how is the economy doing? how are the stimulus talks going on capitol hill? >> melissa: the president tweeted the stunning news late last night hours after we learned that the white house advisor hope hicks who traveled with the president to the debate in cleveland and a rally in minnesota on wednesday tested positive for the coronavirus. the president's positive tests results forcing him to cancel a rally in florida today. and likely it could keep him off the campaign trail for sometime. just 32 days before the election. it puts his participation in the second presidential debate on october 15th in miami in flux. the biden campaign are going over their schedule. the former vice president biden getting tested for covid-19

for? >> chris: what my doctor is telling me which raises questions for me. i will only tell you what my doctor is telling me. it raises questions about the timeline. i will have to get a test. i am in a uniquely vulnerable circle. the three people on the stage for an extended period with the president, vice-president and me without masks. my doctor is telling me i should not get a test today because it takes 5 days for the virus to load up enough. it might be a false negative. the significance is in the president had a test yesterday and it tested positive, then i think he had the corners during debate. well, he was with hope hicks on the plane in minnesota on wednesday i don't think you would have a positive test and again i am not a doctor. i am just telling what you i was

told by my doctor. it would not load up enough for a positive test for 4 or 5 days. so i won't get tested until next monday. >> harris: we know from the schedule that hope hicks was also at the debate in cleveland, ohio. there are a couple of intersecting points. the big picture is how many people are being in that area of sprea spread. a lot of staff and people in the inner circle and people on capitol hill meeting with members of the white house. as we look ahead. how much does that impact the business that is getting done? we heard already that the president this morning is doing business as usual by phone. but not everybody is doing that. some people are still out and about.

>> chris: i really am approaching this from three levels of concern. first the health and safety of the president. we are all praying he will i have a mild case and won't have anything more than the mild symptoms he is reporting and will get a negative test and be back in business and on the campaign trail between 10 days, if everything goes well and he gets 2 negative tests. the second is the continuity of government. i don't think there is any question about the continuity. the president is able to discharge his functions. we know if he were to get sicker that, the vice-president has tested negative as has his wife mrs. pence. they could step in to take on any functions that the president was unable to carry out. the third level, just over 4

weeks away, is the political impact. think it's considerable. at the least the president will be cough at campaign trail for 10 days at the least. when we talk about 10 days, we don't know what will happen with the president's illness. we hope and pray he gets better quickly. but he is a 74-year-old man. i am 72. biden is 77. we are all in the most vulnerable group. you have to take it seriously. we don't know how this illness will evolve. i think it's going to make the covid virus and how the virus is being handled and how the president has dealt with it and how joe biden handled it, that puts it right to the top of the political agenda again and makes it a very important issue in this campaign. >> melissa: chris, this is

melissa francis. i don't believe you are in your 70s. i may need to see identification later. we have 32 people staying inside for i believe 10 days. that leaves 20 days which is in politics is forever. we have to see how his condition develops over time. the people i have known in their 70s with co-morbiditys have been fine. joe biden's team, they were finally going to go back and start doing the door knocks today in michigan.

can they do that now? >> chris: well, they can do it. obviously none of them were in the debate hall. it raises the question again about getting serious. this will be brought up a lot whether you think it's fair or unfair. these two campaigns have dealt with covid very differently. president trump has been out, without a mask and holding big rallies. thousands of people. tremendous enthusiastic trump supports in outdoor spaces and airports and without masks and no social distancing. the vice-president has been more cautious. wearing a mask. much smaller events. oftentimes people have to wear masks. it could be a dozen people in those little circles. this will cause a re-examination on both sides about what is the right way to handle it. we talked about it in the debate. i asked the president about the

fact that biden has worn a mask and he hasn't. the president took a mask out and said i have a mask here but i don't think i have to wear it. frankly he mocked joe biden and said he always wears a mask in small crowds. one other thing that is very important. not only does the president has it, but so did the first lady. at the debate the only people not to wear matchings were the president, the vice-president and me. everything was supposed to wear masks. the first family took them off. mrs. trump now has the virus. members of the cleveland clinic came up to them and said if you need a mask and they waved them away. i can tell you people in the hall noticed that the first family was not wearing a mask.

