getting worse. >> sandra: with election day two weeks out the two candidates hit two galgts grounds this weekend preparing to face off in their second and final debate on thursday. here we go. i'm sandra smith, hello, trace. >> trace: good morning everyone. i'm trace gallagher. today joe biden is off the campaign trail after a voter mobilization event in north carolina this weekend while president trump continues his western swing holding back-to-back rallies in arizona today. 11 electoral votes are up for grabs in that state. the president carried arizona back in 2016 but the real clear politics polling average this morning has biden ahead by nearly four points. >> sandra: fox team coverage as we begin a new week. byron york with analysis, peter doocy in delaware. with begin to john roberts live on the north lawn for us this morning. john, what's on the president's agenda today? >> he wakes up in the west this

morning. an event in prescott, arizona in the afternoon eastern time. this follows a weekend where he went to michigan, wisconsin, nevada and arizona. he is in pennsylvania tomorrow, north carolina on wednesday and then, of course, the last debates on thursday. so this will be a busy week for the president. on his western swing the president pushing the latest reports censored for a while by twitter and facebook about hunter biden's email and what joe biden knew what his son was doing in regard to international business deals. >> president trump: the biggest of them all is joe. he is corrupt and they found the laptop. you know what they call that? the laptop from hell. that is a laptop -- it's a laptop from hell. let's see what happens with it. let's see what happens with it. so a giant trove of emails show hunter biden making deals, setting up meetings with his

father, joe, and using the office of the vice president for a for-profit cash machine. >> democrats and big tech have suggested the reports about hunter biden are part of a russian disinformation campaign but certain of the emails not ones contained on the laptop have been independently verified by fox. white house chief of staff mark meadows said he spoke with the director of national intelligence over the weekend saying there is no evidence of a russian disinformation campaign in regard to those emails. >> i'm not aware of any russian disinformation campaign that would involve these emails or this laptop. no defensive briefing to my knowledge has been given and so all of this narrative that is out there that would suggest it is not real, that's the disinformation. >> the president also continuing his push to get america reopen and get the economy back on track despite a

surrounding former vice president joe biden. the democratic candidate under renewed scrutiny after two executives from the social media giants join his transition team. peter doocy live for us in wilmington, delaware. what are you hearing from the biden camp today? >> trace, joe biden doesn't have any events on his public schedule until thursday and that debate in nashville. the campaign is hoping his comments on covid over the weekend stand until then. >> he told bob woodward in a taped interview that the disease was deadly. much worse than the flu. and here is what he did. according to the "new york times," three, four days ago his administration gave wall street investors a heads-up but he didn't tell us. just his friends on wall street. that's why they made so much money by quote selling short. who got sold short?

you all got sold short? >> that was at a drivein event in north carolina. while we don't expect to see him doing anything like that until after thursday's day bait. kamala harris is returning to the campaign trail. biden did not field any questions from the small pool of reporters traveling with him except to say which flavors of ice cream he ordered, vanilla and chocolate. no opinion on packing the supreme court and -- it will come after the amy coney barrett vote but before election day. >> he has spoken about this many times and talk about the fact he is not a fan of what's called packing. of course we have to talk about whoo kinds of reforms we're interested in. a long, complex discussion that is clearly not what's on the minds of the people we're trying to use it as a distraction.

>> so biden is here at home in wilmington. the campaign's big event in the first half of this week is going to be rally in philadelphia where barack obama will appear on behalf of the campaign and that's wednesday. trace. >> trace: bringing in the heavy hitters. peter thank you. >> sandra: with just over two weeks until election day more than 22 million americans have already cast ballots in the 2020 election. which represents 16% of all the votes cast in 2016. eight states have yet to report early voting totals. democrats are outvoting republicans so far by a 2-1 margin in states reporting. experts predict the record shattering 150 million ballots will be cast in this election. >> trace: coronavirus relief pressure mounting on capitol hill with house speaker nancy pelosi and treasury secretary

