his whirl wind weekend of campaign stops with a rally in florida overnight. >> we're going to have a big victory. i don't know if you know what's happening but -- >> we love you! we love you! >> we're going to win my home state of florida. and we are going to win four more years in the white house. jillian: phil keating is live in the battleground state with more. good morning, phil. >> reporter: good morning. just a few hours of ago into the wee morning hours, president trump breaking the county's midnight curfew by 45 minutes, held his final florida campaign rally before the election and the crowd last night was not only exuberant, it was raukus. >> [crowd chanting] >> don't tell anybody, but let me wait until a little bit after the election, please. [cheers and applause]

stacked and not delivered within a week. the postal inspector said they will pop in on multiple postal facilities to make sure nothing like this is still happening. the still valid 48 ballots from the room was delivered to the supervisor of elections office. the latest polling from florida, among the 9 million people who voted early shows biden leading trump 48.6% to 47.2%, an absolute toss-up. so clearly tomorrow's going to be a big day. turnout is everything. another president will be in south florida tonight, former president. barack obama will hold one morally, urging democrats to get out and vote if they haven't already. jillian: florida anyone's game at this point. thank you. todd: coming up next hour, katherine harris, you remember her, right, she was secretary of state during the infamous

bush/gore recount back in 2000. she'll break down the big picture in the sunshine state. jillian: and now to this, 24 hours now and nearly 94 million americans have already cast their vote. so what does that signal for the potential result? todd: here to break it down, political analyst, ron meyer. let's take a look at georgia, let's look at georgia. early voting in georgia, nearing the 2016 total turnout. those numbers are fascinating. it is a similar theme throughout the country. so ron, who is left? >> there's not that many left but the polls show that of the people who are planning to vote on election day, they are heavily republican. most of the polls show a 70/3030 advantage for people who plan to vote on election day. the early votes have tended to lean democratic in most states. georgia is one that if i'm republicans, i'm watching nervously. because the atlanta suburbs have been growing fast and growing

with people who tend not to vote republicans' way, are voting in large early numbers. which means that georgia, which has historically been pretty darn red, is going to be one that's going to be a nail biter likely on election night. jillian: let's take a look at the early voting by party in some of the key states. pennsylvania, 66% of early voters have been democrats compared to 22.8% for republicans. in florida as you can see it's pretty close there, actually democrat was a slight edge in early voting and same situation there in arizona. so the question is, how can each side gain any ground in the time that is left? >> well, if you really nailed down to the demographic data in the three states you mentioned, the key demographics for democrats haven't been turning out in the numbers they need to have a clear advantage going into election day. florida in particular, florida i think is probably the one that will be called, assuming it's not some sort of blue wave. i think florida's the one that's

most likely to be for the president. miami-dade is typically a blue county. trump and republicans have a 9.5% advantage in the early vote, which should trend democratic and so florida is really seeming turning out strong for trump. arizona like i said has had lower numbers for the democrats' key demographics and well aspens vein ya. without one of those three states, biden is going to have a hard time getting to 270. and i think that those -- the four states we talked about i think are the ones that are most important to watch. you add north carolina and michigan in there and i think those are going to be where the thing is likely decided tomorrow night. todd: let's quickly drill down on pennsylvania for a moment, the pennsylvania secretary of state said it will take days to count the overwhelming majority of of votes. how could the wait impact the final results. >> it's a little wild to me that we've had all this time to

prepare for this and yet they're still saying it could take that much longer to count votes. now, i understand that some votes may be postmarked up until tomorrow and so they can't count the mail-in ballots until they come in. we should know a good percentage by tomorrow in pennsylvania unless there's been some massive you screw-up by the secretary of state who made the announcement that we might have to wait days. it shows mass incompetence. i can tell you one thing, i can guarantee one thing. there is going to be an army of lawyers on both sides. todd: you bet ya. >> going into pennsylvania, look for a repeat of florida 2020 -- florida in the year 2000 like you mentioned if the rate comes down to pennsylvania and those mail-in ballots will be examined really, really closely. todd: the newly mustached ron meyer joining us on a busy monday morning, a busy week. thanks, ron. >> good to see you. jillian: today the white house is expected to put up a

non-scalable fence to prepare for potential election day violence, similar to what surrounded the complex over the summer during protests sparked by the death of george floyd. at least 250 national guardsmen have reportedly been put on standby and will report to d.c. metro police. todd: time now, 12 minutes after the hour. one economic model predicted president trump's 2016 win and is forecasting another trump victory this year. jillian: the professor behind it joins us live with the numbers, next.