mrs. biden was. people in the biden camp were. my wife and children were. they noticed that the first family was not wearing a mask against the protocol of the cleveland clinic. >> melissa: i understand. i heard you tell that story earlier. it is impactful. your point is that the biden camp if they stick to the way they have run this campaign and stick to the things you just said and pointing out when people are wearing masks, they can't begin their grassroots door knocking today or that would be hypocritical? >> chris: i don't know. the trump campaign has been doing it for a long time. if they are wearing masks and stay some distance away, they could. i don't know that is the key story. it seems the key story is the

health of the president and the take away of this whole thing is to follow the science. we made the masks a political issue. we haven't but candidates have. it is not a political issue. it's a public health issue. if i could say one thing to all of the people out there watching, forget the politics. this is a public safety health issue. the president of the united states is in the most secure bubble in the world in the sense that everybody who comes in contact with him as to take a test, and he still got it. wear the damn mask and follow the science. >> harris: i understand what you were sharing from your doctor. we know it take 3 to 5 days. we are praying for you and everybody on the debate stage. the president and his opponent and everybody who came into your connection zone. god bless you, my friend.

tested. the president's announcement came hours after he confirmed that aide hope hicks tested positive on thursday. 21 people and press secretary kayleigh mcenany who briefed reporters yesterday were in contact with hicks. mark meadows, and vice-president pence and steve mnuchin and ivanka and jared kushner all tested negative. dr. saphier, let me start with you. first of all, people are speculating about the president and what they seemed like when they saw them. i am sure you caution against seculating. >> absolutely. i heard reports he seemed lethargic. in any other time than the pandemic they would say tired and his voice might be raspy.

he is a 74-year-old man on an aggressive campaign trail. any other time these would not be symptoms. in covid-19 the symptoms are variable from having zero symptoms to have a fever and cough. it's a whole gamut. i urge people not to listen to the hearsay about how the president appeared to them. wait for the president and his physicians to give reports on how he is feeling. they are saying he is feeling well. what that means, we don't know. it sounds like he is doing ago. >> melissa: this report surprises me, dr. saphier. kevin mccarthy was critical of nancy pelosi this morning pointing out there is no coronavirus testi inin ining re

the capital. house speaker nancy pelosi ruled out testing earlier this year and now chuck schumer and pushing for the testing. why they would not be testing all this time and why speak pelosi did not want that? >> i don't know. i will say that the far majority of businesses that are operating right now including hospitals, they are not testing people every day. they are relying on the social distancing measures and wearing masks and hand hygiene. it's not practical to think every business across the country will test every day. in the places people are not being tested every day, it's important to maintain the other very important ways to prevent the spread of the virus. the president said multiple

times he is not wearing a mask and everyone is being tested every day. that's the reason he doesn't wear the mask. when he is not able to be social distancing he wears the mask. what this brings to light is the fact these tests are not foolproof. in fact they can be up to 30% have a false negative rate. that's what chris mentioned in theler block. he said his doctor told him 4 to 5 days. he is right. the people who will test positive, 50% will be positive within that 4 to 5 day window after being exposed. with 97% being positive within 11 days of being exposed to the virus. it's been reported up to 14 days. >> melissa: we are just getting word right now that former vice

president biden is testing negative for the coronavirus today and his wife jill as well. i am sorry to interrupt you. i wanted your reaction based on what you are saying. they are testing negative. that doesn't tell us much. we are grateful and thankful to hear that and god bless them. but it doesn't necessarily mean they are out of the woods, right or wrong? >> absolutely, that doesn't mean they are out of the woods. they now have a documented contact with someone who is covid positive. it's likely that president trump was positive the night of the debate. he could have been exposed on wednesday we don't know when president trump was exposed to the virus. to be cautious, if you have a negative test results, that's great news but be tested again within 72 hours.