steve mnuchin scheduled to talk today ahead of pelosi's deadline of tomorrow. the senate expected to vote on a pair of $500 billion stimulus bills to extend the paycheck protection program and expand unemployment benefits. one goes for a vote tomorrow, the other on wednesday. >> sandra: for more on this and the race for the white house. byron york from "the washington examiner". good morning to you. a lot to take in here. two weeks out from election day you have people voting, biden sitting today out. apparently prepping for thursday night's debate. the president is holding a bunch of rallies. a couple in arizona today. what is the state of the race this morning? >> well, it's two weeks out. i think the president is going full tilt and he is going to go full tilt all the way through election day. that's not a surprise. a little bit of a surprise that joe biden is essentially going dark all week to prepare for

this debate on thursday. now i think in the big picture its debate week. this is a very, very big deal for the campaign. remember back in the summer and the early fall a lot of republicans said everything will come down to the debates. well, donald trump had a problematic first debate even his advisors say they thought he was overly aggressive against biden during that debate. then there wasn't a second debate. this is the big one now on thursday. so i'm not surprised that biden is doing a lot of preparing. but the president cannot stay off the campaign trail and that's where he is. >> sandra: i know this morning you are writing about the standard of proof for the hunter biden laptop story. this is what we saw from the president over the weekend. he continues to hammer joe biden over his son's dealings and that laptop story in the "new york post." the former vice president on the other hand joe biden continues to hit the president on his response to covid saying

that we turned a corner, mocking the president for suggesting that when we've got rising hot spots happening across the nation. which approach is better and whose strategy is working? >> well, the president feels like he is fighting an uphill battle on this whole hunter biden email story because a number of top media organizations do not appear to be trying to confirm the story. they seem to be trying to knock it down and some social media giants tried to actually kill it. they censored the story. what i wrote this morning is something i wrote in my book obsession. in january of 2017 when the dossier came out everybody was stunned. it was during the transition, the trump team was stunned. didn't know what was going on. they looked at a few things and said are these true or not? none of them believed the sex story from the moscow hotel room. trump denied it fully and they

fully believed him. they looked for things that might be proven or unproven. one was the allegation that michael cohen had gone to pra*ug and talked with the russians and organized a payment to the russians of the hacking of the dnc and john -- they went to cohen and they felt confident that the story was absolutely not true, which gave them something to go to the press and say look, this claims he waent the prague and he didn't. if the biden campaign took the same approach with the email story it might be completely different. >> sandra: here is miranda devine's headline on what you are talking about this morning. media avoiding the post hunter biden stories as much as joe. you just said this is debate week. what do you expect to see from

the president? you just mentioned joe biden apparently sitting this one out to prep for the debate. jason miller from the trump campaign over the weekend suggesting we might see a different tack from the president allowing joe biden to talk more on that debate stage. your thoughts on what we will see thursday night. >> well, they do remember that even in his best years joe biden was actually known as a gaffe machine. and a number of republicans feel that the president didn't give joe biden enough room to make some gaffes in this high wire performance in the debate. i think they want him to step back a little bit and allow for that. they want the president to stress his accomplishments. there are many to talk about. as far as the email story is concerned, of course that's not on the list of topics from the debate moderator, kristin welker but it is up to trump to bring it up and probably the only time joe biden is really confronted with it. >> sandra: great to have you

the man was taken into custody and the officer was treated for non-life threatening injuries. >> sandra: president trump and joe biden hit the debate stage again thursday night after an aggressive performance during the first debate. a trump campaign senior advisor says the president may take a different approach this time around. let's bring in erin perrine. welcome. what will we see from the president thursday night? >> good morning, sandra, thank you for having me. right. as jason indicated, you will likely see the president give joe biden some more time to respond. this is supposed to be a foreign policy focused debate. president trump clearly has an incredible record of accomplishment on foreign policy. multiple middle east peace deals. joe biden, he has been on the wrong side of every foreign policy and national security issue for the last 40 years. he has a huge record he has to try to defend whether endless

