more than 86 million people have already cast their vote. will: it's going to be a very busy weekend on the campaign trail. listen to this. president trump is set to hold 14 rallies in seven states in 72 hours. meanwhile, joe biden is set to visit two states this weekend. he is hitting the trail with former president obama for the first time today in michigan. jedediah: we have team coverage this morning. phil keating is in north miami florida where early voting is ramping up. kristin fisher is in pennsylvania where the president is making three stops today. kristin? >> well, i heard you guys say it didn't quite feel like halloween where y'all are. i will tell you what, it feels like halloween where i am. i'm standing on the side of a dark road underneath a full moon it. feels kind of spooky out here. quite telling that president trump has divided to spend the final saturday before election day in pennsylvania. he has four events in this state today. i'm at the first one in newtown,

pennsylvania. it's a farm and it's about 45 minutes outside of philadelphia. so, president trump clearly coming here trying to court all of those suburban women that you have heard so much about in the closing days of this campaign. another thing about this event it's going to be quite a bit smaller than a lot of the other trump rallies that you have gotten used to. most people sitting down which we aren't quite used. to say it's going to look and feel perhaps very similar to one of the rallies that we saw president trump hold yesterday in rochester, minnesota. and that's because minnesota state officials forced the trump campaign to really comply with the state's social distancing measures to fight the coronavirus. the midwest, of course, dealing with a pretty serious spike in coronavirus cases. wisconsin really one of the hottest hot spots in the country. that's where president trump was earlier laying out con o.

contrast and vision to fight covid-19 and his opponent. >> this election is a choice between a trump super boom and a biden depression. that's what it is. it is also between opening up and keeping it closed. ours is between a state vaccine which is coming very shortly. it's a momentarily or a devastating lockdown. that's what biden wants to do. because he has no choice. he will not call the shots. he will not call the shots. and everybody knows it. >> now, right now here in pennsylvania. the real clear politics average of polls has joe biden ahead by about 3.6 points. another advantage. supreme court justices just denied a request from pennsylvania republicans and will continue to allow the counting of ballots here in pennsylvania until up about 3 days after election day and then another advantage for joe biden is, of course, that this is the state that he considers to be his home state, the scranton, pennsylvania is where he says that, you know, he was born and

raised. so the president certainly has a bit of a challenge in this state. the trump campaign is confident that they can win here. remember, president trump put out a very narrow victory in pennsylvania in 2016 which when he beat hillary clinton. they are confident that they're going to be able to do it again and they're pulling out all the stops between now and election day to make sure that happens. guys? >> thanks, kristin. i don't know if i have to say genuine sense of spookiness is all halloween it could be the state of affairs in 2020. phil keating is in north miami florida where early voting is wrapping up. phil? >> in just 55 minutes. the final weekend for florida early voting gets underway. it's been a historic year for it with massive mail-in ballots as well as strong in person voting. and behind me, sitting on a chair underneath that tent right by the front door 60 minutes ahead of time this guy showed up. he is ready to vote. so far, 8 million floridians

have already voted. friday, like soon today. early voting opened up at 7:00 a.m. library those eager to participate in democracy lined up early outside despite the rain to vote in person. for those who have not returned their mail-in ballots due to election day four days away. they are being encouraged to drop it off in the official ballot box so that slow mail delivery does not become a factor. there is a new report in miami-dade county that state attorney is investigating that there is a room full at one distribution center of mail including ballots. well, voters told us this election is consequential. >> i hope it helps to make change and i mentioned earlier the narrative right now is very marginalizing politically but also the climate in the united states right now is very divided. >> considering the current climate we are today and how everything feels so consequential, i feel like being

vice president's wife, will be in florida tomorrow. jedediah: thanks, phil. so many states that were close in 2016 that may be close this time around and right now you have both candidates hitting a favorite state of yours, i believe, pete and that would be the state of minnesota. they are both going to be doing dueling rallies there. there was a little bit of controversy yesterday with respect to the trump rally that was planned. we saw this. the venue had changed a couple of times. it was first supposed to be at the airport. then the doj center then back at the airport. the controversy was around the number of people in attendance. at one point it was reported that you could have up to 2500 people. we know these rallies feature a lot of trump supporters eager to get in there and see the president. well, the mayor and the attorney general had asked for a covid preparedness plan. some calling that a political request. trying to make this a political duel in these last few days. others were simply concerned about the well-being of people in minnesota because of some covid spikes. president trump weighed in on