biden is going to win this thing. take a look. the latest poll, 52-44, this is a fox news poll. how do you determine trump will win? >> well, we use historical data to model the extent to which an incumbent has a higher likelihood to win on the basis of economic factors. but not only, we also look at the charisma difference between the two candidates. todd: let's take the charisma aspect. it's not a phrase that we normally talk about here when we are talking about the politicians. describe the charisma aspect of your model. >> we look at the extent which the two pretenders to the white house signal charisma for us that means symbolic value based an emotion laden signaling. we certainly look at the rhetorical strategies, you how they speak, their techniques.

do they trigger symbolic meanings, what values do they defend and the emotion in which they put in their speeches. todd: money also played a big role in your study. 49% to 48% trust president trump to do a better job on the economy and then following your research, following your study, we got this record-breaking third quarter gdp growth, if i'm not mistaken. so explain how the money fits into your models. >> well, what typically happens is if the economy's doing well during the election year, it favors very strongly the incumbent. what we look at is the inflation rate which is quite low, how many quarters exceeded 3.2% growth which is like a good news variable and then the gdp growth for the current year. the gdp set to contract by 10% by the end of the year but the third quarter growth is so high, it favors the stock market, people are feeling richer so they will kind of attribute the

good performance to the incouple bent and that -- incumbent and that may favor president trump. todd: i don't know if you're a betting man, but if you were would you bet on your own hypothesis and if so, how much money. >> well, i did that the first time around. this time around i'm not very sure because there's so many factors that are playing into the game. todd: john, we appreciate your insight and like i said at the end of all these segments, we will see. john, thanks. jillian, over to you. jillian: on the ballot in some states, marijuana and magic mushrooms. we're live on other issues americans will vote on. and president trump and joe biden in a fight to the finish to win pennsylvania. with all due respect to florida and every battleground state in the country, pennsylvania is the state that everyone is fighting over. look at their schedules. over the last couple of weeks and months, joe biden has been here 22 times, donald trump has been here over a dozen times. you've seen the crowds, the rallies donald trump has had. he was here in buck county on saturday. let's listen to what they've been telling voters in pennsylvania over the last couple weeks. >> president trump is terrified of what will happen in pennsylvania. my message is simple. pennsylvania is critical in this election. i'm a pennsylvania boy. >> what we've done for pennsylvania has been incredible. biden's plan is an economic death sentence for pennsylvania. he'll outlaw fracking. what we're going to do, we're going to stop that. >> reporter: so you know, donald trump won pennsylvania by less than a point in 2016. but bucks county where i am, where i'll be talking to diners in a couple hours, whe went hily

clinton by a very small margin as well. this is a republican district for many years. it recently moved to the democrats. i think we'll get insight in a couple hours. jillian: pennsylvania is so split, i can't wait to see how this plays out. we'll be watching you on "fox & friends first," having breakfast with friends. todd: did you see this, president trump supporters flocked to the garden state parkway, that is so weird, being a jersey guy, shutting it down briefly. it's usually only shut down in the summer. in new york, hundreds of vehicles flying pro trump flags blocking traffic on the mario cuomo bridge, also known as the pathetappanzee. jillian: at least 11 people have been arrested trying to block a protest caravan in new york city.

the demonstrators fought with police as they tried to block the street. protesters were heard calling officers pigs as police cleared them out. charges range from disorderly conduct to obstruction. todd: a pro trump feedback page back online, how the president helped get the group restored. jillian: cities are bracing for violence after the election. in chicago, every officer is expected to be on duty overnight. anthony napolitano joins us with how the windy city and others are preparing. that's next.

president made a direct appeal to black voters hoping they'll focus on his work the last four years. >> when you look at what we've done, just quickly, criminal justice reform, prison reform, opportunity zones, with tim scott. historically black colleges and universities. >> reporter: the vice presidential nominee for the democratic party, kamala harris, also campaigned in the south this weekend. while she was down there, she also made a direct appeal to black voters, traditionally democratic supporters. >> joe biden knows we need to deal with the racial disparities, not only in our healthcare system. we need to deal with the criminal justice system. >> reporter: the president will be waking up in florida this morning. he's going to be making his way here to where we are in fayetteville, north carolina for his first rally of the day. this was supposed to happen on thursday but it was postponed due to weather. there's a reason the president