wars or spending millions of dollars in cash to iran. questions need to be asked and answered. plus the information we're seeing coming out of these "new york post" reporting that fox news has verified as well regarding emails and possibly being compromised by foreign entities and foreign governments on joe biden's side. these are serious questions that need to be asked and answered. >> sandra: to go back to your original point giving joe biden more time to respond, is that a change in strategy on the trump campaign and on the part of the president acknowledging perhaps that the president's strategy the first debate didn't work to interrupt joe biden so many times? >> well, i think that president trump was certainly interrupted by savannah guthrie 70-odd times during the town hall this weekend. this is a foreign policy-focused debate. you will see joe biden have to articulate why he has been a failure on foreign policy here in the united states and what that would look like. joe biden was against taking

outlawed laud and he was against taking out soleimani. he has been on the wrong side of things and will you have to hear him answer these questions. 47 years of failure on joe biden's foreign policy part versus president trump's 47 months of america first success and bringing our troops home. that's a stark contrast and one you'll see this week. >> sandra: more from jason miller on "fox news sunday" over the weekend talking about the president's strategy and what we might see when it comes to question on court packing for joe biden. listen. >> i do think that president trump will give joe biden more room to explain himself on some of these issues. whether it's are you the chairman and big guy in the emails? do you support packing the court? the president will want to hear joe biden's answer. >> sandra: tell us more about the strategy there. how will the president press joe biden to a place where he potentially has to answer that question before election day?

>> we certainly hope joe biden gets asked by the press. we know his traveling press corps when they ask a question regarding emails or anything joe biden yells at them. the only question he wants to answer is what kind of ice cream flavor he got. if you want to try to undermine an entire third of the federal government by court packing the same way the venezuela regime does joe biden should be pressed on that. we hope the debate moderator would be able to do that as well. they aren't impartial. we know the presidential debate commission is not impartial, either. you may see president trump have to push on this because if they won't ask, who will? >> sandra: here we are two weeks from tomorrow is election day and this is crunch time. you have the president, a couple of rallies in arizona today. you can put the results from the 2016 election up on the screen. the president beat hillary clinton by a couple of points. right now two weeks out joe biden is leading the president.

real clear politics average in arizona shows biden leading by 3.9%. is the president's strategy on the ground in arizona working? how does he win back those voters just a couple weeks out? >> well, this is atale of two different campaigns. president trump is crisscrossing the country, being in arizona, nevada, michigan, wisconsin, florida, pennsylvania. you see the president everywhere and joe biden because he is a bad candidate with bad policies has to try and stay home to get ready to defend 47 years of failure versus president trump's 47 months of success. listen, our ground game is extensive in arizona. we have made over 700,000 door knocks and every time we knock a door a voter is 17% more likely to show up. we have made 6 million phone calls in arizona alone. we are within the margin within most of the polling and recent polling where you have seen even oversample democrats and

>> trace: bottom of the hour, time for top stories. president trump campaigning in arizona today while joe biden is off the trail after an event in north carolina yesterday. >> sandra: chinese officials sending a warning to the trump administration today saying u.s. citizens could be detained there if the justice department prosecute scholars with ties to china's military. >> trace: the search for a suspect who opened fire on a tennessee police officer ended overnight. police shot and killed a man in georgia after he fired on them. tennessee police officer terry prescott is recovering from gunshot wounds and listed in stable condition. >> sandra: now to capitol hill. pelosi and mnuchin are set to speak on the phone to advance a stimulus deal. president trump suggesting he could step in if republican senators don't support a second coronavirus relief package worth trillions of dollars saying i'll take care of that

problem in two minutes if i had something that would be good, i think i could quickly convince republicans to do it. they're ready to do it. nancy pelosi does not want to do it. maria bartiromo joining us more. a deadline is set. markets are watching this. the opening bell on wall street ringing right now looks like we're seeing a rally on the open, maria. what is expected now with this deadline set? will a deal get done before election day? >> it's interesting. the marketing of it is fascinating. nancy pelosi is saying she is setting this deadline. the g.o.p. and president have been wanting to do a deal for weeks and it has been nancy pelosi stopping it because she is putting in there lots of things that have nothing to do with covid. i think the two sides need to agree on whether or not we will see money go to the local cities and states and that is one of the issues that pelosi has been pushing.

