rapid test k through 12 schools. nursing homes. hospice care, colleges and universities. it sounds like a great idea. we all want the fastest so we don't have to wait days to find out the results. what do you think about the strategy? >> well, let me tell you why this is so important, ainsley. yesterday the president announced they will be distributing 150 million of these rapid point of care tests with 100 million of them earmarked for school-aged children. just yesterday, the cdc updated their numbers. their data on 277,000 school aged children with positive covid results showed a 1% hospitalization rate and a less than .1% fatality rate that is incredible news as we are trying to get our children back to school. but, with that. we need these rapid points of care testing because, as you know, school-aged children can transmit the virus to other people. if we can rapidly diagnose those children who are positive and isolate them, protecting the

vulnerable, their parents, their grandparents, their older children, their teachers, that is the way we will successfully keep our children in school which you know i believe in person education is crucial. so we have to be getting them back and these point of care tests is a way to do that. >> let's talk about the debate tonight six topics. we heard joe biden say before that he would listen to the scientists. he is not opposed to shutting down the country again if it gets bad again. what kinds of things are you going to be listening for? >> well, i think joe biden and president trump are really going to both be handling some very difficult questions. first of all, i can tell you what i do not want to hear out of joe biden. i do not want to hear how he says that he knew how to handle this pandemic. because, the rest of us were all scratching her heads, doctors, fauci, birx, myself, the world held organization. we had no idea with this virus. the flu pandemic that he dealt with under the obama, they had a flu pandemic preparedness plan.

we didn't have one for coronavirus. this was a novel virus that no one knew much about. so i don't want to hear what he would have done because it's much easier to retrospect tialy say what you would have done. i would have done things differently too. we didn't know that at the time. i want to hear moving forward what's going to be done. i can tell you a lot of people do look to president trump. what are we going to do? how are we going to get that economy back? because the mental health from having such a bad economy is detrimental. how are we going to keep our children in school make sure they get that development? president trump is going to be fielding some tough questions regarding healthcare. as you know, is he trying to keep his campaign pledge of repeal and lee place he was worked on repealing. the replacement has been much slower. jewels a few days ago in that airplane hanger we heard him discussing american first plan which had a lot of points to it. going to be very important for them to talk about the future, not the past. everything in retrospect is much easier to analyze. ainsley: all right, dr. saphier, thank you very much.

tonight is all eyes are on this debate in cleveland because this is, after the polls have been pretty tight off and on throughout this thing, this is the president's chance to shake things up. how is he going to do it? >> well, steve, look, this president has accomplished more in his first term than any president in modern history. we are going to see tonight a president who asked the american people to take a chance on him four years ago. is he going to remind him of all the promises he has made and delivered. i want to juxtapose that with joe biden who has been in washington, d.c. for almost five decades never solved a problem. and the american people are going to have to decide. do they want to continue to have lower taxes. the strongest military the world has ever seen and a great economy or do they want to go back to the days of the apology tours of joe biden and barack obama where they went around the world apologizing for being the greatest country in the world? there is a clear and presents difference between these two and the american people are going to pick donald trump.

joe biden when he was in the united states senate spent a lot of time working with senators like john east land and senator byrd and talmadge. senator easton was called the voice of the white south. and that's who joe biden worked with every minute of every day is the chairman of the committee that he was on where he was talking about that very issue busing. that's what kamala harris was talking about. that's why she was complaining. she was saying that joe biden made a career of this. tonight, donald trump, president trump is going to talk about the differences between these two men and the future of america and what it looks like. that's whether it's higher taxes and open borders and more job killing regulations, whether it's bad trade deals, whether it's no more peace that this president has brought forward. whether it's anarchy in the streets and defunding the police. these are what ronald reagan called old colors not pale pastels. this is an election about big

issues. not small petty grievances that joe biden is on. brian: corey, it's easy for you to punt on this but just drill down on this. the president comes up to you an hour before and says corey, what should i avoid, all right, what should he avoid doing because i know that joe biden is supposed to not lose his temper and talk about the coronavirus and talk about the president's taxes. what should the president avoid doing? >> i don't think the president should avoid anything. remind the american people what we have achieved. brian: what about personal attacks? would you say go easy on the personal attacks. >> no, brian, no no, when you enter the arena. when you come into the greatest game in the world which is the world of presidential politics you have to be ready joe biden has a record of failure for five decades i think it's fair to go after him. look, i don't think hunter biden is off limits. if joe biden wants to allow his son to get rich based on his position and we have seen all the stories, that's fair game. the media hasn't covered it.