is coming back to north carolina. the polls show him tied here and with 15 electoral votes up for grabs. jillian: mark, thank you. todd: the left harps on a potential transition of power. >> i think we need to hunker down in some of these major cities. i've got everybody in the country on the liberal side trying to take me out because i'm helping the president. they'll ask me will donald trump transition power peacefully. here's my question back to the media. will you accept this time around that he won? jillian: former police officer and chicago alderman anthony napolitano joins us you now. thank you for joining us. >> good morning, thanks for having me. jillian: let's pull up the map of cities all across the country that are increasing election security. as we look at that, my question to you is what are police being told to prepare for exactly? >> well, you know what, if you think about it just in the overall view right now, it's pretty sad we're not celebrating

our elections, instead we're hunkering down. officers are being told they'll have to have their days canceled, putting provisions in place, putting walls in place to protect certain areas, they're adding additional ambulances just in case that will be on standby, additional fire suppression rigs are on standby. they're pretty much told that what we saw this summer could be happening after these election results come back in. todd: from the police to the businesses now, any advice that you have or that police have in general for businesses in this kind of uncertain situation we could be facing this week? >> it's pretty much stated right now that board up, protect yourselves. we're praying that this isn't going to go in this direction but we're getting a little bit of intel that it is and the hit that we've taken with the -- that the businesses have taken this summer, we can't have it happen again, we can't have them destroyed and looted. this is a dream right now that the election goes the wrong way so they can destroy the city and

people realize it's going to happen. it's just be careful, be cautious and keep an eye out for your property right now. jillian: have you ever seen anything like this? >> i'm so disgusted by this. i want to celebrate the election process with my three kids and the way i was brought up with my father, what a great country we have. now i have to explain to them, why are we boarding up, why are there so many police out there, because we're worried if the election doesn't go certain way we'll have civil unrest again. i've never seen this. i can't wait for it to be over, it's disgusting. todd: i talked to a friend of mine who lives in your great city, he's not voting for donald trump, he's voting for joe biden and we l lamented how sad it is that we have to do this. >> these are sad times. it's so hard on the children right now. this is not the way i want them to be brought up in america and this is not what i want them to see. todd: we can prepare for the

worst, hope for the best. we will see. anthony napolitano, be safe yourself. thank you for your time on these difficult topics. >> thanks for having me. jillian: a columnist is facing backlash for suggesting that trump supporters are the same as isis. renee graham posted pictures of an isis convoy and a trump parade with the caption see the difference? i don't either. thgraham replied, i almost admie your optimism. the globe has not commented. todd: facebook restoring a women for trump page that was reportedly shut down without warning days before the election, the president tweeted, quote, being restored immediately, facebook stated that they made an enforcement error. thank you. new jersey women for trump page has 29,000 members. the co-director said they haven't gotten an explanation from facebook.

jillian: today, a federal judge will hear the case for throwing out 127,000 ballots in texas. the hearing comes after the state supreme court rejected a similar request by republicans. the ballots were cast by drive-through voting in harris county. the state gop argues that is illegal under texas law and should only be used by voters with disabilities. democrats are accusing them of trying to throw out votes. todd: 35 minutes after the hour now. voters headed to the polls not just deciding between president trump and joe biden, 32 states and d.c. are voting on a wide range of issues. jillian: carley shimkus is joining us to break down the ballot measures to watch. carley: the presidential race is a big ticket item. but voters will decide on a variety of issues tomorrow. in or of re-gone, -- in oregon magic mushrooms are on the ballot. advocates say they benefit patients with mental health

issues. opponents say it shouldn't be decided by a ballot initiative. the recreational use of marijuana is being decided in four states. voters in mississippi will decide whether to adopt a new design for their state flag. you now, this would replace an old one that includes a confederate battle emblem. there are at least 30 tax and revenue related measures on ballots across the country. in illinois, voters will decide whether to allow for a graduated income tax. the measure backed by the governor would result in highest income households seeing a tax increase while others see taxes remain the same or go down. as you can see, todd, jillian, there's a lot more at stake than the big question which is of course trump versus biden. jillian: carley, thank you. todd: a pro trump boat parade drawning hundreds of supporters

our business owner panel is on deck with reaction. nick bogas, chad meister and joey radalfo. thank you for being here. appreciate it. >> thanks for having me. jillian: of course. let's look at this poll here, this is a fox news poll showing voters want government priority on limiting covid spread over restarting the economy. limiting the covid spread, 61% of people say that. restarting the economy, that's up 36% want that. joey, i'll start with you. what do you make of the poll that majority of people here in the poll want the focus to be on limiting the spread of coronavirus? >> i agree. spreading the coronavirus obviously is very important. but also not on the backs of shutting down businesses like ours. coming up from seattle to arizona, we have been shut down

