campaign and advisors. we are covering this from all of the angles today. peter doocy with the latest on president-elect biden who is meeting with his attention team and chris wallace. we begin with kevin cork live at the white house this afternoon. >> perhaps because we don't know what the president will say as he updates the nation on operation warp speed. perhaps this will be a chance to talk about positive news in an uncertain time for people here at the white house. he will give the nation an update on operation warp speed. in the fall he promised an anti-covid vaccine could be announced by year's end. last week we got the update from pfizer. the test trial shows 90% effectiveness. while we have not locked down the comments yet, i will reach out throughout the hour.

meantime, i think is important, it is still business as usual here for the white house staff. yes, they are aware of the reports about the presumptive president-elect but for them the work continues as do the legal challenges. >> it's important for this country if we are going forward as a vibrant democracy, we have free and fair elections that people have confidence in. this election, unless we carefulcarefu carefully go through this process and exhaust all remedies, we will lose that confidence. >> as you can imagine, strong push back from house speaker nancy pelosi. he said this administration and the trump campaign tried to divide and drastic distract the

the president hasn't talked about covid as we have seen this extraordinary surge in the disease. over 150,000 cases. more than 1,000 people dying every day since the first of november. the president has been largely silent on that. it will be interesting to see what he says today. not just about operation warp speed the fact we will be seeing vaccine probably sometime in the next month. but the more immediate problem which that even if we get the vaccine all estimates are it will be the spring before they are widely available. right now there are a lot of people who are getting sick and a number who are dying. >> i am told it's possible that the president may take some questions this afternoon. obviously, i imagine the first questions would be about where he is in terms of if he is going to fight this battle to unearth new votes to turn around the current vote count or if he will

concede. the president seems in a way, chris, to be winninginewinningi winning, even as he is losing. he is making the case he didn't really lose the election, that it was taken from him. is that an argument he can credibly make? >> well, not in terms of the numbers so far. unless we see something we have not seen so far, which is serious fraud and fraud of a dimension that would overturn the results. he is not losing these states, pennsylvania by 500 votes like florida in 2000. he is losing it by 50,000 votes. unless we see fraud of that dimension i don't know that he can say the election was taken from him. that doesn't mean he won't continue to make the argument. donald trump got more votes than any person in history running

for president this year except for joe biden. there are tens of millions of people who love this president and are in the trump base and they will be susceptible to the argument this election was taken from him. >> geraldo rivera talked to him earlier this afternoon and said the president is a realist and will do the right thing if it turns out there is no path -- let me read the tweet: so, it sounds like if he doesn't find a path and i heard this last week, that the president would gracious l graciously con allow a peaceful transition to go forward. does it sound like he is inching toward that?

>> i don't know. you have a better sense than i do. he seems to be saying different things at different times to different people. he was also saying to some people in the last couple of days, i heard this from white house sources, he did not intend to concede. and certification happens on december 15th -- remember we don't elect the president. it's the 538 electors who elect the president. they vote on december 14th for the president. he discussed the possibility if he could tie states up in losses the secretary of state in pennsylvania could not certify the biden electors and they could certify the trump electors.

than 8,000 votes should be tossed out because of defects or irregularities. the board of elections here their 3 commissioners voted that the 8,000 plus ballots should count in spite of minor technical errors. some are missing signatures. others are missing the date. others are missing a printed name or address. for the trump campaign none of their more than -- we are waiting for a ruling on that case. we are expecting it today. for the trump campaign, none of their more than a dozen lawsuits filed in pennsylvania are claiming there is widespread voter fraud. they don't include evidence of ballots cast by dead people. but argue there were technical

violations. the trump campaign will argue the mail-in ballots system is unconstitutional because it allowed them to count the mail-in ballots before election day which is illegal. >> when you count millions of ballots you can make mistakes with a couple of hundreds. that's not what they are talking about here. the only thing that could change the outcome is massive systemic fraud. they don't have evidence of that. >> yes, none of the lawsuits have chipped away at president-elect joe biden's lead is stands at more than 60,000 votes in pennsylvania. that's continuing to grow as ballots here in philadelphia are still being counted. the trump campaign lawyers want to first stop the results here

from being certified on november 23rd and see if a recount may go their way. the first step is to stop the certification process in court. >> they want to get their hands on the ballots themselves. brian, thank you very much. jonathan turley a fox news contributor and constitutional law expert. one of the things that went the president's way is a judge in pennsylvania ruled that the secretary of state had no authority to extend the deadline for voters to present identification. people who cast provisional ballots. unfortunately for the president those ballots were segregated and not counted. could it lay the ground work for the larger case that the supreme court has yet to take up on whether or not the deadline on

november 3rd was the deadline for mail-in ballots to be counted? >> it could. the argument is the secretary of state acted unlawfully with this last-minute order. this was the time when we were to expect real evidence of systemic fraud or errors. this last order did deal with thousands of ballots. it's not enough to make the difference. we had an allegation in michigan involving an initial tally that gave thousands of trump votes to biden. but the secretary of state there said that was quickly caught. it was human error. what the trump campaign has said well, we are concerned. we have a lot of new computers like the dominion system. they are vulnerable to human errors. this might have occurred in

