lawmakers reach a break through. >> reporter: like clark griswold, members of congress will be spending the holidays with their families. this is a big package they have come to an agreement on. they haven't voted on it yet. they're getting closer. because it was tied with the government funding package, they had to buy themselves extra time to he prevent a government shutdown that could have taken place this morning. in broad strokes, here's what they're talking about. there would be a temporary $300 increase in jobless benefits, $300 a week. there would be direct payments to most americans. there is income qualifications here but most people would get a $600 check from the government. this extends the paycheck protection program to help businesses. there would also be housing assistance. both sides had to give something up to make this happen. for democrats, it was billions of dollars in state and local benefits, state and local bailouts. >> sadly, our third purpose, to

honor our heroes, was not fully appreciated by our republican colleagues so our support for state and local governments while significant in this legislation, requires more to be done. >> even though the republicans were relentless against it, we found other ways to aid the states. so the states will get at least some of the aid they need. >> reporter: republicans had to give up legal protections for businesses that decide to reopen and senate majority leader mitch mcconnell blamed democrats for dragging their feet. >> when we get this done, congress will not he deserve any special praise, not with this relief having waited until late december and not with some of our democratic colleagues openly saying the reason they finally changed their tune was they finally got a president-elect of their own party. >> reporter: the president is expected to quickly sign this

into law. the white house issued this statement. president trump has pushed hard for months to send americans badly needed financial relief. we look forward to congress sending a bill to his desk for signature. the price tag is enormous. you combine all this, the government spending package along with covid relief it clocks in at $2.3 trillion. you hate to see the heavy hand of government at work but there ought to be a provision in here that people see christmas vacation, carley, that's just unacceptable. carley: i can't believe i admitted that on tv. i'm a christmas story girl. i've never seen christmas vacation before. that is on my list of things to do. todd: kind of like congress got it done. an urgent manhunt underway for a suspect accused of killing a pennsylvania police officer. colby francis is accused of

shooting an officer three times with a hidden gun he had. it all happened while he was in custody. the 32-year-old officer is in stable condition. carley: president trump's campaign making a plea to the supreme court to reverse a mail ballot ruling made by pennsylvania's supreme court. there is a decision to extend the ballot deadline. the petition requests a review by thursday ahead of congress' meeting january 6th to certify the results of the electoral college. todd: five minutes after the hour know. the first doses of mow of deer that's covid-19 -- mow of dee ms covid-19 vaccine is expected today. carley: ashley strohmier has more. >> reporter: 6 million doses were shipped out from a distribution center last night. they are expected in hospitals throughout the united states. in new york alone, nearly

350,000 doses, actually 3 -- yes, 350,000 doses are expected just this week. moderna was authorized by the fda just three days ago and unlike pfizer's, moderna's vaccine can be shipped at those normal refrigerator temperatures whereas pfizer's was much, much lower. take a listen to this ups driver. he's talking about the delivery of the vaccine. take a listen from his standpoint. >> my mother and father were both in the hospital with covid and my dad passed that day. i couldn't think of a better honor to do for my father than to do this today. >> reporter: and although president trump and dr. fauci predicted those at lower risk could get a vaccine by spring, president-elect joe biden's pick for surgeon general told a different story. >> if everything goes well, we may see a circumstance whereby

late spring people who are in lower risk categories can get this vaccine. that would require everything to go exactly on schedule. i think it's more realistic to assume that it may be closer to mid-summer or early fall when this vaccine makes its way to the general population. >> reporter: healthcare workers are first in line to get the vaccine, which will then be available for the new york city fire department, emts and the nypd. first responders are at the top of the cdc's new list of who should get the vaccine, others include seniors over of 75, teachers, in workers in agriculture, manufacturing, grocery stores and u.s. postal service. in all, the second round of shots will see more than 50 million people vaccinated. keep in mind also, joe biden, his wife jill, are expected to get the pfizer vaccine publicly today. this comes as the deputy secretary for the hhs says a third vaccine is on the horizon,

>> i'm very concerned about what not only joe biden and his family, how they responded to china in the past and we can just look at the example that they've given us, but also those around him. we've been hoodwinked for the last couple years by many democrats trying to make russia a bigger problem. china is a very clear crisis. todd: welcome back. former national intelligence director, richard gra grinnell, sounding a warning bell, saying he's very concerned about joe biden's ties to china. carley: this as a new report reveals china's efforts to control the narrative around the covid-19 outbreak. todd: what stood out as the most troubling from this report?

