>> bill: a big hour. l.a. mayor and the rnc chair and jason chaffetz and juan williams are here today. john roberts leads live from the north lawn. >> we are still expecting that the president may give a video message before the day is over. we are not clear about that yet. we got an update on the president's health from the white house physician who said the president told him this morning, i feel great. connally adding his vital signs are stable and has been fever free for over 4 days and symptom free for over 24 hours. hasn't needed oxygen since his hospitalization. he said the president's labs defected levels of coronavirus antibodies drawn on monday meaning the president's own

immune system is mounting a response to this. the white house is not saying whether the president is still testing positive. i imagine when we tests negative we will hear about it. safety protocols were put in place for the president to work out of the oval office. he did not. he stayed in the residence. they will remain in place over the next few days until the president is up and around in case he wants to spend time there. the chief of staff mark meadows earlier today. >> he is doing real well. we spent time together yesterday working very hard from the resident. he is feeling great and his heart goes out to the millions of americans who struggled with this virus. >> president trump is focussed on covid relief today after

pulling out of the negotiations. he said if i am sent a stand alone bill... there is also 146-billion dollars of unspent money from the first cares act that could be put toward the paycheck protection program, unemployment and support for the airlines. they need legislation to free it up. the president urging congress to come together on that. negotiations on a more comprehensive package are stalled for now. >> it became obvious over the last couple of days that a comprehensive bill was going to get to a point where it did not have much republican support at all. >> one of the big questions is when the president can leave the building. cdc guidelines say 10 days after

i think i assumed his positions and those that he espoused. >> bill: you have done debate prep for democrats since 1976. with dukakis and lieberman and barack obama and tim cain. do you think at the vice-presidential level given the times in which we are in 2020, this means more tonight or no? >> i think it's very consequential because of the president's illness. people will take a much closer look at mike pence. over the years vice-presidential debates generally have not made a difference. the first one that was ever held in 1976, the research showed it made a 3% difference in the

general election. i think tonight big stakes. >> bill: you just mentioned mike pence. you think people are taking a closer look at him. he's been in public life for years. what is kamala harris's big challenge tonight? she has never had this platform before, robert. >> well, mike pence when he did this last time against tim cain in 2016 was a governor and member of congress. this time he will have to defend 4 years of a presidency. that's a big difference. i think kamala harris will likely go very hard at the failures of those 4 years as the democrat party sees them. also, the most important thing she can do is use this time to do what i thought joe biden did pretty well in the first debate. look at the camera and say what

a possibility? >> i don't. i tested negative that thursday and friday. nobody at that event including any of the rnc staff i was with that day had tested positive. >> bill: why do you think 34 people connected to the white house, the president and the first lady, between the white house and the campaign, how did this go so wrong? >> i think is a novel virus that is incredibly contagious. as rnc chair and the president, we were talking to the american people who don't have the luxury of not going to work, who can't have to go to the store and are sending their kids to school. the president said i will be out there campaigning and fight for your vote. we will be out there as we ramp up therapeutics and getting a vaccine. we will recognize this is something we have never seen before. we will get through this together with our president leading the way.

how concerned are you for his health? >> i have talked to him the past 3 days. he sounds great. i am so proud what he's done to lead us through this crisis. not even a year out, we have therapeutics like remdesivir and regeneron. we figured out so much what steroids can do. we are on track to a vaccine. what this administration has done is remarkable with no help from democrats. democrats finger pointing trying to use the pandemic for political gain instead of coming together with this president and saying how can we be all hands on deck? it's remarkable where we are. the therapeutics the president used the remdesivir and the steroids are available to all americans. >> bill: it's going to be a big part of tonight's debate.
