wisconsin and virtually tidy. we have team coverage and we will get into as much as we can. karl rove with analysis, jacqui heinrich with the ben campaign and in michigan where we preview now, john. >> good afternoon to you. air force one landed about 50 minutes ago so president trump will be taking the stage in the next few minutes but one of the things the president will be talking about today has every stop is mail-in voting. where he is going after michigan over to wisconsin with the supreme court just ruled that they cannot go with that six day extension past election day. the count mail in ballots and all the mail in ballots have to be accounted election night. president trump talking about that issue as he was leaving the white house earlier today. listen here. >> very proper and on novembe november 3rd, instead of counting ballots, which is totally inappropriate and i

don't believe that is our laws. >> bill: the president will be talking about the coronavirus locked down here in and of course, he has been in a vitriolic feud with kristin wittner the governor of michigan and the president also suggesting today there will not be a coronavirus relief bill before election day, but also saying that after election day, that is something unlikely will get done, listen here. >> the stimulus, but nancy pelosi is only interested in bailing out badly run crime-ridden democrat cities and states. she is not interested in helping the people. after the election, we will get the best stimulus package you have ever seen because i think we will take back the house because of her. >> bill: one thing we talk about when it comes to a federal election like this, voter enthusiasm.

bill, and behind me, out in the cold rain and some of them since 6:00 this morning. they are very excited about seeing the president and the next few minutes. and so that translates to the polls, lightning might strike twice a michigan. >> bill: thank you, john, really close 2016. karl rove come a little bit of analysis and hello to you, sir, i know you are crunching numbers and we all have, right? it appears this race is too close to coal. is that the starting point for this conversation right now? is that where the races? >> i think the race has tightened a lot particularly the days since the second debate. the problem is, we don't have a good handle on where it is because we are doing individual state polls. we do have an rcp average but based on relatively small number of polls over a two-week period as opposed to national averages which tend to be a lot of polls like the last week. >> bill: okay, so i don't know how you factor in absentee voting from a mail-in voting but this is an element i agreed we

have never seen but these battleground states. how do you analyze that? >> it is very hard to because we have no sort of frame in which to put it here or there is no -- we can't rely on the outcome of early vote and mail in ballots in 2016 because we got so many more this time around. the only states where you can generally get a good handle on what is happening or states in which either the republican party or the democratic party has micro-targeted everybody so they can literally look at individual voters who turned out and forecast are they republican voters or democratic voters? that is being done for example in texas on the democratic side. pretty good day operation by governor abbott's campaign committee. the democrats are taking the mail in ballots by about eight points. the republicans are taking the early vote by about six points. there are a heck of a lot more early voters then mail in ballots so overall republicans are three or four points ahead

on the early vote so far. and that will get better, i suspect as we get closer to election day and the republicans are likely to win election day by a big margin. we don't have that kind of data. >> bill: here is my thesis but tell me if i'm right or wrong. with all of the mail in an absentee voting and early in person seen in the states, the numbers are just extraordinary. is it fair to say that the campaign actually is nowhere where it stands right now? because they have so much information, karl rove. >> each campaign in the biden campaign and trump campaign has models who will vote now so they have their own polling and tracking, but they also have these models on top of it. we don't know which is more accurate the polling or the models appear they have a couple of sources of information if they believe in their mechanism and a belief in the process, they think they have a pretty good handle on what is shaping up to happen. >> bill: in the meantime,

joe biden was in georgia today. he will make a trip to iowa later in the week. what do you make of that travel schedule? >> well, i think the states are close and the former vice president had been really reluctant to travel outside of delaware and pennsylvania. so it is a big thing that out of the last seven days of the election, two of those seven days will be devoted to single stops and georgia today and iowa later in the week. >> bill: florida i think is on the list, may be wisconsin. he threw out a number of state yesterday. as you rightly point out he has not done that during this campaign. if he were trying to gain the south, what would that suggest to you? >> i think it's a just he thinks those dates are close and if he wins florida or keep trump from winning wisconsin, it increases his chance. i'm a little bit dubious about whether he will actually do it but maybe that's because i'm in texas and every week they say they will make a hard run in texas. we've played $5 million of ads

next week and then cancel them. but in the meantime the national press was pulling for this four or five times this fall, biden is making an aggressive attempt to sweep texas into the blue column. but here is her $5 million worth of time in a week or two and it never happens. >> bill: do you think and i will come back to texas on a moment, do you think these nonstop rallies are giving biden the goose to get out of wilmington and visit folks? >> one thing that political scientists have studied a lot one of the candidates targeting battleground states and all the evidence points to these kind of events tend to drive the message and hit critical marks at the critical part of the state and help the person holding the rallies. with the president with nonstop rallies, it is problematic that biden has reluctant to do so. to think he's been to arizona one time. the president has been there seven times. he's not making a critical mistake of never going to a state like hillary clinton never went to wisconsin, but

nevertheless, the political science studies are accurate, visits to a state hope they cannot do it on the ballot than trump is doing a lot to. >> bill: let me put it a different way, can he smoke him out to get back on the road? >> i don't know if that is how it is said but biden looked at it and said biden high command said we better get him out there because trump's frequent presence in a battleground state will give him a boost. we need to do what we can to blunt it. >> bill: i'm looking at pennsylvania, the numbers, wisconsin 22,000, michigan 10,000 and if the rnc numbers are right, every time they hold a rally if they find 2,000 more people in a white little county in the states that turn out to vote for president trump. and tough races, tight races like this, that makes a difference. >> also in tight races like this, having a grassroots ground game matters. clearly, trump has a better ground game in the states than

