a showdown is looming at our southern border. it just gets worse day-by-day. joe biden is set to take office we know that. all of this ahead of the inauguration. i'm harris faulkner. you are in the "the faulkner focus". police in guatemala are battling to hold off the thousands of honduran migrants pushing their way to the united states. as the stand-off continues mexico's president now says he is ready to work with president-elect joe biden to forge a new regional alliance on immigration. so there is that. and this. the acting commissioner of customs and border protection is blaming biden's pledge to suspend deportations for 100 days for what you see on the screen right there. the surge in migrant caravans. watch. >> the rhetoric during the year plus biden campaign he has been

very clear wanting to roll back every single effective policy and authority that president trump gave us that allowed us to address the illegal immigration crisis, secure our borders and protect the american people. this caravan of thousands is a microcosm of what's coming. >> harris: in focus this hour unprecedented security at our nation's capital ahead of the inauguration. jim jordan is here and will join me. general jack keane will join me weighing in on the migrant caravan we just looked at and fox news contribute kat temp on hollywood's cancel culture. i want to begin with william la jeunesse top story, william. >> agents fear this caravan could mark the return of central american migration which largely ended after president trump closed the so-called asylum loophole and made people wait in mexico. then came covid that shut the

border entirely to everyone. apprehensions fell from 130,000 a month and 32,000 in december. you get 400 apprehensions a day in the rio grande valley, single mexican males. central americans why take the risk and spend the money when you aren't getting in. right now you have the caravan of 8,000 pinned down by the guatemala military in a narrow canyon 30 miles north of the honduran border. there is a waiting game. the group of moefsly hondurans say they need food and water. >> we have said many things that have happening. it is not fair we're treated like this like dogs, like animals. children, parents, why are we treated this way? we should not be. >> bill: mexico sent another 1500 national guardsman to its southern border and six buses to deport any who get through. remember these hondurans are in a foreign country and they

don't know the roads. one message our producer asking the best way to cross into mexico. she said, however, they do know that president trump is leaving tomorrow and anticipate biden will open the border. they want to get in line. what we don't know and biden has not said is when or if he will suspend title 42. that's the blanket denial of entry imposed by trump because of covid. which is raging south of the border and inside the caravan with no distancing, few masks, 21 who tested positive and sought medical attention. >> it is a human petri dish opportunity for the transmission of a very trance missable virus. >> covid right now is allowing incoming president biden to buy time. irony is they haven't figured out a way to reject everything trump and are afraid to reject his policies without resuming a surge on the border. harris. >> harris: may already be too

side of the aisle to again voice their differences and their opinion in a very peaceful way. >> harris: let's get to rich edson live in washington on this event, rich, which is a few hours on one day and we move on. >> it certainly feels like something bigger than that especially over the last week, week and a half here in washington you have had this massive and growing security presence. we're only a couple blocks from the capitol here and checkpoints like the one behind me around the capitol building. installing more barbed wire on the fences that you aren't supposed to be able to scale and surrounded by national guard and federal police officers. that's what you have all throughout washington, d.c. there is additional vetting of national guard members in d.c. about a concern of a possible insider threat. the acting defense secretary says there is no specific information pointing to that but they just want to make sure

here. federal law enforcement say they're looking out for any threats to the capital. places across the country as well. the acting attorney general said the justice department will have no tolerance for anyone who attempts to mar the day with violence or other criminal conduct. he also says the f.b.i. has received nearly 200,000 digital tips from the public regarding the riot a couple of weeks ago. our justice producers jake gibson is now reporting that locating the pipe bomb maker from a couple of weeks ago is a top priority here on inauguration eve. the f.b.i. says it warned law enforcement agencies the person who built the pipe bombs and left them near the capitol has yet to be identified and is a top priority according to law enforcement official briefed on the investigation. the attack on the capitol was unfolding on the 6th and a couple of pipe bombs put by democratic and republican headquarters and around the

capitol. a major priority here one day ahead of the inauguration. you have a massive security presence here. also a traffic nightmare around the d.c. area. they've closed the bridges from virginia, closed a number of roads all the way throughout downtown. you go just beyond that security perimeter and it is a traffic nightmare here. >> harris: appreciate the latest report. jim jordan, republican from ohio and ranking member on the house oversight committee. good to see you today. i want to start with something that we started this hour with that has been in focus and we'll move forward. the caravan. how much of it was anticipated? how much of it is a surprise at this point? >> i don't think it's a surprise at all. i think president biden -- soon to be president biden indicated he was going to relax the immigration changes that president trump had put in place that served our country well. he indicated that several weeks back and so i think this was