that attempt to-to--to-cancel or restrict the rally in rochester, minnesota. take a listen to what he had to say on the matter. your far left attorney general keith ellison and your democrat governor tried to shut down our rally, silence the people of minnesota. and take away your freedom and your rights. they thought he would cancel, a word they are very familiar with cancel. cancel culture. but i said no way. i will never aabandon the people of minnesota. i want to thank the thousands of people outside who were barred from entry by radical democrats. you are american patriots. jedediah: yeah, and so this has become covid-19, sadly has become so political on both sides. we have seen it. it's unfortunate reality of having that be a front and

center issue. my only colonel when i read this story. you try to push the politics aside, right, when you are looking at public health matter. my only colonel when i read it i had seen that the mayo clinic had weighed in. they said listen, we really agree with capping these things at 250 people because this is an area first of all a lot of healthcare workers go there mayo clinic is not partisan people flying in from healthcare workers we deeply respect. when they said that i take a pause and say is it maybe president trump should have just had a 250 person rally. it's televised across everywhere. people can see it and be passionate. obviously crowds gathered outside. i just worry about a conflict between any administration and the medical community on this issue. with that being said, do i think that there were some political talking points trying to be made by the attorney general and the mayor? absolutely. everyone has made this deeply political. but that was just a pause of concern for me on this issue. will: on its face, amid rising

cases, limiting crowd sizes seems sensible. as talked about yesterday on "fox & friends" it's impossible for me to separate these kind of restrictions hypocrisy we have seen across this country last six months. protests, championship parades, gatherings in los angeles, the hypocrisy of these kind of decisions is inescapable. what more, the word i keep coming back to is control. mainstream media blackouts very important stories a week before an election. tech suppression of stories. thanksgiving thanksgiving being canceled. under strict control right now and tie that to hypocritical decisions i can't accept these kind of things on their face anymore. meanwhile by the way you mentioned jedediah that joe biden was also in minnesota he wandered out onto the lawn and yelled at some kids. >> these guys are not very plighpolite. they are like trump. look, they are going to be okay. we are going to take care of them as well. we need to come together.

we need to fight for all these folks. dr. fauci called for a mask mandate last week. this isn't a political statement like those ugly folks over there beeping their horns. this is a patriotic duty for god's sake. will: come off a little anglo my opinion, pete. pete: wandered out on the lawn and yelled at kids that was fantastic. i was there in minnesota. i was at the rally. the president came down the plane in a very different fashion. got in his vehicle. drove out to the people that were not allowed. in listen, nobody elected the mayo clinic. nobody elected dr. fauci. there are elected leaders who have decisions to make. the president has made decisions and said i want to hold these rallies and make choice. blocked it to 250 inside the event. i was one of the 250. my two kids and dad was there also. it was socially distanced. the people that didn't get in thousands and thousands and

thousands. that crowd right there making their own choice. free citizens in a free country troy support their president. he drove around and made the people at the event wait rightfully so to talk to them to give them a sense i'm sorry you couldn't come into this event. i'm sorry we don't respect you enough to make your own individual choice. and that was very well received. he came and gave a shorter speech once he got there i also had a chance to talk to some of the folks who had waited in line very cold in minnesota for a while. here's what they had to say. >> the fact that minnesota capped this event at 250. people protesting have [inaudible] respectful. and. >> 250 here. why do you support him as a young person. >> i support him because i'm a conservative. he is pro-life. he's for the second amendment. i love his trade deals. >> he has helped the african-americans so much and he is not getting credit for it. >> if you read the polls, he is

transitions. jedediah: with political tensions running high police across the country are gearing up for widespread unrest following the results of the election. this comes as a new study finds more than 86% of americans are worried that there will be violent protests after november 3rd. here to discuss national police association spokesman sergeant betty -- welcome to the show. thank you for being here and thank you for everything that you do in the name of protecting communities. we are deeply grateful for that this is a concern, sergeant, that has come up after election day. when you say that law enforcement is preparing itself for potential unrest, what does that look like? >> well, there is so much that is happening right now. not just in our urban areas but

