we begin on the north lawn. take us inside the west wing. we haven't seen him for several days. >> last time we saw him was on thursday when he came out to speak and, as far as i can recall this is the longest we have gone without seeing the president come out and chat with us. he's always been one of those figures where, at his golf course west of here alton sterling. they have not seen the president in some shape or form in person. talking about what's on his mind. one of the things we do know about what the president is going to be doing in these days is he is talking with his team and watching what's going on in terms of the lawsuits and

statements that have been collected, affidavits that have been sworn out from election workers on the ground in states like nevada saying they were witness to irregularities and he's planning on putting together a leadership pact, and according to tim murtaugh was the campaign can medication's director, this is something the president is planning to do whether he won or lost the election back on the third. it will allow him should he not prevail in his efforts to overturn the current count of the election to maintain a prominent figure, if not the de facto leader of the g.o.p., by raising lot of money from some of the big races that are to come in the upcoming midterm elections. i know you are saying midterm already but 2022 will come along very quickly. the president wants to make sure he has a real presence when it comes to who is getting elected. >> bill: at the moment there is nothing planned on his public schedule.

i just wonder who he's reaching out to and who he is in contact with and can we ascertain those answers right now john? >> i mean i don't know specifically who the president has talked to in terms of his close confidence, i would expect he's maintaining a dialogue with a lot of people he's talking to all the time and certainly he is talking with members of his team who are looking to challenge this election. matt morgan who is the senior counsel for the campaign. i do know one thing, the guy who was quarterbacking this whole effort, david bossi of citizens united has been somewhat sidelined because he has tested positive for coronavirus as we reported over the weekend. while you can certainly work from home remotely it's a sort of job that requires you to be available to the president and requires you to go out there to the states that are being contested. if you are quarantined because of coronavirus it puts a little crimp in that. you don't want to come down with the virus ever but this is particularly bad timing.

again, the major polluters of the world are not the united states but china and india and they get a pass for decades while the united states is supposed to ratchet down its co2 emissions. we are actually the only major industrialized country in the world which has grown our economy simultaneously while reducing the level of greenhouse gas emissions. we talked about in the campaign and compass will be a consequence. it will be interesting in the world health organization as to whether or not the biden administration insists upon reforms and the w.h.o. because it's come under a lot of criticism for its handling of china during the virus and also, china is a minor funder of the organization although we just recently announced it would make a big one-time gift. their annual dues are a fraction of what the u.s. is and a fraction of what the economy should sustain. >> bill: back home here, about

90 minutes ago, this in "the wall street journal." the g.o.p. holds the senate, and he goes on to talk about to january runoffs. what do you think about the closing margins here? as you reflect. >> first of all i'm shocked that the republicans -- they will end up picking up between ten and 12 seats in the house and remember all of the forecasts were a quick report, you name it, we will see republican losses in the results are in the state legislative weekend which would be a wipeout for republicans and the democrats lost them. remember how president-elect biden could get his tax cut?

coronavirus and the also talked about the election. most are sticking by the president as he contests some of the election results. they say that none of these states have been certified yet. here's republican missouri senator roy blunt. >> i think that's one of the reasons that virtually every predictor of what was going to happen in the elections was wrong. you know the president wasn't defeated by huge numbers and in fact he may not have been defeated at all. >> the south carolina senator gave the press corps and earful. johnson replied, no. there's nothing to congratulate him for. but there could be a downside of republicans continue to ignore the returns.

important because sales of electoral votes will go to the president. then we have is to all-important incumbent senators in the state of georgia with the beginning of a recount in the state of georgia. there's a lot of political activity in the state of georgia and i can tell you something about republicans and trump supporter's generally, they feel like they got a raw deal on election day. they are fired up like i've never seen before and i think we will do very well in these two senate races in georgia. >> bill: juan, what do you think of that? >> i think my friend matt schlapp knows it as a connection, connection in that he wants the republican base to be fired up and have a sense of grievance going into the georgia races because those races are critical especially now with tell us claiming north carolina with the likely outcome in alaska. if the two races, the runoffs in georgia go the democrats way, you have a 50-50 senate that

changes a lot of the political equation for at least the next two but potentially all for years to come. >> can i jump -- one said there is no evidence of irregularity in this election. now you can say there's not enough irregularities or illegal votes to swing some of these states but in the state of nevada alone, we have evidence of thousands and thousands of illegal votes. i will name the names and i will take you through it all. >> bill: let me ask you a direct question, tell us what you found in nevada and if you are saying could prove several thousand that would not even be enough to overturn that state at the moment. >> one of the mistakes they made