two negatives give you more confidence that it's a true negative and not a false negative and in the interim self-quarantine until they have had at least one negative test. i urge not to go on one negative test. wait another 72 hours to get another test. >> melissa: yes. doctor, so good to have you on the program. when the news was breaking overnight and we were waiting for test results, they were talking about the rapid test which i have taken. it's got a pretty don't rate. still in 80% for correct answers. pcr is the deeper nasal. that's what they thought was happening with the president and

first lady. we are not in the white house. they don't have to send anything out. when you say follow-up testing, what gives you comfort to know this kind of test this many days later? >> well, harris, that's a great question. there are many different times of tests out there right now. the accuracy and precision varying on the manufacturing and the way the test is collected. meaning how far they get the swab under the nose or whether it's a saliva test. there are a lot of variables that contribute to a false negative. when you do the nasal swab that's the most accurate. the one criticism of that test you can continue to test positive long after you have recovered from the viral infection and long after you are contagious. >> harris: do we know why? >> of course. you could still have dead virus

particles in your nose for days and weeks. it doesn't mean you are actively shredding virus. that was one of the criticism of that. people quarantined for longer than they needed to. they then focussed on later test. they are not as sensitive. they may have more false negatives but they capture the people actively contagious. it's a balance. we are still in the middle of a pandemic with a novel pathogen. we are still learning. if someone is testing positive with that nasal swab test, i prefer them to be in isolation just in case. why not be overly cautious? >> harris: okay. joe biden just tweeting a short time ago i am happy to report that jill and i have tested negative for covid. thanks to everyone for your messages of concern. i hope this serves as

a reminder, wear a mask and keep social distancing and wash your hands. >> melissa: i love the question harris just asked. having kids, we have been told you have to do the deep nasal test. that's more accurate. it's interesting it's not that one is better than the other. it's what are you looking for? this is fascinating. if you do just the nasal swab that is not deep or the spit one, that's more who is actively putting out live viruss that can infect other people? it's better at detecting that versus the deep nasal one to figure out if you were exposed but you could be positive when you are not able to infect other people? did i capture the difference?

i think that's interesting and important. >> you did, melissa. my entire under-graduate degree is in virology. i want to clarify one thing. they are still doing pcr on the saliva tests. you don't know which test is being run. that happens back in the lab. that's not something you would know at the time. but it's something your doctor should communicate with you so you have the deep nasal swab, you also have the not so deep swab and the saliva tests. they are all used in different ways. at the end of the day it's good to know whether or not you tested positive for covid, but it doesn't mean if you are infectious or contagious. the lateral assays are more

negative for covid-19. not sure how any of this really impacts the road ahead for the election. we know that the president and first lady are self-quarantined as he told us in a tweet very late last night. the cdc recommends 7 to 10 days. and dr. saphier said after receiving a positive test you want a negative test and hopefully two back-to-back. with joe biden, what will that look like for the campaign for him? does it change anything? he was not out there that much anyway. following the rules as suggested on covid-19. guy benson, i am anxious to hear what you think this will do for how people see these candidates? with more than a million half people already voting how it

affects the election is at all? >> well, it's hard to predict many things about 2020. i won't hazard too many wild guesses. there is a case to be made that the president's diagnosis will engender sympathy. the number 1 concern is the health and well being the president before we think about the politics. former vice president biden, i am not sure this changes his champagne -- campaign or strategy. vice-president has been lying low and i think that will continue. i am not sure if biden will say it, but there will be other people saying he was hyper-cautious. it paid off. he doesn't have the virus. the president was more aggressive and some might say cavalier.

republicans to confirm this nominee to the supreme court. that's one of the most urgent priorities for the u.s. senate right now. when we heard from mitch mcconnell is right. step 1 for senators who want to continue to meet with judge barrett they should do so with testing or by zoom virtually. i think chairman graham should have remote hearings. we have seen that in the senate and the house. that would be commonplace these days. it would be an abundance caution but that's call for in light of what we learned in the last 12 hours. if you are mcconnell and counting votes, you want to make sure that every republican senator remains healthy and able to come when the time arrives to the senate floor and vote. there is no mechanism for remote