in our suburban and rural areas. american law enforcement is doing everything from putting additional officers on the street. we're doing table top exercises. we have garnered extra equipment we are canceling days off. we are preparing, let's face it. no matter who wins this election. we are going to have unrest in this country. so. >> let's take a look at the cities that are increasing election security. we will put them up on the screen for the audience to see you see portland, philadelphia, baltimore, detroit, i'm going through a few of them, chicago, new york city, washington, d.c. and obviously one of the concerns here is that in some of these cities you are already seeing a an uptick in violence. you are already seeing police departments that have been slightly defunded where fund something cut where have you had policemen and women retire already. so is there some concern that the police in these cities won't have the proper ability because of these cuts and because of

what's gone on to face the challenges ahead? jed. >> well, what is happening is we have something around the country called mutual aid. so police departments, smaller police departments are going to be available to help those larger urban areas and don't forget we have state, local, and federal law enforcement all working together. we have intelligence analysts out there trying to listen to the chatter, determining what is happening. we are -- our goal for the american law enforcement officer is to help keep our community safe. people who aren't safe, who don't feel safe, are not free feel free to move about their communities in a post 2020 election world and so we want to make sure that we are out there and to do that we will all have to work together. that's what law enforcement is preparing for now. we are going to see in some

will: we are three days out from the election. final push to voters. the race to reach 270 electoral votes still up for grabs. which states should would he be watching. here to break it down is election analyst for real clear politics sean trende. thanks for being with us this morning. i'm going to ask from you and the viewer patients and forgiveness. my first time at the election touch screen. have you laid out for us, sean, three different scenarios that we want to walk through. we are focusing on seven states here according to you that are key. pennsylvania, florida, episcopal wisconsin, iowa, pennsylvania and ohio. all white right now. let's go with your first

scenario, sean that means we are giving iowa and wisconsin to joe biden. what does that mean about president trump and what he needs to win this election? he needs to have strong shows in other states for it all to add up. the difficulty that we have in that situation is that if he loses iowa and wisconsin. a lot of these other states he needs to win and the upper midwest are demographically similar to iowa and wisconsin. he really finds himself in a hole. >> i assigned iowa and twoisk joe biden that puts him at 265. talking about arizona, florida, north carolina, pennsylvania, and ohio going for president trump. and you can see that would make it 273 to 265. now, we back those back out of this scenario and give everybody now back to blank. your second scenario, sean you

say let's keep iowa for joe biden and give him arizona. talk to me about president trump's path to victory in that scenario? >> well, in a situation where he loses iowa, or joe biden wins iowa but arizona flips to president trump, again, you are looking at a situation where president trump has to really thread the needle. you know, i don't have video so i can't see the map that you are putting up on this connection. but, again, demographically very narrow for trump to win. but it can be done. will: it can here is what happens if he takes the two states you mentioned iowa and arizona, it puts joe biden at 266. that needle that president trump would need to thread then as you laid out for us would have to win florida, north carolina, pennsylvania, ohio, and wisconsin. that would put him at 272 over joe biden's 266. sean, what i keep noticing though in all of your scenarios is pennsylvania is key to president trump. is that correct?

>> that's absolutely key and it's part of the reason you have seen the campaigns going there so much. have you seen bernie sanders pennsylvania. you have seen barack obama to pennsylvania. the campaigns are going to be hitting in. everyone knows that this time pennsylvania really is the keystone state. will: i want to do one more scenario that you laid out for us. this might be what some would consider unlikely, sean. we will switch wisconsin back over to joe biden and then president trump. so he takes arizona, michigan, and wisconsin. and that means president trump would take pennsylvania, florida, ohio, and this puts, i believe this scenario and i don't have it mapped out right here you did lay out a scenario where we essentially get to 269 to 269. a virtual tie that would be maine and nebraska split electoral votes go one way. how-likely is that 269 to 269 electoral split? >> not the most likely scenario. we have said pennsylvania is the

according to real clear politics average. it's bidens 50%. trump almost 44%. other polls by the way, rachel, show in some cases they predict or show biden up by almost two touchdowns 14 points. oh look at biden winning wisconsin. what sense do you have of what is happening on the ground? >> i don't believe those polls. i know you can't capture enthusiasm and intensity in polls that always matters. we are sort of old forces. old hands at politics. we know that that matters and you can't capture it. he was yesterday in green bay wisconsin which is a very catholic area. donald trump was there. and, look, i mean he has a great pro-life record. is he running against the most radical abortion ticket in the history of america. he pounded that as well. and i guess, you know, maybe joe thinks he has been here a lot. he has been here, what, three times, sean? >> three times. >> three times in two years. >> donald trump was here four times in two weeks.