entirely to be expected. and it is happening and we're seeing it on the southern border. we'll see where we go. what the biden administration does now that you have this influx of people coming to our southern border. particularly at a time -- another thing when you think about the virus itself. we'll see how they handle it. >> harris: our reporter mentioned title 42, the blanket halt on people because of covid-19. you have a good reason to relieve that and a good plan. we'll see as you said. >> if you continue to put all kind of mandates and keep people from going to church, work, funerals, if that will continue on american citizens but at the same time you are going to allow immigrants to come across the border on the southern border in the caravan, i don't think the american people appreciate that and goes

analyst. so good to see you this morning, general. you know, my mind goes to that person who is earnest in saying they want to get here for a better life. we get that. what happens when they get here and some of biden's own people are saying it won't break down like that. what does it look like at the border particularly security-wise? >> certainly the perception this border of the united states and mexico will be open to them is part of what is driving it. the moratorium on deportations and that statement is the second driver of this. and really there are some other factors here as well. honduras has been overwhelmed this year, harris. this is a poor country to begin with. the poorest one in latin america. and two storms have just crippled them and so has covid-19. thousands of people that are homeless. and the people are organized by

someone certainly. we know cartels and criminals do it because they extort whatever savings they have to put them in groups to get transportation for them to move them to the border with guatemala. they don't do that on their own. the honduran government is complicit here. they know full well that secretary pompeo and our dhs has coordinated with mexico and with guatemala not to permit these caravans to proceed. and as a result of those policies that are in place, the honduran government knows that this confrontation is going to take place with the guatemala police. yes, they are permitting these people to do it. taken no effort to dissuade them from going north. i hope the biden administration, what they have to do early on here is one, get the dhs person approved this week and so they can make some policy pronouncements and some coordination with mexico and also with guatemala. and certainly with the honduran

government to prevent this from reoccurring. this caravan is on its way. it will be stopped and it is tragic what will happen to the people. there will be a humanitarian crisis once 8,000 people are put in one place. that's another factor in the conditions that are deplorable. >> harris: and you know those deplorable conditions, of course, if they end up close to our border are something that we get involved in at that point and so national security comes into play in kind of a different way. you mentioned the coronavirus pandemic, title 42 says they can't come in in droves like that. so the crisis now is two-fold. i want to get to this. joe biden's plan to unveil a sweeping immigration bill on day one of his administration. let's take a look what some of it includes, general. an eight year pathway to immigrants without legal status

to citizenship and a rule that requires migrants to stay in mexico as they await hearings. just with the mindset of protecting america. >> first of all, just a reminder for our audience. right now there are thousands of migrants who are in mexico seeking political asylum in the united states. in those cases, if they're adjudicated close to 90% of that political asylum is denied because they don't qualify. they are seeking economic relief more than anything else. and they just don't meet the conditions. that's another sad factor and a lack of honesty by the honduran government in dealing with its own people. but in terms of this legislation itself, you know, it is five years to legal status, essentially a green card and then three years to citizenship after you meet certain conditions speaking the language, etc.

this legislation is not all that different than what the existed in the trump administration early on. which had bipartisan support. of course, securing the border was very important ingredient and that's something president trump certainly insisted on. but he changed the conditions on that legislation at the last minute and that bipartisan support fell apart. i think what will happen here is there will be some insistence on this pathway which is similar to the previous legislation, but i think the republicans will insist on emphasis on border security. and certainly will not entertain the thought that the wall is going to be taken down. the republicans will want that -- the wall construction to continue because it has been so effective. >> harris: i have to tell you when you look at those people the option is to turn them

>> harris: philadelphia's district attorney says a gunman charged with killing 25-year-old milan loncar last week should have been behind bars. the d.a. says two weeks before the shooting judges freed the defendant on reduced bail. we're live in new york with the details on this. >> good morning. no surprise that outrage is growing really by the hour in philadelphia right now over this bail decision and philly police inspector even calling this decision negligent. it is a disturbing scenario. let's walk you through what happened. look at the surveillance video. 25-year-old milan loncar walking his dog as you and i would through a philadelphia neighborhood when you see two men approach him in what is being described as an apparent robbery.

milan was shot in the chest. still clutching onto his dog leash when police found him. 20-year-old is now charged with murder. here is the thing, though. he was released from jail just two weeks before this shooting happened all thanks to two judges who dramatically reduced his bail on two open felony cases. now one bail was set at $100,000 for kidnapping and robbery charges. that was dropped to $20,000 and bail set at $200,000 for aggravated assault charges dropped to $12,000. the defendant paid 10% on both those and walked out. milan was a temple university grad who loved his job and had plans to move in with his girlfriend, his family left devastated by the news. >> it's just a slap in the face on top of everything else. >> everybody loved him. everybody is hurt by this. >> now we don't know why bail