and if joe biden wants to attack donald trump, i believe hunter biden is fair game. steve: okay. speaking of media. david, i was going to say "the washington post" has come out and endorsed joe biden for president in order to expel the worst president of modern times and it goes on. listen, have you written a new book, you and corey, about this president. and it's called america first, the president succeeds against all odds. tell us a little bit about it. >> well, first of all "the washington post" is no surprise it the potomac would endorse joe biden. they did in 2016 with hillary clinton. our book trump america first really dives deep into his successes. his accomplishments and what he has done in the 4 will months of his presidency versus the 48 years of failure of joe biden. and what we try to do is give people a look inside, talking about the inside of the campaign. it's a fun read much like let

for the american people. they know it. whether they agree with him or disagree with him. he is the hardest working president we have ever seen. guys like corey and i who are pretty high energy, we have a hard time keeping up with him. steve: got a final question for you, corey, the amy coney barrett fight is going to capitol hill today. she is going to start meeting with senators and then it will be interesting to see how many democrat senators she actually meets with as well. how is this going to shake up the campaign in the final five weeks? >> well, steve, i really think it's important that we have a full complement of supreme court justices seated by election day in case we have an issue like we did just 20 years ago when bush v. gore went to the supreme court for disasmghts look, i believe she is one of the greatest legal minds of our generation. she has the credentials to serve on the court. and if the members of the u.s. senate want to attack her on her religion or for being a working mom and having seven school-aged children. then to me that's disgusting.

days until the election, the kenosha county sheriff is endorsing president trump in a brand new op-ed saying the president was there when the city needed him. joining me now is kenosha county sheriff david beth. sheriff, right now, the biden supporters are saying hey the former vice president showed up, too. what's the difference? >> well, the difference is trump, when we made a phone call tour congressman brian style we asked for i had help that the president and the federal government could give. and the relay came back that whatever help you need, you got it. and within the next 24 hours, a lot of federal resources came and within 48 hours the president himself came and stood in the area that was damaged. he met with the people here of damaged businesses and he came and talked to the chief of police and myself and did a round table. there was a huge difference in the two candidates running for president here in kenosha.

brian: joe biden went totten of visited the family of jacob blake did not visit with you guys. >> i was not invited to meet with joe biden. trump did. trump right away got a phone call out to us and said we want to meet. we want to see what else you need. and what other resources can we help you with there in kenosha. and we are extremely grateful for what he put out to kenosha. brian: did it play a role about 13 members of joe biden's team the up money to bail out reuters jailed foout roirgtsrioters.>> . we had a lot of peaceful protests that were done before and after. most people did not get arrested. we had people outside of kenosha come here. agitators come here and actually burn and loot and did damage

here. we had some local people do it, too. but the-to-have -- to think that other people would pay to keep the protesters, i shouldn't say that to keep the rioters going here. that's kind of disheartening that anyone would do that. brian: what would you like to hear when it comes to race and violence tonight under that topic? >> i would love to hear what both candidates are going to say, you know, where are we going to heal? where are we going to foster the bond between law enforcement, the men and women that protect our communities and our communities themselves, the men, women and children that are out there. here in kenosha, we have a lot of great officers and great community leaders that foster that already. how can we make that better? how can the president for the next four years make kenosha and the entire country better with everybody working closer together? brian: right. you want to hear that because you do see there is a fracture

between the view of many in the african-american community and law enforcement and law enforcement of the african-american community. you want to see that addressed. >> absolutely. for years, i taught the dare program in schools. and i saw how the edger city schools, how those kids struggled with law enforcement. actually me being there or other deputies law enforcement being in their classrooms and in their schools. i want to make that better. i want to make that connection more. i want to get it to the point that the 12-year-old student that i was teaching doesn't believe he is going to prison like the rest of his family did. i want to see how we can make as a country these kids that are in grade school believe they are going to succeed in life and not that they are in trouble for a few years down the road. brian: that's heartening both sides identify the problem and we can fix it. there you go, sheriff, you will be endorsing the president and op-ed proves it. david beth thanks for joining us today and expanding on it?