other districts in other states. the problem is we have not seen that. this is the time when you begin to pick up systemic problems that can be affect a sizable number of votes. does that mean there is not evidence of it? no, because there is still litigation going on. nothing we have seen has panned out to represent that type of systemic problem. >> what the argument that the trump campaign made yesterday in pennsylvania in certain democratic counties, mail-in ballots were pre-canvassed and people came to cure a ballot that would have been invalid. in republican counties they were not afforded the same thing. does that sound like a bird that will fly? >> well, the problem again is we are groping in the dark here. a lot of evidence is held by

election officials. they won't have access to it without a court order. can they prove there was a systemic difference between these districts? how many votes were impacted? that's a very high threshold. courts tend to be reluctant to start opening up all of the ballots and going through these. >> how long do you give this process? there appears to be the political support for the president to continue this for another week at least. maybe a little beyond that. >> you know, as i have said, we should have as much transparency as possible. i don't believe this election will be overturned. i think it appears that we have a president-elect biden. but it's also very important for 72 million people to believe that he is president-elect

less than 30 minutes. president trump will speak in the rose garden. at noon he had an update on operation warp speed from his teamworking together to get a vaccine out to americans. the president said that vaccine would likely be available by the end of the year. pfizer reporting promising data. they are getting close to ask the fda for approval for a vaccine they say is 90% effective. will the president come out exactly at the top of the hour? probably not. kevin cork will be out there and we will carry it live. minneapolis city council approving a half million dollars in funding to bring in police officers from other areas to help stop a rise in violent crime there. back in june the city council approved a measure to abolish the police department following protests over george floyd's

death at the hand of minneapolis police officers. we are covering this from all angles. the detroit police chief will join me. david miller reporting on calls to defund the police. first garrett covering today's city council meeting. >> wrath -- the city council voted to boltster the police department with 4 additional officers on loan. they approved $500,000 to pay for the extra officers through the end of the year. they are down more than 100 officers after dozens retired early following the riots after the death of george floyd. the city is facing a wave of violent crime. homicide and robberies are all up. a group of residents sued the

city council over a lack of police presence on the streets. the mayor praised the council for passing this resolution and said we sent a clear signal we will support the chief and we will work with law enforcement while implementing safety measures. this proposal passed by just 1 vote. it's a short term solution to this larger issue of violent crime in the city. this is a debate that is going to be lasting for the foreseeable future in minneapolis. >> to say the least. garrett, thank you very much. new york congresswoman alexandria ocasio-cortez defending calls to defund the police. democrats say that movement called the party to lose seats in the house.

david has more live from new york city. hi, david. >> hi. ocasio-cortez took part in a virtual town hall yesterday evening and again repeted her call to defund the police despite the controversy and the claims that her position has cost democrats at the polls. she showed no sign of backing down. she said she was heart broken by the people killed by police and wants money spent on cops to be reallocated. those remarks put her at odds from president-elect joe biden and senator joe manchin said we do not believe in defunding the police. ocasio-cortez supports defunding because protecting people's lives is not just about police. in her remarks, she said safety is not just about an officer and

when you look at this spike in violent crime in minneapolis, this is a natural outgrowth of the rhetoric we have been hering there over the last 6 months? if you move to defund the police and discredit your police department that violent criminals will move into that vacuum? >> john, i agree. it's a number of factors. the crime is rising in a lot of cities. this anti-police rhetoric is going across the country. fortunately it hasn't taken hold here in detroit. but we have seen an uptick. it's mind boggling. when i hear some folks that sit in seats of leadership and speaking for their constituency but not talking to them. most detroiters want to fund the police. there is a minority view in our city council that agrees with

defunding. and you look at minneapolis. they want to dismantle the police? spend $500,000 to bring in outside agencies. this knee jerk reaction, you lose control. you don't fix a problem by bringing in an outside agency. they dismantled the police because they are not supporting them. >> let's look at the statistics in minneapolis. homicide are up 50% this year. 75 people killed. shootings 500 shot. that's twice the rate in 2019. violent crimes at a 5 year high. 4600 this year. yet when you look at the emergency request from the police chief in minneapolis for $500,000 to bring in officers from other jurisdictions to help aid in filling that hole that was left by these police officers retiring, that won by

a 7-6 vote in the city council. nearly 50% of the city council was opposed to doing that. is that odd? >> absolutely it's odd. one minute the majority wants to dismantle. now you want to bring in the outside help to bolster the police department. you have a fragmented approach. what makes the outside agencies better than the one that is there? there were issues in the police department before george floyd. reform is in place. don't just dismantle and then run good officers out. the whole conversation is not warranted. >> the debate in the democratic party continues. alexandria ocasio-cortez defending her call to defund the police. joe manchin the senator from