in this state of nevada which they did in bill duffy and these other states is they broke all of the democratic norms by allowing poll watchers and observers who watch the accounts. that's incredibly important because this push to vote by mail means there are a lot of ballots that we did get to observe. in the state of nevada we also didn't properly check the signature on those ballots, so i will name names. we know of underage people who voted to come we know that over 3,000 people outside of nevada voted in the race and we believe that that will grow to 9,000 very quickly with more analytics and go up from there. when we get a chance to properly observe these ballots in the envelopes that were separated from those ballots we are going to find that if they had no real signature match you will find thousands and thousands -- >> bill: specific question here. are you making the case that -- what it sounds like to me -- and

that irregularity, that's why trump supporter's i republicans are saying, look. we got to take the time and we got to allow the president and vice president to take the legal steps that are within the law to make sure that the american people can accept these results. if you try to shortchange them of this and if you tell me that it's 10,000 or 15,000 illegal votes or irregular boats in nevada, is that enough? i think that's enough. and nobody should whitewash th that. >> bill: it so for the focus of georgia in early january, did you hear joe manchin on the air with brett last night?

is essentially saying we are not socialist because he gets the sense of the voters in georgia are picking up on that aspect of the democratic party. he is out there. >> i think he was very clear in interviews he did on fox as far as not wanting to be part of anything considered to be a court packing or doing away with filibuster in the senate. he has made it very clear that he's not going along with anything that anyone might either call radical or socialist or leftist, whatever slur you want to throw at it, and he's not alone. there are lots of moderate democrats who would not join any such effort. the key here to me is, what you have is an effort to stir up the republican base and i think so much of what we just heard, if it had any basis, he would be

throw that right out and i think that what you have is an attempt to stir up grievance and stir up people on the right because of those key georgia senate races. >> can i just say, juan, are you okay with the fact that fred stokes jr. in the state of nevada voted even though he died three years ago? >> i don't know anything about it. i'm sure if you had a real case you'd be making a case where it made a difference. americans voted a week ago and there is no clear evidence of voting irregularity much less voting for fraud. >> there are other dead people who voted, there are 3,000 people who voted in the state of nevada who don't live in nevada. you can't tell me these facts are true, you can't tell me we

concession that has apparently been exchanged between these two men. >> good afternoon. cal cunningham former state senator here in carolina who was the democratic nominee for the senate state has called thom tillis, the current and republican tillis considered this to be a neck and neck race although since tuesday as a results came in and he's been waiting close to some 97,000 votes. cunningham was considered to have a big chance here in the state because he had a lot of money behind him. the party seems to be the chance we could flip the seat and cunningham admitted to having an inappropriate relationship outside of his marriage just a few weeks before the election. we got in a statement from the cunningham campaign, and he said i called senator tillis to congratulate him on winning the reelection. the voters have spoken and i respect their decision. one thing we have heard from

republicans is they were frustrated that this race was dragging on this because the state had a lot of a lot more time to count absentee and provisional ballots. they have until this friday to report the results but cunningham really sees numbers that were trending right now and they indicated that this was a race that was likely not going to change into their favor despite all of those absentee and professional ballots. we have not declared a winner yet but president trump has been leading by about 70,000 votes or so in those numbers have held steady since tuesday night. we are waiting to see what these other outstanding ballots could mean with 15 electoral votes up for grabs. this is a state that both parties have put a lot of time, money and energy into. but for the senate seats republicans are able to breathe a sigh of relief as thom tillis serves another term, another six years in washington as he gets ready for what will likely be another crazy couple of years. >> bill: it very.

what are you hearing about the presidential level. there were some that suggested a few hours ago there was a done deal. >> they wanted this race called several days ago and they are frustrated that the media has not called this race. no indication yet those outstanding ballots or when that decision would be called, that's above my pay grade of course, and there is some question as to what the outstanding ballots could mean. the president would carry of the state but until it's official we will simply stay tuned. >> standby there, mark meredith. also matt schlapp and juan williams continue to ride shotgun with me. a moment ago you are talking about thousands of people in nevada who had their votes cast that were illegal. there has since been over the past couple of days evidence that there were members of the military that voted overseas. how do you defend that? and if there is a distinction, make it.

>> it's perfectly appropriate for members of the military to be able to be able to register in a state even though they are deployed somewhere else for military service. i'm talking about people not in the military, over 3,000. that's one way to determine these improper votes and that will easily swell to 9,000 and go higher as we are able to search the actual numbers of people who voted. this search was done several days ago. let me just saved from that reporting though, it's very interesting. reporters have gone into these claims that we are making and that we are bringing to court and what they are doing is they are saying well, maybe there are one or two in there that actually voted legally. what you're basically telling me is that 99.9% of all the others, that must be proof that they did vote illegally. there is a mantra going on in the media that there is no evidence and there is no proof.