>> i think the fact that china is trying to shape public opinion, they're trying to build this great firewall at home where they use the media to repress, not inform, their own of population and then whitewash china's -- the view of china overseas, their reputation. and that's what this report shows us, and it shows us that china's not the responsible steak holder than the -- stakeholder that the bush administration thought they would be in 2005 but as director grinnell noted a company that is our long-term strategic threat. carley: the leaked documents show that chinese officials ordered the news media to downplay the coronavirus, in part they say do not use incurable, fatal, or similar headlines to avoid causing societal panic. if china acted sooner and alerted other countries about the crisis rather than covering it up, would we be in a different place than we are today? >> i think the world would be in

a different place if china had not concealed the outbreak and the severity of the coronavirus pandemic. make no mistake, they muzzled their own citizens who were trying to ring alarm bells about the pandemic which was threatening their nation and would go on to threaten the world. that highlights for us why it's important for us to have people inside china, doing the work i used to do because we're not going to collect accurate information otherwise. we're not going to get accurate information from the chinese. they simply won't share it. todd: quickly on this next topic here, you heard grinnell in the intro saying democrats are always focused on russia, russia, russia, not focused on china. does it appear to you that they almost have like two children the way democrats treat russia and the way they treat china with russia it's the child they always get in trouble for everything they do and with china they baby him to a certain extent and never get in trouble for anything they do. is that sort of an accurate

assessment? >> i actually respectfully don't agree with director grinnell. i think that democrats and republicans have built a consensus on china, thanks in part to what the trump administration has done the past four years, recognizing the threat that china poses to us. let's be clear, russia mounted a massive cyber attack against us, they invaded ukraine, and georgia. they are supported venezuela and cuba and syria's hen. man and iran, there is no question they're a major threat to us. we have to draw a distinction between some of the investigations of the trump campaign and the president himself which the president rightly so didn't like and the concern about russia as a threat to our nation. carley: biden's incoming white house press secretary jen psaki says joe biden will not talk to any incoming attorney general about the hunter biden biden probe. take a listen to what he has to

say. >> no decision has been made about who he is going to nominate as the attorney general. he's been emphatic that person will oversee an independent department. he will not be discussing an investigation of his son with any attorney general candidates. he will not be discussing it with anyone he is considering for the role. he will not be discussing it with a future attorney general. carley: do you believe that? what do you think will happen to the investigation once joe biden takes office? >> i'm hopeful that that's certainly the case, you want to wall off politics from any legal proceedings. there have been some speculation that president-elect biden is interested in naming senator doug jones as his attorney general and of course they're very close friends and there was some concern and speculation that might influence the proceedings regarding hunter biden. what i can say is that as a retired national security professional, that i hope we wall off the poll o politics frm whatever legal proceedings take place, we avoid collateral

carley: oh, boy, good morning. welcome back. the pc police has been working overtime all 2020 from paw patrol to the star spangled banner, nothing has been off limits. here with his take is comedian chad prather. it's amazing to look back at all that's been canceled this year and who knew that a kids' show about crime fighting puppies would be offensive but paw patrol was even put on the chopping block this year. >> kind of insane, isn't it, that you have a cartoon, an animation that people want to use to teach kids how to do right from wrong and that becomes offensive all because they represent law enforcement. you've got men and women out there that want to put on a badge, kiss their families good-bye and go out and serve their communities and come home at the end of the day safely and you have a dog that represents that. what's cuter than a puppy at christmas time anyway, right? i mean, how can you be offended by a puppy? so that's what's going on. it's just another example of the

insanity and the upside down world we're living in today. carley: we may have to do an entire segment on the puppy that you're holding. really quickly, what's his name. >> this is dolly. this is dolly dog. carley: oh, she's adorable. oh, we love her. unfortunately, we have to get back to cancel culture for a little bit and what about mount rushmore, the dnc posted a tweet saying trump has disrespected native communities time and again, now he's holding a rally glorifying this at mount rushmore. they say it's about disrespecting native communities. >> i was in south dakota on july 3rd when the president gave his speech. it was an incredible speech, an incredible gathering. i saw the protests, i saw the rallies outside and i heard about all of it, blocking the roads and them having to take vans out of the way. it was really a sad moment when you consider not only people's

dismay but their disrespect as well for the event that was going on. mount rushmore is a beautiful place, south dakota is a beautiful state and to think that these folks who feel so disen franchised come in and make a spectacle that they did was a disappointing thing. when the president flew in, in a fly-by over mount rushmore, it was an exciting night, made you printouproud to be an american. i wish everybody could feel the same way. carley: the editor in chief of yahoo music had this to say about the national anthem. in an increasingly anti-racist era, america's national anthem seems to be striking a wrong note. i remember there were suggestions about the song lean on me replacing the national anthem. remember that? >> yeah. you know, it's funny that we

impact on your employees? >> well, i mean, we're going to be scrambling this week to try to figure out how to adjust. and i'm sure that we're going to be pivoting again and hopefully making employment available. but at this point you're looking at losing some staff temporarily, for sure. carley: that's so sad, especially because this is supposed to be the busiest time of the year and it's heart-breaking to ever have to let go employees, especially around the holidays. congress just reached a coronavirus relief bill including $284 billion for small businesses. so how will that money impact your business, your restaurant? >> i mean, first of all, we have to wait to get the program executed and last time there was a lot of problems in terms of delay and getting it up-to-speed and restaurants need funds right now. so i mean, i'm personally happy to see that it's gone through

