morning, president-elect joe biden one day from taking office and already planning his first big spending blowout with his $2 trillion covid-19 package. jillian: the impact of the massive stimulus plan, ranking member of the small business committee missouri congressman blaine leukemeyer, appreciate your time. let's pull up what is included you will see $1,400 stimulus, $50 an hour federal minimum wage, $400 billion to fight covid-19, $350 billion for cities, states, territorial governments. a lot of stuff in here people at home might say how will this help me? what do you say about that? >> great question to ask from the standpoint that the last two packages that were put together were very targeted, trying to get as much money out to small

businesses especially to allow them to stay in business and employ their workers, 50 million jobs were saved, the last package hasn't gone into effect yet. with regard to small business the ppp program, the first day all the people who can qualify, financial institutions that would be able to help them can jump in. some of the things you just mentioned, the minimum wage, not necessarily against the minimum wage but at a time when our economy was growing people were talking about it like we don't need a minimum wage with a growing economy, a minimum wage and the need for it will tell you when your economy has stagnated or going backwards and that is where we need to have the floor. we don't need a minimum wage right now, we need to do is get out of the way and let our entrepreneurs and small-business people do their thing. i think you can see if you look at the data from states that have not been locked down versus

states that have been locked down it is amazing to see. i will use my own state of missouri for instance, our governor took the lockdown off in may, we had this past year 2020 of 5% increase in revenue over 19, a 4.4% unemployment rate today and 200,000 jobs that are waiting for people to fill in california, though states that have been locked down, same thing. neil: want to talk about your new op-ed on the importance of targeting money to small businesses. is that one, small businesses being suffocated by overbearing policies, gop must fight for that. i don't want to get into a full economic class here. it seems logical small businesses doing well, good for the economy but economically why is that so? why is the economy so much better off when small businesses are doing well versus when they are not? >> small businesses hire 70% of

the new jobs. they also wind up with 50% of total jobs so you can see the economic impact is tremendous especially for small communities and auroral part of the country, economic drivers of the economy, entrepreneurs take the risk to jump in and make something happen. those are the people to drive our economy is without them our economy will stagnate, you will not see the kind of growth we have experienced in the past and the statistic i quote from my own state, look at other states around the country, those that were locked down have experienced a decrease in revenues, small businesses struggled and again through no fault of their own small businesses struggled, political leaders haven't been able to manage the covid-19 problem in their own communities or their own states.

jillian: after a year of business killing policies a new study shows restrictive lockdowns may not be worth the economic damage after all. joining me is doctor marty mc harry. this is what the study says, quote, we do not question the role of public health intervention or coordinated communication, with stay-at-home business closures. what is your reaction to this? >> i know these authors. they like to be provocative and challenge deeply held assumptions and that is very healthy and public health.

results are what they are in that it shows strict lockdowns didn't have that much of a different rate of infection spread but i would caution anybody against making conclusions from a macro level analysis. they compared us to south korea and sweden, they had an incredible testing system. they tested 9000 people at church when one person came down with the infection. sweden too adopted distancing measures. people think sweden just did nothing. they moved quickly and had one of the highest rates per capita. they are not really the model but the results are useful and we should look at them especially with the florida california comparison. >> we will not pull up the numbers because there are a lot of them and i went through with

a calculator doing the math so for people at home, just explain what i did this morning, looking at the population of the state of california and the state of florida and the population of la county versus miami-dade county specifically, divide that by the number of cases they are seeing, you can do this at home, you think they are very similar that tells you so much, look at florida how it is completely open and has been, california has the most extreme lockdowns in the country, what does that tell you about what these states mean to do because small businesses are closing by the second. >> it took a long time to understand this virus. it is a matter of indoor air flow. when we exhale air indoors and there's not good ventilation, it never made sense and still doesn't make sense to close beaches or to say that you cannot have any outdoor dining. i have been pushed to say black

very political, attorney general william barr was not political. i have experience serving under him as attorney general but i don't see how in the world he can derail the hunter biden investigation. todd: you mentioned hunter biden, what about the durham investigation? >> under is a career prosecutor. i met him when i was with the fbi. he is dogged, you don't find many career prosecutors who spend their entire legal career as state or federal prosecutor. regardless whether they derail any prosecutions all the facts will come to light. i don't think john durham will conceal or withhold those facts of something untoward happens. >> do you think garland is going to derail you see how this plays out? >> no reason to think he will.