as far as sending money to individuals, sending money to small businesses, even aid for the airlines, these are issues that the republicans have been pushing for weeks now. will we get a deal done? i don't know. there are too many politics involved with the new ultimatum that pelosi a trying to say she put the ultimatum out there as if she wanted to do the deal instead of the republicans. that's not the case. the republicans are pushing to get something done and the president says he will go beyond 1.8 trillion. that's going against his base. there are plenty of senators who say look hundreds of billions of dollars left unspent that could be used to right now to send money to people in need. so we'll see. it likely won't go above $2 trillion. i don't think the republicans would accept that and they have an eye on debt which is about the size of the overall economy, $22 trillion. >> sandra: as you know so many

americans still in pain as a result of this pandemic and the shutdowns. so many still out of work and they need another round of stimulus. they need more help from the federal government which makes the plans by these candidates on the economy and their tax plans ever so important. as far as what we would see from the joe biden presidency, the editorial board takes it on in a piece this morning. the cost of biden-on imickx it predicts 6,500 less in median household income by 2030, maria. the editorial board writes the risks from biden's policies is that they won't send the economy reeling right away. americans will pay the price in a lower standard of living than they otherwise would and that they deserve. so they took on joe biden's tax policy and made the case that

because we're hearing so much from biden and the campaign on coronavirus, fighting covid-19, we're not really hearing him lay out in detail his policies on the economy and raising taxes. >> no, he really has not gone through it in detail but we know that he has said he wants to raise 4.3 trillion dollars in new taxes. the journal does a good job laying that out and how people will be affected. so far we heard a lot of politicking about this where joe biden says he won't raise taxes on anybody making $400,000 or more. that's not what we see from these tax increases. point one, if you are going to completely turn around and reject the president's tax legislation enacted at the end of 2017, that in and of itself means that all income levels will see a tax increase. you will also see the cost of regulation, another major tool that this president used to move the needle on economic growth. if biden puts new regulations in place that is going to mean

new costs for american and new costs for businesses. small businesses unfortunately. you will see a real impact for the higher tax proposals from the biden campaign. you are also going to see a lot of expectation that the economy is going to slow down. we're just getting back on our feet in terms of the recovery and seeing pretty good numbers out of china overnight in terms of retail sales and gdp and good numbers on the economy in the u.s. we'll see where it goes. the journal lays it out clearly that under a biden presidency, you will see higher taxes, more regulation, which will mean more costs. we'll also see if the public cares about the hunter biden story. i want to point out that a little while ago i had the director of national intelligence on in an exclusive interview, john ratcliffe. he just told me that the hunter biden laptop story is not any part of russian disinformation. he made that very clear. my exclusive interview half an hour ago.

>> sandra: saw that. markets up 88 points. dow up 85 points to begin a new trading week. maria, thank you. trace. >> trace: 15 days until the election. more than 22 million americans have already voted as more states prepare to open early voting locations next week. the focus now turning to election fraud as lawmakers push for a bipartisan bill designed to secure the security of early voting systems and one state they are talking about ballot boxes. what can you tell us about this, exactly, eric? >> in california you can vote now in a republican-sponsored ballot box. the gop put out its own boxes on the street. state election official efs say it's illegal and they've struck a come proom ice. the boxes are intended to help voters cast ballots but not

official government sponsored boxes. last week the state issued a cease and desist order. now the state says they can stay if the gop follows safeguards. a volunteer has to man the box. a voter has to hand their vote over to a real life person not a steal box. the votes have to be turned in by law within three days. president trump has criticized ballot harvesting but supporters say the practice can make voting easier for some in states like florida where ballot harvesting is allowed in certain cases. experts say it has been a success. >> there has been no widespread fraud when we have our recounts they come in very close to the actual numbers. there hasn't been any disparity. it is crazy to say that florida is the gold standard for

