very well. he doesn't know about the senate. not as confident about the senate. an interesting point of view. >> sandra: an exciting few days. back here noon eastern time tomorrow. great to >> and we begin with a fox news alert. you know there's a lot that is happening this hour. every day at noon eastern. president trump is speaking at the white house. that happened just moments ago. you watched it live here on fox news, this is all ahead of his first campaign stop in michigan. air force one, the center of the screen. our big day of covering duelling campaign events begins now. the president talking moments ago about a wide range of topics including possible covid-19 therapeutics. a potential coronavirus stimulus package right after the election, he said. and president trump trouted the economic recovery amid the
9:01 am
pandemic and yesterday's gdp number. the economy, the economy is what he is focused on as he heads to michigan. >> he says he can flip that state. it all comes as both president trump and joe biden are back out campaigning through several key battleground states today. both candidates will make remarks during the next hour. the president speaking outside detroit. the former vice president will be in des moines, iowa. matt finn is live in waterford township, michigan. matt? >> harris, another packed rally for the president. thousands of people filing in right now. temperatures in the 30s. people are dressed in their warm winter gear to fight off the cold waiting for the president to speak here. right outside the democratic strong hold of detroit and oakland county. this is a county that hillary clinton won in 2016. the president is here trying to flip this county red. the president won the state of michigan with about 10,000 votes
9:02 am
in 2016. that was his smallest margin of victory in any state across the country. this county, oakland county, is the second most populated. it's a critical county. the president and joe biden are trying to weave various contested michigan counties together for a win in the state of michigan. a short while ago, this morning, the president again attacked the former republican governor of michigan, rick snyder, who endorsed joe biden. the president tweeting i would never have taken the endorsement of a man that poisoned the people of flint, michigan. rick snyder should be ashamed of himself and his service. biden took his endorsement. vote trump. the majority of polls show joe biden with a notable lead. biden ahead by 6 1/2 points. but biden's lead has grown smaller in recent days. looking ahead to tomorrow, joe biden is expected to be here in michigan on halloween
9:03 am
campaigning with former president barack obama. obama did unsuccessfully campaign for hillary clinton in this area of ann arbor in 2016. here in michigan, biden's campaign is relying on detroit's democrats while the president is appealing to critical counties and suburban women. harris? >> thanks. this is "outnumbered." i'm harris faulker. here, dagen mcdowell, kennedy, jessica tarlov. in the center couch seat, town hall political editor and fox news contributor, guy benson is with us. great to see you all. headed to michigan, guy. the president one last time just in a surprise as 47.5% to hillary clinton's 42.7%. he's behind in the polls. he talks about how he can flip that.
9:04 am
he can turn that around by being on the ground. you say what about the state of michigan and its importance? >> it's relatively important. the president would like to hang on to it. he just beat hillary clinton. mrs. clinton was leading in the polls, which looks familiar to this time around. she was so confident, overconfident about michigan four years ago that she spent very little time there at all. didn't spend a lot of time focused on that state. assumed she had it in the bag and she did not. joe biden looks to be relatively solid in that state. this time he's looking to not make the same mistake hillary clinton did and not repeat that error. he's making sure to go to that state, continue to barnstorm there. we've heard some reports on the ground from democrats even plugged in democrats saying it does feel like this race is tightening and therefore neither
9:05 am
campaign certainly taking it for granted. if president trump ends up the victor in michigan, he will have won this election. even think the paths to victory that a lot of us are expected could be plausible for trump don't include michigan this time around. if he gets that in the bag, it's over. >> interesting. you know, jessica, there's minnesota coming up later today. the president talked about flipping that state. he said we have 25,000 people who want to come to the rally today. the state will only allow what it calls group under covid-19 conditions right now of 250 people. he says i think we're going to see minnesota flip. >> he's been saying that for a long time. for years. the race has been called a sleeper race by republicans. they think they can also maybe pick-off a senate seat there with tina smith. so i understand why both campaigns are campaigning there in the final days. guy and i were discussing this
9:06 am
yesterday on his radio show. a democrat has not lost the presidency in minnesota since 1972. we looked it up. so i would expect that christine is the best. she makes sure that we know everything we need to know on air. i would expect joe biden to still take minnesota. i think it's smart for him to go there and adding on to what guy talked about about no one taking anything for granted. look at joe biden's final schedule. you can see that he understands the importance of michigan, wisconsin and pennsylvania, the three states that decided 2016. his map is bigger than hillary clinton's was. kamala harris will be in taken later today, which moved from toss-up to lean blue. we've seen an early vote total go past the 2016 total in general. harris county has 24-hour voting so shift workers and essential workers can make sure that they can cast their ballot at 3:00, 4:00 a.m. if that's what needs to happen.
9:07 am
georgia tilting towards democrats. doing better in florida. the final poll shows joe biden with an vantage there and north carolina could be on the board for us. so joe biden has a wider map than hillary clinton did in 2016. >> you know, kennedy, that's an interesting point. hillary's down fall was that the rust belt was not touched. maybe perhaps it was -- i don't know. maybe it was scheduling. but for a man who has been accused of predominantly being in his basement and by that i mean in his home state, that would be correct. he's getting out there now and as jessica points out, his map is wider certainly than what we saw four years ago. how much of a difference do you think that makes this time around? >> i think it's going to be a different race. some of the states that we assume will go one way might go the other. it's not going to be a straight
9:08 am
path for either one of these candidates. i do think the race is closer than some of the national polling suggests. joe biden, like his instinct is to shut down the campaign like the president has accused him of wanting to shut down the country. i know that he and senator harris are traveling to some of these various states that are in play, but if he loses, it will be because he didn't get out and put a lid on so much of his campaign and the critical final weeks. we'll see what happens. again, it's so exciting that really some of these massive states up for grabs like pennsylvania, like florida, like texas, like arizona, like georgia, they really could go either way. isn't that what we're all invested in? isn't that what we're here for? >> we're here for all of it, kennedy. just for people to vote.