referendum on donald trump and the coronavirus. tonight is really about joe biden. it's about which joe biden shows up. is it the joe biden who debated paul ryan on vice presidential debate stage? is it the joe biden who debated sarah palin? or is it the joe biden that we've seen in some of these appearances in recent months that had people scratching their heads? i think that that is what this night is about and at 90 minutes it's a challenge to handle chris wallace for 90 minutes. steve: no kidding. of course everybody is going to be watching to see if they go off the rails at some point and we know that donald trump is going to try to provoke joe biden, because we've even heard from the biden people they are trying to keep him calm. one of the people that knows the preparation the president has had, chris christie, he's busy today we couldn't book him but we did book rudy and here is some of his advice for the president tonight.

that's what he's working on with guiliani and christy. we don't have a real look beyond the scenes at the biden preparations other than some reporting that it's very detailed and a lot of back and forth but he has not taken a lot of tough questions from the media as you know. ainsley: let's talk about the supreme court. amy coney barrett is going to meet with nine republican senators all men and then there's democratic senators six of them refusing to meet with her. how does this work and do you think she cares if the democrats won't meet with her? >> i'm sure she cares. i think that this process is going to be a tough one. i think it's fascinating that kamala harris is on the 7th judiciary committee and asked whether she's going to meet with her or not and essentially said i haven't made the decision yet. well, that's a big decision, and it's a supreme court nominee and this process is moving forward. ainsley: brett let me interrupt you because we do have the sound

bite and we'll get your reaction here it is. i'm sure that's going to happen. we'll see how everything works out. i haven't made a plan one way or the other but i'm going to be, i am definitely going to be involved in the hearings and performing my role and responsibility on the senate judiciary committee. >> do you have a message to judge barrett specifically? >> i have a message to the american people which is theres a lot on the line not only our fact that the democracy would dictate 36 days before the election when people are actually voting right now that the president, the new president , be in a position of being able to nominate who be the next lifetime appointment to the united states supreme court. ainsley: brett some are calling her to recuse herself from the hearing since she is the vice presidential candidate. >> yeah, i don't think that's going to happen but i also don't think that she's really made a decision. it sounds like she may meet with her, may not. she's also asked a couple of

specific questions that joe biden hasn't answered either. are you for expanding the number of justices on the court? they won't answer that question. are you for killing the filibuster in the senate? they won't answer that question. so, facing questions is part of the job, and it'll be interesting to see if they get pressed by the media. brian: that was very differential of you they have not answered questions to anyone , she's given maybe a handful of interviews since she got the job as vice presidential nominee but brett the word is that 87-year-old senator dianne feinstein, among democrats the word is she might not be up to the challenge here. how real is that in buzz on the left and what would that mean? >> well i think no one is up to the challenge on the left because they don't have any real amo to go against this nomination. they know that the numbers are against them, so, what can they do? they can delay for a few hours, maybe a day or so but for the most part this is in the cards if something dramatic

there a line he should not cross >> look i think the american people want to hear substance, i think this is, it's interesting if you look at sort of the way that we prepared my dad for these debates, he worked really hard, we had disciplined practice sessions and then he always took the day off right before the debate, and i have been watching joe biden. he's taking that to new heights. he seems to have taken every day off until this debate comes up, so, he seems to be in a position where he's hoping to be very relaxed, but in all seriousness, the american people want to know what he's going to do for the country. he's managed to avoid having to answer questions he won't tell us if he's going to stack the supreme court, he won't give people a list of his supreme court nominees. we've watched president trump particularly in terms of these nominations fundamentally change the face of the federal bench and that's going to last for generations, of course with just it amy coney barrett hopefully to be justice amy coney barrett so those kind of

things where we have a track record and the biden campaign has basically kept joe biden in hiding. he's not going to be able to hide tonight. brian: on the word record let's fast forward four more years the vice president has somebody he doesn't know too well john edwards in the senate when your dad was vice president here they are squaring off, watch. >> frankly, you have a record in the senate that's not very distinguished one of the worst attendance records in the united states senate. now, in my capacity as vice president, i am the president of the senate and the presiding officer. i'm in the senate to most when they are in session, and the first time i ever met you was when you walked on the stage tonight. brian: wow, so, gotta show up, so it was direct but it wasn't yelling, it wasn't personal. factual. >> yeah, factual and you know it's fascinating brian because as i said we did spend a lot of time working on the debate prep going through binders putting together answers, how do you get your answer into a 90 second clip, and both in 2000 and in