election. >> the bill now in congress would ban ballot harvesting across the country. tulsi gabbard of hawaii and another senate have teamed up. >> states like california, there is a complete lack of transparency and a complete lack of chain of custody that would be followed for that ballot to go to a ballot broker that you don't even know. you don't know if they are putting that ballot into a box in their car or when they turn it in. it causes concern for me. >> as of this morning there is no word on how many people may have used the state republican ballot boxes that are now on the streets in california. trace. >> trace: we'll hear more on that. eric, thank you. >> sandra: a tense scene overnight in los angeles after a suspect barricaded himself in the paramount pictures studio parking lot. police were pursuing the man in connection with a sexual

any minds? >> maricopa county in arizona 60% of the state's population is in maricopa. you can't lose maricopa by a big margin and expect to win the state of arizona. maricopa county has a lot of seniors. we've learned the key population, the key swing vote in this election and it also -- a lot of john mccain republicans in arizona. the state likes to vote republican but they get a little wary if the candidates are a little too extreme, a little too intem rat. a lot of john mccain republicans usually vote republican up and down the ballot but not trump voters. martha mcsally has lost 10 to 12% of republican voters. trump is risking losing some voters and he needs to get those voters back to his side

for the average american family per the "wall street journal" editorial board. >> well, the editorial today is based on a hoover institution study that was done by a former trump council economic advisor has et, mulligan and two other economists. they took a look at the probable economic cost overall of joe biden's policies on taxes, regulation, and administrative policy. and on taxes joe biden is proposing to raise the corporate income tax. he is also proposing to raise personal taxes on people back up to over 38%. and the fact is that a lot of small businesses as we point out in the editorial are run by people who do get taxed at the individual rate. and if those small business owners are paying a tax rate that goes over 50% when you are all in after state taxes and

payroll taxes, this will be a significant disincentive to hiring new employees. especially at a time when people are very uncertain about what their futures are. vis-a-vis the coronavirus next year. so while people may think they are making a leap of faith to vote for joe biden and hope for the future, the hoover institution study points out that joe biden's economic policies are probably going to create significant disincentives to hiring new employees. >> sandra: a bit more from that "wall street journal" piece that takes on the consequences of a biden tax policy. the risks from biden's policies isn't that they'll send the economy reeling right away but a long-term corrosive impact by raising the cost of capital. reducing the incentive to work and invest and reducing productivity across the economy. as you know the biden camp has responded with a statement basically saying this, that

donald trump tanked the strong economy. those are the exact words from the statement. he inherited from the obama/biden administration by his coronavirus response is what they're saying by not listening to the scientists. we are where we are with this economy because donald trump's response to the coronavirus led us here, dan. what's the response to that? >> well, you know, sandra, i have always thought that that is really one of the weakest arguments coming out of the biden camp. the idea is that we somehow inherited a strong growth and job production from the obama presidency, when most people are quite aware that unemployment was high and growth was below 2% during the obama years. and then somehow the biden campaign leads the whole thing right up to the coronavirus beginning in march of this year. doesn't that skip three years of the trump presidency? and the data that came out the

first three years of the trump presidency on job creation was quite extraordinary. the mainstream press routinely reported how unemployment for a black americans, hispanic americans fell to the lowest rate since the labor department recorded those rates back in the early 1970s. it was a tremendous jobs boom. and i think it was cut short indeed by the coronavirus. another subject to be sure. but the economic policies of those years did produce a lot of growth and job creation in the united states. i do think that's something the president needs to elaborate on. not simply point it out with these bullet points he uses but to hit joe biden hard on the creation of jobs in the first three years of his presidency. >> sandra: interesting to see how they take each other on on that topic thursday night on the debate stage. good to see you, dan. thank you.