let's make voices known across america. i hear you, girl. meanwhile, president trump and joe biden going after each other in duelling op-eds today that you can read at foxnews.com. the president hit joe biden over his economic record. writing "the largest threat to our american comeback is a joe biden presidency. biden is running on a platform that would destroy all our economic progress. biden has failed in leading a economic recovery once when he presided over the slowest economic since the great depression when he was vice president." biden writing "day 1 i'll mounts an aggressive approach to control this virus. i'll make sure we don't just recover from the economic slump but build back better before creating an economy that deals everyone in. i won't raise taxes on anyone making under $400,000 a year but i will make big corporations and
9:10 am
the super wealthy pay their fair share." dagen, very different messages from two different men. as kennedy pointed out, it's a different election. >> i said this yesterday. joe biden bragging about raising taxes on corporation. that means less money for the employers to hire people back that want to go back to work after the pandemic shut down who hire new workers will give people raises. so that goes to, yes, higher taxes do hurt everybody in this country. he also plans to raise the top rate on income taxes and capital higher than at any time since it's been in the 1970s. the written word benefits president trump if you believe in policy over personality. it removes the personality that turns some people off and
9:11 am
focuses on accomplishments and the road out of this downturn. we saw the snap back in the third quarter. one thing i'll add about joe biden. i've said this repeatedly. clearly meant that the biden administration, if he gets elect elected wants to transition away from the oil industry. that means destruction of millions of jobs and puts us in a weaker position on the world stage. dan yeargan said this on maria bartiromo's show on the fox business network. since 1973, nine presidents have been in favor of energy independence. well, we've achieved that. we're the largest oil producer in the world. we have power over nations that hate us. but if you reduce our fossil fuel production, natural gas and oil, you put us in a situation where you have to import more oil from nations that want to wipe us off the planet.
9:12 am
how does that make sense? >> i want a reaction. jessica, i'll give it to you. >> first of all, joe biden would not interoffice and the next day the oil would be destroyed. that's what his supporters are trying to make it out to be. the truth of the matter is, oil companies are in favor of the policies that joe biden is touting. they want to move to clean energy and they know we can create millions of jobs if we do that. i understand that that is the messaging coming out of the trump campaign and why they're doing it to scare people in states like pennsylvania and texas. but i don't believe that people are buying it. joe biden has shifted in a number of surveys to be the candidate that people most favor to manage the economy. >> all right. everybody can read about president trump and joe biden's views of the future. their op-eds are in full exclusively on foxnews.com.