you guys, what a great message when donald trump is in green bay, green bay packer. brett favre comes out and endorses him. he was great at green bay not great when he was a viking. here's what's happening in wisconsin. you have donald trump like any great sports team, he is peeking at the right time i --peaking a. the rallying of blue collar workers. pro-life voters in wisconsin is absolutely off the hook. you look at those polls that you showed, will, donald trump is not down seven points. trump doesn't believe that biden doesn't believe that. that's why biden was in the state yesterday in milwaukee. by the way republicans have spent tons of money reaching out to minority groups in milwaukee. i feel like this is -- this is really really tight. i think trump is going to win and here is why. because donald trump has the greatest american ground game that's ever been developed in the history. so, for the last two years. they have been knocking doors, doing grassroots. identifying voters. talking to voters.

having that personal contact. joe biden has had none of it. so, because of covid and joe's in the basement, he said to his campaign team we can't knock doors either. so they did no grassroots effort in wisconsin or anywhere in the country. and so as we come down to the last four days. this is not about -- by the way the trump campaign is getting outspent 10 to 1 in wisconsin. it's like a biden campaign fest on tv that doesn't matter because there is not one undecided voter left. this and about getting voters to the polls. ground game is what is going to deliver when we get to tuesday's election. jedediah: you both mentioned the pro-life issue. at this stage of the game what would you say is the top issue on wisconsin voters as they head to the polls if they haven't voted already. >> the economy. this is, again, very stark message. joe biden. the dark winter still talking about lockdowns and have you donald trump saying we're

have won the day and that will be a sad day for america. >> only thing you forgot is to mandate to wear a mask inside your own car which could be coming. rachel and sean, thank you so much. appreciate it. >> happy halloween, everybody. jedediah: you too. all right. we are going to turn to headlines for you now. a police officer is shot in the face in an ambush. new orleans police say the officer and his partner were patrolling the french quarter when a man opened fire from a cab. the officer was hit in the cheek. the suspect was arrested within minutes. police believe he was suffering from a medical condition. the officer is in serious but stable condition. total number of u.s. cases to more than 9 million. nearly a dozen states are reporting their worst week for number cases. none are recording improvements. hospitalizations and deaths are also increasing.

go through the first one. that is that joe biden takes iowa and wisconsin putting him at 265. that means that president trump has to take the following states, chris, he has to take arizona, florida, north carolina, ohio, and the all important state of pennsylvania. is that a likely path for president trump, chris? >> well, you know, i think it's probably important that we look at each state individually. is it likely? it's yes it is. he did it in 2016 let's look at each state and what he has to do to win it. trump can win pennsylvania if he is able to hold onto the blue collar white gains that he made in 2016. can he also win it if those voters turn out in higher rates than they did in 2016 to elect him which is not outside of the realm of possibility. particularly when you consider what's been going on in pennsylvania with the riots recently. then the last thing that the president can do to win pennsylvania is college educated suburban voters haven't moved away from him as much as some polls suggest. if they aren't being sampled in

the right manner in polling. when you are looking at 400, 500 interviews for one state for you is burr ban voters you got maybe 50 to 60 people that fall into that. if they are under sampling americans in that universe yes he does win pennsylvania is it likely? it's going to come down to a scenario you talked about. some of the other states that are worth looking at from that scenario, iowa, i really don't even put iowa on the competitive race. the president has led there from start to finish. is he going to be okay there. you bring up pennsylvania. the brain room about give us another room. let's keep iowa in the column for joe biden along with arizona. that means president trump needs to come in then, of course win florida, north carolina. he needs to win ohio, you pointed out pennsylvania is in every one of these scenarios to get over the 270 he is going to need to take wisconsin. both candidates by the way spending time in wisconsin right now is wisconsin in your mind in play as well?

>> it is. if blue collar whites support him as he did in 2016 he wins wisconsin. if he hasn't lost the votes in milwaukee suburban counties we looked at and seen in the polling come out of wisconsin of late. flip the switch a little bit. if biden wins and the polls are right and got the wow counties with a keisha and washington. i always mispronounce apologize to viewers on that he won them overwhelming in 2016. big offsetting turnout surge in the blue collar parts of the state. this they don't turn out as they did in 2016. the key difference the key result tuesday night will be keep your eye on with a keisha county. i will point out one more time i think the riots are going to have a big impact what happens in pennsylvania and wisconsin we have had major riots there.