when i went out to nevada i said there is a little bit of fraud there and a little bit of problems which is what you normally find on the ground. i've never been to a place where we were able to demonstrate immediately thousands and thousands of improper ballots. we haven't even gotten to the mother lode. >> bill: i'm not trying to tell you anything, i'm just trying to ask and figure it out myself. when do we see that evidence there of these thousands and thousands that you are talking about? >> we were able to run it up against the database, and when we can actually get in to have more observation of who actually voted, that number will get much, much larger. this has not happened before in our elections and that list that they sent these ballots to did not -- those who left the state.

i gave them an opportunity to send them ballots that were improper. >> bill: thank you gentlemen. my colleague bret baier joins us now. one of the races we have been watching for months now. >> this is a big deal because obviously the control of the u.s. senate hangs in the balance. we expect that dan sullivan will win an alaska. but let's just for a second focus on thom tillis' race. he was behind the entire time. the entire time, even when cal cunningham's affair became public. it didn't seem to move the needle with the poles but in reality he's going to pull out this win and he's going to surpass where the polls were going into that race. it's a big win for the incumbent was killing a senator and it's a

big win today as he sets up for that battle. >> bill: we were forecasting over the weekend if you are 50-40 he moved to georgia. we now know they will be hotly contested and we will see the way georgia breaks. do you believe the presidential results in georgia pretend anything about how a statewide republican will fare in a state that appears to be changing, at least in the atlanta area? we can say that safely enough. >> two things about this, one is the recount. the margin for david perdue to get back to 50%, 50.0, is not that many votes. it recounts, we have not historically seen them move thousands of votes but i only think it's about 3600 votes and you can imagine a scenario where things, there are challenges down there in georgia that affect that. but barring that and looking ahead to january 5th, the state

has changed. the state has 100% changed. it will determine a lot whether the president engages in georgia or not. whether he has get out the vote efforts, without the republicans are fed up with the system and somehow are dissuaded from the january 5th runoff. there is that possibility, too. >> bill: two things come to mind. senator marco rubio was last asked our in the hill and he confirmed that mike pence, the vice president will be there. he raised up the prospect of the president being there as well. while we do not have an answer on that yet, you wonder how republicans vote without donald trump on the ballot and what the effect of that might be. have you consider that very much of the moment? >> i really think it will be a nationalized fight for the u.s. senate and i guarantee you that chuck schumer will be heading up

it set another record for the most expensive race in u.s. history. it looks like it's going to come close to $300 million but there is a lot of information out there that we had to really rely on the voters to make an informed decision on election day and i think that's what they did. we are going to go back and work as hard for them as we ever have, for those who voted for me and for those who didn't. we have a lot of work to do and i'm looking forward to serving as a for another term. >> bill: just remind me, how much money was spent in with calendar between the two of you? >> about $285 million. in one race. >> does not mean by the first week of january is up by a billion plus? >> absolutely believe that this runoff which is pivotal, i used to live in georgia and i got family down there. i will be down there

campaigning. >> what do you think the president should do now? are you revising him on his next move? >> i think it's very important that the american people have confidence in the outcome. i have no problem -- in fact i think it's important that we make sure that every legal vote was cast and counted appropriately and we will go through that process which is why i have no problem with that. the election was properly executed, and i think there are some valid questions in a few states and it can play out. the result would only change if there is compelling evidence that holds up in court. i think it's an appropriate part of the process that will restore

confidence. >> bill: you are not prepared to call joe biden the president-elect based on that answer, are you? >> we looked at the numbers and we felt like we had a sound basis for doing it. i'm not saying the vice president shouldn't have done that but i am saying that there are questions that need to be answered and i think they will be answered pretty quickly. >> bill: how long should we be prepared for this to go on? do you believe as we sit there in north carolina, is it days or is it weeks? >> i believe it could be a couple of weeks before you go through all of our procedural hurdles. we have a recount in georgia that we have to contend with and separate matters of the president's team has to go through and i think along the way we should all respect the process and respect every

candidate. we should let that play out, and i should just expect that the court and the boards of election should do it as quickly as possible. >> bill: it's senator, i don't know if you were with us a few moments ago but so far we haven't seen any evidence of that. at what will moment do you say put up or shut up? don't a lot of people when we were concerned with the ballot harvesting that happened special congressional race in north carolina. i think that people say that no thought occurs and that's empirically wrong. whether or not it rose to a level to determine the outcome or are the kinds of questions that you ask in these very, very close races. but i think it's just a process that we need to go through and

we need to be patient and be calm and respect the judicial system but i think that will render a fair decision. that's up to the president and vice president to act accordingly. >> bill: and thank you for your time. tom tillis is going back to the u.s. senate. congratulations on your victory over cal cunningham, something we've been watching for months. let's bring in mike emanuel. >> we are expressing a sigh of relief knowing that tom tillis will continue on to the united states senator for the great state of north carolina for the next six years and this is a race that they are watching very closely. a lot of folks who are saying they cannot control the outcome of the presidential race of this point, but this key senate race could help mitch mcconnell basically cool things down a little bit when perhaps a president-elect biden or a

speaker nancy pelosi could be going forward. mcconnell continues on his majority leader which would be a buffer, someone who has key issues going forward. basically the seat is very important for the overall balance of power, and that's a final balance of power going forward. i've visited with a lot of republicans, and they are saying how important it is that mitch mcconnell goes on, he would be overseeing the confirmation of the biden cabinet. also the person -- confirmation of it perhaps biden supreme court justice.