2004, the lines that people remember were lines that my dad came up with on his own, sitting there at the table, and so i think that comes with sort of being relaxed, knowing the topic , and being able to listen to your opponent and respond to what the opponent is saying. brian: congresswoman i think this is really preparation what i'm about to say. you can look at joe biden's record and he could say my whole career i've been a moderate but what does that have to do with now? and you could say what you said in the debate was when it comes to energy, get rid of fossil fuels, get rid of fracking. two months later get rid of fracking. now, he says i'm not getting rid of fracking. people in pennsylvania and ohio are going to be listening for that. the president has got to prepare to hit him with no you didn't, yes i did. you're better off knowing exactly what he said and when. >> right that's exactly right. the other point i think he raised is an important one is the vice presidential debate which will happen next week is going to be hugely important this year, they are always important but this year in

of 20 years, defending coney barrett saying her religious experience is no different than millions of americans. that friend, neighbor, and former colleague at notre dame, richard garnette joins us now good morning to you, rick. >> good morning, thank you. ainsley: why do you think she's a good fit? >> amy barrett is going to be an excellent justice if she's confirmed auto it was thinking this morning about in high school i went through a phase where i liked this band called rush and they had an album called grace under pressure, and that's amy barrett. she is poised and she's also as a teacher and a scholar incredibly rigourous and focused and i think we saw that last time around when she was being confirmed by the senate judiciary committee. i think we saw that in the clip that you just showed, that in the face of attacks that were in my view inappropriate and unfortunate, she was very clear

and direct in assuring americans and assuring the senators that she understands the role of a judge and she understands the task of a judge is to answer legal questions, and not religious questions. so i have a great deal of confidence in her ability to really contribute to the supreme court. ainsley: tell us more about her personally and then we'll get into the critics because i know your wife nicole they clerk ed together. your wife was clerking for clarence thomas and she was clerking for scalia. what was her reputation? >> yeah, her reputation as a law clerk that year, we met more than 22 years ago i believe, she was widely reputed be one of the smartest law clerks in the building my friend professor noah feldman up at harvard has said as much repeatedly but i've really had the privilege my wife and i have of being friends with amy and jessie barrett for a long time neighbors and colleagues with faculty of the notre dame law school. she's a beloved teacher, she

always wins the teacher award so none of the rest of us always have a chance to win it. ainsley: she's the godmother to one of your daughters right? >> she is a godmother to my middle daughter and our children are friends they've kind of grown up together. just the other day when the barrettes got back from the rose garden ceremony i looked out the window and my youngest son and her young boys were having some kind of a jedi war in the backyard and it was a nice picture. ainsley: that's cute we're showing the pictures of your kids playing together and real quickly she has seven children and that's just amazing and she's adopted two children. what do you know about that? >> i know the family very well like i said we've been neighbors the whole time. our siblings kind of our children kind of match up pretty well as friends so i've been able to watch her kids grow up and i just admire how that family works together as a team, both amy and jessie and all of the kids frankly. they all pitch into make this

the flip side this balance of justice as well as law and order in the cities, and so that's going to be a big issue and now i'll tell you this. the way that both candidates have been campaigning have been different. donald trump has focused on the normal retail politics, going out knocking on doors it's estimated by the campaign number s that they knock-on 1 million doors a month, whereas joe biden they're not knocking on any doors they want to do virtual events they don't want to get out and do rallies or anything like that. they say they can do that because the numbers are in their favor but the trump internal polls saying that this knocking on the doors is working for them when they get on this debate stage, both this is the first time both of them will meet, but this will be the first time both of them are going to be challenged on the way that they have decided to campaign and whether their message is working with the voters. ainsley: what do you want to hear from both of these candidates when they talk about the topic of race and violence?

>> well ainsley, you guys know not only have i been reporting on it, but actually, providing an analysis on it. you have to balance getting things done when it comes to criminal justice reform and policing reform, while not allowing the cities in america to burn down, and that is going to be important to articulate. how do you say that i want equal justice under the law, for all citizens in america, also saying you feel like cops are being demonized and the attack on cops can't be right but also the violence in american cities by these anarchists you got to go after them, and so both candidates have to be able to articulate a message, they talk to all three buckets, and that's going to be a problem because chris wallace's probably going to press them on that and the american people they are going to be listening for sure. brian: lawrence tell me if this is a place the president should go. joe biden got in the race he said after charlottesville. i saw the president's tone he