we don't know what the president is going to talk about in the rose garden in 10 minutes. give us an update on vaccine and what he might talk about? >> he will probably talk about the tremendous progress we made with the pfizer vaccine that will be available in a year's time. it normally takes several years for a vaccine to get on the market. the vaccine will probably have 30 million doses by the end of the year and pfizer will seek emergency use authorization to distribute 30 million vaccine. he will probably discuss therapeutics with pharmaceutical companies. 8 months ago we didn't have theerments. -- therapeutics. today we have anti-viral and

steroids and blood thinners and vitamin-d. it's also important to understand that pfizer is one of several vaccine in the final stages. we have moderna and johnson and johnson. it's a miracle we have come this far. it's an extra weapon we need to fight this virus as we see the soaring numbers of cases. >> the point you made about how much better equipped we are to deal with this, daily cases in the united states are up over 150,000 now which is 5 times what they were at the height of the pandemic back in early april. yet deaths are less than 50% of what they were during the height of that pandemic. still, though, it speaks to an urgency to get something out there to prevent people from catching this. >> yes. i think back in march and april we had as many cases but didn't

have the number of tests. for example, this morning i swabbed many patients and only a handful were positive and their symptoms were mild. we have more imagine to treat and manage this virus. that's why they are not passing away like they did 6 or 7 months ago. we have a lot more to do. it's a matter of complying with cdc guidelines until we get the vaccine on the market. >> you have seen anything to suggest that the virus is changing in its ability to cause severe disease? >> not necessarily. i have had very young patients who have been critically ill and they have no underlying medical problems. it comes down to compliance and knowing your risk and we are better able to manage the

this is a state the president campaigned in quite a bit. you were at the rally in hickory. what is fascinating to watch is see how state republicans have been eager to see this race called because they wanted that vindication that their on the ground efforts going door-to-door and holding rallies would pay off. we learned that the republican senator tillis will spend another 6 years representing north carolina in the senate. he won over the democrat who was very well funded. the republicans got their message out and got that turnout on election day itself. a lot of people were frustrated the race took so long to call. the state board of elections made it clear they anticipated this was going to take sometime. they wanted to make sure the county his all of the time had a needed to account for the potential mail-in ballots which had to be postmarked by election day. counties got the time to count

what would come in. unbelievable turnout in the state of north carolina. close to 75% of the state's registered voters taking part in the 2020 election. a sign that voters were paying attention. in this battleground state and a state president trump can add to his column with 15 electoral votes. >> when i say official, it's an official call by the associated press. it's not a certification. that will come later. mark, certification is something that the trump campaign is looking closely at here. the timing for certifications can run between a week and a half to some of the them don't certify until december 1st. the president is looking at that amount of time he's got to launch these challenges and maybe delay certifications? >> north carolina will do their

discovery and science channel. what does it say we moved from the test phase and rocket to the operational phase? >> john, thanks for having me and the interest in the story. it's a big step. the demonstration test flight had to go well. it does. the spacecraft performed very, very well. bob and my doug 2 friends on that flight spent time on the space station. that was about testing the vehicle. this is about getting access to the space station. they will be up there for 6 months. this signifies the next major step that the vehicle -- it's got to be tested and looked at. but it will go an operational phase before 2 go to the space station for the first time.

>> i was a boy back in the 1960s during the gemini and the apollo and the race to the moon. the space race is engrained in my dna. it's about something bigger than just us as human beings who inhabit this planet. the dragon capsule will go up tomorrow and nicknamed resilien resilience. does this make this mission feel better because of that? >> well, i think you are right in a lot of ways. it's a very good point. this is a positive story here. we have been through a lot of tough times and controversies. and hard ships for people around the world. this year has been tough for a lot of reasons. this is should go we can take pride in and look at as a very positive story. we had a good test flight.

this will be a next step where it opens the doors for more astronauts and more commercial activities and civilians are going to space. something to be proud of. it's been quite a while since we watched people from the u.s. to go to the space station. now back in business and we should feel happy about that and very proud of that fact and celebrate and look forward to a good launch tomorrow. >> i wanted to mention that. so folks know the difference between this and the first flight. the first was manned by test pilots. this will be manned by people who are experienced in robot engineering. the other interesting thing is nasa is charging 58-million dollars a seat for this so space tourism should be just around the corner. how would that change things? >> that's huge.

it's not just tourism. some companies may want to go to space for research and commercial activities. it opens up the possibilities to more than just nasa astronauts. we think of the tourism. it's like travel on our planet. sometimes we travel when there is not a pandemic. we travel for pleasure, vacation, to see things on vacation. also we travel for business reasons. this is the step for space travel. not just tourism but other business opportunities and research beyond what nasa and other government agencies are doing in space. >> a bold new frontier. mike holds the record for the longest time spent in space outside of the capsule. good to see you. look forward to your commentary tomorrow. appreciate it. >> john, i appreciate you covering it. there is a lot going on. something everyone can enjoy.