but i think we really need a targeted relief for restaurants as a whole. todd: i mean, i've been saying this since the start of this thing. if you're going to take away someone's livelihood you need to compensate them for that and there should have been more of a focused relief bill as opposed to an overarching stimulus that helps a lot of people that don't need it, when you guys do. you look at the d.c. food industry, saw a 38.6% drop in jobs september year on year. look at that. and like you alluded to, that number could get worse with the situation. yet it seems a lot of administrators, politicians say oh, we're going to allow outdoor dining. we're just going of to eliminate the indoor dining. you know what happens in about 30 of minutes fro30 minutes fro? winter arrives. how can you do outdoor dining in winter in d.c., new york, anywhere quite frankly that's not california, florida or

hawaii. >> really, you can't. you're looking at eliminating the indoor dining, you're looking at reducing your seating to basically nothing. i mean, outside you have some people that are willing to like bear it but it's getting too cold really. so we're really looking at realistically almost probably eventually i'd say 10% dining on ththe patio, 15 if you're lucky. todd: you can't sustain with 10 to 15%. amy, we love checking in with you. we hate it that it's under these circumstances. we appreciate your insight. you and your employees are with us, in our prayers this christmas season. carley: best of luck. we turn to this, the u.s. embassy in baghdad targeted in a rocket attack overnight trey yingst joins us live as officials are blaming iran

backed mal militias knew. >> reporter: there was minor damage and they injured at least one iraqi soldier. part of the attack was caught on video as we saw the counter rocket system firing off interception rounds. the iraqi government is calling this a terrorist attack as u.s. secretary of state mike pompeo tweeted iran backed militias wrecklessly attacked in baghdad. the people of iraq deserve to have these attackers prosecuted. these violent and corrupt criminals must cease their destabilizing actions. this is two weeks before the one year anniversary of a drone strike that killed general qassem soleimani in baghdad, as the united states prepares a troop drawdown, there are concerns of provocation from iranian proxies in this part of the middle east. iran is also vowing today a response to the killing of their

top nuclear scientist last month outside of tehran. they are blaming that attack on israel, saying they could target not only israel but also their allies like the united states in the region. todd, carley. carley: trey yingst, big story there, live for us in jerusalem, thank you. todd: foul play suspected in the death of a missing soldier. army specialist hayden harris was last seen thursday after he left the new york base for a vehicle transaction in new jersey. the 20-year-old tennessee native was found shot to death in a wooded area. a fellow soldier suspected in that killing is in custody. a stand your ground bill sitting on ohio governor's mike dewine's desk, it removes the legal requirement to try to retreat before shooting in self he defense. he said -- self-defense. he called for any gun bill to toughen background checks and boost penalties for felons committing new crimes with guns. carley: look at this wild video

as firefighters in san francisco rescue a man from a burning building just in time. the man was about to jump out of the window to escape the flames. crews lowered him to safety. officials say the man suffered serious burns, but is expected to be okay. yikes. and did you see this? a paragliding santa not having a jolly time after getting stuck in power lines for more than an hour. look at this, the sacramento metropolitan fire district working to free santa who was looking to deliver candy canes to people in a california neighborhood. the good news is, santa was not hurt and the rescuers were able to he free him. that could have been very different when you're talking about power lines. but everything worked out okay. todd: he's got about four days to get it right because then the real mission -- carley: that was a practice round. todd: dr. deborah birx accused of violating her own covid-19 rules, her explanation for a

carley: house minority leader kevin mccarthy renews calls for eric swalwell to be removed from the intel committee, after a recent briefing on the california congressman's relationship with suspected chinese spy, christine fang, dating back to his time in local government. >> this friday we finally got our fbi briefing. it was the speaker nancy pelosi and myself. it was a very thorough briefing. no one that was in that room could walk out and say eric swalwell should be on the intel committee. the one thing you can read publicly, it wasn't swalwell

going to the fbi, it was the fbi coming to swalwell and the leaders to warn what they have noticed. she went down as low as the mayor, she went down to know eric swalwell as city counsel councilman, helped him to get to congress, and continued and tried to put interns in his office. this is so concerning. and then as a very junior member in his second term he gets named to the intel committee and that exact same year when the fbi came to brief the intel committee because they were concerned of what they saw, he gets put as the ranking democrat over the cia. i do not understand how this has continued this long. the intel committee is different than any other committee. this is where america's secrets are kept. carley: mccarthy believes the fbi needs to brief the entire intel committee. todd: moderna's covid-19 vaccine joins the arsenal in the fight to end the covid-19 pandemic but as fox news correspondent christina coleman