9:18 am
others have to be put in a separate pile. in pennsylvania, there's concern over prepaid mail-in ballot envelopes which are typically not automatically post marked. that could make it hard to prove if they were in fact delivered on time. a postal service spokesman said they're working to ensure every ballot is labelled. but adds under the pennsylvania supreme court ruling that allows the three-day extension, ballots with no post mark or an illegible post mark are presumed to be post marked by the election day deadline unless it was mailed after the deadline. obviously this varies state by state. if you haven't voted already, you better have a plan. mailing it in and those two states in particular could be problematic. so guy, what do you make of
9:19 am
this? either said is going to say when they lose, there was postal chicanery. what can they do? >> guy: you're right. every legally cast ballot should be counted as promptly as possible. part of the concern i have, this whole thing that people are making out of voter suppression because they're not allowing for the various suspensions. state set their own laws. it's very important for the rules of the game to be established before the game is playing out. to change things on the fly i think is concerning. and i understand people saying oh, the supreme court ought to do this or ought not do that. ultimately states have a great deal of supremacy on this issue. there's a compelling interest
9:20 am
for the established rules from the beginning remain intact and don't get changed at the very last minute because they will have more distrust in an area of great deal of distrust that already exists. >> kennedy: you know, both sides are talking about not conceding and contested elections. theres been a big push from the left and people in hollywood to get people to get out and vote as early as possible. but isn't this some of the fallout from that? >> jessica: i'm not sure it's some of the fallout from that. what has happened is it's been complicated that we have a post master general who has been openly aggressive about mail-in ballots and make sure post people are delivering on time. we're hearing in new york that you shouldn't be mailing in your ballots anymore. people should still be about to do that during a global health pandemic of this level. what i would love to see is a

lawsuit from republicans that was trying to make it easier for people to exercise their constitutional right to vote. we have seen nothing of that. we even had an opinion from brett kavanaugh that got slapped down by the state of vermont because it was inaccurate in discussing changes that vermont made to election law. republicans have tried to make it harder for americans to vote. thank god there's an army of democratic lawyers that are trying to fix that. guy is correct. if you legally cast your ballot, it should count in the swing states where we know the e election will be decided. >> guy: legal is key. >> kennedy: every state is allowed to say when their ballots are accepted. for some places, it has to be post market and received by election days. other days it has to be post marked and they will allow as the suits have shown. dagen, a big problem here and
9:22 am
the president touched on this the other day, people that want to change their vote, who have already mailed in their vote. what do you know about that? >> dagen: exactly. one thing i want to point out about pennsylvania, the problem is the posted, prepaid on the ballot envelopes. typically prepaid envelopes are not postmarked. was pennsylvania paying attention to new york? the problem with carolyn malone and her primary race with siraj patel? he's joined a lawsuit over that problem. this was in june. why is this happening in pennsylvania, number 1? you know what, i said this before. if you have been to a home depot wearing a mask at the height of the pandemic, you've been out grocery shopping, going to the drugstore, getting your medications, maybe a little red bull and coca-cola, you can go vote. as frank luntz pointed out, two to one trump voters will come

this. they've done so well in the past with early mail-in voting. in fact, they have crushed democrats in this. democrats are never organized to really get this going and lots of democrats have told me, you know, only per the necessity of covid-19 like they have tried this. i don't know per state that is true but certainly republicans have won. that's why you see the tightening in the early voting in places like florida as well where biden is rocking 41% butu trump at 38. so you may get both. right? on election day. in which case i asked guy, why was the president like messing with that? just curious. >> you'll have to ask him directly. long ago i stopped trying to figure out and determine exactly what the president is thinking behind every single bit of messaging that he puts out there. i will say that republicans, one of their potential advantages
9:25 am
this year is a really strong and robust ground game. the party has been building it now for four years. maybe they didn't have that nearly as well oiled four years ago. they made significant strides on that front. now, the question is, when you see the gap being closed in a place like florida or arizona, are those potential, you know, election day voters cannibalizing the election day vote? there's so many factors here that it's difficult to derive any strong lessons based on tea leaves on early voting. that's one of my cautionary tales. >> harris: so don't look at the past. >> kennedy: well-side. no, you can't look at the past. everything is on its head. whether it's ground game or getting out the vote. the message. that's why anything can happen. we don't know. there's so many chips in the air, we don't know where they're going to fall. some fell in to the hands of the postal employees and we'll see how they deliver them.

