jillian: chad program has been at the capital all day and all night and joins us now, you have a lot of breaking news to get to. >> reporter: we have a new president-elect, it is official, congress certified the electoral college, the final result 306 electoral votes for joe biden, 232 for donald trump. let's listen to amy klobuchar, top democrat on the senate administration committee on the days during the counting of the electoral votes. >> the report we make is joe biden and kamala harris will be the president and vice president according to the ballots that have been given to us. >> reporter: this was one of the most ignominious days in us history, the certification of the electoral votes but you had this utter chaos at the capital as marauders broke through capital security, got into the senate chamber, there was an armed standoff in-house chamber as they tried to protect members. it was dramatic during one of the most important constitutional processes in american democracy and the temperature wasn't lowered this evening. what we are looking at on-screen was a skirmish in the back of the house chamber at 2:00 this morning between two members of congress was you had colin allred, former linebacker with baylor university and the tennessee titans and andy harris, republican congressman from the eastern shore of maryland almost getting into a fist fight. called has prevailed, this was punctuated with mary black, the senate chaplain trying to bring down the temperature during his final prayer at the end of the joint session.

minutes ago, he says, quote, even though i totally disagree with the outcome of the election, and the fact the bear me out nevertheless there will be an orderly transition on january 20th. this is going to be the big question, they will swear in joe biden per the constitution at noon on january 20th at the united states capital. but considering the gravity and severity of the security breach at the capital they have to be things up during the pandemic. it won't be anything like what they had for a traditional inauguration with tens of thousands if not hundreds of thousands of people on the west front and the mall for an inauguration, they won't have that but they are going to have to have some sort of inquest with the capital police to figure out what went wrong today, what went haywire, this was the worst incursion into the united states capital since the british broken and burned the

people's house remains secure but it was anything but peaceful earlier when protesters stormed that capital, breaking windows and left four debt including a 14 year veteran shot by police, dozens injured, taken to the hospital, 14 police officers were injured, two hospitalized win 50 arrests had been made. it all started when the president finished addressing the rally, which drew criticism for his inciting that crowd and when he called for them to stop the insurrection, things got out of control he continued to maintain his baseless claim that the election was rigged. >> i know your pain, i know you're hurt, we had an election that was stolen from us. it was a landslide election and everyone knows that especially the other side but you have to go home now. we have to have peace, we have to have law and order, we have to respect our great people in law and order, don't want

came to be peaceful because the president told them to come here because it was a big day and they need to be here, one gentleman from tampa told me as much so it unfolded as a somewhat raucous final speech to hard-core supporters that turned into something history will look upon and frown on for decades but these things happen, you do the best you can, you have to put a camera on those instances because we must learn from that. another interesting story, the aftermath of what chad was talking about which is hardening the target, making this capital safer not just for the inauguration in 15 days but the rest of time for the future because we didn't expect that to happen.

burst through the front door of the house chamber and there were some people in the house that were a little uncomfortable but the capital police did a tremendous job. everyone was evacuated and luckily we all made it through it. >> in a situation like this the concern is people, not property but this is not just any property, this is the capital, this is one of the most if not the most iconic vision of our country except the white house, statue of liberty and the like. we've seen some pictures so far, damage wise. can you describe what it is like in their right now or at least what was like as you were coming in to continue your day? >> in statuary hall in different places to assess the damage, there were some broken windows, broken glass, broken furniture

president to point that out. a lot of people claiming this was going to turn into a situation where he had to be removed from office where he was going to hole up in the white house, that was never going to be the case but there is considerable frustration on the right about the way the court cases regarding the election have been handled. a number of them including the case in wisconsin were not dismissed because the facts were not against the election commission who violated state law but went the other way because it was filed too late. that is the situation in pennsylvania where the state constitution was violated by a new law but because it wasn't challenged immediately in the election happened first the case was dismissed on a technicality. that doesn't sit well. people on the right went the rnc and the state legislatures that are controlled by republicans to look at the rules around running elections to make sure they are fair so people can trust the results. todd: we had you on when it comes to matters of geopolitics, finding out a certain thing that

happens in one country means for us in america. from a geopolitical perspective didn't the events of yesterday give a big win to russia and china? >> they will use them without a doubt. it is a situation where for once you look at the greatest democracy, the greatest free country in the world and we are having an internal scrap, we are having a kind of a civil war. look at the events of the past year we had rioting for 6 months or so across the country, billions of dollars of damage, now you look at a case where there was a mob went into the capital building during a constitutional event which is unhelpful at the least so those things will be used by our enemies. we need to look at the issues and everyone on the right needs to calm down and find better ways to deal with them and as a country we need to look at what we are doing and calm down the

i say it is not because what we notice is 100,000 people who voted in the november election did not vote in the runoff and those were of voters that supported donald trump. i think it is interesting to note there were a lot of emotions going on and these candidates weren't only running against democrats but also against the media, all the attacks happening when it came to them and so many other things, stacy abrams increased voter registration by so much. interesting to look at it all. i don't think we really know what actually happened until we look at the numbers but there were a lot of republicans who just did not show up to vote. jillian: why? everybody knew because of the media coverage and because of how much this was talked about and how much focus it was everybody knew the implications

for our entire country surrounding the runoff election so why do you think people didn't come out to vote and what does that say about the republican party and what they need to learn going forward? >> people didn't show up because a lot of people lost faith in the election process and that had a lot to do with it. a number of people did not have faith and when you have individuals encouraging republicans not to vote this is what you get. there was a lot of that. the election integrity issues going forward. a lot of emotions connected to this and that is where we have to draw the line, to make decisions without letting our emotions drive us but that is what we saw in a lot of cases. >> use a vote republican campaigns are in it for the