now to cool things off, there is epic change going forward in this race plays heavily into that going forward. >> bill: we are hanging on every word today. getting a gauge for how this legal fight is not playing out. andy, there is so much action and so many states with so many claims, where does the viewer or the voter, where did they put their attention right now? >> well i think one thing we have to bear in mind bill is that this always goes on. the only difference here is that we have a disputed outcome. but there is always a legal process that is attending to every election. the states have to finalize their votes by really december 14. so there is a lot of time in order to get through all of this and it's a good thing for the country that it's in several states because the fact that we

have a bunch of state elections rather than one national election or the fact that we have a terrible problem in one place doesn't necessarily bleed over into other places. so you have a finite amount of litigation, probably more in pennsylvania and a little more in nevada, would have to see what happens in the georgia. but there is time for this to work out. they will either be able to prove that they are fraudulent ballots or there are people who are not qualified but did vote or they won't. this is not -- >> bill: you mentioned nevada and matt schlapp made that point, pennsylvania we haven't really covered this hour but it's still out there as well. if votes were cast illegally and we are now more than a week removed from election day, would we not have that information by now? >> it's accumulating but there

is a canvassing process and it goes on and take some time. i think people are talking past each other with the term evidence. some people are saying there isn't any evidence of that kind of fraud and other people are saying there is evidence of that kind of fraud. the point is in the law, if you need to prove five things to prove a proposition if you can prove three of them then that means you have evidence but you don't have enough. that's what we are talking about here, they are trying to acute light evidence that supports this extent of fraud that they are talking about. they have some but they may not have enough. there is some fraud and there always is, it may not be enough to change the result. so you have to let them play out the court process. >> bill: so in pennsylvania is not the same or is the challenge there as to whether or not what constitutes illegal votes?

you had mail-in voting in pennsylvania in next extension on the half of the supreme court that said we could receive your valid after election day. >> there are two different claims, and one thing is the late arriving ballots and that's a straight legal issue. was it constitutional for the state court to allow that? then there's the fraud issue that has to do with whether or not the mailings were effectively monitored. that affects about 670,000 votes in pittsburgh and philadelphia in the main. the first thing i talked about, the late arriving ballots, that could be as few as 15,000 which by itself wouldn't be able to fix the election so it really depends on how strong of a case they have with respect to fraud as to the 670,000 votes and that's what the court will test. >> bill: so that's pennsylvania and that's nevada

and the same is true for, where else? georgia? >> georgia is very close. he has to flip pennsylvania and at least two other states to change the results. so the obvious candidates are the ones that are close. you have arizona, georgia, you know them much better than i do. all the states that are within or around 1%, those are the ones that are going to be looking at because the margin seems like it's attainable. if you are talking about something like michigan for example which is close to 150,000 votes, that's a real reach. but these other places -- >> 20 years ago it was -- i went to 3:30 seven and then back to 5:30 seven and that's a sign for 8 million people.

i want to bring in joe concha and in the moment i have left here. we brought you in on a whole different topic but what would you anticipate now in cities like atlanta? they will have the focus of the political world on them for the next two months. >> bill, usually georgia doesn't get a lot of national media play unless the atlanta falcons blow another lead and trust me, that happens often. we go from all eyes on pennsylvania to all eyes on georgia because again, if alaska goes the republicans way which it will then republicans love the 50-48 majority in the senate which comes down to these two races. if democrats win both of those races then kamala harris who was obviously portrayed as the historic vice presidential figure really becomes historic because if voting along party lines she becomes the tiebreak tiebreaker. one little story that i care being floated around, kind of a theory but a fun conversation, perhaps joe biden doesn't want

to have a democratic senate and house because at least the republican senate shields him from a lot of legislation that he may not be too crazy about around abolishing the electoral college villa buster, ice, thick green new deal and banning fracking and so on. we will see how this plays out but all eyes on georgia. >> bill: lots of time to talk about that in the coming months. just reading from tom tillis' statement, you heard our conversation, is that i'm incredibly humbled by the chance to serve the people of south carolina and i pledge to continue to keep my promise and deliver results. north carolina, the senate race has been called. the presidential race and its 15 electoral votes has not been called yet. perhaps we get more of a decision throughout the day today in north carolina, and perhaps not. tomorrow is veterans day and it may be tomorrow when we see the president come from the white house for the first time since last thursday where he is expected to lay a wreath as his