since may and obviously the fact is right now that none of us, including my friends in seattle, have had any opportunity or support from anybody in the seattle sector to give us any hope that they'll be returned to some day opening up our businesses and having an opportunity to continue doing business in those cities. so that's why we're quickly moved our business to arizona where it seems to be a whole different focus. it's obviously balancing the covid problem you along with letting businesses run and continue doing business as usual. jillian: nick, let's go to you. you're a business owner in pennsylvania. obviously a lot of people are saying that this election could come down to pennsylvania. it is a very important battleground state. all of these are important but this is one of the hot

battleground states right now. you know, who do you think has the best economic agenda to be able to help you and other business owners in pennsylvania? >> well, jillian, every week i talk to business owners across america on my podcast, a lot of them feel like the first three years of president trump were the best three years they've ever had. so i think there's a lot of uncertainty right now and i think switching leadership would be just another big uncertainty for a lot of business owners. i think we really want to get back to normal. i think that's what we're all shooting for. jillian: chad, do you agree with what nick and joey had to say? >> 100%. when donald trump says the cure can't be worse than the problem, i wholeheartedly agree. i've seen the lockdown really affect a lot of businesses. my company serves over 200 companies to help them with their prospecting needs and a when at the start of covid when 40% of them called us and said hey, we're going to pause the campaign, i was very happy to

see the trump administration push the ppp plan, the sba loans and really help to bring back the american worker. so i think, yeah, 100%. i would recommend also, jillian, there's a great movie that's out that just came out this week called liberty lockdown and it outlines a lot of entrepreneurs' thoughts around this topic and i highly encourage every american, no matter who you're voting for, you should watch this movie. jillian: let's pull up joe biden's economic agenda on the screen so folks can take a look at this, including repealing the trump tax cuts, increasing the corporate tax rate. joey, what would this do to your business if joe biden were to get elected? >> quite frankly, our business would suffer. it scares me to death to think about how taxes are going to

increase already and we're in a position here that in order for us to succeed, we need to think about the future, about rehiring people. so retiring is our -- rehiring is our focus right now and any additional tax on top of bringing in new hires would be an economic disaster for any company our size. jillian: joey, real quick -- actually, no, nick, i'm going to go to you. i want to get your opinion on that as well. we can pull up trump's 2020 economic agenda for folks as well, that includes creating 10 million new jobs in 10 months, 1 million new small businesses and cutting taxes. what will it do to your business if joe biden is the president? >> that can't happen. i saw 14,500 car-long rally here in colorado yesterday. i saw a very large trump train in northern california. some of my friends who live there were texting me yesterday.

ceo of the brewer group, jack brewer joins us now. it's good to see you this morning. thanks for being here. >> great to be back. jillian: let's take a look at some of the polls here and get your opinion on this. the question is, if the election for president was today, would you vote for and as you can see in georgia 90% overwhelming majority of black and african-american voters said they would vote for joe biden, opposed to the 7% for president trump. the same poll in pennsylvania, let's take a look at that. as you can see, 71% say they would vote for joe biden with 19% for president trump. what do you make of those numbers? >> well, you know, i think those numbers are a little bit off, particularly the georgia numbers. i think president trump actually with male voters, black male voters will be near 15 to 20% of the vote. in pennsylvania, i'm expecting up to 25% of african-americans to come out for president trump. i mean, we have to remember what we're facing right now. african-americans are tired. they're sick and tired of

politicians like joe biden talking about ending the racial disparities when he's the actual one who has pushed so many racially profiling and just vicious policies like mass incarceration, this man is the same man who was buddies with seg gee gasegregationists. it's ridiculous for him to try to be the voice of racial unity. it really is. black people are aware of that and they're sick and tired of having these politicians who have mass incarcerated and broke our families apart to be the ones out here talking about unity. todd: with that in mind, you believe black americans will turn out for president trump like no republican before him. i want to take a look at some numbers quickly. they show the president with 14% support among black and african-american voters. obviously, that is a wide gap

between joe biden and kamala harris. why do you believe at the end of the day that number is going to be higher than 14%? >> i tell you what, if it's 14% we win this election. there hasn't been a republican president in our generation to pull out 14% of the african-american vote. that poll is showing you that people are waking up. that poll is also not showing you that we have a solid majority in the black community. you are shamed and ridiculed in america if you're an african-american supporting this president. so of course the polls are going to be suppressed. but people understand policy. people understand school of choice. african-american mothers who are single mothers, putting kids in public schools that are broken, they want their kids to have school of choice too. they feel that. african-american consider it chans -- christians are tired of watching 20 million babies being aborted in america. people are sick and tired of
