jillian: we are back with a fox news alert, national guard on the ground in philadelphia to quell a second line of riot after a police shooting, the backup colin after 30 police officers were heard and dozens arrested. todd: how do you assess the response of local law enforcement -- >> the response, they are being handcuffed, what they can do boil down to the commissioner and what the mayor is letting them do. a major corridor in philadelphia was under complete assault. at 7:59, stated we lost, we don't have police officers engaged, this was going on all over the city. police officers are doing the best they can.