smashing all records. the vice president outraised the incumbent president by only $100 million last month. a lot of enthusiasm we see in terms of the fundraising numbers which counter what you are seeing in terms of the in-person events with the president on the ground. >> trace: i think it's a fair point but you look at the whole think national polls the political analysts isn't a good roadmap to the electoral college, the 270 votes. the numbers on the screen. we showed them in the introto you. this is 2016 to 2020. michigan hillary clinton was up 8.8. the president won that state. joe biden is now 7.2, less than clinton. pennsylvania clinton up 5.7. president won that state. joe biden up less. in wisconsin clinton up 6.8, president won that state by less. does that concern you at all with what we've seen in the historical numbers? >> yeah, it certainly does.

it's 24 hours, 72 hours or longer. >> sandra: is that phone call happening at 3:00? can you confirm that mnuchin and speaker? >> that's my understanding. i believe they've spoken at the staff level over the weekend. so there have benon going conversations back and forth. the white house has been engaged with capitol hill as well. >> sandra: how far is the president willing to go to make the deal happen? >> he is willing to go pretty far. we'd come up on the amount given in direct payments to american families in looking at the ppp amounts. so that is more that we're going toward. what we have concerns with and where the fault lines continue to lie is overstate and local assistance. essentially asking for bail-outs of states that have been mismanaged for years, mostly democrat-run states unrelated to the covid crisis. that's something we can look at in legislation down the road. it is not part of this immediate package from the republicans' perspective. >> sandra: as you know,

america" and said this on trusting a vaccine that gets approved under this president. listen. >> i'm not that confident. my opinion doesn't matter. you'll say to the american people now here is a vaccine. it was new, done quickly, but trust this federal administration and their health administration that it's safe? i think it will be a very skeptical american public about taking the vaccine. we'll put together our own group of doctors and medical experts to review the vaccine. >> sandra: how does the white house respond to him talking about a skeptical american public of a vaccine that could get approved under this presidency? >> those are highly irresponsible comments to make. we made the same point after senator harris also kind of alluded to some anti-vaccine comments in a debate with the vice president. the vaccine that comes to market will be both safe and effective and will go through an independent review board. these are not political appointees who are reviewing

state republican party is allowed to keep its ballot boxes for people to vote after the state said they must go. the boxes have to comply with the state's ballot harvesting law which is also under fire in washington our senior correspondent eric shawn has the details in new york. >> good morning. california you can vote in a republican-sponsored ballot box after all. this is a situation where those boxes were intended to help voters cast their ballots but they are not official government sponsored boxes. last week the state issued a cease and desist order against using them but they said they're legal under the state's ballot harvesting law and now they can stay if a volunteer mans the box to collect the votes because under the ballot harvesting law a real live person has to accept a ballot. you can't put it in a steel box. president trump has criticized ballot harvesting where a third

say if they can't tell us how much mail theft has gone up how will they monitor any complaints or figure out to way to find out if there have been any problems with mail-in ballots >> that's a good point. that's a major problem with the inspection service they can't track mail theft? imagine that. >> trace: that's my question exactly. if they can't track mail theft what's the point? the whole thing is if i give a ballot how do i know somebody didn't steal it? you hear these stories and you were mentioning the articles and i read some of these things about gangs that lie in wait at these blue post office boxes and grab them and they are very good at this kind of stuff. what's to stop them from grabbing something else? something that i nut there that needs to get to the election commission? >> nothing. at this point they pulled posted police officers off the streets. in a sense, the postal service has essentially defunded their

own police force. it makes absolutely no sense. >> so what are you telling your members? as a union, what are you telling them? give me an idea if you can, frank, what precisely are these officers doing protecting the mail? >> well, we patrol all postal property until recently and we prevent mail theft. we protect postal property, postal employees, postal vehicles. we are professionals and the men and women of the postal police force are confused. they don't understand why this is happening. why has the postal service handcuffed postal police? it is remarkable. during a pandemic right before an election. i mean, i wish i could make sense of it. >> trace: yeah. well, we're looking for answers as well as you are. if we find them we'll get back to you.
