to do it. how do they contrast that? >> well, a big part of this is knowing that joe biden is not doing much in the campaign at all but drawing that contrast with the biden campaign. the biden campaign refocusing very, very heavily on pennsylvania. they are blitzing pennsylvania in the last few days. and this is there a way of to block donald trump's 270 electoral votes. they believe if they can win pennsylvania, they can make it very, very hard for trump to get to 270. that is his strategy. they have tried to make this selection of referendum on donald trump that has kept joe biden and small footprint. he has done very minimal interviews, media appearances, rally and try to make it a referendum but donald trump's leadership in the pandemic. >> bill: last question. do you see the president doing rallies on election day, which

>> bill: president trump and joe biden tracing votes across middle ground states. and they need to establish the blue law. in 2016, president trump was the first republican to win wisconsin since 1984. we will see him next hour in green bay. sunday anchor chris wallace, good afternoon to you. we have arrived the final week and for days on the calendar. how do you see it today, chris? >> well, first of all this is not a normal final beacon because we have had this explosion of early votes both m. 82 million people have already voted and my guess is election day it will be close to 90 million and that will be over two-thirds of the total vote in the 2016 election so those are votes already banked. and they are not paying

attention to what is happening on the final election week. but there will be tens of millions of people who do vote on election day. you are right. the key as we always expected are the upper midwest and also pennsylvania. pennsylvania, michigan, wisconsin. curious that both candidates are campaigning today in minnesota. minnesota has not voted for a republican for president since richard nixon. a landslide victory in 1972. 11 straight times that minnesota has gone for a democrat. it is interesting, not so surprising because hillary clinton only won by less than 2% come i think 1.5%. so it is interesting that the president would go there but even more interesting that joe biden would feel the need to go there in the final days. but i think the key to this race will be wisconsin, michigan, and especially pennsylvania. i'm not sure that either of these candidates can win 270

electoral votes and the presidency without a victory in pennsylvania. >> bill: well stated. minnesota 44,000 votes in 2016. even reagan did not capture minnesota, the home state and i think we will go over it time and again. speaking of next week, i have charts and graphs on my desk trying to figure out among the battle states which states count ballots prior to election day. which states count ballots on election day, which states have extended deadlines after election day to count absentee ballots. it is going to be incompetent upon all of us to educate our viewers as we move through the night on tuesday evening. but what have you thought about that as this plays out in real time? >> well, it will dramatically affect a power player on sunday but the most important with all due respect to you and me and brett and martha, the most important person fox news on

election night. that is a fellow arne in michigan, who is he? the head of the fox news election decision team. he and i went over this weekend and this week and it will be on "fox news sunday" as a power player how they do it. you were exactly right, some states like florida, they count the mayland ballots first. some states like pennsylvania they count the mayland pellets last pier that will have a dramatic impact. for instance, we assume and have every reason to believe that the early voters and especially the mayland voters will skew towards biden. in a state like florida come if you see a big biden lead early in the evenings, that may be the segment of the vote while the day of voting will skew towards trump on the other hand and pennsylvania come a big margin for trump early, that will not take into account the mail and ballots counted last and we may get the evening or not until the

a sliver of blue. here is what i find interesting about milwaukee here and hang on here, come on, it's not working for me, brian, in milwaukee, you have 37% of african-americans and if you look at hillary clinton's share of the vote in the county in 2016, she did not meet the measure that barack obama had in 2012. how do you see that right now four years later? >> this is why joe biden is here and why democrats are actually afraid because what they have been chasing is the ability to have turnout nonblack voters like brock had appeared they did not get for clinton and in fact she had the same problems appear they talk a lot about how joe biden has a better connection with the african-american community the then bill clinton. the challenges, they are trying to get the obama stop turn out so rather than joe biden going into some of the suburban areas for the democrats to make end roads rather than maybe pure offense in republican territory

here in texas, but it is only by 2.3% you're not a very wide margin. >> bill: thanks. we will see how it turns out together. kc's vehicle they are in dallas. going to pop over. we've got about 2 minutes. what i will show you is what is going to happen over the weekend here now. there was a big story in florida because trump and biden were both down here in hillsboro. the part of the stay where you win. democrats down here. a lot of republicans in the panhandle. they will be in minnesota, that something perhaps a week ago, not a lot of people expected to see. joe biden will be in st. paul and minneapolis. the president will be in rochester. over the weekend on saturday, the story is really going to move. the state of michigan, the reason being barack obama will be with joe biden. for the first time that they have been together in person. they have done a virtual chat or resume.

that is flint, michigan. fair number of votes for hillary clinton. in 2016. then they are coming down to wayne county. we were discussing this they are a reporter from wisconsin a short time ago. that's where you find a lot of democratic votes. she got half of a million votes in wayne county alone. the issue here to keep an eye on, heavily african-american. barack obama turned almost 600,000 votes in 2012. but again, hillary clinton was well short of that. so then, where is that particular voting block? in 2016, something that came up in some of the early -- some of the early voting results that have come out of florida already. some reporting suggesting that african-americans have been solved towards joe biden. we will see whether or not that is the case. there was a big moment over the weekend on sunday.
