going on with san bernardino county. they're saying the governor's powers he assumed are unconstitutional. this emergency management act in effect in california either doesn't give him the power to do what he is doing in their county right now, or if it does, it is an unconstitutional law. it violates the california constitution. he simply really doesn't have the authority to make the decisions that he is making but the other piece of the argument is simply that he doesn't know what he is doing. in san bernardino county the policy that he is putting in place to close stores and bars and restaurants and churches and all these other places is actually having a negative effect because it is keeping people from being outdoors where they're safer. driving them back into their homes where we know you see the highest incidents of spread. so it is both constitutional argument and a practical argument and the bottom line is they're saying give the authority back to the county. give the authority back to residents in the county to make smart decisions based on the circumstances on the ground where they live.