reports there's growing concern about a new strain of the virus. >> reporter: the first shipments of moderna's vaccine just approved on friday being packed and loaded sunday and ready to arrive in states as early as monday. the doses will be distributed to more than 3700 locations across the country. >> it's a big day because i work in the er and i've seen all the people that have passed away from covid and we're not able -- were not able to get this vaccine so this is for them. >> to be a part of the beginning of the end of the covid pandemic is just a real privilege. >> reporter: over in the u.k., there's great concern over a new strain of the virus that's believed to be even more of contagious, the government imposing new restrictions which forced shops to close and some families to cancel their christmas gatherings. president-elect's joe biden surgeon general nominee said the strain won't change their approach. >> it seems to be more easily transmissible. we don't have evidence that it's a more deadly virus to an

individual who acquires it. there's no reason to believe that the vaccine that has been developed will not be effective against the virus as well. >> reporter: the lockdown which affects 16 million people, mostly in the london area, could last for some time according to the u.k. health minister. several eu nations have temporarily banned flights from the u.k. as a precaution. christina coleman, fox news. todd: did you hear about this? despite telling americans to limit celebrations to your household, dr. deborah birx is having to explain why she traveled with two households the day after thanksgiving. in a statement, dr. birx just you thjustifying the travel to f her vacation properties. carley: saying, quote, i did not go to delaware for the purpose of of celebrating thanksgiving. now, despite the whole family eating together while in delaware, dr. birx instead explained that the short trip was to winterize the home for potential sale, not a holiday

gathering. fox news contributor tammy bruce says dr. birx is the latest example of the elite believing they are above the rules they create. >> it's a very marxist kind of thing where leadership has special privileges and they're immune from prosecutions and from the rules, literally, and yet the pleas, the little people on the ground, they're the ones who have to suffer. dr. birx, her rule saying don't travel during thanksgiving, limit who you're with during thanksgiving, traveled with two separate households in her family at least three generatiogenerations, large grof people traveled with them during the thanksgiving time in direct contradiction of what she was saying everyone else had to do. so this becomes a psychological break if you will, that they genuinely believe that they are better, that they are immune.

todd: you'll remember several democrats caught breaking their covid-19 rules including california governor gavin newsom who went to a birthday dinner at an upscale restaurant. carley: it's called the french laundry. todd: we can't forget speaker pelosi, is it getting her hair done or getting her hair did, i never know. she was caught at a salon, regardless, not wearing a mask. ups driver anthony gaston got a surprise thank you, people showing appreciation for the joy he brings while making his rounds, calling him a real life saver. he shed a few tears, you would too, after hearing the cheering and honking from all those familiar faces. these folks are keeping it together, keeping us together. carley: that picture is so cool. look at that. all that emotion. ton same note, a massive drive-by parade for a he beloved

todd: welcome back. black lives matter activist turned congressman elect cory book will serve on the house judiciary committee. patrice onwuka says the anti-police rhetoric won't take her very far. she joins me now. patrice, why do you say that? >> good morning, todd. well, i say that because cory bush joining the house judiciary committee, she's coming in entry level. she's not going to have a lot of power, a lot of say. she's coming in with no legal background whatsoever and not a lot of experience even -- no experience as a lawmaker. she will depend on others to try to craft or put together some sort of bill or legislation and she has been a huge defund the

police person, she was a black lives matter activist, pushing for the defund the police. but a lot of the people on the judiciary committee are not going to be sympathetic to that defund the police. todd: bush does have a response to your comment about her not having a law background. she says some people in my mentions and on the air right now are saying i need a law degree to serve on the judiciary committee. no degree can teach you what it feels like to experience an officer's boot stomping your head. the expertise of my community's lived experiences will drive my work. patrice, what signal does her appointment send in light of that lack of legal experience? >> well, it's a win for the black lives matter organization, they can say they pushed one of their own, not just into congress, unseating an incumbent, but also onto a powerful committee. you don't have to have a legal background or be a lawyer to be on the committee but it certainly does help.

now, maybe the committee is going to take up something related to policing reform. maybe that's where she can be a voice. again, she is a freshman, she's incoming. it doesn't mean she will get a lot of power or a lot of say. if the republicans hold the senate even a bill that gets to the judiciary committee and the house is not going to pass the senate based on far left policies. todd: meantime, joe biden continuing to ignore questions about the hunter biden story. take a listen. >> mr. president-elect, would you support a special counsel to handle a hunter biden investigation? todd: i'm a little worried peter doocy is going to get a complex if he keeps getting ignored like that. it's not just joe i'll norring the stan call -- ignoring the scandal, news networks not covering it so far. abc nothing, nbc, nothing, cnn, less than 90 seconds. how much longer can this go on like this? >> it's going to keep going on,