exist in broward or orange. it is a miami problem." okay. those numbers are so far apart, jessica, that it's worth taking a look at. what is the answer? >> jessica: the answer we thought was sending barack obama to miami. there would be more surrogates showing up taking that seriously. there's a grave misunderstanding for a long time about latino voters as being a monolith. they're very conservativconserv. they favor republican candidates due to religion and being pro life. and then there's more liberal latino voters. the analysts have been correct that we have to focus on texas, nevada and florida specifically for those issues. joe biden also has been running behind hillary clinton in terms of the share of latino voters. that's been concerning from day one about the biden campaign. why i think so much focus is going into getting out the vote
9:33 am
in texas, florida and nevada as i said on those issues. >> harris: we do know from his own words and he said he didn't mean it, but joe biden, kennedy, has said that actually, it was the african american community that he thought was a monolith. we'll have to see. latino vote and miami is the problem. >> kennedy: yes, he was trying to reach out to latino voters and pushing african american voters away oddly enough. that was curious. i didn't see why he felt the need to pit two groups of voters against each other but goes to show that joe biden and a lot of democrats think of latino and african american voters as blobs. monoliths. they're clearly not. jessica talked about how latino voters in miami are different than latino voters in arizona. the votes trends are completely different. their needs are completely

reunited with their loved ones. as kennedy is saying, there's the other issues that unite us as people of color, too. >> dagen: latino voters lived across the country. the trump administration acknowledges that. kimberly strassel wrote last months about growing latino populations in towns like bethlehem and lancaster and from venezuela, the dominican republic and puerto rico. the trump campaign has tried to target those voters, trying to expand the 29% of the latino vote that trump won four years ago. one more thing i will add to the conservative catholics, amy coney barrett ascended to the highest court in the land. that might resonate. and chuck rocha, a mexican american, his father was mexican, grew up in texas, he
9:36 am
worked on bernie sanders' campaign. the biden campaign wasn't hiring latino consultants to target those voters. so kind of -- so chuck has called them out on that. i don't know if it changed in the last couple months. >> harris: so guy what do we know about where the latino vote is and the places where joe biden and surrogates -- i know kamala harris joined on the stump alicia key as couple nights ago and they're reaching out in arizona and so on and so forth. what do we know about those voters that barack obama didn't seem to make a difference when he was in miami the other day? just recently. >> well, jessica is right. president trump is overperforming among latinos nationwide. it's not just in miami. it's in the state of florida, in the state of texas and elsewhere. his numbers are significantly better than they were against
9:37 am
hillary clinton. as she said, joe biden is underperforming hillary clinton four years ago. this is just such a 2020 story. you have president trump struggling among a lot of college educated white voters, struggling among seniors and groups that he carried four years ago. but perhaps saving his bacon or keeping him competitive are people of color that are coming in to his camp in greater numbers. i'm not sure many of us, including experts that talk about it every day, i don't know how much of us would have taken those data points that we're seeing and made those prediction as year ago. i didn't have it on my bingo card. i'll be honest. >> harris: wow. bingo. senator elizabeth warren may want a new title. the report says that she wants a particular position in a potential biden administration. what it could mean about claims that progressives will push joe biden to the left. i searched and found sofi and applied for a personal loan.

"every mile helps us stop gang members, murders and sexual predators and drugs from entering our country. it's a fact. walls work." twitter confirmed locking morgan out but reversed course following an appeal by the account's owner. let me get this straight. you shut down free speech. if you cry loud enough, you'll turn it back on. what is that, kennedy? >> kennedy: that is the necessity for squeaky wheels. clearly in this enterprise, the squeaky wheel gets the grease. so more people have to make noise instead of cowering in