[cheers and applause] it is amazing as they go up, you produce fewer and fewer cars. i got you down to the lowest level as your president. i'm going to give another major tax cut after already having passed the largest tax cut in the history of our country. we are giving a big middle income tax cut. joe biden spent the last 47 years outsourcing your jobs, opening your borders, and

for 25 years, 30 years like china. hundreds of billions of dollars a year flows into china, and i put big, fat beautiful tariffs on china. we took in tens of billions of dollars. nobody else did it. and you know, when they targeted our farmers, they told the farmers, don't worry about it. we gave them $28 billion which is the amount they targeted. we are giving $28 billion, our farmers, everybody is happy with that. you have about three farmers here. but you have a lot of manufacturers. remember when obama said there would be no more manufacturing. you need a magic wand. well, we had 7,000 manufacturing jobs. you need a magic wand. [cheers and applause] altogether, half of all auto manufacturing jobs in michigan were wiped out. think of that. after the biden fact nafta and china disasters.

john roberts talking about the energy and enthusiasm and the fact it is chilly in michigan today. the folks have been waiting for hours. we have seen that repeated almost every stop. and we will probably see that in wisconsin a bit later. looking out the early voting members and talking to karl rove about this a short time ago. all the political analyst turning to figure out what signs are in there and what data were not told us? as of today, you have close to 70 million americans who cast generally vote. as of today, there are 45 million of those in the mail and 22 million americans who voted early in person. we still have seven days to go. so we will shatter all kinds of record. and how it comes out next tuesday is something we will wait to see now. they were as a calendar that will follow up a moment you're about the court that may ensue but before we get to that moment, you have to figure out what the state law says in various levels for various

battleground states that essentially the same thing and that is if you have sent in an absentee ballot, it will be counted up to a certain point. for example, the state of pennsylvania is the friday after election day, and the following week, you can go to states like iowa, nevada, north carolina, and the state of ohio. it is for multiple so soon for us to suggest a court battle would ensue, but only if the election is too close to call. and only if you are within the margin of the possibility and some of these battleground states that could tip the electoral vote one way or the other. i mentioned this earlier, remember, north carolina was decided by 173,000 votes. florida 113,000 votes, pennsylvania 44, wisconsin 22, michigan 10,000. and that shows how close this country is, perhaps, yet again in 2020. how close it could be decided in

the states that are simply too close to call. so as the rally continues in michigan, the rally will go again tonight in wisconsin. we will see the president and nebraska. this is a very interesting stop for the president. nebraska divides up its electoral votes. in the area of omaha come with split it up and whoever gets the congressional district will get one electoral vote. why's that important? in a laser tight election it could matter in the chase. so we will show you the board and a moment and we will take you back to michigan as well. a quick commercial break. we will squeeze this in and get back to the rally in lansing. we will check in on the biden team to see what he's up to in georgia. ♪

trump 2020 senior advisor, welcome to the program. the rally, but as you are waiting patiently, you heard my conversation with karl rove. where do you think this race is today as you look at the date on the inside? >> i think this race is nipped up to be honest with you. bill, what we will see as the states of florida, north carolina, ohio are going to be cold early on election night and a long night for joe biden. what it means is joe biden will pen all his hopes and dreams on winning pennsylvania, wisconsin, michigan, in minnesota in addition to all of the states that traditionally go for a democratic candidate, which are the west part of the country. so i think we will see a good night for donald trump and i think georgia, florida, north carolina will be cold early. that will set the tone for what would be a successful night. >> bill: looking at the date on the inside. do you believe both campaigns has incidents where the races right now? >> well, i think one campaign does, ours does.

if you look for the president is spending his time in the battleground states, must win states it shows where the races. look, joe biden very tentatively is using a strategy hillary clinton used four years ago. she said she would expand the map but she didn't win the key state she had to win to be successful. we are hearing this talk that texas is competitive. a statewide democrat has not won the state of texas in 30 years. the state is not competitive. donald trump will win texas. donald trump will win georgia. joe biden is going there but the team is fundamentally flawed and that's why donald trump will win. >> bill: use of the races too close to call at the outset. >> the reason is, the reason, bill, look, we have an enormous amount of early voting. republicans traditionally vote on election day. and so we are not sure yet if all of our voters are turning out early, and we will have a massive election day push or some of those being consumed right now. look, no one knows the answer,

crisis that made the country sicker. we are now poor as a result of the decision-making. and we are weaker as a nation. >> bill: you will agree that covid had a lot to do with the economy booming. >> he mishandled -- bill he mishandled. >> bill: just a second the polls are absolutely shocking gives me hope for our country? we cannot let off the gas, and all that it stands for. what you do if he gets a second term? >> well, listening to anything can happen in trump world, but i don't think he will get a second term. he will be resignedly defeated next week. at the polls that i'm looking at has him ten points internationally. anywhere 7-9 points in the battleground states. and the vice president in georgia for a reason. it is neck and neck in georgia. the vice president nominee is in texas for a reason. it is neck and neck in texas. i think the president will be routed next week. he knows it.
